Guru Jambheshwar University of Science and Technology(GJU) will reopen tomorrow, an official spokesman said here today. It had been closed on May 12 following a clash between teachers and non-teaching employees of the university inside the office of the Vice-Chancellor.

Chaos prevailed at Nilokheri Government Polytechnic as the sixth semester civil engineering (environment engineering) paper leaked at the centre before the examination started. The directorate of technical education had deputed 15 persons to conduct the examinations in 11 government and four government-aided polytechnic institutes in the state, but the number was less to cope up with the workload.

A young couple committed suicide by consuming some poisonous substance here today. Police sources said Chuni Lal (24), a resident of Masan Rangran village, and Reeta (21), a resident of Jagadhri, who had a love affair, got married on March 11, 2011.

10-yr jail for drug trafficker

Additional District and Sessions Judge Neelima Shangla today sentenced a drug trafficker to 10 years of rigorous imprisonment and a fine of Rs 1 lakh. The accused will have to undergo a further simple imprisonment of three years if he fails to pay the fine.

Polytechnic teachers’ boycott call takes ugly turn

The call for boycott of examination given by the joint action committee of Haryana polytechnic teachers, instructors and technical officers led to an ugly clash between the police and the striking teachers here today.

Amidst allegations of police highhandedness and lathi charge on the striking teachers, the police today booked 11 teachers and instructors for assault, preventing public servant from performance of official duty, rioting, wrongful restraint and criminal intimidation.

The police has arrested six lecturers - Harnek Singh, Balvinder Singh, Devender Singh, Rajesh, Krishan and Sanjay Punia. A police spokesperson said hunt was on for the arrest of three lecturers - RL Jain, Devi Prassan and RK Bishnoi - and two instructors Randhir Singh and Arvind Kumar.

The spokesperson said the case has been registered on the complaint of Sudhir Kumar, principal of Government Polytechnic here, who alleged that the accused stopped students from going inside the examination hall and tried to hamper the smooth conduct of examinations.

However, the striking teachers alleged that the police used lathis to disperse the teachers, who were peacefully sitting on dharna.

Rajesh Kadiyans, patron of the Polytechnic Lecturers Welfare Association, Haryana, said the polytechnic teachers had been unsuccessfully fighting with the government for the implementation of the sixth pay commission scales as per the AICTE norms for the past more than one year, he said.

The government, however, had entrusted the work of conducting examinations from today to teachers working in private polytechnics.

Kadiyan alleged that at least five of their members had sustained injuries, but the police took them away and was not allowing them to meet their injured colleagues.

Meanwhile, several employees’ associations have condemned the police action and demanded an inquiry into the incident.

Later, students also came in support of their striking teachers and squatted on the road to block vehicular traffic on ITI Chowk.

Students ransack property

Ambala, May 16
The police restored to a mild lathi charge on students of a polytechnic in Ambala City this morning when some of them started ransacking the institution’s property. The students reportedly damaged windowpanes of the building and several vehicles parked on the campus. One of the students sustained minor injuries in the incident.

The students got agitated when they could not get proper information about their seating plan here today. Some students said they took the step to offer moral support to their teachers, who had been sitting on dharna outside the polytechnic.

The police rounded up 45 lecturers of the polytechnic (boys) on the charge of violating Section 144. As many as 1,000 out of 1,100 students appeared in the examination.

In Kalpana Chawla Polytechnic, teachers protested in a peaceful manner.

GJU reschedules exams, to open today

Guru Jambheshwar University of Science and Technology(GJU) will reopen tomorrow, an official spokesman said here today. It had been closed on May 12 following a clash between teachers and non-teaching employees of the university inside the office of the Vice-Chancellor.

He said Prakash Arora, controversial secretary to the Vice-Chancellor, against whom the teachers had levelled charges of masterminding the clash had been transferred as Deputy Registrar (Scholarships).

Besides, the complaint of a senior woman teacher, which led to the clash, had been referred to the women’s cell of the university for a probe.

However, the Guru Jambheshwar University Teachers Association has not yet ended its stir and it is insisting on the suspension of the SVC.

Meanwhile, the university has rescheduled the examinations which could not be conducted last week because of its closure.

An official press note issued here today said the theory examinations of MBA-trimester, semester and MBA (evening), which could not be held from May 13 to 16, would now be held from May 19 to 29.

The examinations for M.Sc., B.Pharma., M.Pharma., B. physiotherapy and M. physiotherapy, MCA, PG diplomas etc (main & re-appear), which were scheduled to be commence on May 16, would now be held from May 19 to June 6.

The M.Tech. examinations, which were scheduled to be held from May 22, would now start on May 25.

The B.Tech examinations, which were scheduled to begin on May 22, would be held as per schedule and there is no change in the datesheet.

The time of examinations and the centres of examinations would remain the same as already notified. The datesheet is available at the varsity website.

Chaos in Nilokheri as paper leaked

Chaos prevailed at Nilokheri Government Polytechnic as the sixth semester civil engineering (environment engineering) paper leaked at the centre before the examination started.

The directorate of technical education had deputed 15 persons to conduct the examinations in 11 government and four government-aided polytechnic institutes in the state, but the number was less to cope up with the workload.

The students, who had not received their roll numbers, reached the examination centres almost an hour before the examination. They got agitated and raised slogans against the administration. Tehsildar Satish Yadav and SHO Ashok pacified the students. However, before the paper could start, the question paper leaked.

The striking lecturers rued that some students, who did not fulfill the eligibility conditions like attendance, were allowed to sit in the examination.

Parminder Mann, president of the Polytechnic Lecturers Welfare Association, Haryana, lamented that the government had made a mockery of the examination system by appointing lecturers of private polytechnics to conduct the examinations and there was one invigilator for 100 students against the set norm of 20 students.

The inept handling of the examination by the government has raised serious doubts about the credibility of the test conducted today, he added.

Sources said there was a difference of nearly Rs 10 crore between the two bids, which was not acceptable to members of the HPPC, who argued against allotting the contract to KLG.

Though KLG’s financial bid was higher, the Power Department had “concluded” that the contract should be awarded to it. This was based on the combined “result” of technical evaluation and the price which gave KLG the edge over HCL. However, this was not acceptable to the HPPC.

Later, all attempts by the HPPC to negotiate with KLG to lower the rates were turned down after officials pointed out that under the guidelines laid down by the Centre for the award of a contract for this project, negotiations were not allowed.

Finding its hands tied, the HPPC deferred the item on the grounds that further consultation with IT experts should be sought and the bid amount should be reviewed. The sources added that putting this project before the HPPC was pointless if negotiation was not an option. Though the sources in the Power Department admit that the financial bid of HCL was lower than that of KLG, officials are at pains to explain that the Centre has laid down guidelines for everything - from the criteria of selection to the process of technical evaluation to marks for pricing.

Officials maintain that they have absolutely no role to play and whatever was done was executed in accordance with the guidelines. While the technical evaluation was carried out by a team of IT consultants empanelled by the Centre, the two bidders were marked on the basis of the criteria for technical evaluation and pricing.

The Power Department, it is learnt, also has objection to the HPPC going into the charges levied under various heads by the two agencies. They maintain that the HPPC can approve or disapprove a “composite quote” but cannot go into item-wise pricing which is not in its preview. The next meeting of the HPPC is slated for the first week of June.

Petrol Price Hike

The BJP today used a bullock-driven cart during its protest against the hike in the prices of petrol to drive home the point that its inflationary effect on the common man would push him to “medieval-type” existence.

The local unit of the BJP also burnt an effigy of the UPA government over the issue.

BJP workers held a demonstration at Ajranda Chowk on the Faridabad-Mathura road and raised slogans against the UPA government. The protest affected the movement of traffic on the road.

The president of Fridabad district unit of the BJP, Ajay Gaur, said the bullock cart was used as a symbol to stress the point that the “unprecedented” hike in the petrol prices would force the public to travel on bullock carts.

Hisar: BJP activists on Monday burnt an effigy of the UPA Government in protest against the increase in the price of petrol. They gathered outside Nagori Gate and raised slogans against the Centre. KL Rinwa, president of the Hisar district unit of the BJP. who led the protesters, said the Congress-led UPA Government had shown no concern for the common man. Demanding that the hike be rolled back, he said it would lead to unprecendented inflation.

Panipat: INLD chief Om Prakash Chautala said here on Monday that a worker’s meeting had been convened at New Delhi for May 20 to plan a protest against the hike in petrol prices.

FATEHABAD: The youth wing of the INLD on Monday staged a demonstration against the rise in the price of petrol.

Power cuts come as demand soars

With the mercury soaring in the region, the power situation in the state continues to be grim as the demand for electricity has reached 4,513 MW while the state is able to generate only around 1,641 MW a day.

According to sources, the Haryana Vidyut Prasaran Nigam has been overdrawing around 2,772 MW of power from the northern grid to meet the increased demand.

Sources said three units - the 110 MW unit No. 4 at the Panipat thermal power plant and two units of 600 MW each at Khedar - were out of operations today.

The state has fallen short of its targets for power generation. In 2004-05, the target was to generate 7,652 units but the Haryana Power Generation Corporation could only achieve 6,914.96 MW. In 2005-06, the corporation was to produce 10,112 MW, but it could manage only 9,181.33 MW. However, in 2006-07 and 2007-08, the utility surpassed its targets of 10,261 and 10,631 MW by generating 10,780.2 and 10,845.4 MW of power, respectively. Again in 2008-09 and 2009-2010, the generation fell short of the targets of 15,051 and 15,713 MW as the corporation could generate only 13,518.97 MW and 15,101.9 MW, respectively.

Meanwhile, the power utility has been imposing cuts varying from three to four hours in urban areas while rural areas are facing cuts varying from seven to eight hours a day.

No wall being made along Hansi-Butana canal: Govt

The state government today clarified that no wall was being constructed along the Hansi-Butana multipurpose link canal as being propagated by Punjab Government, fearing that it would obstruct the flow of the Ghaggar in the Guhla area of Kaithal district.

Harmail Singh, Engineer-in-Chief, Irrigation, said the Irrigation Department was taking only protection measures by strengthening the old existing bund constructed prior to the formation of Haryana in 1966 by constructing a concrete sheet pile below the present ground level. Therefore, the speculation of the Punjab Government that the wall would obstruct the flow of Ghaggar river in the Guhla area was baseless.

Harmail Singh said this strengthening had been necessitated as during the last monsoon season, the bund had breached due to “ghurloos” and caused damage to property. — TNS

Asha Hooda: Battle female foeticide

The vice-president of the Child Welfare Council, Haryana, Asha Hooda, today called upon the people in the state not to indulge in gender discrimination and asked them to treat their daughters on a par with their sons.

She voiced her concern while addressing a function organised under the joint aegis of the Fort Foundation, Ramgarh, and the Indian Council for Social Welfare, Haryana, to mark the 294th birth anniversary of Sant Garib Das Ji at the Jahan Aara Stadium here. The function was held to create awareness among the masses to check female foeticide.

Asha Hooda maintained that daughters were nowadays not lagging behind sons in any field and were aware about their rights.

She exhorted women to strengthen their resolve to fight female foeticide in order to secure their own future.

Asha Hooda also administered an oath against female foeticide and the dowry system on the accasion.

Education and Social Welfare Minister Geeta Bhukkal also spoke on the occasion.

Double Murder at Ellenabad

While the police is still clueless about the double murder at Ellenabad, two youths, both nephews of the slain woman, have accused the police of subjecting them to third degree torture.

Bhim Sen and Anand Kumar, both sons of Murari Lal, a brother-in-law of victim Bimla Devi, are in the General Hospital now. Unable to walk, both have demanded action against the guilty cops.

They have alleged that the police took them to the Ellenabad police station on Friday evening on suspicion and then tortured them with third degree methods in the CIA police station in the presence of a senior police officer.

Sham Lal, uncle of the two brothers, said the whole family of the victims had been cooperating with the police but the latter had tortured the two brothers to confess the crime.

They were, however, let off yesterday after the police failed to extract anything from them, Sham Lal said.

Former INLD MLA from Ellenabad Bhagi Ram, who visited the two bothers in the General Hospital today, condemned the police action and demanded stern action against the erring cops.

Man killed in scuffle over property

A man died in a scuffle over property, reportedly by his own gun, when he was trying to hit another person with the butt of his rifle. The bullet pierced Surinder Singh’s abdomen and he was declared brought dead in the general hospital at Tohana.

The police said a villager, Joginder Singh, from Buawan had distributed his 15 acres equally - 2.5 acre each - to his three sons and two daughters and had kept 2.5 acres with him.

However, his daughters refused a share in their ancestral property and returned the share to their father, who in turn, transferred it to one of his sons with whom he was living. The widow of his eldest son objected to this and some persons from her parental village came to Buwan to settle the issue yesterday.

According to eyewitnesses, during a scuffle between the two parties, the victim allegedly tried to hit a person from the opponent party with the butt of his gun, but the weapon went off accidentally, killing him consequently.

However, family members of Surender have alleged that he has been killed under a conspiracy. The police has sent the body for a postmortem and begun investigations.

27 taken into custody in Sonepat

As many as 27 lecturers of the local Government Polytechnic were taken into custody when they tried to obstruct the entry of students who were to appear in the sixth semester examinations today.

As a result, the examination was delayed by more than an hour as the services of lecturers from private engineering institutes had to be requisitioned for the purpose.

They were, however, released on bail by the court in the evening.

The lecturers have been agitating for implementation of the pay scales recommended by the All-India Council for Technical Education.

The lecturers alleged that the state government had given the pay scales as per the Sixth Pay Commission recommendations but they had been denied the grades recommended by the AICTE.

“We will continue the agitation till our demands are accepted,” they said.

Couple commits suicide

Yamunanagar, May 16
A young couple committed suicide by consuming some poisonous substance here today. Police sources said Chuni Lal (24), a resident of Masan Rangran village, and Reeta (21), a resident of Jagadhri, who had a love affair, got married on March 11, 2011.

Sources said both were found unconscious on the banks of a dry seasonal rivulet near Masana Rangran village here today.

After being informed by villagers, the police arrived on the spot and took them to Gauba Hospital in Yamunanagar, where both of them died in the evening.

SHO Ran Singh said postmortem would be conducted tomorrow. He said the couple had not left any suicide note.

10-yr jail for drug trafficker

Charanjit Singh, a resident of Kewal village along with Namdev Singh was arrested with 420 kg of poppy straw on April 30, 2002.

While a local court convicted and sentenced Namdev Singh on March 30, 2004, Charanjit Singh was declared a proclaimed offender. The police, however, arrested him and the court pronounced the judgment today.
