Chandigarh, August 27 The directions came on a petition filed by Mukesh Kumar Bange to initiate action against Cheema for violating the terms and conditions of allotment of more than six kanals of land for the construction of a gurdwara. Bange had sought directions from the respondents, especially the Chief Administrator, Punjab Urban Development Authority, to take action against Cheema. Referring to a photograph, he said contrary to the conditions of the allotment letter, 24 shops were constructed along side a road and given on rent to various persons. It is further said that for construction of the shops, the building plan was not sanctioned by the competent authority. Taking up the matter, the Division Bench of acting Chief Justice Jasbir Singh and Justice Rakesh Kumar Jain observed that constructing shops that too without the permission from the competent authority was a blatant violation of the provisions of the allotment letter and of law and “such attitude cannot be accepted”. The Bench observed: “By filing a reply, an attempt has been made to say that instead of shops only rooms were constructed to facilitate stay of visitors to the gurdwara. After perusing the photographs we are not convinced with the above stand taken by the respondent (Shavinder Jit Kaur Cheema).” “When faced with the situation, the counsel for respondent Shavinder Jit Kaur Cheema states that except three shops which are in dispute, other shops will be demolished within a week. Taking note of the facts and circumstances of this case, we direct the Jalandhar Development Authority to demolish the shops within a week, action be taken forthwith and unauthorised construction i.e. 24 shops be demolished,” the Bench added. Jalandhar, August 27 The road stretch is full of pits and potholes. The Public Works Department has failed to maintain this stretch, located on the Jalandhar-Hoshiarpur road, for over a decade. A former deputy mayor, Dr TL Bhardwaj, who daily commutes on this stretch along with thousands of people, said, “This road has not been repaired for the past 10 years. A railway overbridge was constructed on this road at Shekhe village crossing during the Amarinder Singh-led Congress government. After that, the PWD forgot about the road stretch.” Virendra Bhagat of Adampur village said, “He uses this road while coming to Kishanpura Chowk at least twice a week. The road from Jandu Singha village to Shekhe ROB and then to Lamba Pind Chowk is full of potholes.” Demanding immediate reconstruction of this road, both Dr Bhardwaj and Virendra Bhagat said a number of persons had sustained injuries after falling in pits and potholes especially during rains. Army demands withdrawal of octroi on CSD liquor
Jalandhar, August 27 The Army in its communiqué to the cantonment board has mentioned that, “With the imposition of octroi on CSD liquor consumed in cantonment, the cost has increased substantially and this has affected the morale of the troops and the ex-servicemen.” The cantonment board has been levying additional excise duty following which the prices of the liquor have gone up considerably and the Army authorities was eagerly looking forward to find out a solution to this issue. This agenda would be discussed by the Army authorities during the budget meeting which would be chaired by the president, cantonment board-cum-Sub Area Commander, Brigadier Arup Sen. The councillors would take up many major issues, including that of the cattle menace in the cantonment; encroachment erected by shopkeepers in Sadar Bazaar; unauthorised construction in civil areas and much more. The Army has reportedly formed a separate team for removing the encroachments from the Sadar Bazaar. Councillor Nistha Goel said the cantonment board has been imposing a fine on the cattle owners, as and when they are found roaming in the public places, but that they have failed to find an outsourcing company for the job. “We could not find any takers for this job, hence the problem of stray cattle persists in the cantonment,” she said. The Army would also discuss the issue of noise pollution in cantonment and other civil areas owing to late night marriages, parties and religious functions. It has been learnt that the Army authorities was likely to issue some fresh directions in this regard for civilians residing in the cantonment. Councillors maintained that the issue of unauthorised hawkers and carts owners in the cantonment would also be taken up on a priority. “The Army authorities are of the view that unauthorised hawkers and carts, which roam in the cantonment and other adjoining civil areas, should be banned. However, the reality is that we have registered the hawkers and cart owners with the cantonment board, as they pay tax for the same,” they added. |
Shagun scheme
Jalandhar, August 27 The department would release the grant from the period of November 2009 to March 31, 2011. The district social welfare department failed to announce the disbursal of the grants well on time. While the information regarding the disbursal of grant was made public on August 24, the last date to apply for the scheme is August 30, which gave a week’s time to the beneficiaries to apply for the scheme. This time, the department has asked the beneficiaries to deposit their bank account numbers and the IFSC code of their respective banks so that the amount could be directly deposited to their accounts. Earlier, the grant was disbursed manually. But from now onwards the disbursal would be done through the online management system. The social welfare department has also declared that if the beneficiaries failed to apply within the stipulated time period, their files would be considered annulled. Sources at the department maintained that they had informed the sarpanches, councillors and the panchayats about the grant, but the response has been lukewarm. Sarabjit Singh, an elderly man from Jamsher village, who came to deposit the bank account said, “We learnt about the disbursal from villagers. I have many times approached the department to enquire about the grant in the past two years.” Another beneficiary, Chaman Kaur from Basti Bawa Khel said, “Although late, but we are happy that finally the grant has come. We went through tough time gathering money for the marriage of my daughter. The grant has come up at a time when we had lost all hopes”. The beneficiaries said the department should have informed them well on time. Now, the time limit should be increased in the larger interest of such families. “The grant will help many poor families return their loan that they borrowed for the marriages of their daughters,” said a woman. |

Jalandhar, August 27 After the Hisar, Jaipur and Indore chapter, Jalandhar was the fourth stop for the firm. The conference was well-attended by school heads and academicians from Jalandhar and other neighbouring cities. A brain child of the alumni from the IIM and Harvard, Stones2Milestones is currently present in states of Delhi, Haryana, Gujarat, Rajasthan, Maharashtra, Karnataka and is expanding to reach several others through its learning centres as well as school partnerships. While seven schools in Jalandhar have shown keen interest in the firm, the firm’s programmes have been running in five of these schools for the past three years. Focusing on the why’s and how’s of creating a reading culture, the conference threw light on understanding as to how children learn to read. The participants discussed the challenges of ‘teaching reading’ and conferred on the needs to establish the values and habits of reading. “We have run surveys and have conducted researches on the issue across the country. And the conclusion that we have arrived at is that children are scared of reading. A format has been created wherein teachers are trained to enlighten children about the pleasures of reading and slowly make them embrace the practice,” said Kavish Sarawgi, founder, Stones2milestones. The special programmes also include a format wherein a grandmother’s tale scenario is used to lure children to enjoy book reading. “The programmes do not need additional books or any special classes. These are fun sessions which take place during the library periods etc of the students,” said Sarawgi.

Held for burglary bid, man attempts suicide in police station
Jalandhar, August 27 He along with his two other accomplices were nabbed by the police in the wee hours today when the trio attempted to commit a burglary in a shop. The police booked the trio in a case under Section 380 and 511 of the IPC. Now, after the suicide attempt, the police registered another case against him under Section 309 of the IPC. Station House Officer Balbir Singh said the accused Joginder Singh (who attempted suicide), along with his two aides Sonu and Sanjay Yadav, were caught red handed when they were breaking the locks of a shop in the city. The trio was kept in the prison at the police station. This morning, when they were to be taken to a court, Joginder took permission to go to the urinal. “As soon as Joginder entered the bathroom, he consumed the tablets. He himself told the cops that he had consumed tablets to end his life,” the SHO said. He was immediately taken to the hospital. His condition is stated to be out of danger. Joginder told the police that he had attempted to end his life as he was under huge debts. |

Jalandhar, August 27 Housed on a gurdwara premises in the heart of the Aman Nagar area, the dispensary boasts of a swelling OPD and unlike many other dispensaries, the infrastructure and supplies are upgraded regularly. The fact that it is housed on a gurdwara premises is also one of the major contributing factors for its success. While government dispensaries are mostly seen devoid of repairs, the Aman Nagar dispensary benefits from the renovations carried out on the gurdwara premises from time to time, for which the dispensary is also included. While the dispensary has an OPD of 1,000 to 1,200 patients per month, the staff posted at the dispensary comprises a Medical Officer, a pharmacist, 3 ANMs (one regular, two temporary) and the on-deputation staff includes a class four employee and a sweeper. When the shortage of supplies from the Civil Hospital is a widespread problem at government dispensaries, it is not the case here. Medical officer Dr Harish Bhardwaj said, “Resources are must to run the establishment smoothly. We send the demand for medicines regularly to the Civil Hospital. We have never faced problems of shortages. There has been a supply crunch from time to time, but we put in money from our side (donations etc.) and make sure patients are never short of medicines. We cannot send them back empty handed,” he said. While traces of dampness mar the dispensary walls in both the main rooms, Dr Bhardwaj said it was a problem that the dispensary was formerly plagued with, but now they have devised an outlet to drain out excess water from the roof, which was causing dampness. While Dr Bhardwaj joined the dispensary in 2006, he says things were not always so smooth. “But with the efforts and donations, we made sure patients get all the facilities and now things are smooth, since we have a bustling OPD.” While the dispensary, otherwise, has sound infrastructure, the doctor said with the dispensary sometimes getting 80 to 100 patients a day, there is a need of proper seating arrangement for waiting patients. Industry menace Some of the industrial iron-moulding units running in the neighbourhood are the only trouble for the dispensary. The fumes from the industrial units make the running of the dispensary difficult. Dr Bhradwaj says, “During days when the polluting units are functioning, we have to shut all the doors. The smoke and fumes are also very harmful and a great cause of inconvenience for patients waiting outside.” The pattern reflects on patients too. Restore Roadways’ Volvo bus service to Delhi airport: Congress
Jalandhar, August 27 The delegation, which included PPCC secretary Virendra Sharma, DCC (urban) president Arun Walia, senior vice-president Kanwal Sachdeva, councillors Pallani Swami, Simranjit Singh Bunty, Tarsem Singh and Pawan Kumar, submitted a memorandum to the GM demanding restoration of the bus service in public interest. Virendra Sharma said the GM assured the delegation that he would forward their memorandum along with an official letter to his seniors. Congress leaders alleged that the service was withdrawn at the behest of Parkash Singh Badal-led SAD-BJP government so as to extend benefits to the private bus operators, including Badals. The Punjab Roadways had started the Volvo service from Jalandhar bus stand to Delhi airport a few years ago when BJP leader Master Mohan Lal was the Transport Minister. Congress leaders said, “Besides causing losses to the state exchequer, the withdrawal of the service has hit residents.” |
Rejected by ex-lover, married woman commits suicide
Jalandhar, August 27 Six months ago, she got married to a Ropar-based person, but she was unhappy with the marriage as she wanted to marry a villager with whom she had an affair for a long time, police sources said. The deceased had recently come to her parents’ home and was reportedly pressurising her old lover for marriage, they added. Police sources claimed that the youth (with whom the deceased had an affair) had asked the woman to first take divorce from her husband and only then he would marry her. Unable to find a solution to her problems, she committed suicide. The police said the investigation was going on in the case. In another incident, a youth of Chak Vendal village allegedly died under mysterious circumstances after he consumed some poisonous substance at his residence here late last evening. The deceased was identified as John. The police said as per the statement of deceased’s relatives, an inquest proceeding under Section 174 of the CrPC has been initiated. |

Phagwara, August 27 Grewal said, “The Congress is busy in looting the farmers and it can't do justice with the farmers of India. Farmers are under debt and forced to commit suicide. Now the time has come to replace the anti-farmer government.” He further said the fight for farmers and poors would not go in vain. He said BJP leaders Sushma Swaraj, Arun Jaitley, Rajnath Singh would fight for the farmers inside and outside the Parliament.
