2 labourers buried alive

Two labourers were killed when they were buried under soil while excavating earth for the construction of a basement at a banquet hall here today. According to reports, a mound of excavated soil caved in suddenly burying the two construction workers under it.

Woman gunned down

A woman was gunned down by some unknown assailant at her residence in Sangatpura Thehar village near Rania last night. The victim, Krishna Devi (50), was sleeping in her house with her 13-year-old son Gurmel while her husband, Parkash Chander, had gone to Nejadela village to meet their daughter when the crime was committed.

A youth was drowned while bathing in the Nohar feeder canal near Chopta in this district today. The victim, Sukhdev, a resident of Maujdeen village, had come to Chopta with a friend, who studied in a polytechnic there.

MDU gives Bar Council rule the go-by
Allows LLB student with nil attendance to appear in exam

In a blatant violation of the attendance-related rule laid down by the Bar Council of India (BCI), the top authorities of Maharshi Dayanand University (MDU) here recently allowed a girl student of the LLB course having zero attendance to appear in the examination.

On being approached by the said girl on May 10, MDU Vice-Chancellor Ram Phal Hooda directed the head of the university’s law department to allow “them” (her) to appear in the examination subject to the undertaking that “they” (she) will not let it happen in the future.

Prof KPS Mahalwar, the then head of the law department, reminded the Vice-Chancellor that students had to be given a certificate of their having attended the requisite classes and pointed out that the student in question had “never attended a single class (even) after her re-admission”.

The Vice-Chancellor, however, shot down the objection with these remarks put down on the girl’s application: “Pl let them (her) appear. Enough is enough”.

Following this, the department head, who also happened to be the Dean of the law faculty at the MDU, resigned from both the posts on the same day. Consequently, he also lost the membership of the MDU’s executive council, which he had got by virtue of his deanship.

The BCI, a statutory body created by Parliament to regulate and represent the Indian Bar, also sets standards for legal education and grants recognition to universities whose degree in law serves as the qualification for enrolment as an advocate.

As per the Rules of Legal Education laid down by the BCI (Chapter-II, S.No.12), “No student of any of the degree programme shall be allowed to take the end semester test in a subject if the student concerned has not attended a minimum of 70 per cent of the classes held in the subject concerned ?provided that if a student for any exceptional reasons fails to attend 70 per cent of the classes held in any subject, the Dean of the university or the Principal of the centre of legal education may allow the student to take the test if the student concerned attended at least 65 per cent of the classes held in the subject concerned and 70 per cent of classes in all the subjects taken together”.

The rule further maintains that “similar power shall rest with the Vice-Chancellor or Director of a national law university, or his authorised representative in the absence of the Dean of Law provided further that a list of such students allowed to take the test with reasons recorded be forwarded to the Bar Council of India”.

Dairy sector worries SAARC scientists

Expressing concern over low cattle productivity and dairy production in the region, farm scientists from the SAARC countries have called for concrete steps to improve the production by sharing knowledge and experience to overcome common restraints.

The scientists, who have gathered here for the two-day consultation meeting on “dairy production, quality control and marketing system” in the SAARC countries organised at National Dairy Research Institute (NDRI), also expressed concern over abysmally low share of SAARC countries in export of dairy products in the world market.

Dr Abul Kalam Azad, Director, SAARC Agriculture Centre, Bangladesh, who was the guest of honour at the meet, presented a grim picture of dairy development in the SAARC countries.

He said the aim of the centre was to promote the agriculture and dairy sector’s productivity in the SAARC countries. Stressing the need to share knowledge and technology pertaining to particular livestock sector in the SAARC countries, he said: “We must benefit from experience of each other and strengthen the dairy sector in the region.”

Dr VK Taneja, Vice-Chancellor, GADVASU University, Ludhiana, who was the chief guest at the meet, said India and Pakistan together account for 83 per cent cattle population of the SAARC countries and out of the total milk production of 145 million tonnes, India’s share was 73 per cent, while Pakistan’s contribution was 22 per cent and six other countries counted for the remaining six per cent.

India and Pakistan should come forward and help other SAARC countries in strengthening the dairy sector in bringing about quantitative and qualitative improvement, said farm experts.

The proposal to make Kolkata as base for milk supply, especially to south-east Asian countries should be revived and problems like export of milk products and adulteration should be adequately addressed, Dr Taneja added. Dr KM Bujarbaruah, Vice-Chancellor of Assam Agriculture University, laid stress on the need to look for concrete steps for gearing up production in the dairy sector and said technology alone was not enough.

Identifying the ever-increasing population in SAARC countries as a major cause of food scarcity, Dr AK Srivastava, NDRI Director, said the eight SAARC countries contributed to 23 per cent population of the world and migration of rural population to cities was a cause of grave concern. He said 43 per cent persons in Pakistan lived in rural areas, 30 per cent in Bangladesh were undernourished and SAARC countries had meagre share of 2 per cent in the global trade and even the intra-SAARC trade was just 4 per cent.

A delegate from Pakistan, Dr Haleem U Hasnain, cautioned against the impact of global warming in milk production and urged the SAARC countries to collectively fight the problem.

Sweety Murder Case

Kurukshetra, May 25
A complete bandh was observed by people here today in protest against the failure of the police to arrest the culprits behind the abduction, rape and murder of a minor Dalit girl, Sweety, here on May 4.

The response to the bandh call was overwhelming as shopkeepers closed their establishments, schools remained closed and roads wore a deserted look with autos and even rickshaws off the road.

The bandh, called by social, political and religious organisations, who came under the banner of the Kurukshetra Sangharsh Samiti, was supported by the BJP, the INLD, the HJC, the Sarv Karamchari Sangh and other workers’ union and was near total.

The protesters, led by members of the Sangharsh Samiti and other unions, marched through the main bazars and converged on the Mini-Secretariat, where a rally was held.

A large number of students and women joined the march to express solidarity with the family of the victim and seek justice for Sweety.

The sordid incident of kidnapping of a minor girl from the busy market area in the city has raised serious questions about the safety of girls in the holy city and exposed the inefficiency of the police in nabbing the culprits even after 21 days of the incident.

The victim’s father, Randhir Singh, alleged that he was pressured by SP Sultan Singh to withdraw the case. Family members suspect that kin and family members of politicians and cops are involved in the case and that is why the police is not taking prompt action.

Probe to be handed over to CBI

The Haryana Government has decided to hand over the Sweety rape and murder case to the CBI. A spokesperson said in Chandigarh that a formal request in this regard was being sent to the Centre. The decision had been taken to ensure a fair probe into the incident

In an appalling incident of attempted killing for family honour, a man threw his young daughter in the Fatehabad branch canal after tying her hands near Ban Mandori village last night.

However, the victim (17) was saved by villagers, who informed the matter to the police. The victim, Rajni (name changed), from Dhabi Kalan village, told the villagers that she had eloped with a boy, Kapil, from her village last month.

However, they were caught by the family members 15 days ago. She said, under pressure from the family members, she gave a statement against Kapil, whom the police arrested on the charge of rape.

She maintained that her parents had assured her that they would marry her with Kapil once she turned 18. However, their assurance proved false when a boy with his kin from Naiwal village came to marry her with “Chunni Rasam” on Monday.

Her parents married off her sister with that boy, when she insisted that she would marry Kapil only.

Yesterday, the girl’s father, Jagdish Chander, and cousin Sunil Kumar told her that they were taking her to Fatehabad to leave her with her paternal aunt, as her presence in the village had become a source of embarrassment for the family.

When the three were coming towards Fatehabad on a motorcycle, Jagdish and Sunil allegedly tied her hands and threw her in the Fatehabad branch canal passing near Banmandori village.

Rajni, who knew swimming, started struggling for life and cried for help.

Some youths taking bath in the canal at a short distance heard her cries and rushed towards that direction. By the time they reached near the victim, Rajni had succeeded in untying her hands. She was saved and taken out of water and the police was informed.

Nirmal Singh, SHO of the Bhattu Kalan police station, said a case under Section 307 and 34 of the IPC had been registered against Jagdish and Sunil on the complaint of the victim. He said both the accused were absconding and efforts were being made to arrest them.

Parvesh Kumar has been appointed as Secretary, HUDA, Panchkula, in place of Maheshwar Sharma, who has been made City Magistrate, Karnal. DR Kairon has been posted as Secretary, Housing Board, against a vacant post.

J Ganesan has been transferred as Additional Deputy Commissioner-cum-Chief Executive Officer, DRDA, Rewari. Arvind Malhan has been posted as Additional Deputy Commissioner-cum-Chief Executive Officer, DRDA, Jind.

PK Sharma is Additional Director, Urban Estate, and Deputy Secretary, Urban Estates Department, while RS Verma has been transferred as Additional Director (admn), Social Justice and Empowerment, Deputy Secretary, Social Welfare and Welfare of SCs and BCs. Tricolour flies 100 ft high

Naveen Jindal, Congress MP from Kurukshetra, hoisted the National Flag on a 100-foot-high pole at Chaudhary Devi Lal University here today. The National Flag Foundation of India, headed by the industrialist MP, had installed the pole.

Speaking on the occasion, Jindal said his foundation would hoist 100-foot-high Tricolour in all district headquarters of the country.

The flags have already been hoisted in 16 places in the country so far, he said, adding that all district headquarters of Haryana would be covered by the end of this year. — TNS

A seven-year-old kid was run over by a school bus at Pal Nagar here today. The deceased identified as Shadab, son of Salim, had come here along with his parents from Lalupura on the death of a relative. The incident took place when the kid was playing on the road.

The school bus hit him and he died on the spot. The driver of the bus fled from the spot.

Family members alleged that the police came after an hour and the cops of PCR No 6 were drunk. — TNS

Two labourers were killed when they were buried under soil while excavating earth for the construction of a basement at a banquet hall here today. According to reports, a mound of excavated soil caved in suddenly burying the two construction workers under it.

Next of kin of the deceased reached a settlement with the owners who paid them an undisclosed amount of money and arranged for the bodies to be sent to their hometown at Hardoi in Uttar Pradesh.

However, the Bhavan Mazdoor Kamgaar Union, the CPM and CITU activists strongly objected to the bodies being sent without a postmortem. The vehicle carrying the bodies was summoned back from Meham and the bodies were brought to the General Hospital here for a post-mortem examination.

A woman was gunned down by some unknown assailant at her residence in Sangatpura Thehar village near Rania last night. The victim, Krishna Devi (50), was sleeping in her house with her 13-year-old son Gurmel while her husband, Parkash Chander, had gone to Nejadela village to meet their daughter when the crime was committed.

The victim’s husband informed the police that he came back to his village late on Tuesday night and found his wife lying on the ground, with blood oozing from near her mouth.

The SHO of the Rania police station said the assailant had shot the woman near her mouth and from the two live bullets found from the spot it appeared that a .12-bore weapon had been used in the crime. There was no evidence of any theft or robbery in the house. — TNS

Prisoner gives cops the slip

Hisar, May 25
A prisoner undergoing a life sentence at the local Central Jail escaped from police custody from Bhadra in Rajasthan where he had been taken this morning for a hearing in another case.

After the court hearing, the prisoner, Umed Singh, was taken to the bus stand at Bhadra for the return journey to Hisar. Nine of his associates reached there and threw chilly powder in the eyes of policemen. They freed the prisoner and escaped in an Innova car.

SP Hanif Qureshi rushed there with a police force. The speeding car of the miscreants overturned at Patwa village and the 10 occupants fled from there on foot. Eight of the persons who had freed the prisoner were arrested from the village. — TNS
