Batala, November 9
The Batala Municipal Council had failed to pay back its quarterly installment of Rs 8.93 lakh to the Haryana Urban Development Corporation (HUDCO) due to which the council had been burdened with penal interest and default money to the tune of Rs 1.5 crore.

3 killed in mishaps

Two motorcycle-borne youngsters were killed in an accident today near the local bus stand. They were identified as Chetan Dogra (24), resident of Mohalla Karar Khan, and Sarabjeet Singh (25) of Link Colony.

Phillaur, November 9
Head constable Jaswinder Singh sustained serious injuries after being attacked by five armed assailants. ASI Surjit Singh escaped unhurt. The assailants, hiding in the fields, attacked with sharp-edged weapons when the cops were on petrolling duty near Saidowal village in Phillaur sub-division on Sunday night.

Teachers hold campus dharnas
Amritsar, November 9
About 4,000 teachers working in 170 non-government colleges of Punjab and Chandigarh today participated in campus dharnas organised by various units of the Punjab and Chandigarh College Teachers’ Union (PCCTU) in protest against the dillydallying attitude of the college managements in the implementation of the revised pay scales.

Jalandhar, November 9
The repair work being carried out at the decades-old bridge on the Sutlej in Ropar has hit commuters and industrialists hard. Whereas bus passengers have to shell out extra Rs 5 per head since the start of the work, local commuters, students and residents of villages surrounding Ropar and Balachaur have to walk a long distance to get buses from either side of the bridge.

Bus passengers are also getting late by 25 to 30 minutes in reaching their destinations.

The industrialists, because of the repair work, have to ply their vehicles on alternative routes by covering 45 to 50 km extra distance. The industrial units located in Asron and Ropar have been suffering huge losses in the absence of connectivity.

Traffic (heavy vehicles) heading towards Chandigarh from Nawanshahr, Banga, Phagwara, Kapurthala, Jalandhar and Amritsar has been diverted from Nawanshahr to take the Nawanshahr-Rahon-Machhiwara way to join the Ludhiana-Chandigarh highway in Samrala. Similarly, vehicular traffic heading towards Jalandhar from Chandigarh has been diverted on the reverse route.

Vehicular traffic heading from Jammu, Pathankot and Hoshiarpour to Chandigarh has been diverted from Garhshankar on the Garhshankar-Anandpur Sahib road to join the Una-Chandigarh road in Anandpur Sahib, while vehicles bound to Jammu and Hoshiarpur from Chandigarh are being plied on the reverse route or on the Garhshankar-Nawanshahar-Rahon-Machhiwara-Samrala road.

Locals have been using other shortcuts to reach their destinations.

To help the commuters, though the Nawanshahr district administration has set up a makeshift bus stoppage adjacent to gurdwara at the inter-district border for buses, nothing has been done by the Ropar administration. After alighting from the buses at Ropar bus stand and at the makeshift bust stoppage near the gurdwara, the commuters have to walk almost 2 km to take buses to their respective destinations.

Executive Engineer Karnail Singh of the Central Works Division, Ropar, claimed that the bridge was open for small vehicles. Constructed in 1951-52, the bridge would be under repair till November 25.

The repair work includes replacement of expansion joints, resurfacing and other works. The estimated cost on the repair works is Rs 1.2 crore, he said.

Bankrupt MC in a fix over loan repayment

The Batala Municipal Council had failed to pay back its quarterly installment of Rs 8.93 lakh to the Haryana Urban Development Corporation (HUDCO) due to which the council had been burdened with penal interest and default money to the tune of Rs 1.5 crore.

The MC under the then President Subhash Sekhri of the Congress applied for a loan of Rs 7.97 crore in 2005 for development work in Batala. The council mortgaged property with HUDCO which disbursed Rs 4.14 crore of loan in three installments.

Subsequently, HUDCO refused to disburse further loan as it sensed the bankruptcy of the council. The council paid the installments till November 2007 and thereafter nothing was paid back. The default in repaying the loan attracted the penal clause and the default amount because of which the council was burdened with a penality of Rs 1.4717 crore.

The council then tried to sell off 102 marlas of its prime land situated outside Khajuri Gate by making advertisements but the land could not be sold as the reserve price fixed for the land (Rs. 6 lakh per marla) by the then Deputy Commissioner Gurdaspur was considered too high.

According to Dharamveer Seth, a councillor and property dealer, the land in question can be sold at the rate of Rs 2 to 2.5 lakh per marla.

The Life Insurance Corporation has proposed to purchase this land at a reasonable offer.

When contacted, MC President Ambika Khanna said the council had no sufficient fund to repay the loan and with the sale of the land the loan amount can be repaid to the HUDCO.

Davinder Pal, local Municipal Karamchari Sangh’s leader, said the council has misappropriated the provident fund of the employees to the tune of crores of rupees but the government or the provident fund authorities never took any action against the erring council.

It is noteworthy that the council has not been paying salaries to its employees for the last many months as the state government did not disburse the share of the excise kitty to the council in time.

Knotty affair: Minor girl files complaint against parents

A minor girl of Chachoki village in Phagwara has lodged a complaint against her parents alleging that the parents tortured her as she wanted to marry a boy of other caste.

Identified as Naveeta, the girl said her parents used to beat her up as her parents were opposed to her choice of boy who belonged to SC community. They, instead, wanted her to marry a middle-aged man, she added. The girl was produced before Phagwara SDM Amarjeet Paul to whom the girl requested to send her to the Nari Niketan. The SDM said the girl was first sent to Nari Niketan but when it was confirmed she was minor she was handed over to her parents.

Cash stolen

Phillaur: A cash of Rs 2.36 lakh was stolen from the safe of Western Union Office for Money Transfer near general bus stand on national highway in Goraya in Phillaur sub-division on Sunday. Rakesh Rawat, an employee, noticed the broken locks of the office and informed the police. Phillaur DSP Kamaljit Singh Dhillon said the activities of the thieves had been recorded in CCTV cameras.

Two booked

Hoshiarpur: Vikram Singh and his accomplice allegedly stole Rs 50,000 from the dickey of the motorcycle of Gautam Sharma of Ghariwal village under Adampur police station here on Wednesday evening. Sharma alleged that the miscreants assaulted and injured him. Later, they removed Rs 50,000 from the motorcycle and fled.

3 killed in mishaps

Jalandhar, November 9
Two motorcycle-borne youngsters were killed in an accident today near the local bus stand. They were identified as Chetan Dogra (24), resident of Mohalla Karar Khan, and Sarabjeet Singh (25) of Link Colony.

According to the police, the two friends were on there way to the city after paying obeisance at the gurdwara in Tallan village. The victims came under the rear wheels of a school bus carrying the students of a Chabbewal school on a trip to the Science City. The bus driver is absconding.

A woman, hailing from Uttar Pradesh, was crushed to death under a train at the cantonment railway station here today. According to the Railway Police, Sheela Devi, who was accompanied by her husband Om Praksh, tried to get down of the train at the cantonment railway station, but fell on the track. Her legs got cut.

Sheela Devi was rushed to the Civil Hospital, where she succumbed to her injuries. The body was handed over to Om Prakash after post-mortem examination. — TNS

Grant hike: Principals’ body meets education authorities

The Federation of Associations of College Principals, Punjab and Chandigarh met the officials of Department of Higher Education and DPI (Colleges), Punjab, to discuss the long-pending demands of the government-aided colleges.

The association members met Principal Secretary, Department of Higher Education, Karan Bir Singh Sidhu, Additional Secretary G.K. Singh and DPI (Colleges), Punjab and Deputy DPI (Colleges). They urged the Punjab government to release enhanced grants to help the colleges implement the government notification with respect to pay revision of teachers.

The federation strongly pleaded for the withdrawal of the order of July 27, 2005 made by the state government, which states that the filling of posts should be stopped. “The order has posed problems for the aided colleges which provides quality education to nearly 75 per cent of the youth of Punjab”, he maintained.

Further emphasising on the need for review of conditions of the 95 per cent grants, the federation demanded the review of teaching and non-teaching posts so that enrolment of students could be increased to fulfil the 11th plan targets.

Head constable Jaswinder Singh sustained serious injuries after being attacked by five armed assailants. ASI Surjit Singh escaped unhurt. The assailants, hiding in the fields, attacked with sharp-edged weapons when the cops were on petrolling duty near Saidowal village in Phillaur sub-division on Sunday night. ASI Surjit Singh opened fire in the air to save their lives and succeeded to nab one of the assailants, identified as Soka Ram. The head constable was admitted to the civil hospital. — OC

Teachers hold campus dharnas

About 4,000 teachers working in 170 non-government colleges of Punjab and Chandigarh today participated in campus dharnas organised by various units of the Punjab and Chandigarh College Teachers’ Union (PCCTU) in protest against the dillydallying attitude of the college managements in the implementation of the revised pay scales.

The general secretary of PCCTU, Prof H.S. Walia, said the scales of the university and college teachers had been notified by the Union Ministry of Human Resource and Development on the recommendation of the University Grants Commission (UGC).

“It is an irony that when the ministry had notified the revised pay scales for the whole country on December 31, 2008, and subsequently the Punjab Government endorsed it, then why should there be any hitch in its implementation?” he said

Prof Walia added that campus dharnas would continue on November 10 and from November 11 to 14 they would cease work for two periods daily. To take stock of the situation, a meeting of the state executive committee would be held on November 15 at Lyallpur Khalsa College, Jalandhar.
