Fire destroys wheat stubble, fodder on farmland

Wheat stubble and fodder on over 2,000 acres was burnt in a devastating fire that broke out on agricultural fields between Bani and Kariwala villages in the Rania and Ellenabad areas of Sirsa today. The fire started near Bani village located near the Indira Gandhi Canal on the Rajasthan border and it spread to Kariwala village on the banks of the Ghaggar.

A fire broke out at two storehouses of government procurement agencies here today and damaged hundreds of wheat bags. The authorities, however, downplayed the incident and said the fire had damaged bags only while the wheat had been saved.

The police has booked Jaswant Singh, a farmer, for burning wheat stubble on his fields at Odhan village in the district. In the case, which is first-of-its-kind in this harvesting season, the police has registered a case under Section 188 of the IPC and under the Air (Prevention and Control of Pollution) Act, 1981.

Liquor worth Rs 34 lakh seized

The district police has recovered illicit liquor worth Rs 34 lakh which was being transported in a truck in Safidon subdivision of the district. The accused managed to flee before the police could reach the spot. A case has been registered.

18 cellphones, 14 sim cards seized from Rohtak jail
Rohtak, May 2
In a major recovery, the police has seized as many as 18 mobile phones and 14 sim cards from inmates of the district jail near Sunarian village, about 15 km from here. The recovery was made after a massive search operation that lasted for six hours. This is, perhaps, the biggest haul of mobile phones from a jail in the state this year.

Couple consumes poison, man dead

A newly married couple, Pawan Yadav and his wife Manisha Yadav (21), consumed some poisonous substance at Gokalgarh village last night. They were admitted to a private hospital here where Pawan died this afternoon while Manisha was battling for life till the filing of this report.

The union home department today filed a petition in the Punjab and Haryana High Court for quashing the orders of the Central Administrative Tribunal, directing the restoration of pension to Rathore.

Wheat stubble and fodder on over 2,000 acres was burnt in a devastating fire that broke out on agricultural fields between Bani and Kariwala villages in the Rania and Ellenabad areas of Sirsa today. The fire started near Bani village located near the Indira Gandhi Canal on the Rajasthan border and it spread to Kariwala village on the banks of the Ghaggar.

Agricultural fields of Gillanwali, Majil Ther, Shahidanwali Ther, Dhani Gillanwali, Bani and Kariwala were affected by the fire, which burnt all wheat stubble standing on the fields and dried animal fodder kept by the farmers.

Fire tenders from Rania and Ellenabad rushed to the spot but the fire continued to spread due to breeze in the area.

“The fire started from Bani area around noon and it took the farmers and the fire tenders more than six hours to control it,” said Bal Mukand Nagar, Naib Tehsildar, Rania, who was among the administrative officers to reach the site.

He said prima facie it appeared that some farmers might have burnt wheat stubble after harvesting, but it spread due to breeze.

A fire broke out at two storehouses of government procurement agencies here today and damaged hundreds of wheat bags. The authorities, however, downplayed the incident and said the fire had damaged bags only while the wheat had been saved.

The fire broke out first in the storehouse of Haryana Agro Industries at Ratia road and later at the open godown of the Food and Supplies Department on Sirsa road.

Fire tenders rushed to the spots and minimised the damage by dousing the flames immediately. Sources said over 100 bags of wheat had been destroyed in the two incidents.

District Food and Supplies Controller Rajbir Singh said the fire could damage only the outer gunny bags while the wheat inside was safe. He said the officials would soon transfer the wheat in fresh bags. He said the cause of fire was not immediately known.

Bungling in allotment of HUDA plots

A large-scale bungling has been going on in the allotment procedure of Haryana Urban Development Authority (HUDA) plots in Haryana. Information garnered by The Tribune reveals that the HUDA authorities do not have any mechanism to ascertain that the applicants fulfil the eligibility criteria prescribed in the application form for the allotment of plots.

In response to an RTI application, HUDA authorities have conceded that the department merely relies on the information furnished by the candidate through an affidavit.

Due to this, the eligible applicants are denied a fair chance to get plots in the draw of lots, while a number of ineligible persons may have been allotted plots.

Whenever HUDA invites application for allotment of plots in its sectors/urban estates located across the state, it stipulates certain eligibility criteria for the prospective applicants - like a general category person who has been earlier allotted a plot by HUDA is not entitled to apply for another plot in the same urban estate. The criteria are even more stringent for the individuals applying under reserved categories. Those reserved category persons who own a residential plot/house in any urban estate of Haryana in their own name, in the name of their spouse or any dependent family member cannot apply for another plot.

However, the aforesaid criteria seem to be merely on paper, as the department goes by the information furnished in the affidavit submitted by the applicant and has no mechanism whatsoever to verify/cross-check the facts mentioned therein.

What is even more surprising is that even the affidavits (conforming fulfilment of eligibility criteria) are sought from the successful applicants (who have been allotted a plot). This means that the probability of the eligible candidates getting a plot is reduced due to applications from ineligible ones, thus denying the former a fair chance.

In response to an RTI application moved by Rohtak residents Dr Satish Tyagi and Dinesh Miglani Advocate, Estate Officer, HUDA (Rohtak) has admitted that regarding the fulfilment of eligibility criteria by the applicants, the department relies on the affidavits furnished by them. Replying to a question as to how many families were there in HUDA sectors of Rohtak which owned more than one plot in HUDA sectors across the state, the Estate Officer has not only admitted that no such information was available with the office, but also asked the information-seekers to furnish any information they had in this regard to the office.

On being asked whether the allotment of any HUDA plot had been cancelled on the ground that the applicant’s family already owned a HUDA plot, the Estate Officer again pleaded ignorance.

Deepak Gahlawat, a local resident may have hit a kind of jackpot after his selection in the second list of the Civil Services Examination of year 2010, but he seems to be focussing on his ambition to get selected in the top 100 of the nationwide exam of year 2011, the results of which are awaited.

Deepak was placed in the list of 119 candidates declared selected in the second list of the 2010 exams.

Son of a serving sub-inspector of Haryana police, 23-year-old Deepak came to limelight on Monday after the announcement of the result that showed that he was among the two successful candidates from the district, to have made it to the civil services exam held two years back.

“Though I am happy to be placed at the top slot in the second list, I wish to make it in the list of the first 100 in the exams for the year 2011, the result of which is awaited’’, said Deepak, while talking to The Tribune here today.

“The selection in the second list will only offer me a job in the Group-A services,” he said.

He added that he was hopeful of making it to the proper IAS list this year. Claiming that he did not take the help of any professional coaching or academy, he said he used to prepare on his own and was in touch with fellow candidates or friends who had been preparing for such exams in Delhi and NCR.

He said the first list of 2010 had around 920 candidates and another 120 were kept in waiting till a demand was made by the government for additional candidates and he got second place in the 120 selected in the second list this year.

Deepak did his schooling from the local DAV Public School and Sainik School at Kunjpura, before completing his B.Tech from IIT, Roorkie, in 2010 .

“He had always been aiming to get into the civil services and for this he got inspiration from ADGP S.S.Deswal, an IPS officer of Haryana,” claimed his father.

Frame fresh criteria for nomination to HCS: HC

The Punjab and Haryana High Court has suggested to the State of Haryana and the Haryana Public Service Commission to float on its website fresh criteria for selections before making appointments in accordance with it.

The suggestion came on a petition filed by Anand Parkash against the State of Haryana and other respondents for framing criteria for selection before making appointments in accordance with the same.

Taking up the plea, the Bench of Acting Chief Justice M.M. Kumar and Justice Alok Singh asserted that the State of Haryana, in an application, has stated that the prayer made by Anand Parkash, stood conceded. “Before resorting to any selection, criteria in consultation with the Haryana Public Service Commission are being finalized.”

The Bench added: “The prayer for framing of criteria for selection, and appointment in accordance with the fresh criteria, has been rendered infructuous inasmuch as in the application it is conceded that the respondent-State is in process of finalizing fresh criteria in consultation with the Haryana Public Service Commission?.

“It has also been undertaken that no selection and appointment would be made before the finalization of the criteria. It is made clear that a copy of the criteria may be furnished to the petitioner and may also be put on the website of the Haryana Public Service Commission so that any judicial remedy available to the petitioner or anyone else may be availed.”

In his petition, Anand Parkash, the man behind the justice-for-Ruchika movement, had earlier sought directions to the State of Haryana to follow justifiable and rational criteria while making recommendations for nominations for HCS (executive branch).

He had alleged special recruitment process to appoint HCS (Executive Branch) officers through nominations was being carried out for providing backdoor entry to the favourites of state government.

Seeking directions for setting aside and quashing the notification and the circular, counsel Gurminder Singh claimed these were in violation of the statutory rules and issued without following the process as prescribed by law.

He further added the process was not transparent and completely without any rational relatable to the objective sought to be achieved.

Entry of four depraved vets banned in govt offices
A clear message to the government officials that indiscipline would not be tolerated

Acting tough against the veterinary surgeons accused of moral turpitude and misconduct, the Haryana Government has banned their entry in government offices. According to an order issued by the Director-General, Animal Husbandry and Dairying, four veterinary surgeons will not be allowed to enter the offices of the Animal Husbandry and Dairying Department at Panchkula till further orders.

Besides, their entry has also been banned to the headquarters and other government offices located in Panchkula and Chandigarh. However, they can enter their their subdivisional and district headquarters and places of postings. They will not be allowed to leave their headquarters without prior permission of their respective head of the department, sources said.

The delinquent veterinary surgeons whose entry has been banned included Dr Sajjan Singh,veterinary surgeon, Government Veterinary Hospital, Ladhot (Rohtak), Dr Ashok Kumar Arora, veterinary surgeon, Government Veterinary Hospital, Jundla (Karnal), Dr Raj Kumar Rohilla, veterinary surgeon, Government Veterinary Hospital, Depal (Hisar) and Dr Tej Pal Singh, veterinary surgeon, Government Veterinary Hospital, Yamunanagar.

Sources said the decision to ban the entry of these veterinary surgeons to the government offices had been taken to send a clear message to the government officials that indiscipline would not be tolerated at any cost. Moreover, the decision would also take care of the fact these officials did not influence the higher officials of the department.

Warning the officials of strict action in case of the acts of indiscipline, a senior government functionary threatened that strict action would be taken against the official found guilty of indiscipline.

KMP corridor to have orbital rail, 12 hubs

The Kundli-Manesar-Palwal Global Corridor (KMP) in Haryana will have Orbital Rail Corridor and 12 specialised hubs, including the World Trade, Fashion, Entertainment, Leisure and Dry Port hubs.

The Development Plan of the KMP Global Corridor was approved at the meeting of the state-level committee which was chaired by Haryana Chief Minister Bhupinder Singh Hooda here yesterday. The KMP Corridor passes through the districts of Palwal, Faridabad, Mewat, Gurgaon, Rohtak, Jhajjar and Sonepat of the state.

The committee approved that the Orbital Rail Corridor would be set up along the KMP Expressway in National Capital Region. Twelve specialised hubs, including the World Trade Hub, Fashion Hub, Entertainment Hub, Leather Hub, Leisure Hub, Education Hub, Cyber Hub, Sports Hub, Medi Hub, Bio-Science Hub and Dry Port Hub, would be developed along the KMP Expressway. The width of the Expressway Amenities Zone would be 1 km and the remaining area would be kept as agriculture zone. As per the plan approved, the Right of Way (ROW) of Expressway would be 100 m with a green belt of 100 m on either side and a 50-m wide orbital rail corridor on the Delhi side.

The committee approved that the Entertainment Hub, World Trade Hub and Fashion Hub would be set up in Gurgaon district. The Entertainment Hub would be a technological cutting edge entertainment sector set up over an area of 140 hectares. It would have hotels, motels, restaurants, shopping malls, multiplexes, concerts, music halls, night clubs and show theatres along with rapid transit facilities.

The World Trade Hub would be a financial hub with soft trading with facilities to promote business and trade in the global sense. Fortyone per cent of its area would be used for the economic functions.

The Fashion Hub, to be set up over 220 hectares, would have centres for fashion shows and conventions while the Leisure Hub would be set up over an area of 750 hectares with facilities like arts and cultural centre, racing track, Formula 1 track, race course, golf course, spa and resorts, aquarium among others.

The Education Hub, having high quality academic and research and development institutions with networking with science parks, would be set up in Sonepat over 2320 hectares. The Cyber Hub, adjacent to this, would be a world class IT network consisting of a high tech back bone. It would have IT training, education facility, libraries and communication centers of international standard over 223 hectares. There would be two sports hubs in the KMP Global Corridor.

The first would be set up over an area of 247 hectares in the second phase of Education City, while the second sports hub would be over an area of 288 hectares on the Sohna-Alwar road along the KMP. The sports hub would further boost the sports activity within the state as well as the National Capital Region. The Medi Hub, a one-stop shop for medical treatment and research, would be set up in Jhajjar district over 375 hectares.

The Bio-Science Hub would be adjacent to it, set up over 1070 hectares. It would be a specialised hub with advanced research technologies in pharma and bio-research. It would have facilities to promote research and funding new institutions for future technologies. The Leather Hub would be set up over an area of 280 hectares near Nuh in Mewat district on the Gurgaon-Alwar Road. The Centre for vocation and training to promote leather industries would be part of the hub.

This hub would help in providing a solid base for the development of backward area in Mewat. The Dry Port Hub would be set up near Prithla in Palwal. It would be a transportation node with high connectivity to major ports and trade hubs.

Death in police custody sparks protest

Karnal, May 2
Enraged over the mysterious death of 51-year-old Hukam Singh in police custody, family members and relatives of the deceased blocked the National Highway No. 1 near Nirmal Kutia Chowk for more than an hour today.

The deceased, Hukam Singh, a resident of Aungad village, who was arrested in a dowry death case and lodged in Karnal jail along with his son Sumit, was brought to the Civil Hospital, Karnal on April 30 after he complained of sugar and high blood pressure.

Noticing some injury marks on the deceased’s neck while the body was being taken for a post-mortem examination, Hukam Singh’s family members alleged foul play. They did not allow the post-mortem examination of the deceased to be conducted and rejected the version of the police that he had died after falling in the bathroom.

The mob reached the national highway (GT Road) and staged a dharna at Nirmal Kutia Chowk along with the body and blocked the road for more than an hour. They demanded the arrest of the culprits and a judicial inquiry into the case.

Efforts of the administration and the police to persuade the mob and lift the blockade and allow the post-mortem examination of the body had no effect and the protesters continued to raise slogans against the police and the district officers.

The relatives alleged that Hukam Singh was a victim of conspiracy hatched by the hospital staff, some police personnel and family members of Hukam Singh’s deceased daughter-in-law.

The family members of the deceased alleged that he was “murdered” in the presence of the police and insisted that nothing less than a judicial inquiry would be acceptable.

The blockade was lifted when SP Rakesh Arya reached the spot and assured the agitators that a judicial inquiry would be held into the case and the culprits would be arrested. Meanwhile, the traffic was diverted through Liberty Chowk and Devi Lal Chowk.

Hukam Singh, his wife Rajwanti and son Sumit were booked in a dowry death case on the complaint of Chander Pal, father of Smriti (Hukam Singh’s daughter-in-law). Hukam Singh and his son were in jail since December 2011.

Smriti had allegedly hanged herself with a ceiling fan in her house at Sector 9 in December last year and her parents suspected a foul play and got a case registered against the trio.

TTE held for pushing foreigner out of train

Four days after a foreigner was pushed out of the running train (Sachkhand Express) plying between Delhi and Amritsar at the Karnal railway station, a case was registered against Travelling Ticket Examiner (TTE) Manoj Kumar for wilful neglect of duty.

He was arrested and produced in a local court which remanded him in two days police custody.

The Inspector-General (IG), Railway Police, at a press conference held in Ambala yesterday, said it was the responsibility of the TTE to inform the Government Railway Police (GRP), especially when he was present in the same coach from where the foreigner was reportedly pushed.

The police today sought Manoj’s remand to investigate who pushed the foreigner, identified as Frank Wilferd, a French national, from the train.

Wilferd sustained a head injury after he was pushed from the train and fell on platform No 2. He was rushed to the PGI, Chandigarh, and was still in coma.

Lalit Kumar, SHO (GRP), said the foreigner’s passport and other important documents were recovered from Manoj’s possession. He said a needle of suspicion was raised at Manoj as he did not inform the authorities that he was in the possession of documents of a foreigner.

Preliminary investigations suggested that there was some quarrel between the foreigner and Manoj before he was pushed out of the train.

Manoj has been booked under Section 118, 119, 175, 176, 201, 202, 307 of the IPC for intentional omission to provide information of offence, disappearance of evidence of offence and attempt to murder.

However, Manoj denied the charges and asserted that he was not aware of what had happened on April 29 and claimed that he had not seen the foreigner. “The passengers informed me about the incident and handed over his documents to me”, he said.

The incident was reported to the Railway Police by some commuters at the railway station on April 29 and the police took him to the Civil Hospital.

Two migrant labourers were buried alive at Devi Nagar village near Ambala City this evening. They have been identified as Naseem and Tota Ram. Both belonged to Baduan (Uttar Pradesh).

According to information, a drinking water pipeline was being laid in the village and both the deceased were working in the 15 feet deep trench. The incident happened when a heap of mud caved in and the deceased were trapped under the debris. Other labourers working at the site raised an alarm.

The rescue team took almost two hours to bring out the two trapped labourers. They were rushed to the local Civil Hospital where they were declared brought dead. According to hospital sources, one of the labourers also sustained serious injuries on his neck.

The labourers alleged that the contractor was responsible for the mishap as no safety measures were adopted before conducting the job. They have demanded action against the contractor. Some of the labourers raised slogans against the contractor and demanded inquiry into the matter. They also demanded compensation for the families of the deceased.

DSP headquarters Raj Kumar Walia rushed to the incident site. The post-mortem examination of the bodies would be conducted tomorrow.

The police said the matter was being investigated and a case would be registered after the inquiry.

In a shocking incident, a 32-year-old youth engaged in property and finance business, allegedly shot his mother dead at his house in Kheri Aasra village under Bahadurgarh subdivision here today.

The accused, Sunil, alias Bittu, is the son of Rai Singh, a sub-inspector with the Delhi Police posted at 4th battalion at Wazirabad in Delhi. The deceased has been identified as Shakuntla (55).

Domestic feud is believed to be the reason behind the incident. The Bahadurgarh police has registered a case of murder against Sunil and started investigation. The accused is absconding after the incident.

Devender Dangi, Public Relations Officer (PRO), Jhajjar police, said the incident came to light this afternoon when Rai Singh informed the police that his wife had been murdered by his son Sunil at his house.

“In his statement to the police, Rai Singh said Sunil called him around 12 pm informing that he had murdered his mother with his gun. Rai Singh, on getting the information, rushed to the village from Delhi and found his wife lying in a pool of blood. He then informed the police about the incident,” PRO said.

SHO of Bahadurgarh Sadar police station, on getting the information, reached the spot and sent the body to the Civil Hospital for a post-mortem examination. Later, a team of forensic experts also visited the scene of crime and collected some blood samples.

Dangi said a case under Section 302 of the IPC has been registered.

“Sunil had set up his office at Najafgarh (Delhi) for running his property and finance business. We are probing the case from various angles. Exact reason behind the killing will be ascertained after the arrest of the accused," the PRO said, adding that three teams had been constituted to conduct raids at the possible hideouts of the accused.

The police has booked Jaswant Singh, a farmer, for burning wheat stubble on his fields at Odhan village in the district. In the case, which is first-of-its-kind in this harvesting season, the police has registered a case under Section 188 of the IPC and under the Air (Prevention and Control of Pollution) Act, 1981.

Vasdev, who runs a petrol pump at Odhan, informed the police that Jaswant, who owns land adjacent to his filling station, had set on fire stubble after harvesting wheat from his fields.

The district authorities had banned the burning of wheat stubble on fields and promulgated prohibitory orders under Section 144 of the Criminal Procedure Code for this purpose.

Vasdev alleged that he had requested the accused not to burn wheat stubble near the petrol pump, but he refused to desist from the act.

Liquor worth Rs 34 lakh seized

The district police has recovered illicit liquor worth Rs 34 lakh which was being transported in a truck in Safidon subdivision of the district. The accused managed to flee before the police could reach the spot. A case has been registered.

The police said a truck (RJ-23- 1934) was found abandoned on a link road between Sillakheri and Budhakhera village. As many as 937 cartons of liquor were recovered from the truck. Marking on the cartons revealed that these might have been packed in Himachal and could be meant for supply in Haryana and Rajasthan, said a police official.

The police also seized poppy husk worth Rs 4 lakh from a vehicle on the Jind-Patiala highway on Saturday.

In another case, the police has received a complaint of fraudulently withdrawing Rs 46,000 from the account of Radhey Shyam, a resident of Atma Nagar. Officials of the State Bank of Patiala, where the complainant had an account, said Rs 46,066 were withdrawn from the complainant’s account through ATM debit card, while the complainant said he had not used the card for withdrawing the money.

18 cellphones, 14 sim cards seized from Rohtak jail

In a major recovery, the police has seized as many as 18 mobile phones and 14 sim cards from inmates of the district jail near Sunarian village, about 15 km from here. The recovery was made after a massive search operation that lasted for six hours. This is, perhaps, the biggest haul of mobile phones from a jail in the state this year. The police also seized some psychotropic substances from the jail inmates.

“The search operation led by district police chief Vivek Sharma started on Monday morning and continued till evening. Around 300 policemen were deputed for the job,” said a spokesperson of the department. He said the team thoroughly searched all the barracks and belongings of the 1,100-odd inmates and recovered 18 mobile handsets and 14 sim cards.

Meanwhile, two more cellphones were recovered from two inmates in a special swoop today. With today’s recovery, the total number of mobile phones seized from the district jail has touched 24. The inmates who were found in possession of these mobile phones have been identified as Ram Kumar of Hassanpur village of Sonepat and Amit of Rothay.

Couple consumes poison, man dead

A newly married couple, Pawan Yadav and his wife Manisha Yadav (21), consumed some poisonous substance at Gokalgarh village last night. They were admitted to a private hospital here where Pawan died this afternoon while Manisha was battling for life till the filing of this report.

While family members of the deceased are tightlipped about the incident, reports suggest that uncongenial domestic circumstances led them to take such extreme step.

Manisha, a resident of Hudia Jetpur village of Alwar district of Rajasthan, had married Pawan in November, 2011.

Busy UGC site gives NET applicants a hard time

The University Grants Commission website for registering for the NET is giving applicants nightmares. The website has crashed due to clamour among applicants to apply online, forcing the UGC to extend the deadline by four days.

The website www.ugcnetonline.in has not been accessible for the past several days. There is no other way to register for the NET.

Internet cafes have been keeping their establishments open till after midnight as the site is accessible only then as the traffic is lesser then. The cafes are charging up to Rs 300 per applicant.

Rajesh Ahuja, an applicant from Hansi, said he had been trying to register for the past more than a week but succeeded only last night. The café owner he said could register only two applicants, including himself, after which the website crashed again, he added.

Cyber experts said the UGC should have anticipated the response and designed the website accordingly. “The problem is compounded by the fact that when an applicant fails to register, he keeps trying to access the site. This leads to an artificial increase in traffic that causes the site to hang or crash,” he added.

Applicants say the UGC should extend the deadline to May 15 and also get the site updated to accommodate more traffic.

Rathore’s pension not yet restored

The Centre is apparently in no mood to restore the pension of Haryana’s former Director-General of Police SPS Rathore convicted in the Ruchika molestation case. The union home department today filed a petition in the Punjab and Haryana High Court for quashing the orders of the Central Administrative Tribunal, directing the restoration of pension to Rathore.

Taking up the petition, the high court issued notice of motion to Rathore for July 3.

The Chandigarh Bench of the Tribunal on December 8 had invalidated the orders passed by the union government, withholding Rathore’s pension. The orders in this regards was passed on the advice of the UPSC on June 23, 2010, withholding full pension.

Rathore had challenged the union government orders. Later, Rathore had filed a contempt of court petition against the union home secretary, when his pension was not restored.

Man held for abducting, raping 19-yr-old

The police has arrested Krishan Kumar for allegedly abducting and raping a 19-year-old girl from Kanhora village, 26 km from here. The accused was today produced in a court at Kosli which remanded him in police custody for two days.

A senior police official said the girl was taken to Bathinda (Punjab) on April 9 where she was kept in confinement and repeatedly raped for about 20 days. The girl managed to run away from the accused’s clutches.
