Separate HC or Bench
Chandigarh, May 5 Taking up a petition filed by Raghu Yadav against the state of Haryana and another respondent, the Division Bench of Justice Adarsh Kumar Goel and Justice Ajay Kumar Mittal asserted: “We are of the view that the issue raised for setting up of a separate high court or a separate Bench is a matter within the purview of the executive and not this court and thus direction sought cannot be granted”. The development is significant, as the Union Ministry of Law and Justice has already taken up the issue of a separate high court for Haryana. In fact, Union Law Minister M. Veerappa Moily only last week said “the process is on” and they are “seriously considering a separate high court for the state”. Moily said the Law Ministry was taking up the issue with the Chief Justice of the Punjab and Haryana High Court. Dismissing the petition filed through counsel Ranjan Lakhanpal, the Bench asserted: “This petition seeks a direction for setting up of a permanent Bench of the high court at a location convenient for the litigants. “The case of the petitioner is that he is concerned with the plight of litigants from the regions of southern and western Haryana who find it inconvenient to approach the High Court. The state government is not paying any heed to their demand. Though the state of Haryana passed a resolution for a separate high court, the state of Punjab and the Union of India have not given consent and in such circumstances, a separate Bench is necessary”. |
Faridabad tops list, Yamunanagar at bottom
Sirsa, May 5 As both Faridabad and Sonepat districts fall in the National Capital Region (NCR), the numbers of unsolved cases there are understandable as the assailants often sneak into Delhi or UP after committing murders. Even in some other districts in the NCR like Rohtak and Jhajjar, the figures are 81 and 64, respectively. Gurgaon, with its two police zones, has 78 unsolved cases of murder in Gurgaon (South) and 33 in Gurgaon (East). The information has been supplied by the general administration branch of the Haryana DGP’s office in reply to an RTI application by advocate Pawan Kumar Parikh. Parikh had sought information regarding unsolved cases of murder since the inception of Haryana. Bhiwani , Jind and Mewat districts have 99, 89 and 72 unsolved cases of murder, respectively. Yamunanagar with only 24 cases is at the bottom of Haryana, meaning that crime detection is the best in the district, followed by Fatehabad with 27 cases. Interestingly, both Sirsa and Fatehabad have almost identical geographical conditions, with both districts sharing their boundaries with two other states - Punjab and Rajasthan. Similarly, both these districts have almost identical populace - Sikh population in one belt and Bagri population in the other and the socio economic status of people living in both these districts is almost identical. Some of the recent cases, where the district police failed to provide any clue to the murders are the killing of a widow and her three young sons at Peepli in October, 2010, recovery of chopped pieces of a body in a suitcase in Sirsa town and the recovery of the body of another young woman sometime back. SP Satinder Kumar Gupta, however, claimed that “during his tenure, the police has been able to solve over 85 per cent cases of murder in the district”. |
Leopard spotted again
Karnal, May 5 The leopard again disappeared into the forests after “jumping over” the tractor last night, Divisional Forest Officer (DFO) Navdeep Hooda said. The reappearance of the leopard, which was hiding in reserve forests adjoining Badagaon, had established that the leopard had not escaped from the thick forests, spread over 210 acres, he said, adding that efforts were on to capture the animal. While wildlife teams were ready with traps and tranquiliser guns and had been camping in the forests since April 28, a minor slip of not putting the “bait” in the traps frustrated all efforts to induce the animal to walk into the trap. The leopard, which had disappeared into the deep forests after a close encounter with a farmer, has been giving sleepless nights to the people of Mugal Majari, Nanmati, Badagaon, Kunjpura and Gher villages, who fear that the animal may enter the village and attack people and cattle. “The effort is to catch the animal alive as it is not a man-eater, but it cannot be left free in the forests as it can go on the prowl in search of food or water,” said wildlife officials. Chief Wildlife Warden (Haryana) RK Sapra said directions had been issued to put the bait in the traps. |
Mallika Sherawat’s past link has MC candidate in spotlight
Gurgaon, May 5 Pavneet’s “better-half”, Capt Karan Singh Gill, is Mallika’s ex-husband. That Mallika was once married before she turned a celebrity in the tinsel world is unknown to many. Gill is a senior pilot with Jet Airways. Mallika had met Captain Gill when she was working as an airhostess, around the time when she was studying at Miranda House in Delhi University. She was then known as Reema Lamba. Their marriage did not last long. While the pilot decided to “take off” again to begin his life afresh with Pavneet, Reema began chasing her dream to make it big in Bollywood’s showbiz with a new name - Mallika Sherawat. It is this past link of Mallika that has made the people of Gurgaon curious about Pavneet. Overnight, she is the talk of the town. Word has spread like wild fire that Pavneet is the one who “replaced Mallika Sherawat”. People are thronging her house in block B-3 of DLF Phase 1. Seeing her popularity charts rising, the Bharatiya Janata Party has stepped in to encash the situation. Though Pavneet filed her nomination papers as an Independent candidate, the BJP “adopted” her quickly. She is now the Saffron party’s official candidate. A former flight stewardess, Pavneet has been working in the hospitality industry for a decade. As an entrepreneur, she now sends students to pilots’ training schools in India and abroad. Ward 34 is the largest “constituency” of the Municipal Corporation of Gurgaon. Pavneet is facing nine Independent candidates. Pavneet is a beauty too, but she is different from her husband’s first popular wife. About 5’7’’ tall and slim, Pavneet looks like a typical affluent Punjabi housewife next door. She is a regular morning jogger. She occasionally picks up vegetables and fruit on the way back home from the jog to prepare her two children, Simran (7) and Fateh (5), for school. Pavneet has the knack of engaging anyone who comes her way in a polite conversation. She hails from Amritsar and comes from a family of doctors and armed forces officers. Her doctor father retired from the Air Force. She did her graduation from Panjab University. She stood second in the university in economics. Though Pavneet is outspoken like Mallika, she is not willing to talk about the actor. “I never met her and my family now has nothing to do with her. ?I am thankful to God that I have a dedicated husband and two lovely children,” is all that Pavneet says when pushed to talk about Mallika. Asked why she decided to jump into politics, Pavneet says she has witnessed disturbing fast-paced changes in Gurgaon in the recent past. “I was toying with the idea of getting active in saving this lovely developing city from turning into an unmanageable concrete jungle,” says Pavneet. “If I get elected,” says Pavneet, “I want to work for a safe, secure and healthy green environment for residents, better water and power supply, good roads and public transport system, proper maintenance of parks and parking lots and appropriate utilisation of public funds. ?I want to encourage residents to make Gurgaon a true millennium city.” On her agenda is also the development of a “hut” in her ward to help residents deal with routine municipal or state government-related works like the payment of property tax and facilities to prepare official documents, purchase of stamp papers and notary services. Well, Pavneet’s political siren has gone off and it is to be seen whether Gurgaon gives her another “fateh”. |
Notification on New Pay Scales
Kurukshetra, May 5 Rejecting the notification, the HFUCTO executive committee alleged that there had been a deliberate attempt to deny benefits given by the UGC by not implementing the recommendations in toto. The federation took exception to deviations in the notification in respect of the minimum qualification for appointment of university and college teachers, maintenance of standards in higher education and the retirement age, which has not been raised to 65 years, and decided to launch the first phase of the agitation by boycotting the “evaluation work” from May 11, HFUCTO president Pradeep Chauhan said. HFUCTO general secretary Attar Singh said the Chief Minister had backtracked on repeated assurances given to the federation that there would be no dilution of the recommendations. A delegation will submit a memorandum to the Chief Minister on May 8 to convey the teachers’ collective resentment over the “breach of trust” and the next HFUCTO meeting at Rohtak would decide about some “radical action” like boycott of examinations, he added. Contesting the official claim that it had implemented the recommendations of the committee of VCs, HFUCTO vice-president Rajpal, also general secretary of KUTA, asked the government to make panel’s recommendations public. |

HSLSA steps in to transform Mewat
Gurgaon, May 5 Now, the Haryana State Legal Services Authority (HSLSA) has stepped in to transform the face of Mewat and create the much-needed awareness for all-around progress of the region. HSLSA will kick off an ambitious mass-awareness campaign at a programme to be organised in Nuh (Mewat) district on May 7. Several Judges of the Supreme Court as well as the Punjab and Haryana High Court, besides Haryana Chief Minister Bhupinder Singh Hooda, will participate in the programme. The programme aims at advancement of the people of Mewat in terms of health, environment, hygiene, livelihood, employment, literacy, education and character development. “The authorities concerned have failed to implement the Right To Education Act in the Mewat area, which suffers from paucity of the requisite educational infrastructure and teachers. Due to this, the school dropout rate is alarmingly high, especially among girls. This is a cause of concern for all sections of society; and this explains the HSLSA initiative,” said Gurgaon District and Sessions Judge RS Virk. Talking to The Tribune today, Judge Virk said as an obvious outcome, most of the youth lack a proper education, and hence, employment. “Many of the youths then take to crime; and a vicious circle is formed,” he observed. Justice Adarsh Kumar Goel of the Punjab and Haryana High Court, who is also the executive chairman of HSLSA, said: “HSLSA is also an institution for the development of society by creating awareness, as apart from access to justice, access to basic education and healthcare is also a rightful claim of the residents”, adding that local residents, students and elected representatives had also been roped in for the drive. |

Transport Policy
Rohtak, May 5 The Haryana Roadways Workers Union has opposed the new policy and will launch an agitation against it. The union will hold a demonstration tomorrow and has decided to hold a statewide strike on June 8 next over the issue. At a meeting convened here last evening, union leaders described the new policy as “a tool to please a group of influential persons” in the state government, who, they said, were desirous of starting their private bus network in the state at the cost of the public transport system. They alleged that the decision to “dole out” a large number of permits to private companies was part of a strategy of the government to hand over the well-established public transport system to private hands so that the latter could exploit passengers and pocket all profits. Announcing to stage protest demonstrations at all bus stands and depots tomorrow, the union said black flags would be shown to officials for two hours tomorrow. Members of the union would also observe a 24-hour fast, beginning May 18, and lay a siege to the residence of the Transport Minister at Panipat on May 29. The employees would be forced to go on a one-day complete strike on June 8 if the government failed to act, the union said. |
Pensioners return empty-handed
Sirsa, May 5 The pensioners kept waiting for the bank officials for hours in the hot weather, but the staff skipped their date without informing the beneficiaries. Earlier, pensioners from wards 14 and 19 had to face a similar situation two days ago, when they had to return empty-handed as bank officials did not arrive. Rajiv Kumar, an investigator in the Social Welfare Department, said the work had been entrusted to Axis Bank and its officials were in the process of making biometric cards of all beneficiaries. At Fatehabad, senior citizens from wards 6, 7 and 8 were made to wait for hours in Raghunath Mandir, where officials were to distribute their pension. Disorderly scenes were witnessed when the officials of a private company, entrusted with the task of issuing biometric cards to the pensioners, arrived at the venue almost three hours late. |
Crop harvested under police protection
Karnal, May 5 The demarcation of disputed land was done by the revenue authorities in the presence of the tehsildar, BDPO and kanoongo while DSP Rajesh Kumar was especially deputed with a heavy police force to avoid any clash. The 70-year-old dispute between the two panchayats over a 24-acre land near Bajida station was finally resolved as the land with standing crop was finally vested in the Bajida panchayat on March 3 but it could not take possession of the entire land due to opposition by the Sirsa panchayat. The police asked the Bajida Jatan panchayat to harvest the crop in one go to avoid tension but due to a shortage of threshers, the harvesting was being done manually. |
Maternal uncle, cousins stab man to death
Panipat, May 5 Hawa Singh told the police that the three along with over 12 persons, whom he could not identify, reached their house and asked for Shribhagwan, saying that they wanted to speak to him urgently. As the youth came out of the house, they attacked him with sharp-edged weapons causing grievous injuries After committing the crime the assailants fled. Shribhagwan was immediately rushed to a nearby hospital where he succumbed to his injuries. The police has registered a case against Ramesh, Mukesh, Krishan and unidentified persons. |

Sirsa, May 5 She died before she could be shifted to a hospital. Her brother, Jaspal, alleged in his complaint to the police that her husband, Sonu, father-in-law Jagdish and mother-in-law Sita, all residents of Salemgarh in Hisar, harassed her for dowry. In another incident, a newlywed woman from Mohammadpur Sottar in Fatehabad district accused her in-laws of causing her miscarriage at the residence of a nurse working in the general hospital at Tohana. |
Boy’s death in mishap triggers violence
Faridabad, May 5 The incident occurred in the evening when a marriage party had come to the area from Punhana, in the nearby Mewat district. The news of the incident spread like wildfire in the area. Soon a crowd, comprising locals, assembled at the spot. There were frayed tempers against the authorities for not repairing the road, which, they alleged, had witnessed a number of accidents. The crowd even tried to indulge in arson. However, major violence was averted with the timely arrival of the police and the arrest of the driver of the tractor-trailer. According to reports, the mob threw stones on passing vehicles and policemen. The protesters also blocked road for more than two hours. |
Sub-Inspector cremated with honours
Rohtak, May 5 SI Pratap Singh was among 25 jawans and officials of the CRPF who were attacked by Naxalites using a landmine blast while they were on the way to Suankatav village
in the area for a combing operation. The landmine blast resulted in the death of six jawans and injury to others, said Commnadant Onkar Singh, who accompanied the body As Baljit, the youngest son of the martyr, lit the pyre, a contingent of the CRPF paid homage
with a gun salute. Hundreds of villagers attended the funeral. Pratap Singh was recruited by the CRPF in 1983 and had been stationed in Jharkhand for the past

Faridabad ,May 5 The owners of houses and shopkeepers have been agitating since Monday, demanding the scrapping of “change of land use” notices to them for changing the status of their dwellingsinto commercial units. The houseowners have been sitting on dharna outside the MCF office since Monday. They changed tack and took out a procession in the city and staged a sit-in at Neelam Chowk.The chowk connects major roads of the city and also connects the Faridabad-Mathura national highway. The MCF have issued notices for change in the status of dwelling units to those owners who have been using their premises for commercial activities.The owners have demanded that 2006 be considered as the cut-off year for implementing the change-in-land use regimen.
