BJP protests oil price hike at 14 places; leaders held

The police arrested several protesting BJP activists when they tried to disturb traffic movement at various places in the city today on the second day of their chakka jaam movement launched to protest against the hike in petrol price.

Among the prominent leaders who were arrested are Delhi BJP president Vijender Gupta, leader of opposition Vijay Kumar Malhotra, Vijay Goel, Om Prakash Kohli, Vani Tripathi, Jagdish Mukhi, Ramesh Bidhuri, Harsh Vardhan, Chetan Chauhan, Sahab Singh Chauhan, Pawan Sharma and Subhash Arya.

Raising anti-government slogans, BJP workers staged dharnas at 14 prominent crossings — Lal Quila Chowk, Ambedkar Nagar, Subhash Nagar Mod, Uttam Nagar, Moti Nagar Chowk, Khajoori Chowk, Richi-Rich (Ring Road), Welcome Metro station, Vikas Marg, Jahangirpuri, Hamdard Chowk, Patparganj, Moti Bagh and Mangolpuri Marble Market.

The protestors, which included women, youth, senior citizens and local people, had brought motorcycles and scooters on bullock carts and hand carts.

The BJP demanded dismissal of the UPA government at the Centre and the Sheila Diskhit government in Delhi.

According to Vijender Gupta, because of demonstrations by the BJP, a meeting of the Group of Ministers (GoM) under the chairmanship of Prime Minister Manmohan Singh that was to be held to decide on raising the prices of diesel and LPG has been postponed.

Gupta challenged the government that if the rising prices were not controlled, the BJP would make the movement more forceful.

He said that under a conspiracy, the public sector oil companies were given the power to fix the prices of petrol so that the companies could increase the rates in an arbitrary way and loot people.

After deregularisation, the price of oil has been increased by Rs 15.74 per litre and soon, the UPA government will increase the prices of diesel, kerosene and cooking gas, he said.

"The idea of this anti-people government is to encourage price rise so that it becomes the focus of the common man and he is left with no time to protest against it over corruption charges," Gupta said.

At a press conference organized as a students' initiative and coordinated by Ilma Afroz, a third year student of St Stephens' College, science students and teachers of Delhi University came together to share their experiences of the semesterized science courses.

First year students from the semesterised courses of B.Sc. (programme) physics (hons) and chemistry (hon) spoke about the discrepancies in the system they faced over the past one year, especially in the second semester, since the first semester had been extended by about two months with a break before the exams.

"There was no time for understanding anything in the subject, let alone go into any depth. We simply collected photocopied notes from seniors and tried to memorise them. There was no time to even get to know students of other classes or think about participating in extra-curricular activities. Our maths teacher fell ill during the second semester, and five different teachers tried to take her classes, but we just could not absorb anything," said Ananta Joshi, student of BSc (programme) with computer science.

Rocky Chhikara, a student of B.Sc.(hons) chemistry, said, "Classes were held from 8.40 am to 5 pm everyday without even a lunch break, after which students were expected to stay back and prepare their practical file. In the second semester, 'Optics' course was taught for about two months, after which it was announced, just two weeks before the exams, that 'Optics 'had been deleted from the course for this year, as a result of which our mechanics course was completed in just four days."

Mayank Choudhary, a student of BSc.(programme), who is a basketball player, said that it is impossible for a sportsperson to survive a semester system, because there is no time to make up for the loss suffered while representing the college in tournaments.

A third year science student explained that she was able to participate in extra-curricular activities along with learning the subject and doing well in the exams. She pointed out that the second and third year students, who are in the annual mode, did not get an opportunity to interact with the first year students, who were practically invisible because of the semester system.

Ilma Afroz said that close to 3,000 students had submitted a petition to the Vice-Chancellor opposing the imposition of the semester system but the VC had not responded yet.

The science teachers who were present and raised many concerns included Prof Ramaa Sinha (zoology) from Sri Venkateswara College, PK Sinha (zoology), Hindu College, Dr Naveen Jain (electronics) Zakir Hussain College and Dr Abha Dev Habib (physics) of Miranda House.

The Delhi High Court said today that no contempt proceedings would be initiated against the teachers of Delhi University-affiliated Dyal Singh College who had flouted the court's order by protesting against the semester system, but asked all teachers to cooperate in the system's implementation.

A division bench of Chief Justice Dipak Misra and Justice Sanjiv Khanna said: "At present, we are not inclined to proceed for contempt, but we command that all the teachers of the University of Delhi and all colleges affiliated to the said university shall cooperate in all aspects and teach in the semester mode and not proceed on the path of deviation which would, in the slightest manner, bring them in the net of the violators of the orders of the court."

The bench on May 12 reserved its order on charges by Delhi University that teachers of Dyal Singh College had shown total non-cooperation and had, in fact, taken a decision not to teach in the semester mode.

Counsel for the university moved an application alleging that the teachers of the college should be punished for contempt of court because they tried to stall the implementation of semester system.

"We may note with profit that when these matters were heard, this court had, apart from hearing the counsel for the petitioners (Delhi University Teachers Association and others), also heard some of the teachers who had shown their concern for the students but we cannot, at present, ignore the stand of the university that the semester system is in the interest of the students," the court said. — IANS

AIIMS to conduct re-exam

After hopes of the India Institute of Medical Sciences (AIIMS) of going high-tech came crashing when its first attempt of online entrance exams for doctorate of medicine/master of chirurgical (DM/ MCh) courses was hit by technical snags yesterday, the institute is contemplating of holding exams for four out of the 19 disciplines.

While there are almost 400 students who couldn't complete their exams yesterday, held at two allotted centres Manav Rachna Universty in Faridabad and ABES Institute of Management at Ghaziabad, it remains to be decided whether all canditates who were supposed to take the exams for the four super specialty disciplines - neurology, neuro surgery, paediatric surgery and cardiology - at both the centres would be reappearing for the exams.

Last morning, the centre in Faridabad seemed to be in commotion with hundreds of aspirants from across the country later returning back annoyed even as the invigilators from AIIMS and the Tata Consultancy Services (TCS), which offered the IT support, remained clueless about the exact cause of the fiasco until afternoon.

Until 11.30 am, the authorities concerned kept struggling to detect the problem, but more than 50 per cent of the candidates still could not log in, many faced with incompatible computer systems and all this coupled with server breakdowns.

While the matter of reimbursement for the outstation candidates is under consideration, the fresh exams, rescheduled to be held in the next 7 to 10 days, would be given on the website as well notified in newspapers.

With the latest set-back of online exams, which AIIMS conducted on a trial basis inspired from the CAT model of IIMS, the re-examination would be in the usual written format for four disciplines.

IP boy visits Antarctica for research

A second year student from Guru Gobind Singh Indraprastha (IP) University has crossed the Antarctica frontier, participating in intensive polar research alongside 53 other international students.

Aman Malik, a second year student from the School of Chemical Technology, is the only Indian student who became a part of the research team that visited Antarctica in February this year.

"Aman was part of a 53-member student researcher team from 12 countries across the globe to do research on polar region, especially about Antarctica, from February 14 to 28. The team did the research on the area on a topic plethora, like problems of the region, wildlife, glacier, water, geology, ocean, etc. He was selected by a Canadian research organisation 'Students on Ice' to do special research on the Antarctica region. The organisation every year selects 86 members to do intensive research on South Pole and North Pole. Apart from students, researchers, historians and scientists are inducted in the team to do the same," said Nalini Ranjan, the spokesperson for IP University.

Aman said, "It was really a great experience. We had to do research at an average temperature of -10° C. On February 14, I was one of the 53 students selected from around the world and only one from India to participate in the 'Students on Ice' educational expedition to Antarctica. The mandate of this organisation is to take young students to the Polar Regions and through the process of learning, discovery and exploration create new polar ambassadors. The students in the future will influence the polar regions through science, policy and education".

"We were accompanied by a group of 33-staff members which included polar historians, environmental scientists, educators, researchers, engineers and politicians from some of the leading universities and organisations in the world," said Aman.

He said, "I was for the duration of this trip involved in a field course and research programme in glaciology provided by the University of Ottawa and the University of Alberta, Canada."

2 railway employees held for job fraud

The crime branch of the Delhi police has arrested two railway employees allegedly running a fraudulent railway recruitment racket and recovered incriminating materials, including railway recruitment application forms, counterfeit stamps of railway recruitment board/cell and of senior railway officials, from their possessions.

According to the police, the arrested duo, identified as Om Pal Singh and Sandeep Kumar, has cheated more than 100 persons on the pretext of providing jobs in the Indian Railways on payment of Rs 2 lakh to Rs 5 lakh.

"Singh is a helper in the Northern Railways in the office of division mechanical engineer and Sandeep is working as a staff welfare inspector in the Indian Railway Conference Association in Connaught Place.

They used to demand Rs 2 lakh to 5 lakh for arranging job for people," said DCP Ashok Chand.

The arrest came following a complaint by a Naya Bazaar resident who paid the duo Rs 2.5 lakh on assurance of job for his daughter and the wife of his brother-in-law.

"The complainant was promised booking reservation clerk or ticket checker jobs in the Railways on payment of Rs 5 lakh. He had already paid Rs 2.5 lakh and another Rs 2.5 lakh was to be paid after getting the job," said the DCP. Over a time the complainant realised that the two have cheated him and when he demanded his money back they refused to return.

According to the police investigation, Singh and Sandeep have been cheating people since 2008 and more than 100 persons have been their victim so far.

The duo identified the job aspirants through their local contacts and so as to win their confidence, they showed them the recruitment form bearing the stamp of the railway recruitment board and of a senior officer, both of which had been affixed using fake stamps and told him that his job is assured.

"Subsequently they told him that they would have to appear in the examination or interview as a formality. Some times, the candidates cleared the examination on merit, the success of which was then claimed by the accused and pocketed the money," said Chand. They had various excuses for unsuccessful candidates and never returned their money.

Housing societies get nod to allot flats

The city government today gave the green signal for the allotment of flats to those members of the disputed cooperative group housing societies, who have been impatiently waiting to shift in their own flats for the past many years due to reported irregularities in providing membership by the managing committees, said Chief Minister Sheila Dikshit.

The Chief Minister said the government has, in fact, resolved the complex issue of allotment of flats to the members of the societies as most of the societies were under CBI investigation. The city government has instructed the Registrar of Cooperative Societies to forward the list of members to DDA for holding draw of lots and regularise the results of self-draw, subject to certain conditions.

As many as 68 cooperative societies are awaiting allotment of flats in Delhi. Out of them, the government has cleared the allotment of flats to 64 cooperative societies, covering both CBI investigated societies as well as societies which have conducted self-draw to resolve the long pending problem and also to minimize further hardship to the affected people.

The Chief Minister stated that the Registrar Co-operative Societies has accordingly been advised to forward the list of members to DDA for holding draw of lots in respect of 42 CBI investigated societies involving approximately 4000 flats. Along with the list of members, the societies have to submit indemnity bond also.

In respect of 22 cooperative societies involving about 2000 flats which has conducted self-draw, it has been decided that DDA will be instructed to regularise their cases provided the self-draw was transparent and affidavits had been given by the members and secretary of the cooperative societies assuring that they have no objection to the manner of conduct and outcome of the self-draw.

Govt increases age of nurses’ superannuation

The Delhi Cabinet today decided to increase the age of superannuation in respect of nursing teaching faculty with MSc in nursing and has also approved the revised guidelines under the scheme for improvement of the Scheduled Caste basties.

Talking to media after the cabinet meeting, Chief Minister Sheila Dikshit stated that the government had decided to enhance the age of superannuation in respect of nursing teaching faculty with MSc in nursing in the institutions of the Delhi government from 60 to 65 years.

Dikshit stated that the government had been concentrating on the improvement of the SC basties.

The cabinet has since approved the revised guidelines under the scheme for improvement of SC basties. The scope of improvement includes repair or construction of common bathrooms and community toilets, repair or relaying of side drain and pavement, "kharanja" or repair of "kuccha" roads, cemented flooring of approach roads, repair or construction of community centres.

Checking mosquito breeding

Delhi health minister A.K. Walia today instructed the agencies concerned to make all efforts to stop breeding of mosquitoes and sensitise people to drink boiled water for next few months.

The minister exhorted the agencies to concentrate on prevention measures which would help in protecting people against water and vector-borne diseases. Dengue and chikungunia are the most prominent vector-borne diseases which spread due to uncontrolled urbanisation without appropriate solid waste and water management.

He stressed upon the need of active participation of RWAs, students and others in sensitising people against mosquito breeding.

The MCD has made arrangements for online reporting of dengue cases and strict surveillance for reporting mosquito breeding. It has also decided to interact with the RWAs, hospitals, schools and organise workshops.

10 Delhiites die in HP accident

Shimla, May 16
Ten residents of Delhi, who were on a trip to Himachal Pradesh, were killed when their vehicle skidded off the road and fell into a 250-foot deep gorge near Chamba town in Himachal Pradesh on Monday, the police said.

The dead included two women and four children.

Two injured were admitted to Zonal Hospital in Chamba, some 450 km from state capital Shimla.

The victims, belonging to three families, were coming to Chamba from Khajjiar, superintendent of police Madhu Sudan said over the phone.

He said the accident occurred near Mangla village on the Khajjiar-Chamba highway around 3 pm. "The cause of the accident is yet to be ascertained," he added.

All 10 people died at the spot. They have been identified as Sunil Sharma, Deepak Sharma, Yakinder Yadav, Shivam and Deen Dayal (all men) and Khushi Sharma, Aditi Sharma, Rozi, Seema and Kamya (all females).

Survivor Hema Sharma told the police that they lived in a colony behind the AIIMS.

The bodies have been sent for postmortem examination and relatives of the victims have been informed. — IANS

A dispute between two brothers over bearing the expenses of their mother's treatment led to the murder of the younger brother by the elder one in Aman Vihar, last night. According to the police, the incident was reported from Sharda Enclave around 9 pm.

The deceased has been identified as Raju Maurya.

His elder brother, identified as Shiv Maurya, is on the run.

"Shiv and Raju are real brothers. Their mother is undergoing treatment at a private hospital. Shiv was against admitting the mother to a private hospital and the two had an argument over this. During the fight, Shiv hit Raju with some heavy substance on the head, leading to his death. Thereafter, he fled the spot," said a police official.

Raju was the younger brother and worked with HDFC Bank, while Shiv works with a private company.

Trader looted of Rs 16 lakh

Ghaziabad, May 16
Unidentified men today allegedly looted Rs16 lakh from a scrap trader at gunpoint here, the police said. Fakhruddin, a resident of Hindon Vihar locality, came to IDBI Bank branch at Rajnagar District Centre with his accountant Mushkan.

The trader withdrew the cash and was coming out when the accountant said she had forgotten her keys in the bank and went back to fetch them.

At this moment, two men on a motor cycle came, snatched the trader's bag and sped away. The trader said that the robbers had a chemical whose fumes made him unconscious.

The bag contained Rs 16 lakh in cash, said Superintendent of Police J.K. Shahi.

Senior sub-inspector Jitendra Kumar Singh said: "He remained unconscious for about 10 minutes. Passers-by took him to Sarvodaya Hospital from where he was discharged after first aid." — IANS

Property dealers dupe man of Rs 20 lakh

A case of fleecing a Delhi trader of Rs 20 lakh on the pretext of property transaction has come to light. Business man Rajesh Gulati, a resident of Priya Enclave in Delhi's Kadakad Doma area, wanted to buy a flat in the Phase-II area of Noida.

The property dealers, AD Goyal, Anil Chaudhary and Surya Kant Jain, whom Gulati had contacted in turn, introduced him to Piyush. He showed Gulati a flat in Noida Phase-II.

Gulati alleges that during their meetings, he had agreed to buy a property offered by Piyush for Rs 1.58 crore. After this, Rajesh had made a payment on January 12, 2011, of Rs 3 lakh by a cheque and Rs 2 lakh in cash and after four days Rajesh again paid Rs 7 lakh through cheque and Rs 8 lakh in cash.

After having received Rs 20 lakh, the property dealer went back from his commitment and said the property was worth much higher price.

When Rajesh demanded his money back, Piyush refused. When he said he would go to the police, the property dealers threatened to kill him. Ultimately Gulati approached the court.

On a court order, the police has registered a case.

The northeast district police has arrested a sanitary ware trader, Pawan Mittal (42) for allegedly making a hoax bomb call regarding a Metro train in the wee hours of today. Mittal is a resident of Dilshad Colony.

In a call made around 12.15 am to Shastri Park Metro station, Mittal claimed that a bomb had been placed in a Metro train plying between Shahdara and Kashmiri Gate. When arrested after a technical surveillance, Mittal claimed that he made the call to "derive pleasure by troubling Metro officials".

According to Sanjay Kumar Jain, DCP (northeast), information was received at Shastri Park Metro station that a bomb had been planted in a Metro train plying from Shahdara to Kashmere Gate. This created panic among the security agencies.

"In addition to anti-sabotage checks at Shahdra station, all Metro coaches were searched by officials as Shahdara station. But when no bomb was found, it call was declared hoax, after which efforts were made to trace the caller. He was finally arrested from near Apasara border around 2.30 pm," said Jain.

A fight between two youngsters turned ugly when people from two different communities took a stand for each of them and indulged in stone-pelting which left 12 people injured while the police detained another 12 in the Bindapur area of south west Delhi last night.

According to the police, the incident was reported around 10 pm and the injured have been rushed to Deen Dayal Upadhyay Hospital where the condition of one is said to be critical.

Senior police officials, including the area DCP and all ACPs, had to rush in to control the clash which had all the ingredients of a communal clash.

However, the situation was brought under control after about two hours of persuasion.

"The incident was reported from JJ Colony located in Phase III of Sector-3, Dwarka last night. There was a fight between two youths when one of them snatched beer from another and drank it. People from two different communities joined this fight between youngsters and they indulged in stone-pelting. While 12 were injured, the same number of persons was detained by the police. However, things were brought under control," said a police official from the area.

Policemen have been deployed in the area to ward off any untoward incident.

The incident was reported around 8 pm from the Chanchal Park area where the couple was living with one of their relatives.

They had come to the capital only about a week back from Kannauj district of UP.

"The couple was having a verbal fight over some issue when Pradeep picked up a shovel lying nearby and hit Santosh on the head. She fell down unconscious and was bleeding. She was rushed to a nearby hospital by her relatives where she succumbed to her injuries," said a police official

Accused Pradeep fled after the incident but was arrested today.

The body has been kept at Sanjay Gandhi Memorial Hospital for a post-mortem while the police is investigating the matter.
