Narnaul, May 22
Two persons were killed and 10 others injured in a high-velocity storm at Tajipur village in Narnaul subdivision of Mahendragarh district this morning. The deceased have been identified as Chunni Lal and Anil Kumar. They died after being crushed under a tree uprooted by the storm. The victims were taking part in a “kirtan” under the tree when the mishap occurred.

Land acquisition for IMT heads for battle

The process of land acquisition to set up an industrial model township (IMT) in Ambala seems headed for a battle with heavyweights on either side. While Union Minister and local MP Kumari Selja has already urged the state government to reconsider its decision to acquire land for the IMT and assured support to farmers of the six affected villages, local MLA Venod Sharma, at his rally here yesterday, again urged Chief Minister Bhupinder Singh Hooda to hasten the process of setting up the IMT. His plea was that the IMT would translate into greater employment.

Two persons were killed and 10 others injured in a high-velocity storm at Tajipur village in Narnaul subdivision of Mahendragarh district this morning. The deceased have been identified as Chunni Lal and Anil Kumar. They died after being crushed under a tree uprooted by the storm. The victims were taking part in a “kirtan” under the tree when the mishap occurred.

The condition of four of the 10 injured is serious, according to hospital sources.

Deputy Commissioner Saket Kumar sent a crane to remove the uprooted tree and rescue the victims from underneath it. The victims were taken to the Civil Hospital.

Dr Pradeep Yadav of the Civil Hospital said three persons, Hansraj, Rampal and Rameshwar, had sustained serious injuries and were referred to the PGIMS, Rohtak.

SIRSA/FATEHABAD: Intermittent rain accompanied by windstorm since Saturday evening has thrown life out of gear here though the sudden change in the climate has provided relief to people from excessive heat.

Electricity supply remained paralysed in several parts of Sirsa and Fatehabad throughout Saturday night and even during the daytime on Sunday as electricity poles had fallen at some places and trees got uprooted and fell on power lines in some other areas.

The supply of drinking water was also affected due to the power breakdown.

Vehicular traffic was affected in some areas, as trees fell on roads due to high-speed winds.

Farmers from Tejakhera and the adjoining villages complained that their recently sown cotton crop had been damaged due to rain and hail.

At Bijjuwali village too, farmers complained of financial losses due to rain and hailstorm.

Farmers complained that they had purchased Bt cottonseed for a premium and now they would have to sow the crop once again.

However, Ravi Punia, Joint Director (Cotton), Agriculture Department, Haryana, said there was no damage to the crops due to this rain.

He maintained that many farmers would rather save money they would have otherwise spent on irrigating their fields.

He said only those farmers whose crops had not sprouted could suffer some losses due to crest formation on the soil, but that too could be managed.

Meanwhile, a meeting of the Bishnoi Sabha was held today in the local Bishnoi Dharamshala. The sabha demanded compensation for the loss suffered by farmers due to the rain and thunderstorm.

Land acquisition for IMT heads for battle

Farmers of Panjokra, Janetpur, Khatoli, Mandaour, Kakru and Garnala villages, under the banner of the Zameen Bachao Kisan Sangharsh Samiti, have started an indefinite fast outside the SDM’s office in protest against the land acquisition.

To mount pressure on the government, the samiti has decided to rope in Rajya Sabha MP Birender Singh to advocate their cause. Balwant Singh, president of the samiti, said they would never let the IMT plan succeed at their cost. “We began with the farmers’ protests. Now, the womenfolk too have joined us.,” he said.

With Birender Singh slated to address a programme in Ambala in the first week of June, the samiti intends to approach him for support.

With the government proposing to acquire 1,852 acres for the establishment of the IMT, the samiti members are concerned about the livelihood of nearly 10,000 persons dependent on this land for sustenance.

“They keep saying that it will generate employment but what is our fate? The money in lieu of our land means nothing to us. Anyway, where is the justification in acquiring fertile land, which gives about 60,000 to 70,000 quintals of grains every year. This spells doom for us and for the country as well,” Balwant Singh said.

The samiti members add that the government has spent a lot of money on tubewells and providing canal water for irrigation. “Now, the government wants to undo all that. We cannot give up our land for others’ employment. This sentiment runs through all six villages,” they maintain.

Birender Singh said: “I am of the opinion that the government should not acquire fertile land for housing and industry as far as possible. There is less productive land available in the foothills of the Shivaliks as well as other pockets.”

Chief Minister Bhupinder Singh Hooda today blamed former Chief Minister Bhajan Lal for “failing to develop” his assembly constituency which he or his family had been representing since the sixties.

Addressing a rally organised by former Union minister Jai Parkash here today, he said he was shocked to find that Adampur villages did not have adequate drinking and irrigation water facilities. He said Bhajan Lal was Chief Minister for about a decade but Adampur remained a neglected area. This would no longer be so, Hooda said.

He announced that irrigation water would be provided to every field for the benefit of farmers.

Hooda said Adampur gram panchayat would be upgraded to a municipal committee. He agreed to give Rs 10 crore for development of rural areas, set up a 60-bed hospital at Adampur, give land for Aggarwal and Jat bhawans and repair all existing water courses.

Initially, Hooda was to come to Adampur by a chopper but bad weather forced him to land at Hisar. From Hisar he decided to go to Adampur by road but a traffic jam ruled out the possibility. He again took the air route and landed at the Adampur rally venue amidst rain.

Hooda said Haryana had become number one in terms of per capita investment and development. The government had absorbed the retrenched employees of various departments wound up by earlier governments.

HPCC president Phool Chand Mullana, Education Minister Geeta Bhukkal, Revenue Minister Satpal Sangwan, were among those present at the rally.

Paddy Season
Power nigam enhances transmission capacity

The Haryana Vidyut Prasaran Nigam(HVPN) is all set to meet the peak demand by increasing the capacity to transmit up to 8500 MW during the summer and paddy seasons, keeping in view 10 per cent annual load growth, particularly in the paddy-growing areas.

HVPN Managing Director Jyoti Arora said here today that the maximum load demand met by the power utilities was 5678 MW during July, 2009. The expected load growth this year was 500 MW for which the system had already been augmented to transmit additional 600 to 700 MW of power.

She said Haryana power utilities had commissioned 62 new substations and augmented 82 existing ones, besides laying 977 km of transmission lines at an investment of Rs 784 crore during 2010-11.

These included one 400-kV, five 220-kV, 12 132- kV, two 66-kV and 42 33-kV substations. Besides, the existing capacity of one 400- kV, 10 220- kV, 13 132- kV, 15 66- kV and 43 33-kV substations had been augmented in the state to upgrade the system.

To meet the requirements of paddy-growing areas, five 220-kV substations had been setup at Bastara (Karnal), Kaul (Kaithal), Samalkha (Panipat), Mohana (Sonepat) and Sampla (Rohtak).

She said a 132-kV mobile substation had been made available by the nigam in the paddy belt in Karnal district to ensure immediate restoration of power supply in the case of a breakdown.

Arora said an ambitious plan had been made to strengthen the transmission system under which five 400-kV new substations, 34 each of 220-kV and 132-kV substations, 24 66-kV and 89 33-kV substations would be set up during the next three years.

Simultaneously, the existing capacity of 118 substations would be augmented at an investment of Rs 266.54 crore. The utilities had also decided to erect 4458-km new transmission lines.

Punjab leaders raising canal issue in view of poll: Yadav

Just as Pakistan uses India to divert attention from its domestic problems, Punjab politicians start raising inter-state disputes with Haryana whenever they have to face elections.

This was the crux of what Haryana Irrigation Minister Ajay Singh Yadav said here while taking exception to the manner in which the Punjab politicians were “unnecessarily getting stories on the Hansi-Butana canal planted in the media”.

Yadav said it was unfortunate that due to the impending elections in Punjab, politicians of that state were raising the issue of the Hansi-Butana canal knowing full well that their state had no case on it.

The need of the hour was that the two states should concentrate on issues of mutual interest such as generation of more power from the BBMB, rainwater harvesting in the Ghaggar basin and tackling the situation arising out of higher water levels in the Bhakra and Pong dams.

He said though it would not be appropriate for him to comment on the issue as the matter was pending before the Supreme Court, yet the statements recorded in the court till date had made the case of Haryana quite strong and that was why Punjab had started raising the issue in the media.

Yadav said it was well known that the Ghaggar basin was prone to floods. These floods had happened many times in the past, prior to construction of the Hansi-Butana canal and perhaps once after its construction. It was because of this reason that the National Rainfed Area Authority had conceived a scheme for harvesting the flood waters in the region. He pointed out that in July 2010 the floods affected large parts of Haryana falling in the Ghaggar basin.

The Haryana minister said it would be wrong to attribute the floods to the Hansi-Butana canal. The floods happened due to the construction of embankments on the Ghaggar side. Haryana, on the other hand, had always helped in carrying the Ghaggar waters to its end.

Honour Killing
Take clear instructions on payment of aid: HC

Justice Ritu Bahri has directed counsel for Haryana to take clear and specific instructions from the government regarding the payment of compensation to Chanderpati, widowed mother of Manoj.

Justice Bahri observed in her order that the compensation payable to Chanderpati in this case was not to be connected with the PIL pending in the high court on the issue of framing a policy by the Haryana Government for payment of compensation to victims of crime.

During resumed hearing of the case, the state counsel requested the case to be deferred till the Haryana Government frames a policy for payment of compensation to victims of crime under the Criminal Procedure Code, 1973.

This contention was, however, stoutly opposed by HC Arora, counsel for the petitioner. He contended that liability to pay compensation in this case was due to the failure of the Haryana police to protect the lives of Manoj and Babli and it had nothing to do with the framing of the general policy for payment of compensation to victims of crime in general.

In her February 10 order, Justice Bahri had given an opportunity to the Haryana Government counsel to seek instructions from the government for payment of Rs 6 lakh as compensation to the petitioner and had adjourned the case to February 25. The case was again adjourned at the request of the Haryana Government’s Counsel.

Man killed by men he hired to kill family

In an interesting twist to the murder mystery of Yogesh, it has now turned out that he was murdered by contract killers whom he had allegedly hired to eliminate his family members.

This was revealed by Anand of Jagsi village, one of the murder accused, during interrogation in police custody.

Anand was arrested by the police a day after Yogesh (32) of Chhapra village was murdered on May 16. The two other accused - Billu and Somvir of Adana village in Panipat district - are still at large.

Anand told the police that Yogesh had given a contract for killing his entire family to the contract killers and had even given some advance money.

On the night of May 16, Yogesh left his house after giving sleeping pills to his family members and told the contract killers to eliminate his entire family, including his minor son.

Anand said the thought of murdering a minor boy “moved” the contract killers and they refused to kill the boy. Yogesh then had a heated argument with the contract killers and demanded his money back.

Angry over this, the contract killers murdered him.

Interestingly, the police found two love letters from Yogesh’s pockets after his murder. These were written by a girl of the same village. Yogesh wanted to marry her after eliminating his entire family.

Transport Policy

Former minister and Congress MLA from Nalwa Sampat Singh has demanded that an independent authority should be constituted for effective implementation of the new transport policy of Haryana, which was notified on May 3, 2011. He said the new policy should be linked with the public-private partnership policy.

He said the independent authority should have representatives of the government, bus operators, other stake holders and passengers to protect the interests of all and all disputes and grievances would be settled amicably.

Sampat Singh said the new scheme would provide an efficient, adequate, economical and safe transport service to the masses, especially in the rural areas. It would also control proliferation of unauthorised operation of vehicles in the state.

Sampat Singh alleged that the previous schemes of 1993 and 2001 were unfriendly to every section of society and served no purpose. Due to the failure of the earlier schemes, some of the private transporters had committed suicides, some had quit midway and the rest were under heavy debts.

He said public transport services were being provided to public by 2,000 State Transport buses and 32,000 private ones in Kerala. Not a single unauthorised vehicle carrying passengers could be seen in Kerala roads.

Effluent treatment plant opened

Dr AS Chahal, Chairman, Haryana State Pollution Control Board, reiterated the need for safeguarding the environment while ensuring economic development as he inaugurated a common effluent treatment plant at IDDC-HARTRON, Ambala.

Dr Chahal said the plant, installed for electroplating industry, had the capacity to treat 3000 litres per day. Ambala electroplating industries produce nearly 500-700 litres of effluents per day for treatment.

This treatment plant had been financed in the 40:30:30 ratio among HSPCB, IDDC-HARTRON and the Ambala Electroplating Association, respectively.

According to sources, there were about 12 industries involved in electroplating work.

Ensure enough stocks of essential items, dept told

Chief Secretary Urvashi Gulati has directed the Food and Supply Department to stock adequate quantities of essential commodities like foodgrains, kerosene, salt, edible oil etc for uninterrupted supply during the monsoon.

She also directed the Departments of Power and PWD (B&R) to make arrangements for maintenance of essential services during the coming rainy season. The Health and Public Health department were also directed to review the availability of essential medicines. The Public Health Department was directed to ensure the supply of safe drinking water during the rainy season.

The meeting was informed that the Haryana Disaster Management Plan would be ready by July.

Gurgaon General Hospital gets ICU

Gurgaon, May 22
The local General Hospital has become the first district-level government hospital in the state to have an intensive care unit (ICU), Gurgaon Civil Surgeon Parveen Kumar Garg said here today.

The ICU had started functioning on the first floor of the hospital and had artificial respirator, ventilator and cardiac monitor etc to treat serious patients. “As of now, six beds have been placed in the ICU,” he said.

Four doctors, four staff nurses and three specialists had been deputed at the ICU.

Dr Garg said the facility of NICU for newborns had also been started at the hospital. The children born premature would be kept in the incubator free of cost.

The Civil Surgeon said provisions for cataract surgery through the phacoemulsification technique and computer arm for orthopedic patients had also been made at the hospital.

Members of the Bharatiya Kisan Morcha, a front organisation of the BJP, took out a march in protest against the alleged failure of the government on Friday to provide civic amenities in this city, failure of law and order and an increase in the incidents of landgrabbing and illegal constructions.

They marched in procession through the city before terminating the protest at Panchayat Bhawan. They submitted a memorandum to the Governor of Haryana highlighting the problems confronting the city. The BJP leaders alleged that governance had come to a standstill in Ballabgarh city. — TNS
