Staying tender process of eco-collection fee centre
Mussoorie, May 15 The MC President and ward members in a hurriedly called press meet today alleged that the SDM, who was handed over the additional charge of the executive officer, Muncipal Council, was purportedly acting beyond her powers, transgressing the jurisdiction in violation of the UP Municipalities Act applicable to Uttarakhand. OP Uniyal further said they had also sought a clarification on the process under which the SDM had been handed over the charge of Executive Officer, Mussoorie Municipal Council, from the Chief Secretary through a letter stating that the MC has the power to appoint an executive officer under Section 59 of the Act. Normally, officers belonging to the centralised services under the Act were entitled to hold the post of executive officer. However, the Municipal Council President and ward members need to be apprised of the fact that whether any government order empowering such officers belonging to the PCS group of services can act as executive officer in Nagar Palika existed or not. OP Uniyal further said the SDM acting as EO, Municipal Council, had given orders to the tax suprentendent to postpone the proceedings regarding tenders already invited and published for Eco-Tourist charges or eco-fee at Kholhukhet with immediate effect which was uncalled for and against the guidelines laid down under the Muncipal Act. Therefore, she need to explain under what provisions she had exercised powers for such decision. He further said the Executive Officer had no right on her own to stop the execution of the resolution passed by elected members of the council. He also sought explanation on whether the SDM had received any direction in this regard from any higher authority or the state
government.
The MC President and ward members questioned the role of Jharna Kamthaan as SDM and EO Mussoorie Municipal Council. Ward member Kedar Singh Chauhan also alleged that the SDM, Mussoorie, had directed nayab tehsildar to investigate the matters related to the MC while acting as Executive Officer which was against the law. He further said the elected ward members would be opposing this move of the government at every cost and demanded that the department should instate an
Executive Officer in place of the SDM immediately, otherwise they would
be forced to resign from the Municipal Council. However, some ward members hailed the decision of the SDM in
certain cases but were opposing the postponement of eco-fee tender process. SDM Jharna Kamthan said the decision had been taken after complaints were received from the public. She said she had written to the government for relieving her from the chair of Muncipal
Council as she was overburdened with work on her hand. The ward members Jasvir Kaur, Jaikumar Gupta and others were present on the occasion. |

Funds for J&K migrants not disbursed
Dehradun, May 15 While the fund given for 2010-2011 has already lapsed, the fund for 2012-13 has not been distributed among 40 migrant families residing in Dehradun. The annual allocation of Rs 11,000 for 40 migrant families was made as an honorarium during the days when the state was the part of Uttar Pradesh. The practice was carried forward after the state was created. But for the past two years, the money has not reached the migrants. "After the money is released by the Social Welfare Department, the onus rests on the administration and the District Magistrate to ensure the funds are disbursed but it was not done," said an official from the department. For the period of 2011-2012, the funds were released in October last year but these too have not been disbursed. With the funds remaining unutilised, the Social Welfare Department is contemplating launching a verification drive for ascertaining the eligibility of the beneficiaries. "So far, none of the migrants have approached us for the honorarium. If they are not interested, we can allocate the funds for some other purpose," said the official. Along with receiving the annual honorarium, the migrants from Jammu and Kashmir are also given reservation in the educational
institutions. |
