Chandigarh, May 20 Her counsel, KTS Tulsi, is insisting that once rejected, the decision on sanction to prosecute cannot be reviewed. The high court, on the other hand, is asking counsel to place before it any document to show the Chief Justice of India had earlier also formed an opinion on the issue. Hearing Justice Yadav’s plea against the sanction, Justice Permod Kohli, in fact, made it clear the issue of review would arrive only if there is a first opinion. In an attempt to resolve the issue, Justice Kohli today made the Union of India a party to the case and asked the Secretary, Union Ministry of Law and Justice, to file an affidavit. Justice Kohli made it clear to the Union of India’s counsel, Ajay Kaushik, that the affidavit was on a “limited question”; and the opinion or the details of the consultation be placed before the court in a sealed cover. Tulsi’s prayer for issuing notice to the CBI for “expeditious disposal of the case” did not find favour with the court as Justice Kohli fixed the case for further hearing on June 1. The affidavit, in the sealed cover, has to be placed before the court a day before the date of hearing. Justice Kohli observed the crux of the argument was that the sanctioning authority, while passing the order, reviewed its earlier order declining to give consent on the prosecution issue. He added reliance had been placed on the CBI report before a magistrate seeking the closure of the case. Referring to the averments in the closure report, Justice Kohli asserted it appeared the CBI had drawn some inference from a demi-official letter of Law Secretary DR Meena. In the letter, the Law Secretary has referred to discussion between the Law Minister and the CJI. Tulsi earlier elaborated that then Law Secretary DR Meena addressed a letter on December 7, 2009, to then CBI Director Ashwani Kumar. Meena wrote the petitioner’s case was discussed by the Minister for Law and Justice with the then CJI. He observed no action was required and the case papers relating to the petitioner be returned to the Department of Personnel and Training. But, “to the utter surprise of the petitioner, on March 1, sanction for her prosecution was granted by the President of India”. |

Chandigarh, May 20 Gulati, who was posted as Financial Commissioner and Principal Secretary (FCPS), Revenue and Disaster Management, the second senior-most post for an IAS officer in the state, was due to retire on September 30. Gulati belongs to a family of IAS officers. His wife, Urvashi, is the Chief Secretary of Haryana. His sister-in-law, Meenaxi Anand Chaudhry, was the first woman Chief Secretary of the state. After her retirement, she became Information Commissioner of Haryana. She also remained the acting CIC for some time. Consequent upon Gulati’s appointment as CIC, Raj Kumar, FCPS, Cooperation, has been posted as FCPS, Revenue and Disaster Management and Consolidation Departments. Krishna Mohan, FCPS, Forests and Wildlife, has been given the additional charge of Cooperation Department vice Raj Kumar. |
Dera chief told to appear in person
Panchkula, May 20 The CBI counsel informed the special CBI court of AS Narang that the video-conferencing room in the courts complex was not conducive or fit to conduct the trial proceedings. After hearing the plea of the CBI counsel, the special CBI court asked the dera chief to personally appear before the court on May 28 in connection with the murder cases, while in the alleged rape of dera sadhvis’ case, he has been asked to appear on June 4. The special CBI court has been shifted to Panchkula recently. Earlier, the dera chief was exempted from the personal hearing when the special CBI court was located in Ambala. School Education
Jind, May 20 They will be given an aid of Rs 2,000 per year for their education at the middle level. There are over 1,00,000 industrial workers in the state, who are a member of a union or registered with the ESI. A senior official said here today that though the tuition fee and other charges related to school education in the government schools were not taken from girl students up to class X, the government had decided to give a special aid to daughters of industrial workers to meet the expenses on books, stationery and school dress. The scheme will be applicable to all girls in a family (up to three daughters in a family) and each of them will receive the aid if she had remained a regular student at any point of time. The aid will be released to the beneficiaries at the time of admission so that the parents do not feel the financial crunch for buying books and dress for their wards. According to the authorities, the facility will be applicable for employees who have been working for at least two years at one unit and should have monthly wages (salary) up to Rs 5,000. The applicants are required to submit a certificate regarding the enrollment of the student in the school at the time of applying for such a benefit. |
Refused money for liquor, man axes mother to death
Sirsa, May 20 After committing the crime, the accused identified as Bohar Singh attempted suicide by setting himself on fire. A neighbour reached there and saved him by pouring water on him. Later, the police was informed, who arrested the accused and recovered the spade used in the crime from his possession. The police said the accused used to live with his mother Dhanno Devi as his wife Simranjit Kaur along with their children had left him and started living with her parents due to Bohar Singh’s drinking habits. The incident took place when Dhanno Devi brought her old-age pension. Bohar Singh, in an inebriated condition, demanded money for a bottle of liquor. After exchange of hot words, Bohar Singh allegedly killed his mother with a spade and then went to sleep under the influence of liquor. When Bohar Singh noticed his mother lying in a pool of blood, he attempted suicide. |
Rohatk PGI security staff continue stir
Rohtak, May 20 A large number of police personnel have been posted on the hospital premises to avoid any untoward incident. The staff had gone on strike yesterday after a firing incident on the campus claimed two lives. No arrest has been made so far, though the Haryana DGP visited the town to take stock of the law and order situation. Even as the authorities concerned posted several armed cops in and outside the hospital to remove the sense of insecurity, things seem to be in a state of confusion as a majority of the security staff staged a dharna outside the hospital. Demanding employment on daily-wages basis, they said this demand had been pending with the authorities for long and overlooked. A spokesperson of the security staff said though compensation had been announced to the kin of the killed guard, Tejvir, the authorities ought to take measures to improve the working conditions as their job was quite tough. Due to the absence of the regular security staff, nearly all entrance gates were left unguarded and there was none who could regulate the presence and movement of autorickshaws and private vehicles. |
1 killed as Innova falls into canal
Sirsa, May 20 The accident occurred early today and people came to know of the mishap only when they noticed the broken railing of the canal bridge. The rescue workers were able to fish out the body of the driver from Maujgarh head, some 8 km downstream the place where the vehicle fell into the canal. It was from some papers recovered from the pocket of the victim that the police could figure out it was an Innova vehicle and the victim was its driver. The victim was identified as Ravi Kumar of Sant Nagar in Abohar (Punjab). The rescue workers were able to fish out the vehicle in the evening. It is not known whether there was any other person in the vehicle, besides the driver. BL Yadav, DSP, said the vehicle owner, the driver’s namesake, maintained that the driver had taken away the vehicle last evening without his knowledge. |

Gurgaon, May 20 Sharma said for safeguarding the interests of labourers, especially those on contract, the obtaining of an NOC from the Labour Department by industrialists who had been allotted industrial plots by the state government but now wanted to close down their units had been made compulsory. With the implementation of this provision, the industrialists would now have to clear the dues like arrears, ESI and provident fund. He said the retirement age of all labourers would be enhanced from 58 to 60 years. All benefits like weekly rest, holiday on festivals would also be provided to the labourers. |

Sirsa, May 20 Karnal: Villagers of Shekhpura Pulia and Nagla Farm on Friday blocked the Karnal-Meerut highway near Shekhpura for two hours in protest against the scarcity of power and water.
