Alok Jain is Uttarakhand Chief Secretary
Dehradun, May 1
Additional Chief Secretary Alok Jain, a 1979 batch IAS officer, was today appointed the Chief Secretary of Uttarakhand. Jain would replace Subash Kumar who had been posted as Chairman of the Revenue Board and the Uttarakhand Jal Vidyut Nigam.

UKD-P begins membership campaign

Uttarakhand Kranti Dal (UKD-P) has formally begun its membership campaign from today. Under this, the membership of all the office-bearers of the party will be renewed. The party has also aimed at having a strength of 5,000 members by March 31 next year.

Severe shortage of IAS officers in state
Several holding dual or triple responsibilities

The Uttarakhand government is reeling under a severe shortage of IAS officers with more than a dozen officers holding dual or triple responsibilities. The shortage of bureaucrats on key administrative posts is affecting appointments in key departments. Several junior-level IAS officers are manning important departments, while other departments are rudderless for lack of officers.

In the 120-member IAS cadre, there is a shortage of 85 IAS officers, and there is a constant demand to depute officers to the Central Government. Since 2009 the departmental promotion committee (DPC) has not been constituted for promoting ptate Public Service Commission officers (PCS ) to the IAS cadre.

In 2009, the DPC of two PCS officers was to be undertaken; in 2010 nine, and in 2011 DPC of four officers was to be undertaken. The DPC was not carried due to court cases filed by fellow PCS officers on the issue of eligibility.

Besides, there is an exodus of officers on posting to the Central Government in New Delhi. Principal Secreatry, Utpal Kumar Singh, who recently left for deputation to the Centre, is the 16th IAS officer on deputation to New Delhi from Uttarakhand. In the coming days the shortage may trigger a crisis as five officers would retire in 2012.

On Monday senior IAS officer P.C Sharma retired, while Principal Secretary to the Chief Minister Dilip Kotia would also retire this year. There are a total of 66 senior posts under the state government. "We are facing a shortage of IAS officers ever since the intake for the state was cut down. We get seven new IAS officers every year, which, too, has been reduced," said Arvind Singh Hayanki, Additional Secretary, Personnel.

From time to time chief ministers under different dispensations have expressed their concern at the shortage of staff but the matter has remain unresolved. "Every year the state government puts before the Central Government it's demand for IAS officers but since the last few years the Centre has been sending IAS officers less than the number demanded," said Hayanki. In addition, the Uttarkhand government would take up exercise to elevate IAS officers completing 25 years to the rank of Principal Secretary, and those IAS officers completing 16 years of service to the rank of Secretary.

"Several key departments have been without the leadership of a Principal Secretary; the exercise would hopefully help in addressing the issue," said a senior government officer.

Roadways staff demand service regularisation on Labour Day

Members of the Roadways Karamchari Sanyukt Parishad have demanded the regularisation of employees’ services and fresh appointments against the pending vacancies in the Transport Department while commemorating Labour Day here today.

Patron of the organisation Suryakant Dhasmana said he would discuss the matter related to ceasing the contractual system with the Chief Minister and the State Transport Minister.

Member Rajender Nanda said Labour Day reminded them of the contributions of scores of labourers who laid down their lives to limit working hours up to eight hours for the labourers, who otherwise had been working day and night earlier.

Referring to the issues pertaining to the employees of the Transport Department, another member Dinesh Pant said the government must cease the contractual system. He demanded to regularise the services of employees and fill some 2,500 vacancies against the positions of drivers, conductors and technical employees of the Transport Department.

Stress laid on labour unity

HARIDWAR: On the occasion of Labour Day, various programmes and rallies were held in the city today.

SIDCUL, where more than 100 factories are situated, employees and labours from the organised and non-organised sectors took part in rallies in large numbers.

A huge rally was taken out by the Centre for Indian Trade Union (CITU) where slogans of labour unity and anti-labour policies of the UPA were raised by employees.

Addressing a gathering at the DM office, JP Jakhmola, veteran trade union leader, said the first May Day celebration in the country was organised on May 1,1923, at Chennai (then Madras) by the Labour Kissan Party of Hindustan and since then it is being celebrated across the country.

Emphasising the need for having labour unity, BHEL trade union chief Rajbeer Singh said due to the lack of unity among labourers and employees, company managements took undue advantage, resulting in exploitation of labourers. He informed union members that he had submitted a memorandum to Haridwar parliamentarian Harish Rawat recently about non- adherence and violations by several SIDCUL- based factories.

Rajbeer added that be it adhering to the minimum wages, facilities, provident fund or stipulated working hours, many cases of violation were being reported with the factory managements adopting repressive methods when labourers complained or took the agitation mode.

Additional Chief Secretary Alok Jain, a 1979 batch IAS officer, was today appointed the Chief Secretary of Uttarakhand. Jain would replace Subash Kumar who had been posted as Chairman of the Revenue Board and the Uttarakhand Jal Vidyut Nigam.

In the much-hyped bureaucratic reshuffle, Chief Minister Vijay Bahuguna appointed Jain as Chief Secretary. Jain was earlier Principal Secretary/ Commissioner finance, infrastructure development and investment.

The Chief Minister’s emphasis on improving the fiscal health of Uttarakhand and Jain’s ability to rein in expenditure of the successive governments went in his favour.

However, by elevating Jain to the post of Chief Secretary Bahuguna unwittingly followed in the footsteps of former Chief Minister Ramesh Pokhriyal Nishank, who had appointed Subash Kumar as Chief Secretary bypassing two senior IAS officers. Bahuguna appointed Jain bypassing three IAS officers.

Meanwhile, soon after assuming office Jain said his priority would be to use technology to the hilt to ensure better accountability and transparency in the functioning of the government.

“Besides establishing dialogue with the common man, the aim of my administration will be to make the maximum use of the limited resources for the development of Uttarakhand and also attract private investment in the state,” said Jain while speaking to mediapersons.

Born in Dehradun, Jain did econoimics honours and then MA in economic from the prestigious St Stephens College, New Delhi.

UKD-P begins membership campaign

Uttarakhand Kranti Dal (UKD-P) has formally begun its membership campaign from today. Under this, the membership of all the office-bearers of the party will be renewed. The party has also aimed at having a strength of 5,000 members by March 31 next year.

While launching the campaign, party president Trivender Singh Panwar said the campaign had been started to strengthen the party base in view of gram sabha, nagar panchayat and zila panchayat elections due for next year, followed by Lok Sabha election. New faces have joined the party, which include BJP activist Shanti Prasad.

Reacting on the ruckus over hydroelectric projects, he stressed on completing all the big hydro-electric projects in the state which have been completed half by now and had incurred huge expenses. He, however, said that his party was in favour of small hydro-electric projects of one to 10 MW capacity. He advocated for free electricity to the local population and employment to at least 10 per cent of them in these hydroelectric projects. The state must have its own grid from to distribute electricity to the rest of the state and a commission of experts to decide about significant and sensitive issues pertaining to environment or free flow of the Ganga, he said.

Investiture ceremony in St Joseph’s Academy

The investiture ceremony and School Day of St Joseph's Academy were held here today. Dehradun District Magistrate Ravinath Raman was the chief guest on the occasion.

The programme began with the lighting of a ceremonial lamp which was followed by an entrancing prayer dance. The School Day celebrations included a powerpoint presentation, portraying the life of the saint St Joseph, the patron of the school, and a captivating group dance on the song "St Joseph Teri Jai Ho".

The little ones from the junior school enthralled all present with the Rajasthani folk dance performance on "Bagaan mein Jhula Daalya" a song "Reach for the stars" sung by the school choir.

Then came the most-awaited event when the student council entered the auditorium marching to the beats of the drum. Shortly after a powerpoint presentation by the Zero gravity team of the school, the oath was administered to all council members by the Principal Bro AJ George.

The chief guest pinned the badges on the head boy, head girl, the sports captains and the prefects. The house moderators pinned the badges on the vice-Prefects.

The vice-principal, Bro Antony, KJ, coordinators Simi Sridhar, Sumit Gupta, Anita Saini and S. Hasan pinned the badges on the special prefects.

Finally in his address, the Chief Guest said "It is indeed a privilege to witness such a glorious event. I am sure that after receiving education from SJA, the students will become responsible citizens."

The Principal thanked the chief guest and presented him with a memento . He congratulated the council members and said the student council was chosen by teachers and the management on the basis of merit with an objective of developing leadership qualities, management abilities and social skills. He also credited the parents for guiding their children so well. Lastly, he reiterated the great deeds of St. Joseph and congratulated all for St Joseph's day.

NSUI members hold march to Dist Magistrate office

Members of the National Students Union of India (NSUI) took out a march from the Congress office to the District Magistrate office here today They were protesting against various discrepancies prevailing in government and private education institutions in the city.

National representative of the NSUI Swati Negi said these institutes had not made proper parking arrangements for parents who come to drop and pick up their children.

She demanded that students must be allowed to be picked up from inside the institutes to prevent accidents due to overcrowding on roads. She also took up the issue of random increase in the fee structure by these institutes. Negi further said policemen must be deployed in plain clothes outside these institutes to check eve-teasing incidents.

Minister: Govt keen to encourage women entrepreneurship

Uttarakhand Minister for Planning and Youth Welfare Dinesh Aggarwal said the Congress government is keen to strengthen economic conditions of women by promoting entrepreneurship in the state.

Presiding over a function organised by Kamla Mahila Handicrafts, the minister said it was heartening to see women from rural pockets of Dehradun augmenting income through the sale of handicrafts.

"We would like the women to graduate to other areas of work and even make agriculture activities a money churner, for this the government would be willing to offer loans through self-help groups," he said.

Kamla Mahila Handicrafts held a training session for women under the aegis of Indian Institute of Entrepreneurship."During the session, the women were provided training in fashion designing, tailoring and drafting. They were specifically taught to stitch stylish clothes that were in demand," said Shikha Tyagi of Kamla Handicrafts.

The rural women narrated their own experiences and how it was worthwhile to earn a living in order to augment their earnings in difficult times. "I was able to earn few rupees but soon people appreciated my designs; so I decided to better my skills by undergoing training organised by Kamla Handicrafts," said Shabnam.

The minister also inspected the stuff put up by the women and said the maximum profit should go to the women.

Outgoing Guv Alva meets delegations

Since Uttarakhand Governor Margaret Alva's appointment as the next Governor of Rajasthan has been announced, there has been a constant stream of visitors coming to Raj Bhavan to meet her.

Several representatives of the media met her at Raj Bhavan this afternoon. She expressed gratitude for their support and said her tenure in Uttarakhand was memorable.

Alva praised the natural beauty of Uttarakhand and the simplicity of its people. Chancellor of the University of Petroleum and Energy Studies, Prof SJ Chopra, Uttarakhand Technical University Vice-Chancellor Prof DS Chauhan, former IPS officer AB Lal, SN Srivastav, retired chairperson of the Police Complaint Authority, and famous folk singer Basanti Bisht met the Governor today.

Pritam Singh Panwar, Cabinet Minister, also met her and informed her about the plans being made to implement her suggestions after her tour of the jails to improve the condition of the prisoners in various jails of Uttarakhand.

Yadvindra Public School, Patiala, Welham Boys' School (senior), Dehradun, Punjab Public School, Nabha, and Rashtriya Indian military College (RIMC), Dehradun, stormed into the semifinals of the 8th S Kandhari Memorial Hockey Tournament being organised by Welham Boys' School here today.

In the first match, RIMC defeated Welham Boys' School (junior) 1-0. Akshay of RIMC scored the lone goal through a penalty corner in the 21st minute of the game.

In the second match, St Georges' College, Mussoorie, defeated Doon School 1-0. Yash Mohan scored a field goal in the 48th minute.

Yadvindra Public school, Patiala, drubbed Wynberg Allen School, Mussoorie, 4-0. Harshdeep scored two field goals in the 3rd and 29th minutes. Jaspreet scored the third goal in the 34th minute and Gursewak scored the fourth field goal in the 37th minute.

In the last match, Punjab Public School, Nabha, beat Welham Boys' School 2-0. Harivinder and Mandeep scored two goals through penalty corner hits in the 9th and 50th minute of the game.

Yadvindra Public School, Patiala, will clash with Welham Boys' Senior team in the first semifinal while Punjab Public School, Nabha, will take on RIMC in the second semifinal on Wednesday.

The last match of the day was played between Welham Girls School (Blue) and Hopetown Girls School, which was won by Welham Girls School (Blue) 38-6.

Cold claims pilgrim’s life

Dehradun, May 1
Another Char Dham pilgrim died of extreme cold weather conditions today. According to state government officials, a youth, Pankaj Rai, who had gone to Gangotri with his friends, proceeded towards Gaumukh, the origin of river Ganga.

However, as the weather turned bad and it started snowing heavily, he was taken ill. He died at Cheedwasa before he could be provided any medical help.

His family in New Delhi has been informed. — TNS
