With two Cabinet berths vacant and still over two years to go, the state top brass seems in a mood to send out a “young Congress” message to its electorate and weed out the “deadwood” which has failed to contribute much to the government’s image since the party came back to power for a second consecutive term.

Kanda’s man thrashed; INLD blamed

A supporter of Gopal Kanda, a former minister, was brutally beaten up allegedly by activists of the Indian National Lok Dal (INLD) outside his shop in the grain market here today. The attack left Ram Kumar Khaireka, a member of the Sirsa Block Samiti, badly injured with fractures on his hand and foot and multiple injuries all over his body.

Hooda to expand Cabinet soon

The Haryana Cabinet may go for a revamp shortly. With two Cabinet berths vacant and still over two years to go, the state top brass seems in a mood to send out a “young Congress” message to its electorate and weed out the “deadwood” which has failed to contribute much to the government’s image since the party came back to power for a second consecutive term.

Other considerations include maintaining a caste and regional balance in the Cabinet to ensure everybody gets representation.

Sources in the party said a Cabinet expansion was definitely on the cards and could happen in September.

There was a possibility of an expansion in the first week of the next month just before the Chief Minister leave for a week-long trip abroad, a senior Congress leader disclosed.

While one Cabinet seat fell vacant when former minister and Independent MLA, OP Jain, got embroiled in a controversy surrounding the murder of the village sarpanch of Karnal last year. The vacancies doubled when former Minister of State Gopal Kanda had to step down after the Geetika suicide case this month.

The sources said the focus of this expansion essentially would be to infuse young blood into the Cabinet. It was expected that a couple of Chief Parliamentary Secretaries could be elevated as ministers.

A few names doing the rounds include those of Ram Krishan Gujjar and Rao Dan Singh, both at present CPSes, while Aftab Ahmed, an MLA from Nuh, could also find a place.

The sources said while Gujjar, an MLA from Naraingarh, could be considered since there was no minister from Kalka right up to Kurukshetra, Ahmed, too, was in the race not only for being “actively” involved with party’s work but also because he came from backward Mewat, which had no representation. Heavyweight Rao Dan Singh’s only disadvantage was that he represented the Yadav community, which already had two ministers, Capt Ajay Yadav and Rao Narinder, and Bhiwani-Mahendergarh was particularly well-represented in the Cabinet with Kiran Choudhry, Satpal Sangwan and Rao Narender.

The sources said since the Jind-Hisar belt remained unrepresented in the present Cabinet, former minister of state and Hisar MLA Savitri Jindal, mother of MP Naveen Jindal, too, had a strong chance of being accommodated. Her added advantage comes from the fact that she represented the Aggarwal community which was no longer represented in the Cabinet. Both Jain and Kanda, from the Aggarwal community, had to step down. Nalwa MLA and former minister Sampat Singh, too, had been a contender in the past.

Also under consideration was the inclusion of Speaker Kuldeep Sharma since he could represent Sonepat, Panipat and Karnal which have no minister.

Strong contenders

  • Ram Krishan Gujjar, an MLA from Naraingarh, can be considered as there is no minister from Kalka right up to Kurukshetra
  • Rao Dan Singh, has only disadvantage that he represents the Yadav community, which already has two ministers
  • Aftab Ahmed, an MLA from Nuh, active in party work
  • Hisar MLA Savitri Jindal, has a strong chance to represent Aggarwal community
  • Speaker Kuldeep Sharma can represent the districts of Sonepat, Panipat and Karnal in the Cabinet

Kanda’s man thrashed; INLD blamed

A supporter of Gopal Kanda, a former minister, was brutally beaten up allegedly by activists of the Indian National Lok Dal (INLD) outside his shop in the grain market here today. The attack left Ram Kumar Khaireka, a member of the Sirsa Block Samiti, badly injured with fractures on his hand and foot and multiple injuries all over his body.

The police has booked INLD activist Pradeep Godara and five others under various sections of the IPC and confiscated a jeep allegedly used in the crime from the residence of former Rajya Sabha MP Vidya Beniwal.

Both Godara and Vidya’s son, Vinod Beniwal, are close confidants of INLD MLA from Ellenabad Abhay Singh Chutala.

The INLD denied any role in the incident, while Vinod alleged that the police had wrongly taken away his jeep.

Godara and other INLD activists were earlier involved in an unsavoury clash with Kanda on April 3, 2010, when Chief Minister Bhupinder Singh Hooda visited Sirsa.

On his petition, the Supreme Court had sent a notice to Kanda a few days ago for his role in the alleged attack on INLD workers and inciting the police to fire at them.

HJC women burn Kanda’s effigy

The women wing of the Haryana Janhit Congress (HJC) today burnt an effigy of former minister Gopal Kanda, who is accused of abetting former air hostess Geetika Sharma’s suicide, and demanded dismissal of the Congress Government in Haryana in the wake of a series of incidents involving its ministers and MLAs.

3 lakh dera volunteers sweep Hisar clean

In a unique demonstration of the concept of social service, lakhs of devotees of Sirsa-based Dera Sacha Sauda converged on the city today to participate in a cleanliness drive and swept the city clean in a matter of hours.

The drive was launched by dera head Sant Gurmit Ram Rahim Singh Insan in the Red Square Market. Devotees from six states, including Haryana, Punjab, Rajasthan, Himachal Pradesh, Delhi and Uttar Pradesh, had been asked to participate in the drive. The dera volunteers put the number of participants at three lakh. The figure did not seem exaggerated considering the numbers sweeping roads in every nook and corner of the city.

The dera administration had set up a 25-member committee to organise the drive aimed at inspiring the people to keep their surroundings clean themselves. The panel held meetings with the municipal authorities and the deputy commissioner to seek their help.

All volunteers arrived carrying with them brooms, spades, gardening tools, masks, gloves and everything else needed for the work. Most had brought their own food along although the local devotees had made arrangements for their food and water.

Dozens of vehicles of devotees kept taking rounds of the city offering drinking water, tea, snacks and food to the volunteers all over the city.

To the amazement of the residents, the dera devotees swept every inch of land in the city. The municipal authorities had provided them tractor trailers to carry the garbage to a dumping site outside the city. The number fell short ultimately. The volunteers were then told to collect the garbage at particular spots and the municipal workers would carry it to the dumping ground by the evening.

The volunteers were from all age groups, from teenagers to septuagenarians. They included businessmen and executives from multi-national and IT companies in Gurgaon and NOIDA.

Jagan Singh Insan, a resident of Noida who was supervising the drive in Urban Estate II, said, "Our aim is to inspire the people to keep their surroundings clean and not depend on any outside agency for the job. We will not leave even a leaf on the ground by this evening".

Sunita and her husband Dev Kumar, both middle level managers of an IT MNC in Noida said they decided to spend the weekend for social service due to motivation by their Guru. They had left their two-year-old with Kumar's parents in Delhi. "It gives us a unique satisfaction. We forget the tensions of a hectic lifestyle when we participate in such activity. It gives us immense joy to serve society in some way. We hope we will motivate others to do the same", they added.

About half the volunteers wore the khakhi numbered uniform provided by the dera. There were several newly married girls with the wedding chura adorning their wrists.

The city's residents were all praise for the drive and the dera. Krishan Chand Bhateja, a shopkeeper in the Urban Estate Market, said, "I had seen nothing like this in my life. The dera devotees had swept the corridor of the market even before I arrived at my shop at 7 am. Their humility and devotion is exemplary indeed. They came to give and by God they succeeded."

Devotion to Cleanliness

The district administration organised the second night stay programme at Budha Khera village in the district last night and announced to organise the next night stay programme on September 14 at Azim Garh village under Guhla subdivision. Chief Minister Bhupinder Singh Hooda had given such directions to all the Deputy Commissioners and Superintendents of Police at a meeting on July 7.

Officials of the district, including Deputy Commissioner (DC) Chander Shekhar, spent the night at Budha Khera village to understand and redress the problems of villagers and sort out local issues.

Shekhar told the villagers that the main motto of the programme was to enhance the implementation of various welfare schemes by bridging the gap between the people and the administration.

He said his priority as the head of the district administration was to raise the standard of life of the people by ensuring direct benefits of all the welfare schemes launched by the government.

He distributed three cheques of the Indira Aawas Yojna and five cheques of the Indira Gandhi Vivah Shagun Yojna to the beneficiaries. He disclosed that more than Rs 2 crore had been distributed so far to 870 beneficiaries of various welfare schemes.

Mobile firms told to verify customers’ details

The police has directed all distributors and retailers of mobile phone service companies to verify all the documents submitted by a customer for buying a SIM card before getting it activated.

Superintendent of Police Satish Balan said here today that the distributors and retailers would have to provide details of the customer and the SIM card to the newly set up telecalling cell of his office by email. Police personnel in the cell would then verify details provided by the customers by calling them up on their alternative numbers provided.

He said as per new regulations, the retailer was supposed to attest the identity, address, alternative contact number and all documents submitted by the customer. These were to be attached to the customer application form.

The retailer would have to certify on the form that he has thoroughly verified the identity and address of the customer.

The row over punishment to a Class XI boy of Government Senior Secondary School, Bapoli, Panipat, took a new turn today with pradhans of Behrampur and Autaulapur panchayats in the Bapoli block deciding to drop the matter.

The parents of Bhimsen, who was made to crouch and sit like a cock during a school function on August 21 by DSP Tanya Surjewala, also said it was a minor issue. They said their son had told them that when he was making mischief, the DSP asked him to apologise and he did it voluntarily.

The DSP has been sent to Madhuban Police Academy for training, which officials said was a routine affair.
