The police has arrested a 28-year-old eunuch for stabbing his lover to death in the Sonia Vihar area of northwest Delhi yesterday. The deceased has been identified as Surender, alias Chhotu, originally from Saharanpur district of UP.

The Crime branch of the Delhi police has busted a gang of youngsters, mostly college dropouts, who would lure people to contact them for getting a membership of a friends club or joining a massage training on payment of a small amount of fees. Then they would go on to fleece them on some pretext or the other and after squeezing them to the maximum, stop taking their calls.

Ashok Chand, DCP (Crime), said they had arrested 20 girls and five men in this connection from Janakpuri area where they had been operating from three rented premises.

The arrested men have been identified as Dinesh, Hitender Rawat, Sachin, Sunil and Rajesh.

"The kingpin of the gang, one Rajesh Singh, is on the run and efforts are on to nab him. The arrested women all belong to age group of 19 to 24 years, apart from one lady who supervised the working of these women," said Chand.

Investigations revealed that the fake friendship club and the fake massage parlour training centre have been operating for the past one year in the name of "Honeymoon Nights Friendship Club" and Kakul Massage Parlour, Sheila Massage Parlour etc.

They advertised in the daily newspapers of Delhi, Uttar Pradesh, Gujarat and Andhra Pradesh and gave their contact numbers.

The modus operandi of the fake "Honeymoon Nights Friendship Club", was that whenever they received a call they told the caller that they would have to get themselves registered and the initial amount was Rs 1,000.

"They provided a bank account to the caller for depositing the money. Once the caller registered himself, he was offered three categories of women contacts for being friends -- air hostess (Rs 7000), housewife (Rs 5000) and college girls (Rs 3000). Once the amount was deposited in the bank account, the girls would play the role of the category for which the money had been deposited," said Chand.

These girls then continued fleecing the caller till he became suspicious.

When the caller became suspicious, they stopped answering the phones.

As regards the fake massage parlour training centre, they told the caller that if he wanted to be a masseur, he would have to register himself by paying Rs 1000 in a bank account and once it was done, the girls played the role of a female masseur and told the caller to deposit Rs 3750 for the massage kit.

"The caller was again told to deposit Rs 7000 for the lady trainer that would teach him how to become a masseur and that she would also get the massage kit with her," he said.

Once the money was deposited, they would stop taking the calls of the caller.

According to the police, the girls were into the racket for easy money and each one earned anything between Rs 30,000 and Rs 40,000 per month.

The police has seized two laptops, 60 mobile phones and 52 registers containing hand written details of calls received from the premises were the gang was operating from.

The police has arrested a 28-year-old eunuch for stabbing his lover to death in the Sonia Vihar area of northwest Delhi yesterday. The deceased has been identified as Surender, alias Chhotu, originally from Saharanpur district of UP.

Accused Nisha, alias Ashok, a native of Kolkatta, initially tried to waylay the police, but broke and accepted to the crime under sustained interrogation.

The incident was reported from house number A-904, Sonia Vihar, last morning wherein Surender and Nisha lived together. "Surender was found dead in the house around 9.30 am with sharp injuries on abdomen, chest, hand and neck. The house was found to be ransacked and all the articles were disheveled," said a police official. The gravity of the case became more serious as the eunuch Nisha living with Surender alleged that assailants had also decamped with Rs 3.6 lakh in cash and jewellery.

To obtain initial clues, the scene of crime was thoroughly examined from various angles while eunuch was also examined as he was the last person who saw Surender alive.

"With the help of technical intelligence and local spot inquiries, Nisha was confronted with. There were glaring gaps and contradiction in her statement. This led to more suspicion and finally on sustained interrogation, she broke down and confessed to have committed the crime," said the official.

Initially all was well between the two, but over a time their relations become estranged when Nisha realised that Surender was spending her hard-earned money lavishly. "He got registered a WagonR car and a motor cycle in his own name, despite payment made by Nisha. Surender was also pressurising her to purchase a house in his own name though she was not interested. On the intervening night of May 12 and 13, Nisha found that her Rs 3.5 lakh has gone missing. However, when Surender said he did not know about it, Nisha attacked him with a knife and killed him," said the official.

After that she ransacked the whole house to give this incident a colour of robbery. In the morning she called her driver and went to Rohini with her group in a "badhai ceremoney" to prove her presence away from the scene of crime to dodge the police officials.

When around 9 am her neighbour called her about ransacking of her house she pretended to be ignorant and created the scene of robbery-cum-murder.

Technical courses a hit at Jamia

The admission season at Jamia Millia Islamia is on in full swing. University sources say that 1,14,244 admission forms have been sold so far.

While the last date for submission of completed application forms for most of the courses is over, for other courses, the form is still being accepted.

"A large number of forms have been sold this year. The maximum number of forms has been sold for the engineering courses and other technical courses like MBA, MTech and BE etc. A large number of forms have been sold for popular courses like BEd, BArch, MA and BA in mass communication at MCRC. A total of 9,423 forms have been sold for BEd courses, 4,495 for BArch and well over 30,000 for MBA forms," said Jamia spokesperson Simi Malhotra.

Admission is based on an entrance exam and for some courses, interview follows the written exam. Most entrance exams take place in May, June and early July. The admission process will finally close by mid-July.

Malhotra added, "The university has taken special care to maintain tight vigilance for the entrance exams. Students will be closely monitored to prevent cases of impersonation. One such case has already been detected."

Jamia has formulated teams that will monitor students who sit for the entrance exams. All the applicants are required to carry their photographs to the entrance exams.

Malhotra said, "There have been many changes in the admission process this year. For instance, for the first time, computerised forms have been introduced for the engineering department. Also, many new courses have been introduced. Further, the entrance exams have been streamlined and cut down in number from 50 to eight."

The state-owned oil companies' decision to increase petrol price by about Rs 5 per litre with effect from midnight has left Delhiites reassessing their monthly budget. The hike has been a cruel blow to the common man who has yet to come to terms with the hike in milk prices implemented fro today.

Petrol pumps started filling up with people desperate to get their tanks filled at the old subsidised rates.

Roshan Ahmed, 35, manager with an MNC, rushed to the petrol pump as soon as the news on petrol hike was announced.

"Hike of Rs 5 per liter is too much to digest for a common man. Even after paying taxes, the government cuts into our budgets. Subsidies on basic items like petrol and cooking gas are crucial," said Ahmed.

The hike in fuel prices will also affect the prices of essential commodities, with families already worrying about the immediate impact on their monthly budget.

"I don't know how will I manage? The fuel price hike will have a cascading effect and the prices of essential commodities like vegetables, fruits and milk will increase," said Santosh Kumar Jain, a retired government official. "The upper and the middle classes will manage but I wonder how the lower middle class will deal with it," he added.

Narender, a petrol pump attendant, expressed his concern over the increased prices. "A hike in petrol prices will definitely aggravate the public anger," he said. But the people are not left with many options. "Either drive less or earn more," said Anand Sharma, owner of a small business.

The government had freed petrol price from its control in June but the state-owned oil firms had not raised prices on an 'informal' dictate from the oil ministry.

"The hike needed to make domestic rates at par with international prices was Rs 9.50 to Rs 10 per litre but oil companies choose to hike rates by just half of that," an industry official said.

Citizens, RWAs feel milked by Mother Dairy

Mother Dairy's decision to increase the prices of its milk has drawn flak from Delhiites, including several Resident Welfare Associations (RWAs).

The RWAs point out that Mother Dairy is meant to work on a co-operative pattern, sourcing produce directly from farms and supplying them to consumers without the added expense of middlemen.

With the company officials attributing the hike in the prices to a rise in the procurement costs, people say that the very purpose of setting up such outlets has been failed.

"I do not understand the explanation offered by Mother Dairy that its procurement costs have gone up. The whole purpose of setting up Mother Dairy outlets--to prevent retailers from making profit-- is defeated," said Varsha Joshi of Friends Colony.

A member of one of the RWAs suggests that the government should regulate the prices.

"The government should regulate the prices and others will follow suit. Why should Mother Dairy enjoy benefits of subsidies if the consumers are not getting any benefits," said Manmohan Mehra, a member of Kiran Vihar RWA.

"The main purpose of providing prime land to Mother Dairy by the government is to set up booths to provide essentials food items such as milk and milk products to the citizens at reasonable rates," said Ritu Bhatia, a member of Mayur Vihar RWA.

"But it has not been offering competitive rates. What is the use of having so many booths and letting it use precious government land for profit. The outlets have lost their basic purpose… its better to wind them up and give these booths to other cooperatives and retail chains," she added.

The Mother Dairy yesterday increased its milk prices by Rs 2 per litre in the national capital region (NCR). The new prices came into effect today.

The price of the full cream milk has been increased to Rs 35 a litre, toned milk to Rs 27 per litre, double toned to Rs 24 per litre and vended milk (token milk) to Rs 26 per litre.

Company officials have said that to ensure availability of milk, Mother Dairy is forced to pay increased procurement prices.

The procurement prices have increased sharply since December 2010 due to a rise in the input costs like cattle feed, fodder and cost of transportation.

Just a fortnight ago, another popular milk brand Amul increased its prices by Rs 2 per litre in Delhi and the national capital region.

The draw was held on April 18 and the DDA had promised that the registration money would be refunded by the end of April. Though it has been more than 20 days since the draw, many applicants who had deposited their own money are yet to get the refund.

The unlucky ones visiting the DDA office for the refunds are being told that the money has been transferred to their ban accounts and they should coordinate with their banks.

A musical msg against tobacco

After scary pictorial warnings like a cancerous mouth on sachets of tobacco products failed to encourage tobacco cessation to a satisfactory extent, the government is hopeful to have the gains in this regard with its musical attempt-'Life Se Panga Mat Lo Yaar'.

The target group is the youth and the new tobacco control ambassador of India Bollywood singer Shaan has struck the right chord with a 3.48-minute track, launched this week in Mumbai. The film shows him dancing with children, encouraging them to fight out troubles rather than resorting to tobacco use-a panga as Shaan puts it-as this would only add to their woes.

The anti-tobacco message would be aired as the health ministry will promote the music video through television channels and FM radio stations across the country.

SAD (Delhi-UK) chief a 'bird'

Differences between the Shiromani Akali Dal (Delhi-UK) and the Kendriya Guru Singh Sabha have boosted the morale of Delhi Sikh Gurudwara Management Committee (DSGMC) president Paramjit Singh Sarna who this week challenged the opposition parties to prove their charge of the misuse of money in the proposed parking project at Gurudwara Rakab Ganj Sahib. He described SAD (Delhi-UK) president Jasjit Singh "a bird".

"The bird has come from London and it will go back to take rest in its nest. It cannot face the political storm in Delhi," he said.

Ignou portal for students

The Indira Gandhi National Open University recently launched a web portal for students and partner institutions (PIs). It would play a vital role in providing guidelines, publishing information and enhancing interaction. The portal has been designed and developed jointly by the Advanced Centre for Informatics and Innovative Learning and the International Division of the university in the Electronic and Media Production Centre.

"From distance learning, we have come to distributed learning. Theportal has a list of programmes currently on offer with all details,

support services for registration and evaluation; a query managementsystem and a space for interaction in the form of community blogs and discussion forums. There is also a list of PIs that students can access by clicking on the relevant links," said a university official.

The varsity which claims to be traditional when it comes to teaching and depends upon printed study materials, is now venturing into the technical field. Earlier, it was in open and distance learning mode but now it can reach everyone through internet as access to content is now easy for even international students. Internationally, IGNOU programmes are offered through PIs in various countries.

At the moment, there are over 40,000 students studying in 40 countries, supported through 67 PIs.

Section 144 to continue in Bhatta Parsual till May 26

The district authorities have decided to re-impose Section 144 C in view of the Congress' decision to hold a public meeting at Bhatta Parsual village.

The district authorities believe that the anti-social elements could again breach public peace during the meeting.

The order passed by the officiating district magistrate will be in force till May 26, 2011.

Earlier, the administration had imposed Section 144 on May 7 in view of the tension in the area.

The administration feels that Rahul Gandhi during his visit to Bhatta-Parsual on May 10 had rekindled heat in the UP politics. When district Congress chief Vikram Bhatti approached the district administration with the request for permission to hold a public meeting, the administration sensing trouble again imposed the Section 144 in the district.

The officiating DM and CDO Sheetal Singh said the anti-social elements could be expected to create violence and disturb the peace in the district. Thus, Section 144 would continue in GB Nagar up to May 26, she added.

Hot morning for Delhiites

Delhiites woke up to another hot morning today with the minimum temperature settling at 28.2° C, three degrees above the normal for this time of the year.

The maximum temperature today settled at 41° C, two degrees above the average for this time of the season.

According to the India Meteorological Department (IMD), the day temperature is likely to rise further in the weekend.

"The temperature will rise further over the weekend with no forecast of rain. The city will see clear skies tomorrow," said an IMD official.

For tomorrow, the weatherman has predicted the maximum and the minimum temperature to oscillate between 43° and 27° C, respectively.
