Encroachments face axe
Jalandhar, August 24 A decision in this regard will be taken at the cantonment board budget meeting scheduled for August 28 in which many other important issues will be taken up by the elected members of the house. Sub Area Commander Brigadier Arup Sen has reportedly given the go-ahead for the anti-encroachment drive in the market. It has been learnt that the shopkeepers will be given 15-day time to remove the cemented encroachments done by them on the roads, failing which the Army authorities would be forced to take action against them. The Army authorities have already formed a separate wing to initiate the drive in the cantonment. In fact, even the cantonment board authorities have been looking forward to remove the encroachments in the market. Sources in the cantonment board said most of the shopkeepers in the Sadar Bazaar had encroached on the area of covered drains lying ahead of their shops, which fall under the jurisdiction of cantonment board. “There are many shopkeepers who have put up kiosks and small shops on the drains itself, hence encroachingthe cantonment board land. The anti-encroachment drive was required, as the market roads usually remain choked due to constant traffic congestion,” the sources added. However, the councillors are of the view that the cantonment board authorities should start levying tax on the shopkeepers for encroaching the drains in the market. “Around 20 years ago, the cantonment board used to levy a nominal tax from the shopkeepers under the Rent Control Act of the Cantonment Board Act, 2006. We would raise this issue in the meeting and seek support from the cantonment board authorities,” the councillors maintained. The sources also added that vendors moving carts in the cantonment would now have to seek approval from the cantonment board authorities, failing which they would be liable for action. |

Jalandhar, August 24 Entering fifth term as a representative of the Labour Party, Milkinderpal Singh Jaspal, originally hailing from Isherwal village near here, has been chosen as the Deputy Mayor. His wife, Jasbir Kaur Jaspal, however, is a first-timer. While the Deputy Mayor is in on a week’s tour to Punjab, his better half and a counterpart in the council has not accompanied him on this trip. A BA (politics) passout from the UK, Jaspal worked as a governance consultant before getting elected as a councillor for the first time in 1991. Since then, he has held many posts, including chairman of the Economic Development and Property Committee, cabinet member for highways and transportation and cabinet member for governance and performance. He was also the first Asian director at Birmingham International Airport. Jaspal recalls, “My maternal grandfather Amar Singh was the founder member of Desh Bhagat Yadgar Hall here. My father was a government school teacher here. I was just five years old when in 1965, we moved to Wolverhampton. But I have always remained attached to my roots and keep on coming here once or twice a year. We now own a house in Phagwara.” Like Jalandhar, Wolverhampton, too, is a 60-ward council. Jaspal tells that the population there is just of about 2,36,900 persons, in contrast to 5.5 lakh voters here. In yet another comparison, while the budget here is of Rs 610 crore, the gross revenue expenditure budget for the council there is of 728.13 million euros. A huge amount of the budget in Jalandhar goes for road and sewage laying, while in a sharp contrast, half of the budget in Wolverhampton goes for funding about 100 government schools, the Deputy Mayor revealed. He tells, “As councillors we have to ensure more accessibility and accountability. There if we receive a complaint on a pothole in a road, we have to get it rectified within 24 hours and respond. I have not changed my cellphone number for 20 years so that I remain in touch with my electorate all the time. Even when I am here, people have been contacting me with problems on e-mail and I am getting their work done from here.” “Now, of course I have my wife as my aide. Our both sons have become doctors and we are free of our primary responsibility and intend to work in sync to serve the masses there,” he signed off. |

Jalandhar, August 24 In his complaint, Ravinder Singh, a resident of Bhogpur, said after retiring as Warrant Officer from the Indian Air Force, he was looking for acquiring a car having less average fuel consumption so that he could fulfill his passion to travel across the country. He said he was lured by the tempting and lucrative advertisement circulated by Tata Motors claiming that Indica Vista Quadra car gives an average fuel consumption of 22 km per litre. He said he was persuaded by dealer Kosmo Vehicles Private Ltd to go in for the car, “as it gave the highest mileage”. He said he purchased the car for Rs 4,51,574 on May 25, 2010. He said he availed of the concessions extended to ex-Air Force personnel through the CSD. He said he was extremely unhappy from the beginning, as the car, bearing registration number PB-08-BP-1408, was giving a mileage of only 15 km/litre. The plaintiff said he brought the issue to the dealer. He said a joint road km test was conducted on September 6, 2010, during which the car was driven for 20 km using 1.3 litres of diesel, which came to 15.3 km/litre when speed was 70 to 80 km/hour. He said that there was no improvement even after services and testing. He said he realised that the seller and manufacturers had made false claims regarding mileage per litre to lure and invite gullible consumer to buy the car. In the reply, the dealer cited that the efficiency or average per km depended on various factors like poor driving habits, overriding of clutch, poor maintenance, adulterated oil, road conditions and place of driving. “No complaint of low mileage was received when the vehicle was brought to the workshop,” he responded. The company owners replied, “The car is thoroughly inspected for control systems, quality checks and test drive before passing through factory works. Before purchasing the vehicle, the complainant had taken a test drive and had understood in detail warranties, assurances, specifications of vehicle and terms and conditions of after sales service of car.” The forum checked copies of the advertisement wherein car showing average of 22.3 km per litre was given in small prints. It stated that the company had adopted unfair trade practices. It ordered a payment of Rs 10,000 as compensation and Rs 2,000 as cost of litigation. |

Jalandhar, August 24 Two political members of the auction committee, including SAD’s Kamaljit Singh Bhatia and BJP’s Sunil Jyoti, did not turn up on the occasion. The officials waited for them for about half an hour, following which they called them up to find that they were not available. The eight sites included those in front of President New Court Hotel, in front of Kamal Palace, Tubewell Park on Police Lines Road, HDFC Bank and the State Bank of India in Civil Lines area, outside Civil Hospital and within yellow line from Namdev Chowk to Geeta Mandir in Model Town along the tow away zone. Commissioner MC Viney Bublani said the auction would be held again within a week’s time. Kler joins as Joint CommissioneraxPCS officer Anupam Kler joined as the Joint Commissioner, Municipal Corporation, on Friday. Kler, who was earlier SDM-II, had been transferred as SDM Balachaur during the Assembly polls. She is the sister of Phillaur MLA Avinash Chander. Jalandhar, August 24 Acting on the complaint, the police initiated the investigation, he said. It received secret information that the accused, along with the girl, had been hiding in a village near Mukerian, adding that accordingly a raid was conducted and the accused, along with the girl, was recovered. The police said for now, a case of kidnapping under Sections 363, 366 of the IPC had been registered. |
‘Bhajji’ is international ambassador
Jalandhar, August 24 Sealing the cultural, economic and trade bonds that were initiated with an MoU signed between the councils of Jalandhar and Gravesham by Rakesh Rathour (mayor of the Jalandhar Municipal Corporation) and Tanmanjeet Singh Dhesi (young Sikh mayor of the Gravesham Borough Council), the move has taken the twinning efforts of the two cities a step further. Harbhajan agreed to take on the honorary role of promoting Gravesham following a recent visit to Gravesend and its new Gurdwara. While Harbhajan was also signed as an overseas player for the Essex County Club, talking about the new role as the ambassador of the twinned cities, the turbanator said it was a real honour and he was delighted to be able to promote the borough and its opportunities back home in Jalandhar and further afield. The ace cricketer, with more than 400 test wickets in 98 tests, said he was really impressed by the town. Harbhajan lauded the 14 million pound fundraising efforts by the Sikhs for the complex of Shri Guru Nanak Darbar Gurdwara, Gravesend. The complex also happens to be the largest single site Gurdwara in entire Europe. He said the effort was awesome and described Gravesham as “a real home away from home”. The turbanator said he was particularly struck by the welcome accorded to him at the town. “It is truly an honour to tell everyone about your town,” he added. Talking to The Tribune from the UK, Tanmanjeet Singh Dhesi said: “Harbhajan’s visit was a pleasure for the residents of the town. As one of the biggest sporting celebrities back home and with an immense following in the borough, we couldn’t have found a better person to promote the cultural, economic and business ties between both the cities.” Council leader John Burden said: “It’s very good news to have someone of Harbhajan’s stature supporting our bid to keep Gravesham on the map and help us develop a new style of twinning. Man dies of snake bite
Jalandhar, August 24 He died at the local Civil Hospital. Doctors said the victim had died due to snake bite. The deceased was identified as Rehan, son of Sunil. The victim had gone missing for the past three days and his kin had already been searching for him. On Friday morning, one of the villagers noticed a person lying unconscious in the fields and he immediately raised an alarm. Meanwhile, the victim’s kin took him to a nearby private hospital in Shahkot, from where he was referred to Jalandhar Civil Hospital, where he died this afternoon. |

Jalandhar, August 24 A dispute between the accused and the victim, a retired BSF inspector, over contract money was said to be the motive behind the crime. Moreover, Multani was also “keeping an eye” on the accused’s wife, which further led to his murder, revealed the police. Balbir Singh, Deputy Superintendent of Police (DSP), Kartarpur, said the accused were identified Ranjit Singh, alias Vicky of Shahbajpur, Satinder Singh, alias Sonu, of Moonak Kalan and Ravinder Pal Singh, alias Judge, of Moonak Khurd. While Vicky and Sonu had been arrested, Judge was absconding, the DSP said. During their questioning, Vicky revealed that Multani had given his agriculture land (7.5 acres) to him on contract for the past over a decade. Vicky had been making payment of the contract to Multani’s first wife Surjeet Kaur, who is residing in Tanda (Hoshiarpur), for the past eight years, the DSP said. He said Multani had been asking Vicky to vacate the land and even started threatening Vicky with dire consequences for the past four months. He even started visiting Vicky’s house “with an eye on his wife”. This act of Multani was unacceptable to Vicky who, along with his aide Sonu, then planned to eliminate Multani. The duo then hatched a conspiracy and selected Judge, who was a drug addict and involved in a number of cases of drug peddling, the DSP claimed. To eliminate Multani, a deal was struck between Vicky and Judge and the latter demanded Rs 1 lakh for the job. Vicky and Sonu made an advance payment of Rs 15,000 to Judge for procuring arms and ammunition and were to pay him Rs 50,000 before the murder and the same amount after the job, the DSP added. The three then visited a gurdwara and pledged to bring up Judge’s family after the job or in case he lands behind bars on the charge of the murder. It was also pledged that no one will blackmail each other in this connection, Balbir Singh added. It was greed for money that changed Vicky’s mind, who then decided to open fire himself. He purchased a SIM on fake identity from Bhogpur. Vicky then called Multani on the pretext of showing his Bhogpur-based house that he had put on sale. A meeting spot was fixed on the Jalandhar-Jammu highway in Kahanpur village opposite Hemkund Public School near the Pathankot bypass on August 18 morning. As Multani reached the decided spot in his Alto car, wearing full-face helmets, Vicky and Judge reached there on a motorcycle and had a discussion on the busy highway before the former opened fire at Multani’s chest from a point-blank range, leaving him dead on the spot. The duo then sped away and took refuge in Patiala, Chandigarh and certain other places. Their third aide Sonu is absconding since after the incident. The police had laid a trap to nab him, the DSP said. |

On Thursday evening, when his colleagues noticed him lying unconscious in his room, they raised an alarm, sources said, but the victim had already died. Youth held with 260 gram smack
Jalandhar August 24 SHO Bimal Kant said ASI Ashwani Kumar had laid a naka in the Transport Nagar for routine checking and on suspicion signalled a motorcycle-borne youth to stop for checking. But instead of stopping his bike, the youth attempted to flee from the scene, he said, adding that after a few minutes of struggle, policemen chased him. Bimal Kant said during the search of his belongings, the police recovered 260 gram smack from his possession. The youth was on his way to sell smack to his clients near the locality. A case under Sections 21-61-85 of the NDPS Act had been registered, the police said. The police added that further investigation was on to explore his links with local drug peddlers. |
