Dehradun, May 9 If one goes by the explanation given by Managing Director (MD), PWD, Lalit Mohan, then the work may get deferred for almost a year. He said: “It will take at least five to six months to complete the water bound macadem (WBM) and black topping work on the roads where the potable water pipes have already been laid by Jal Nigam and drainage system by PWD. As the monsoon is approaching, the black topping work will have to be postponed till the rainy season gets over.” The way things are moving at a snail’s pace, the ruckus over fund does not seem to get over quite soon. The monsoon period, which starts in June stretches up to September; so the work will actually pick momentum thereafter only. PWD, which had undertaken the task to build the roads, is blaming shortage of funds for the delay. Mohan is blaming the MDDA for not releasing an amount of Rs 1 crore to it to resume work, before the state government releases the total amount of Rs 3.26 cr to it to complete the remaining work. He said : “MDDA is asking us to give the requirement of funds in writing along with an assurance that the amount will be paid back by PWD later on. The demand of MDDA is not feasible.” MDDA had refused to release the amount in the absence of any written order from Secretary, PWD, in this regard. Vice-Chairman, MDDA, RM Sundaram, said the directions pertaining to granting Rs 1 crore to PWD had merely been oral. He said the clear written orders must come from Secretary, PWD, in this regard, adding that the sum thus given should be returned back to MDDA, as and when PWD received the sanction of Rs 3.26 cr from state government. Since the proposal regarding remaining work has to be prepared and sanctioned by the state government, which is bound to take time, therefore, such a stop-gap arrangement was made for PWD to borrow the money from MDDA, but ambiguity between both departments and inaction from higher-ups is only compounding the dilemma further, and making a mockery of CM’s strong words in this regard. |

She directed enquiry in the matter of eco-fee collection centre at Kholhukhet. Jharna Kamthaan speaking to media said that she has received complaints about alleged anomalies in the management of the eco-tax centre by Municipal Council. The Nayab Thesildar will be conducting the investigation and would submit the report in three days after which if any irregularities are found, strict action will be taken against the concerned officials. The SDM also warned the officials to expedite all the applications received by MC under RTI on time and any if there is any delay, then strict action would be initiated against the Information Officer. The SDM also directed the officials to fill up the dug up land at the site of demolished Clock Tower as it was posing danger to the commuters and leading to traffic congestion within two days. She also directed the officials to place the high mast light at Library Bazaar after discussions with the police in such a way that traffic movement is not hampered. The SDM was livid at the unhygienic state of public toilets and also directed the officials to begin the proper maintenance of toilets or else face punitive action. Jharna Kamthaan, later speaking to media on the issue of on the controversy brewing over the alleged contract to a private firm for installing computerised barriers at both the barriers of Mall Road, amounting to around Rs 60 lakh given by Municipal Council, said that she was closely looking at the files and if any irregularities come to surface then action will be initiated against the concerned officials. Earlier, a social activist Pradeep Bhandari also presented a memorandum addressed to the Urban Development Minister, Pritam Panwar, through the SDM office, demanding to stop the auctioning process of the eco-fee collection centre at Kholhukhet as it was marred with several irregularities. |
SMS-based info project for farmers
Dehradun, May 9 Launching the project today, Agriculture Minister Mantri Prasad Naithani said the three-year Public Private Partnership Project would help the farmers access all kinds of information on agriculture through the SMS service. Dr Shailendra M. Singhal, Chairman, Mandi Parishad, Uttarakhand, stated that Mandi Parishad would closely work with this project. He hoped that that the project would be a win-win situation for the farmers and the consumers as well. On the other hand, Manfred Haebig, Principal Adviser, GIZ-RED, said both India and Germany were pursuing similar goals in order to promote development and create jobs. “In India the pattern is termed sustainable development, while in Germany it is called social and ecological market development,” he said. Bernadette Daubenmerkel, Programme Manager, GIZ, said in the coming 3 years this project would work with the farmers of Uttarakhand to enhance productivity of farmers of the statet. Shedding light on the service, Prem Prakash Saboo of RML said the service is available in eight languages and the farmer who subscribes for the service would be able to receive around 4-5 SMSs during the day comprising temperature, crop advisory and market price.

Congress ex-servicemen back hydro power projects
Dehradun, May 9 At a meeting of ex-servicemen held here today, Balbir Singh Rawat, head of the Uttarakhand Congress Ex-servicemen Cell, said there was no point in obstructing the construction of hydro power projects as the state needed all-round development. He said setting up of new hydro projects would pave way for employment opportunities for the locals.He also held that maximum pollution in the Ganga took place after the river flows down Haridwar and asserted that it was wrong to blame the state for pollution in the river. |

Plea to open science magnetic school in state
Dehradun, May 9 Advocating the establishment of a bigger planetarium in the Science Centre located at Dehradun, Negi said the planetarium which was established under ‘Vigyan Dham’ project was not able to serve its purpose. He said the ‘Vigyan Dham’ ought to be developed on a priority basis for the optimum usage of the project. Negi also urged the Union Minister to open one state-level office of the National Science Archive Council each in Garhwal and Kumaon regions so that the students and science enthusiasts could be provided with the facilities of the council.

Classical vocalist enthrals DPS students
Dehradun, May 9 Sarathi received his training from his father Prof Arun Kumar Chatterjee and from his mother Shefali Chatterjee. He further received ‘Talim’ from the celebrated and well-known Hindustani classical vocalists Rajan-Sajan Misra. He has to his credit a rare opportunity of performing as a vocal artiste in the orchestra conducted by sitar maestro Pt Ravi Shankar. His music has also won accolades overseas during his performances in the UK, Canada, France, Switzerland, Sri Lanka, Finland, Dubai, Muscat, Doha and Bangladesh. The students were enthralled by his scintillating performance. The vocalist was accompanied by Prasoon Chatterjee and Sumit Misra. It was a wonderful learning experience for students of DPS. Plan to ban whitener fluid sale near schools
Dehradun, May 9 District Magistrate, Dehradun, Ravi Nath Raman, took serious note of the situation and said that he would examine the contents of a similar circular passed a few years ago by the district administration in this regard. He also added that if needed, he would make it mandatory for the students who are above 21 to be eligible to buy whitener, and that, too, after furnishing a due written permission letterfrom the school authority to the shopkeeper. Raman said that directions would be issued after considering other options. Some students were addicted to drugs, he alleged. Though the whitener sticks are available in the market but the demand for whitener fluid has not diminished a bit. A number of whitener containers can be seen around some of the educational institutes as well. Besides the whitener, the youngsters also take to other easily available items in the market which induce the drug effects in their body such as Iodex, pain-killers and cough syrups. Chemists sell them without asking for a doctor's prescription in this regard. Mere ban on whitener fluid which had fizzled out in the past does not seem a long-term solution in this direction. |
