Jairam Ramesh promises speedy clearance of state road projects
Appeals to bring in 'nirmal rajya' in Uttarakhand
Tribune News Service

Dehradun, June 2
Along with assuring the Uttarakhand government of speedy clearance of road projects under the Prime Minister's Gramin Sadak Yojana (PMGSY), the Union Rural Development Minister, Jairam Ramesh, also urged the government to show exemplary leadership in transforming Uttarakhand into 'nirmal rajya' by improving sanitation conditions in the villages in the next four years.

At a press conference today, the union minister said he would personally take up the matter of speedy clearance of road projects with his government in the Cabinet. “Uttarakhand should link the remaining roads out of the sanctioned 1025 by the Central Government under PMGSY in the coming four years. In the last 12 years, the speed has been slow and only 650 habitations had been connected with roads. I know the clearance from Forest Department is posing a huge problem. I will take up the matter of simplification of the process like it is being done in the Naxal-infested areas with my government,” he said.

He also pointed out that around 70 projects under PMGSY that had received forest clearance during the previous government’s rule were not completed because the contractors ran away.

“I think the manpower problem too needs to be looked into,” he said.

Urging the government to take up the project of providing toilets to all families under the Nirmal Gram Yojana, he said the Central Government had increased the finance for construction of one toilet per family from Rs 4000 to Rs 10,000. “There are a total of 7,555 gram panchayats in the state and only 525 have been declared Nirmal Gram Panchayats. The government needs to complete the task of becoming a 'nirmal rajya' in the next four years,” he said.

Union Minister Ramesh, describing the MNREGA importance for checking migration from hill areas, said that 30 more works had been added in it. Union Minister said that Rs 160 crore had been allocated for drinking water projects to Uttarakhand for 2012-13.

Besides, the minister said he would also look into the matter of increasing the Central and state government funding in the ratio of 90:10 as is being done in the North-Eastern states.

The minister also said as the women of Uttarakhand had been in the forefront of several environment movements, he expected to bring around 25 lakh women under the self help groups.

When the union minister was urged to connect van panchayats to MNREGA, he stressed on attaching them to gram panchayats first and said the suggestion had come from the forest officials who want van panchayats to be consolidated with the gram panchayats for better up-keep of water resources that fall in the forest areas.

Chief of the city unit of the party OP Chauhan said a protest march would be organised against Ramdev’s agitation at Jantar Mantar tomorrow, as he had failed to come clean on allegations and notices served on him and his eight trusts.

His love for environment only growing stronger
Popularly known as ‘Vriksha Manav’, 91-year-old Vishweshwar Dutt Saklani planted his first sapling six decades ago. And his love is only growing stronger with age
Jotirmay Thapliyal/TNS

Dehradun, June 2
Vishweshwar Dutt Saklani, also known as ‘Vriksha Manav’ turned 91 today but his spirit to conserve environment by planting saplings is as young as a teenager. Born on June 2, 1922, Saklani had been a freedom fighter before he took up the cause of the environment in the post-independent India. It was his unwavering commitment to save the environment that made him plant and nurture number of trees in his native Pujargoan in Saklana Patti of Tehri district.

He started planting trees 60 years ago at his native Pujargaon in memory of his wife whom he lost to tuberculosis. His brother, Nagendra Dutt Saklani, a veteran communist leader, played a stellar role in the merger of the erstwhile Tehri state into the Indian Union.

Nagendra rose in revolt against the Tehri ruler and tried to capture the tehsil office at Kirtinagar on January 12, 1948, and was killed by troops of the Maharaja along with Molu Ram Nautiyal. Moved by their martyrdom, the people of Tehri rose in revolt against the ruler that finally led to the merger of the Tehri state with the Indian Union. As a part of his commitment to the environment and of course in memory of his brother, Saklani raised 70 nurseries and planted more than 50 lakh saplings, turning an area of 120 hectares in Pujargoan into a lush green forest. He, thus, named this forest ‘Nagendra Dutt Saklani Van’.

In 1986, he was awarded Indira Priyadarshani Award for his efforts to protect environment by the then Prime Minister Rajiv Gandhi. Since then, he has received many awards both at national and international levels.

Very few know that Saklani was given the name of Vriksha Manav at Shivanand Ashram Rishikesh in 1986 by then then Ashram Head Swami Chidanand.

Saklani firmly believes that every Indian must at least plant one sapling on the occasion of birth, marriage or even a death in his family. He said it was important to save the environment.
