Mandal resigns from Assembly, quits BJP

BJP expels legislator

The BJP today expelled BJP member and MLA Kiran Mandal from the primary membership of the party and blamed Chief Minister Vijay Bahuguna for launching a clandestine operation to bring the BJP MLA to its fold.

The artistes at times dancing and singing generated a lot of curiosity among the commuters who too joined the parade.

Man held on rape charge

The Patel Nagar police has arrested Surender Singh, 35, a resident of Mohabbawala, for raping a schoolgirl at Chaula village in Patel Nagar a few days ago. The accused had picked up the girl while she was returning from school and took her to a nearby forest and committed the crime. The girl had lost consciousness for some time but later returned to her village. She narrated the incident to her parents. The police was informed and it prepared a sketch of the accused.

In another Char Dham yatra road mishap, three pilgrims were killed and seven others were injured when a tree fell over a bus at Augustmuni in the Rudraprayag district of Uttarakhand.

Mandal resigns from Assembly, quits BJP

Kiran Mandal, BJP legislator from Sitarganj, resigned from the state Assembly today. He submitted his resignation to Govind Singh Kunjwal, Speaker of the Uttarakhand Assembly. “I am no longer a member of the Vidhan Sabha and have also resigned from the primary membership of the BJP as a mark of protest against the non-fulfillment of my demands. The Congress government has given a positive response to some of my demands,” said Mandal.

He denied that he was kidnapped and said he had decided to resign from the Assembly and the BJP on his free will. The BJP never paid heed to my demands while on the other hand Chief Minister Vijay Bahuguna responded positively to most of my demands, including my offer to vacate the Sitarganj seat for him to contest the Assembly election,” he added.

There was speculation since morning that Mandal would submit his resignation to the Speaker, who was specially flown to the city for the purpose.

The BJP has been alleging that the Congress was preying on its MLAs who visited Chief Minister Vijay Bahuguna for getting work done in their constituencies.

Meanwhile, the Chief Minister said, “The BJP is creating a fear psychosis in the minds of its MLAs. It is a normal practice to approach the Chief Minister for getting work done. The BJP should not misconstrue things.”

With Mandal having tendered his resignation the Congress leaders maintained that the doors of the party were open for like-minded people. “Our doors are open for all who are willing to work together for the betterment of the state,” said Surya Kant Dhasmana, vice-president of the Congress.

The Chief Minister, however, gave a guarded reply to the question of his choice about the Assembly seat. “Though the decision regarding the Assembly seat rests with the party leadership, It could be anywhere from Dharchula to Badrinath, if the voters so desire,” said Bahuguna.

On the issue of land rights for settlers in the state, Bahuguna said he was in favour of giving ownership rights to settlers, including residents of malin bastis.

The BJP today expelled BJP member and MLA Kiran Mandal from the primary membership of the party and blamed Chief Minister Vijay Bahuguna for launching a clandestine operation to bring the BJP MLA to its fold.

Uttarakhand BJP chief BS Chufal said on the recommendations of the disciplinary committee, Kiran Mandal had been expelled from the party but he had strong words for the Uttarakhand Chief Minister.

"He was the brain behind the operation and together with Uttarakhand Congress chief Yashpal Arya, they enticed the MLA into making false promises and then encouraged him to resign from the Vidhan Sabha seat," said Chufal.

Demanding the resignation of the Chief Minister as a mark of protest, the BJP will launch a statewide agitation against the Chief Minister from tomorrow.

"As a mark of protest, we will burn effigies of the Chief Minister and the Uttarakhand Congress chief.

"It is a shame that the Chief Minister did not visit the injured who were admitted to the Rishikesh hospital soon after the accident yesterday. Now it appears the Chief Minister was busy hatching a plot to win over the BJP MLA," said Chufal.

Due to the poor financial condition of the state, the Uttarakhand government is unlikely to make a separate provision for unemployment allowance in the proposals to be tabled during the Budget session of the state Assembly on May 28.

The Uttarakhand Budget (2012-2013) assumes significance as the Congress government could announce several policies and budgetary provisions promised by the party in its election manifesto. The Congress had promised to initiate welfare programmes and benefits, including unemployment allowance, mainly aimed at the youth.

“The financial health of the state is poor. We have been unable to rein in our non-plan and plan expenditure,” said Chief Minister Vijay Bahuguna.

A top official said the government might introduce a one liner in the budget reiterating its commitment to sops for the unemployed youth. “Before initiating the scheme, the government will have to identify the beneficiaries and draft rules and regulations for it. For this, the schemes of different states too will be studied,” said the official.

The Congress had promised in its election manifesto to give unemployment allowance of Rs 750 to Rs 1,500 to jobless youths depending upon their educational qualification.

The state Assembly on March 29 passed a vote on account of Rs 7,018.65 crore for a four-month period.

Artistes hold march as Natya Samaroh ends

On the concluding day of the Natya Samaroh today, artistes hailing from different states were the cynosure of all eyes as they took to streets as part of the parade. Director of the Culture Department Beena Bhatt inaugurated the parade termed Rang Yatra from the parade ground. The artistes at times dancing and singing generated a lot of curiosity among the commuters who too joined the parade.

A total of 400 artistes from various states had participated in the four-day-long festival bringing to Dehradun different dances of the state.

On the concluding day, the Doon Ghati Rangmanch presented awards to the winners and honoured the theatre personalities with the Doon Kirti award.

The winners of the Doon Kriti award for 2012 is Abhay Kumar of Bihar, Sushma Pradhan from Nepal and Shailja from Uttarakhand.

Earlier, organisers of the samaroh, the Doon Ghati Rang Manch, had almost cancelled the annual cultural festival due to lack of proper space.

“The Town Hall at the Dehradun Municipal Corporation is undergoing repairs and other alternative venues were too far-off so we had to finally organise the festival at a dharamshala," said Laxmi Narayan, president of the Doon Ghati Rang Manch.

The North-Eastern Railway, Gorakhpur, and the MK Group, New Delhi, cricket teams won their matches in the 30th All-India Uttarakhand Gold Cup Cricket Tournament here today.

The Railway team defeated the Dena Bank team by 104 runs while MK Group, New Delhi team beat the Lucknow Development Authority (LDA) team by six wickets.

In the match played at Rangers College ground, the North-Eastern Railways ,Gorakhpur, batting first after winning the toss scored 256 runs for six wickets in 40 overs. Avnish Sachan was the top scorer with 80 runs while Deepak Yadav scored 72 runs. Gaurav Sharma took three wickets for 38 runs.

In reply, the Dena Bank team was bundled out for 156 runs in 28.2 overs, losing the match by 104 runs. Awijeet Singh was the top scorer with 46 runs to his credit. Gopal Singh took three wickets for 30 runs while Sunil Shukla and Asif Zafar took two wickets each.

In the second match played at Abhimanyu Stadium, the Lucknow Development Authority (LDA) team after electing to bat scored 155 runs all out in 33.3 overs. Sufiyan scored 59 runs. Dominic was the highest wicket taker taking five wickets for 18 runs. Shawez took four wickets for 35 runs.

In reply, MK Group, New Delhi, scored 149 runs for four wickets winning the match by six wickets. Vivek Shrivastava and Shawez Khan scored 39 and 38 runs. Bharati Veer took two wickets for 36 runs for the Lucknow team.

Rape victim's statements leave cops in a tizzy

A maid left Nehru Colony residents and the police in a tizzy the whole day about the accused who raped her a day before. She kept changing her statements time and again.

Seeing the sensitivity of the issue, where the accused first named three youths who entered her house at Race Course where she lives, and gangraped her, the police swung into action. One after another, police personnel were engaged in tracking down the accused.

It was after a couple of hours the three accused reached police station themselves and blamed the "victim" for concocting the whole story. When the victim was enquired further, she retracted from her earlier statement and zeroed in on one of the accused, Ram Pravesh, a labourer, for committing the crime.

The police filed an FIR and arrested him. By the evening, she once again changed her statement saying it was her aunt who asked her to level false allegations against Parvesh as she had personal enmity with him. The police is confounded by her new statement. Nevertheless, the police has conducted her medical examination and is awaiting the report.

MC drive to catch monkey opposed

The Uttarakhand forest authorities have strongly objected to monkey catching drive being undertaken by the Municipal Corporation in Dehradun.

Dehradun Forest Division Officer Meenakshi Joshi asserted that the MC had not informed them before undertaking the monkey catching drive and held that they had written a letter to the MC for immediate halt to such an exercise. She disclosed that the Forest and Rural Development Commissioner had already ordered for stopping the monkey catching drive.

On the other hand, the People For Animals, Uttarakhand, has urged the FRDC to register a case against the health officer at the Municipal Corporation, Dehradun, for directing the monkey catching drive without taking the necessary permission.

The PFA, Uttarakhand, Gauri Maulekhi said such the monkey catching drive was in violation of the Wildlife Protection Act and thus a cognisable, non-bailable offence.

“We have even moved an application to register an FIR against the health officer under various sections of the Wildlife Protection Act 1972 as the rhesus macaque is a Schedule-II animal protected under the Act”, Maulekhi pointed out.

Capacity building workshop for Bal Panchayats

Members the Bal Panchayats of the state are proving to be change makers in their villages. Not only have they managed to ensure compulsory registration of births and deaths, but have also launched cleanliness drives in their villages.

To participate in a capacity building workshop organised jointly by CRY and Mountain Children’s Forum here today, children from Vikas Nagar said they had carried out birth and death registration of 520 children in their locality.

“The exercise has been very popular in several blocks of Vikas Nagar. Usually parents neglect it,” said BP Maithani, an RTI activist, while addressing the children.

The Bal Panchayats have been formed in 16 villages of Vikas Nagar with the help of the Mountain Children’s Forum.

The forum has been engaged in strengthening the network of Bal Panchayats in the state.

It is working with 1,500 kids, 30 organisations and 500 Bal Panchayats.

A mock drill was demonstrated at the BOC India Private Limited at Selaqui yesterday with reard to precautionary measures to be taken in case of chemical gas leakage.

Representatives of various departments such as Revenue, Police, Fire, Potable Water, Power, Home-Guard and Medical participated in it.

An expert of the National Disaster Management Authority, Brig (retd) BK Khanna, gave important information regarding the precautionary preparations during gas leak in chemical and other industries. He said it was significant to ensure the safety of public in such a situation and for this, public awareness was necessary. “The departments concerned have to strengthen their internal system. In case the situation is uncontrollable, they can seek help of the state administration which would then contact various other departments for speedy action,” he said.

The police zeroed in on Surender after villagers told it that he frequented the forest. However, Surender stopped coming to the forest with his cattle after the incident. This confirmed the police suspicion about his involvement in the crime. He was arrested and the girl and her teacher identified him. Surender, however, denied that he committed the crime.

3 Rajasthan pilgrims die in mishap

In another Char Dham yatra road mishap, three pilgrims were killed and seven others were injured when a tree fell over a bus at Augustmuni in the Rudraprayag district of Uttarakhand.

According to District Magistrate Neerja Khairwal, the incident happened around 5 pm when a big tree fell over a bus at Augustmuni in Rudraprayag district. All victims belonged to Chittorgarh district of Rajasthan and were on pilgrimage to the Kedarnath shrine. Among the seven injured, condition of four is stated to be in serious. The injured have been shifted to Srinagar Garhwal Hospital.

Meanwhile the cremation of 26 pilgrims that died yesterday took place in Rishikesh.

Mentally challenged woman creates ruckus near temple

Dehradun, May 23
A 45-year-old mentally challenged woman climbed up a tree near Shiv Mandir on the GMS road in Vasant Vihar today and drew attention of the passersby.

The police was called up, which made all efforts to persuade the woman to come down. She said the temple was dirty and she had climbed up the tree to clean it up. The police somehow convinced her to come down. The woman said her name was ‘Asha’ and sometimes she changed it to Lata.

She also changed her address several times. — TNS
