Misbehaviour With Vaccination In charge
Employees lock DMC offices, hold protest
Tribune News Sharma

Dehradun, May 2
Members of the Nagar Vikas Karamchari Mahasangh today locked the offices on the Dehradun Municipal Corporation (DMC) premises in protest against the alleged misbehaviour by the Chief Health Officer, Dr Kailash Joshi, with the vaccination in-charge, Anil Kumar. However, the protesters relented after Mukhya Nagar Adhikari Sushil Kumar intervened and ordered an inquiry into yesterday’s incident. He sought a report from Upnagar Adhikari Neeraj Pandey in three days.

Joshi reportedly pulled up Anil Kumar who was sitting outside his office yesterday. Anil said he had come there to take the attendance sheet of the staff while Joshi said the latter was getting work of people done in lieu of money. Joshi also justified his aggressive behaviour with employees.

However, this afternoon the mahasangh members held a protest and raised slogans against Joshi who was not present in his office at that time. Mayor Vinod Chamoli and Sushil Kumar too were not in their offices. It was after the protesters locked the offices of the DMC that Sushil Kumar reached the spot. The protesters complained to him that Joshi usually misbehaved with them.

President of the mahasangh Nam Bahadur told the Mukhya Nagar Adhikari that if Joshi did not mend his ways, they would be free to decide their course of action.

Leader of the Opposition in the DMC Ashok Verma said the employees and the officials must have good relations as otherwise the working of the corporation would derail.

Tribune News Service

Dehradun, May 2
To offer specialised Homoeopathy treatment to patients in the area of dermatology and gynaecology, the Directorate of Homoeopathy will soon set up nine homoeopathic specialist centres at the selected hospitals in the state.

Ayurveda, yoga and naturopathy, unani, siddha and homoeopathy (AYUSH) find place in the policy documents of the Central Government since the ninth Five-Year Plan and AYUSH wings were established in different hospitals in the state. To further give impetus to homoeopathy, four dermatology units will be established at Coronation Hospital, Dehradun, District Hospital (allopathic, Tehri), District Allopathic Hospital (Pauri) and District (Allopathic) Hospital, Nainital.

"As homoeopathy is known to offer specialised treatment in dermatology, these dermatology units will be run by homoeopathy doctors and the staff but at allopathic hospitals. The Central Government has allocated Rs 10 lakh each for these units," said Dr BS Kanwasi, Director, Homoeopathy.

Similarly, five gynaecology units too will be set up at District Hospitals at Roorkee, Almora, Pithoragarh, Udham Singh Nagar and Pauri. "These 10-bed hospitals will offer qualitative treatment for female patients suffering from gynaecolgical problems," said Kanwasi.

While the financial needs will be borne by the government, the staff will be provided by the state government.

Mussoorie MC Executive Officer suspended
Ajay Ramola

Mussoorie, May 2
The state Urban Development Department has suspended Mussoorie Municipal Council Executive Officer Rohitash Sharma holding him responsible for the neglect shown by him in the alleged theft of the official vehicle that was stolen under mysterious circumstances from his residence in Dehradun on December 27.

Several files related to the council that were said to be kept in the vehicle were also believed to be missing.

Following the incident, an inquiry was started by Mussoorie SDM Jharna Kamthan, who, in her report, found that Rohitash Sharma had misusing the government vehicle that was resulted into theft on the day.

The SDM rejected the plea of Rohitash Sharma that he had gone to Dehradun on election duty to monitor poll booths. Jharna Kamthan clearly stated in her investigation report that no booth was opened around 9 pm and considered it as lame excuse. She in her report also cited the absence of any insurance of the vehicle as another sign of negligence on the part of the Executive officer.

Considering these facts, Director, Urban Development Department, Radhika Jha has suspended the Executive Officer and constituted an inquiry, headed by the ADM (administration), Dehradun. Rohitash Sharma has also been attached to the DM office till further notice.

Meanwhile, the Executive Officer has gone on leave after the orders received here. It is worth mentioning that Rohitash Sharma had gone to Dehradun for some official work on the day the vehicle was stolen. Following that, Rohitash headed for his residence at Nehru Colony in Dehradun for overnight stay and parked the government vehicle (Bolero UK07AF- 9770) in front of his house from where it was stolen at night. A complaint about the stolen vehicle was filed by the Executive Officer with the Patel Nagar police station but the vehicle could not be traced.

Row over Rotation Policy
1,350 buses bound for Char Dham still off road
Tribune News Service

Dehradun, May 2
The row over the rotation policy of buses bound for the Char Dham yatra is yet to be resolved despite the efforts of the administration and Regional Transport Officer SK Garg.

The services of 1,350 buses bound for Char Dham and 700 local buses at Rishikesh have been suspended since yesterday owing to the dispute.

The buses, belonging to nine transport companies, ply on the Char Dham route on a rotation basis under the aegis of the Joint Rotation Transport Arrangement Committee (JRTAC). The system had been introduced by the government two decades ago to streamline the transport system for the yatra.

However, a few months ago, owners of 60 other buses, who were earlier covered under this policy, managed to get a stay from the High Court. Now they are not bound to ply the buses under the rotation system. They can pick up passengers from anywhere and also charge more from them. Moreover, they can make as many rounds as they wish.

Enraged over this, some members of the JRTAC tried to stop one of these buses, but the driver did not stop the bus. Later, they went to lodge a complaint against the bus driver, but police officials refused to register any case. Irked members of the JRTAC have stopped the local bus service as well for the Char Dham yatra.

Passangers are a harried a lot as they could not resume the yatra even today.

RTO Garg, SDM Pratap Singh Shah and Superintendent of Police DC Bela held a meeting with office-bearers of the JRTAC. Garg said: “We will bring in an amended rule under which all buses will be bound to operate under the JRTAC. A proposal in this regard will be prepared within three days and sent to the Garhwal Commissioner for his approval. It requires a mandatory one-month period for any amendment to come into force under the Centre Motor Regulation Act.”

SDM Rishikesh Pratap Singh Shah has, however, allowed all transporters under the JRTAC to operate outside the rotation system for a month till the new rule becomes effective.

District Magistrate Ravi Nath Raman said the problem had surfaced as the state did not have any clear policy on the transport system. However, he said the solution suggested by the RTO was the only way out to solve the problem.

President of the JRTAC Chandan Singh Panwar said members of some companies were adamant on continuing the strike while some wanted to resume work. The talks among transporters were still going on when the the report was last filed.

The SP, however, claimed that local buses had started plying.
