On the first day today that Delhi University's St. Stephen's College started the sale of admission forms, thousands of applicants thronged the premises. The college campus was filled with applicants speculating about the expected cutoffs and their chances to make it to the ace colleges. The students were tensed, yet full of enthusiasm.

Farmers of Noida have demanded that 4,000 acres of their land that had been acquired by the government in the Noida Extension area be returned to them. The demand follows an order of the Allahabad High Court that had set aside the acquisition, observing that while acquiring 159 hectares in Shaberri and other villages under Section 17, farmers were not given the right to be heard under Section 5-A of the procedure.

High alert after blast at HC

A low-intensity bomb blast outside the Delhi High Court this afternoon shook the Delhi police from its slumber and prompted it to sound a high alert across the city. Soon after the incident, security men were seen moving across the city with concentration on all vital installations, including railway stations, malls, markets and historical sites.

Delhi report on CWG ready
New Delhi, May 25
The Delhi government today claimed to have prepared its final report in response to the report prepared by the Shunglu Committee on the financial bungling in Commonwealth Games projects. The report would be submitted to the Union ministry of home affairs within a couple of days, Chief Minister Sheila Dikshit disclosed this after the cabinet meeting today.

The Delhi government has achieved a significant increase in its revenue collection. Releasing the details, Chief Minister Sheila Dikshit said the hike was due to the government's sound and prudent economic policies, better tax practices, e-governance, hassle-free tax administration and cordial relations between traders and authorities instead of a coercive approach.

2 arrested for blackmail

The crime branch of the Delhi police has arrested a 33-year-old man along with his friend for running a friendship club and extorting Rs 2.55 lakh from a businessman's son claiming that they had recorded his conversations with a girl of his club and threatened to make it public if he did not accede to their demands.

IT park for W. Delhi

The Delhi government today said an IT park was being set up at Bapraula village in west Delhi which was expected to provide employment to over 2.5 lakh people. "The government is keen to bring Delhi at the top of the IT sector. A knowledge-based IT Park is being set up at Bapraula which will be linked to Metro," Delhi labour and industry minister Ramakant Goswami said at a regional consultation here. — PTI

DU admission confusion to clear in 10 days: Dean

Even as the new admission policy continues to spell confusion and the new syllabus in the semester system remains unavailable to the students, Delhi University today said everything will fall into place in the next 10 days. Even after widespread media coverage about the new admission policy this year, the university has been answering hundreds of calls clarifying the policy.

Dean Student Welfare, J M Khurana said, "No admission forms are required this year at the university or the college level. Students have to simply apply to the college of their choice, once the cut-offs are declared. Only the SC/ST and the students in Physically Handicapped category need to register themselves."

He added, "However, some colleges may have online registration but that will be strictly 'optional'. No college can refuse admission to any student if they haven't filled in this online registration."

Khurana said that the syllabus for the semester-based courses is "almost ready" and will be available to the students within the next 10 days.

"There were five courses from the department of social sciences which needed more time. No course will be left behind. All the undergraduate courses will run in the semester mode and their detailed structure will also be sent to the colleges soon to be put in their prospectus," he said.

The university will start selling its information bulletins for the admissions from May 28 onwards. The cut-off list will come out on June 15, 21, 27, July 2 and 8.

In the absence of pre-admission forms this year, there is apprehension as to how the students will be admitted if the aspirants meeting the criteria are large in numbers, Khurana said there is no first come, first served policy on the part of colleges and they will have to admit all the students who meet the cut-off criteria.

Asking the applicants not to worry about the cut-offs, Khurana said, "We have been analyzing the Class XII results ourselves. Last year Delhi had over 300 students with above 98% per cent marks, this year it's 818. More than 23,000 students have scored above 90%, against 16,000 last year. However, the number of candidates in the 65 to 75 per cent category has gone down. No matter what, we are hopeful there will be no unnecessary pile-up in colleges."

He added, "If an applicant falls in the cut-off range, no college can deny them admission in any case. There is no need to panic as there is no drastic change. The number of admission days after the cut-off is announced has also been increased from three to four this time."

Stephen’s sells 3,000-plus forms on Day 1

On the first day today that Delhi University's St. Stephen's College started the sale of admission forms, thousands of applicants thronged the premises. The college campus was filled with applicants speculating about the expected cutoffs and their chances to make it to the ace colleges. The students were tensed, yet full of enthusiasm.

The college sold more than 3,000 forms over the counter today. The number excludes the registrations made online and through post. Last year, on the first day of the sale of forms, Stephen's had sold 2,200 forms.

"This year the form sale is hueg . It looks like the coming days will register even a higher sale," said K.M. Mathew, tutor for admissions.

Chavi Sinha from DPS Dwarka who scored 97.8 in Class XII exams and wishes to pursue psychology at Stephen's said, "This year, the class XII results have been really good, which means tougher competition. Stephen's is my dream college, but I am really skeptical about the cutoffs this year. It was the first day of the sale of form today, but I couldn't wait to get my form and go through the prospectus." The number of seats available at Stephen's this year is 400, excluding the 20 seats that the college offers to candidates applying under the sports quota. The college offers 10 undergraduate courses. Unlike previous years, this year, the college has decided to do away with weightage to marks obtained in Class X.

"This year, Class XII marks will have 85 per cent weightage, while the rest 15 per cent will depend on the interview," Mathew said.

"There are three ways through which a candidate can apply. One need not come to the campus essentially. One can fill the form online and make a payment of Rs 50 via credit/debit card. Applicants can also fill a the form online, take a print of the completed form and send it to: The Admissions Office, St Stephen's College, Delhi-110007 along with a demand draft for Rs 200 payable to "Principal, St. Stephen's College, Delhi," said Mathews.

Candidates will have to fill separate form for each course. Those who wish to apply for hostel facilities need to fill 'residence application form' and add an extra Rs 100 to the demand draft. Those applying under the sports quota should fill in the sports form, which costs Rs 50. They should fill a separate form for each sport.

The last date for submission of forms is June 13. The interview list, which will indicate the cutoffs, will be published on June 16. Interviews begin on June 20.

Sports quota rules

The new policies for admissions have an interim arrangement for the sports quota admissions. After widespread criticism and several colleges staying away from the centralized sports quota trials, the university has decided to let the colleges run their individual trials.

The registration for the sports and extra-curricular activities quota together will begin on June 21, the day the second cut-off list will be announced. However, the norm of giving 75 per cent weight to certificates which was introduced last year in the centralized trials will remain in place. Twenty-five per cent will be the trial performance.

"This year due to unavoidable reasons and other factors, the university decided that the colleges will conduct trials on their own but follow the same criteria," said the Dean Student Welfare, adding that this is an interim arrangement.

For OBCs and disabled

Colleges will simultaneously bring out a separate cut-off list for the OBC category. The difference between the cut-offs in respect of General and OBC categories will not be more than 10%.

The colleges will check the OBC certificate. The applicants are advised to make sure that the certificate is in the name of the candidate.

Registrations for the Physically Handicapped category will also take place from May 28 till June 8.

Noida farmers want 4,000 acres back

Farmers of Noida have demanded that 4,000 acres of their land that had been acquired by the government in the Noida Extension area be returned to them.

The demand follows an order of the Allahabad High Court that had set aside the acquisition, observing that while acquiring 159 hectares in Shaberri and other villages under Section 17, farmers were not given the right to be heard under Section 5-A of the procedure.

Supporting the demand of the farmers, former UP minister Nawab Singh Nagar of the BJP said the state government should formulate a new land acquisition policy for all the three development authorities in Gautam Budh Nagar for determining land rates.

The ex-minister said the Allahabad High Court had clearly observed that the Greater Noida Authority, while submitting the proposal for acquisition had said that industrialists were keen to make huge investments for setting up large industries in the area, hence, Section 17 was used for buying the land from the farmers.

But later, the government handed over the same land to builders.

It was alleged that in addition to the 159 hectares acquired in Noida Extension, another 4,000 acres were also acquired in a similar manner. Nagar alleged that since this whole process of acquisition suffered from procedural defects and had been set aside by the high court, the land should be returned to the farmers.

The builders should now buy the land directly from the farmers after settling the rates so that the farmers are not denied their rightful due, he said.

In 1997, an important provision in the procedure to acquire land was that the rate of compensation to the farmers would be hiked in according to the price index, Nagar said.

High alert after blast at HC

A low-intensity bomb blast outside the Delhi High Court this afternoon shook the Delhi police from its slumber and prompted it to sound a high alert across the city. Soon after the incident, security men were seen moving across the city with concentration on all vital installations, including railway stations, malls, markets and historical sites.

Barricades were put up around all entry points of the city with larger police presence on the roads and intensified checking being the highlight of the day.

"We have intensified the security across the city as a precautionary measure. Although it will not be correct to say that we were not prepared for any eventuality, but more men has been deployed now. Suspicious vehicles are being checked and special attention is being paid at the railway stations and markets which see huge movement of people," said a senior police official of the Delhi police.

Meanwhile, high visibility of police personnel at the New Delhi railway station made travellers curious.

"It was only when I saw hundreds of police personnel in and around the railway station and asked someone as to what had happened did I come to know about the blast. It would be nice if visibility of security officials remain so round the clock in the city and not just after incidents like this," said Savit Singh, a mechanical engineer who had arrived in Delhi from Varanasi.

As the news of the blast spread, people were seen making calls to their family members and friends advising them to stay indoors.

Meanwhile, the special cell of the Delhi police has taken over the investigation of the blast outsidethe High Court.

Delhi report on CWG ready

The Delhi government today claimed to have prepared its final report in response to the report prepared by the Shunglu Committee on the financial bungling in Commonwealth Games projects.

The report would be submitted to the Union ministry of home affairs within a couple of days, Chief Minister Sheila Dikshit disclosed this after the cabinet meeting today.

"The cabinet has approved the report prepared by the three-member committee. We are giving paragraph-wise response to the Shunglu Committee's findings. It will be sent to the home ministry in the next two-three days," she said.

According to the sources, the government has rejected all the allegations made by the Shunglu Committee against the city government. The report was prepared by Finance Secretary S. D. Sapolai, Principal Secretary Environment Dharmendra Kumar and Delhi Jal Board CEO Ramesh Negi.

The report prepared by the Delhi government consists of 1,000 pages trashing all the findings of the Shunglu Committee, saying that it was based on "presumptions" and "assumptions".

The home ministry late last month had sent the report of the Shunglu Committee to the Delhi government, asking it to file a detailed response to the findings within a month.

Asked about allegations made against her by the panel, the Chief Minister refused to give a direct reply, but said, "It is a reply by the government and I belong to the government."

23 pc hike in Delhi revenue

The Delhi government has achieved a significant increase in its revenue collection. Releasing the details, Chief Minister Sheila Dikshit said the hike was due to the government's sound and prudent economic policies, better tax practices, e-governance, hassle-free tax administration and cordial relations between traders and authorities instead of a coercive approach.

Dikshit, who also holds the charge of the department of finance, said that there had been a remarkable addition to the government's exchequer because of better revenue collection during 2010-11.

"The collection has gone up from Rs 13,448 crore in 2009-10 to Rs 16,478 crore in 2010-11. This is an increase of 23 per cent and it speaks of our concerted efforts in enforcing better tax practices throughout the year", she said.

The maximum increase in revenue, 52.93 per cent, has been in the collection of tax on vehicles. This is followed by stamps and registration fees which has seen a hike of 45.78 per cent. Further, there has been a hike of 23.34 per cent in state excise collection, 19.18 per cent in the collection of VAT, 12.96 per cent in entertainment tax, 11.58 per cent in other taxes and duties, 11.35 per cent in luxury tax and 7.46 per in betting tax.

The revenue collection from tax on vehicles has increased from Rs 462.65 crore to Rs 707.55 crore. The collection from stamps and registration fees has increased from Rs 929.99 crore to Rs 1,355.78 crore. Revenue in account of state excise has increased from Rs 1,643.56 crore to Rs 2,027.29 crore, of VAT from Rs 10,126.02 crore to Rs 12,068.52 crore, of entertainment tax from Rs 55.71 crore to Rs 62.93 crore and of other taxes and duties from Rs 285.64 crore to Rs 318.71 crore. Further, the collection on account of luxury tax has gone up from Rs 224.03 crore to Rs 249.45 crore and of betting tax from Rs 5.9 crore to Rs 7.46 crore.

Dikshit expressed confidence that the officers and other staff members would continue to adopt similar measures to bring further improvement in the revenue tax collection to enable the city government to enhance public funding and take up a large number of pro-people projects.

2 arrested for blackmail

The crime branch of the Delhi police has arrested a 33-year-old man along with his friend for running a friendship club and extorting Rs 2.55 lakh from a businessman's son claiming that they had recorded his conversations with a girl of his club and threatened to make it public if he did not accede to their demands.

The accused have been identified as Sachender Jeet Singh (33) and Vaibhav Sharma (29). They were arrested on Sunday from near Nirman Vihar Metro station.

According to Ashok Chand, DCP (Crime), Singh used a china-make mobile phone, that has a software that can change a male voice to a female voice, to talk to his customers and then blackmailing them after recording their conversations having sexual overtones.

The complainant's son had read an advertisement in a daily newspaper about a friendship club, 'Hot Line Friendship', and contacted on the telephone number given in the advertisement. He was asked to deposit Rs 1,900 in a bank account.

"Sachender Jeet Singh, with the help of the phone, transformed his voice into a girl's voice and spoke to the complainant posing as a girl. Their conversations had sexual overtones," Chand said.

Later, Singh told the boy that he had made a CD of his conversations with the 'girl', and if he did not pay the money asked by him, the CD would be sent to his parents.

Drunken driving: MCD man made to stand for day in court, freed

New Delhi, May 25
An MCD employee, sentenced to two days of imprisonment for riding his motorcycle in a drunken state, was let off by a Delhi court today after being made to stand in the court for a whole day.

The two days' jail term, imposed on Municipal Corporation of Delhi official Ajay Singh by a magisterial court, was modified by district judge A.K. Chawla on an appeal by him.

Singh was found riding his motorcycle in a drunken state by the Delhi traffic police on March 18, 2011 night. Following a breath analyser test, he was found having alcohol in his blood 9.5 times higher than the permissible limit of 30mg/100 ml.

Badarpur resident Singh pleaded guilty before the magisterial court on April 28, 2011, and was sentenced to two days of jail along with a fine of Rs 2,000.

Aggrieved by the magistrate's order, Singh approached sessions court and sought leniency, saying he is a government servant working with the MCD. — PTI

Missing dentist found dead

Meerut, May 25
A dentist was found murdered in Ghaziabad's Mega village, the police said here today. Mubarak, a dentist of Meerut, who went missing on May 23, was found murdered in Ghaziabad yesterday, it said.

The victim left his home on May 23 to attend a marriage ceremony at Hapur, after which he had to return to Meerut. When he did not return, Mubarak's younger brother Sajid informed the police.

The police suspects that the victim was kidnapped from Meerut and then looted of his belongings after which the miscreants killed him and threw his body on road. — PTI
