Bhajan, Devi Lal once favoured N-plants
Chandigarh, May 3 In that way, one can say, there is “political unanimity” on the issue, as a senior officer of the power sector of the state put it. Bhajan Lal, father of Bishnoi, was the first to demand a nuclear plant for Haryana way back in 1984. As Chief Minister of the state, he wrote to the then Prime Minister, Indira Gandhi, on July 20, 1984, that he was happy to learn that the Union Government had decided to set up an atomic plant in the northern region during the Seventh Five Year Plan. Bhajan Lal said the site in Hisar district (now in Fatehabad district) had “all basic requirements for the location of such a plant.” He went on to say that the site was near the border of Rajasthan and Punjab and as such could easily meet the requirements of these states as well. It was at a safe distance from the international borders, assuring security to the plant. A year later Bhajan Lal wrote to the then Prime Minister, Rajiv Gandhi, reiterating his demand for a nuclear plant in the state, which, he said, was facing an acute shortage of power. He argued that since nuclear plants had already been set up in Rajasthan and UP and Himachal, Jammu and Kashmir and Punjab had hydroelectric resources, the nuclear plant should be set up in Haryana alone. In 1987, the Congress was voted out of power and the Janata Dal headed by Devi Lal, father of INLD chief Om Prakash Chautala, formed the government in the state. The BJP was a partner in that government. Devi Lal wrote to Rajiv Gandhi on November 23, 1987, that he was glad to know that the Nuclear Power Corporation (NPC) had been set up by the Union Government to create nuclear power generation capacity of 10,000 MW by 2000. He urged Rajiv Gandhi to give “urgent and benign attention” to the matter so that early clearance was accorded for setting up an atomic plant of 2000 MW (4 x 500 MW) in Fatehabad district where land and water resources were available. Bhajan Lal again became the Chief Minister in 1991. Two years later, on July 16, 1993, he wrote to the then Prime Minister, PV Narasimha Rao, reiterating his demand for the atomic plant at the site where the Union Government has now sanctioned the plant. Even when Chautala was the Chief Minister of Haryana, a central committee had surveyed the site in 2000-01 and again in 2004. In 2006, Prime Minister Manmohan Singh wrote to Haryana Chief Minister Bhupinder Singh Hooda that the NPC had found the Fatehabad site as suitable for the nuclear plant. This was the first firm confirmation from the Centre about the nuclear plant in the state. Meanwhile, it is learnt that a large number of landowners in Gorakhpur village have conveyed their consent for acquisition of their land for the plant. According to information received here, only a few families are now opposing the land acquisition, primarily because the compensation will have to be shared with daughters of the family also. At present, the land is in possession of the sons of the families. |
Atrocities on Dalits in state on the rise: Verka
Sirsa, May 3 He was here in connection with the murder of a Dalit, Mukh Ram, due to a panchayat-poll related rivalry at Bani village in this district on April 30. He met family members of the victim in the PWD Rest House here today. Verka expressed displeasure at the failure of the district police to arrest the assailants of Mukh Ram and told SP Satinder Kumar Gupta to arrest the culprits within seven days. Quoting recent observations of the Supreme Court, Verka said the district administration would be held liable if an incident of atrocities against Dalits occurred in any district and cases could be registered against the district authorities for dereliction of duty. The SP informed the commission vice-chairman that four teams had been constituted to arrest the killers of Mukh Ram. Verka handed over a cheque for Rs 50,000 to the victim’s widow, Rajo Devi, from the District Welfare Department for the construction of a house. |

Chandigarh, May 3 Referred to as “ghudchadhi” in common parlance, this has so far been the prerogative of grooms-to-be. Tradition has it that the groom-to-be is given a warm send-off by his mother with the promise that he will only be back home with his bride. Monica, a Class XII dropout, has decided to do away with this “biased” convention of limiting “ghudchadi” to the men of the village. “I have been a part of many processions but, on the suggestion of the Beti Bachao Abhiyan, I was game for it myself since the idea was to show my little village that the girls are no less than boys,” she explains. Monica is eagerly looking forward to tomorrow evening when, on horseback, in bridal finery, she will become the first woman to break the convention. “I’m marrying a computer engineer from Bhariwas village. Since I am staying at my paternal uncle’s place, the “ghudchadi” will start from there and end at my parents’ place where the marriage will be solemnised on May 5. The idea is to send out a message of women empowerment by riding a horse, unthinkable in a village like ours,” she says. Monica regrets leaving her studies midway due to financial constraints. “I may be less educated but I am forward thinking and realise the need to drive home the point to save the girl child. This initiative will also convey that I am a daring girl who knows her mind. My in-laws, too, have supported my endeavour,” Monica added. She will also take the eighth phera during the wedding vows, pledging not to attempt female foeticide. Shyam Sundar, secretary of the Red Cross Society, Bhiwani, who is also the founder of the Beti Bachao Abhiyan, is the spirit behind her initiative. “I have been educating people about the ills of female foeticide for over a decade now. After introducing the eighth phera in Hindu marriages, I thought it is time to break another male-dominated tradition. Monica and her family agreed readily. The idea is to hit on the biased mindset and show the community that a girl is as good as a boy,” he explains. |

Chandigarh, May 3 Justice Ranjit Singh has also directed a survey of all builders in Dharuhera in Rewari district to find out how they have violated the terms of agreement by accepting money, but not allotting dwelling units within the specified time. The directions came on a petition filed by Delhi-based M2K Infrastructure Private Limited. The builders have a “working site” at Dharuhera. Justice Ranjit Singh observed: The petitioner is a builder and has come to challenge the order passed by a lok adalat, whereby it has been directed to refund Rs 5 lakh to Sunil Yadav. “Once the petitioner-builder was not able to fulfil the commitment of delivery of the dwelling unit, there is no case on merit for interfering with the directions issued by the lok adalat, except that it was, in my view, misconceived in not allowing the penalty and the interest on the amount, which has been directed to be refunded. “Further, it may need to be inquired as to in how many cases the builders have collected huge sums, but have failed to stand by the commitment. “The builders, thus, have been able to misuse huge funds by not allotting the dwelling units”. Issuing a notice to the state of Haryana for May 30, Justice Ranjit Singh also asked the state counsel “to find out and ascertain this aspect”. Justice Ranjit Singh concluded: “The state would also carry out a survey of all the builders in Dharuhera and submit before the court as to how in many cases the builders have accepted money and are yet to allot dwelling units or plots as promised in the terms of agreement”. |
Youth beaten to death over Rs 70
Karnal, May 3 Peeved at the alleged inaction of the police, they even manhandled passersby and demanded the registration of a case of murder under Section 302 of IPC against the accused. The deceased, identified as Dharamveer, a resident of Prithvi Vihar Colony, who was beaten up by the accused on Saturday, succumbed to his injuries on Sunday. The family members alleged that Dharamveer was beaten up on Saturday and the assailants again barged into their house on Sunday and attacked their kin, which proved fatal. The police has registered a case under Sections 323, 452, 506 and 34 for voluntarily causing hurt, house trespass for assault and criminal intimidation against Ram Lal and his son Satwinder Singh but maintained that nothing could be said with certainty till the postmortem report was received. Champa Devi, mother of the deceased, has demanded the registration of a murder case against the accused. |
Mentally challenged Dalit raped
Rohtak, May 3 The police has registered a case against Sukhbir, a resident of the same village, on a charge of rape. Sukhbir, taking advantage of the situation, entered the girl’s house on some pretext and allegedly raped her. He is at large. The girl was found unconscious when her parents returned from the fields. The girl, who reportedly cannot speak clearly, revealed the matter to her parents. The parents lodged a complaint with the police, which got a medical examination of the victim done. The report has confirmed rape. Meanwhile, in another incident related to crime against women, the police has registered a case of dowry harassment against four members of a family at Mohalkhera village in Narwana subdivision in the district. This follows directions issued by a court. The victim, Sushila, who had married Ashok in December 2003, had alleged that her in-laws, including her husband, had forced her to leave their house after harassing her for not bringing adequate dowry. Besides her husband, the police has booked her father-in law and mother-in-law in this connection. |

Karnal, May 3 The trio raped the 19-year-old girl and her 12-year-old minor sister, threatening the family members that they would shoot the boy if they tried to resist or raise the alarm. The family members reported the matter to the police after the alleged rapists left. They also threatened the family member of dire consequences if the reported the matter to the police. The police booked accused

Manakpur mishap toll mounts to 14
Yamunanagar,May 3 According to police sources, Sandeep Kumar had been in coma owing to head injuries sustained in the accident on April 28. He belonged to Darajpur village, near Thana
Chhaper, in this district and was a son of a class IV employee. Meanwhile, Deputy Commissioner Ashok Sangwan today constituted a trust to raise funds to provide relief to the victims of the Manakpur accident. He said all injured persons would be provided free treatment and instructed the district administration to provide all support and medical aid to them. |
Rs 7.4 lakh looted
Faridabad, May 3 Three persons in a white Swift car without the number plate hit his motorcycle as
a result of which he fell down. One person alighted from the car armed with a lathi and started searching for money kept in the motorcycle. When Hari Singh resisted he was attacked with the lathi. When Hari Singh continued to resist, another person sitting in the car fired on him and took away Rs 7.4 lakh from the motorcycle and escaped. Senior police officers reached the spot a few minutes after the incident. The police has registered a case and launched a manhunt to nab the looters. |
