With the slogan “Dhian ghar aayiyan, pind wich maan-dhan liyaiyan,” the state felicitation function honouring as many as 23 village panchayats of 12 districts, which attained a high sex ratio and helped in eradicating the ‘kuri maar’ stigma the district had been suffering from, was held in the auditorium of the DAV College, Hall Gate, here today.

As per policy, the sarpanches of these villages received a cheque of Rs 1.5 lakh each, from Punjab Health Minister Laxmi Kanta Chawla.

Meanwhile, a head constable with the Punjab Police was also honoured for undergoing 
vasectomy operation after his first girl child.

He was exclusively given a wall painting and a shawl on the occasion.

Among the 35 districts all over India, there were 17 districts from Punjab alone which had earned a bad name for the highest female foeticide rate. Now, according to the survey, Punjab had registered of 838 girls against 1,000 boys. In 2001, the figure showed 798 girls against a 1,000 boys.

The Sample Registration System (SRS), a large scale demographic survey, conducted in 156 villages by the Union Ministry, came out with these findings.

With strict actions against privately-run clinics, support from the Indian Medical Council (IMA) team and spreading awareness about the National Rural health Mission (NRHM), this target was made possible, opined Health Minister Laxmi Kanta Chawla, while adding, “Otherwise this mark could have been anything below even 700.”

According to official stats, there has been an enormous rise in the sex ratio in as many as 300 villages of Punjab.

Alarm bells had been ringing especially in places like Fatehgarh Sahib, Patiala, Mansa etc. which had the lowest girl birth rate.

But today, there were two villages of Fatehgarh Sahib (Tanda Barha Khurd and Ladpur Turran) which registered a sex ratio mark of 1661 and 2750, respectively. There were 12 boys born against 21 girls in Tanda Barha Khurd and 62 boys against 103 girls in Ladpur Turran.

Similarly, there were three villages of Patiala, which were honoured today - Issarheri (70 boys against 99 girls with sex ratio as 1,414), Ladaheri (27 boys against 36 girls and sex ratio was 1,333) and Madanpur registering sex ratio of 1,294 (102 boys against 132 girls).

At Kaloke village in Amritsar, 20 girls were reported to be born against 10 boys, and the sex ratio has been registered as 2,000.

In Machla village of Gurdaspur, the ratio has been noted as 2,750 (against 8 boys there were 22 girls) while in Muglani Chuk village, the ratio was found to be 1,470 (against 17 boys, the girls’ figure was 25).

In Mehingarhwal village of Hoshiarpur, the sex ratio was 2,000 (against 4 boys, the girls were 8), in Shahid Bhagat Singh Nagar, the sex ratio stood at 2,500 (at Lalomajra 17 boys were born against 28 girls and at Digria 8 boys were there against 20 boys).

With the implementation of the NRHM programme, the government has also been able to put a check over the mortality rate of the newborn and the mothers too. The official figures say in 1,000 cases, 43 newborn kids and 180 mothers die.

Earlier, the welcome shabad was recited by the students of Guru Ram Dass School and a skit entitled “Srijna” was also staged to spread awareness on the issue.

Prominent among those present on the occasion were Deputy Commissioner, KS Pannu and Secretary, Health and Family Welfare, Punjab.

Minor rape victim says she is wife of ‘accused’

Phagwara, November 8
An alleged rape case of a minor girl in nearby Dhuck Pandori village took a U-turn today when the girl, in her statement to the local police, said she had married the alleged accused Jiwan Kumar on November 5 in a Chandigarh Gurdwara and both of them had a valid marriage certificate duly attested by the High Court.

Phagwara DSP Harkamalpreet Singh Khakh, while narrating the episode, told newsmen here today that police verified the facts, but the girl was found to be a minor and was sent to the Nari Niketan today.

DSP Khakh said Rachna, mother of the minor girl, had lodged a written complaint with the Phagwara Police on October 5 that her minor girl was raped by a villager Jiwan Kumar when she was going to the village fields and the police registered a case under section 376 of the IPC against the alleged rapist.

Meanwhile, complainant Rachna filed another complaint against Jiwan for abducting her minor daughter on November 4.

DSP said the family members, along with some activists of the Akhil Bhartiya Hindu Suraksha Samiti, sat on dharna before the Sadar Police Station, Phagwara, and held a noisy demonstration on November 5 in support of their demand for the immediate arrest of the rapist.

Police came into swift action and arrested accused Jiwan, but the said girl backed out this time. Pulling back from her previous statement, she said both she and Jiwan were in love and had solemnised their marriage in a Chandigarh gurdwara. She also denied that the accused had raped her ever.

DSP Khakh said the police verified the facts and the girl was found to be a minor and sent to the Nari Niketan while Jiwan Kumar was arrested.

The girl, when produced before the local Judicial Magistrate, refused to go with her parents and stuck to her second statement, said the DSP.

He said the police will now book all the demonstrators who violated the prohibitory orders of the District Magistrate, Kapurthala, imposed under section 144 of the CRPC.

Residents’ protest leads to registration of a case against cop, family

The dharna was lifted and the police was allowed to take the body of the deceased for conducting a post-mortem examination after a case was registered as well as after SP (HQ) Jagjit Singh Gill and SP (D) Kuldip Singh Dehal assured them that the accused would be arrested soon.

Earlier, police officials tried to convince the relatives of the deceased as well as irate residents that a case would be registered only after receiving report of the post-mortem examination. As per available information, the accused had beaten inebriated Chaman Lal on Thursday over a petty dispute.

Chaman was also taken to the police chowki, Aur, and a case under sections 107 and 151 of the IPC was registered against him. He was kept at the police station for some hours and then released.

On Friday night, Chaman Lal died at his home. Palo, wife of the deceased, relatives and village residents attributed the death of Chaman to brutal beating. The deceased was also beaten at the police chowki, they alleged.

UK teachers pleased with Punjab’s hardworking pupils

“Students in Punjab have a desire to study and gain knowledge despite meagre infrastructure, while this is not the case in the UK,” claimed Peter Gibbins, a math and sports teacher from Stourport High School, Worcestershire, England, who is here under an education exchange programme.

Six teachers from three schools of the UK are in Punjab and are visiting schools in Hoshiarpur, Patiala and Muktsar. They are in India on the invitation of NGO British Council in United Kingdom’s International Organisation on the project “Teams and Dreams” for increasing educational opportunities, art and sports relations.

Two teachers, each linked to two government schools in Punjab, are participating in educational, art, cultural and sports programmes.

Gibbins and Sailly, French and Spanish language teachers from Stourport High School, were received at Government Senior Secondary School, Railway Mandi, here by students and teachers.

While talking to The Tribune, Peter said he was pleased to see the dedicated students in Punjab reaching schools after cycling 5 to 10 km. He also found the syllabus too voluminous in India.

Sailly observed that those teaching junior classes in Punjab are less qualified. Qualifications go up as they teach senior classes in India, while it is not the case in England.

Peter and Sailly were of the view that to build a strong foundation, primary-level teachers should possess higher qualification.

They said they would be introducing kho-kho and kabaddi and a good part of the Punjabi culture in their school.

Talking about the project, Peter and Sailly said, “With the aim to build schools for future, both in India and England, we are inter-acting and working with students, teachers and principals of our linked school.”

Principal Kuldeep Chaudhry of Government Girls Senior Secondary School, Railway Mandi, who recently visited British schools under the programme, observed that in England the student-teacher ratio was very less and teachers were heavily paid.

Brick-kiln workers not getting even minimum wages: CTU

The Labour Department has failed to implement labour laws in the brick-kilns, due to which thousands of persons working at these units are being harassed by the owners, said state general secretary of CTU Natha Singh here yesterday.

Addressing a convention of Lal Jhanda Punjab Bhatha Labour Union affiliated with CTU at Desh Bhagat Yadgaar Hall here, Natha Singh alleged over three lakh persons working at nearly three thousand brick-kilns in Punjab did not get even minimum wages fixed by the state government.

Natha Singh further said workers at several brick-kilns were also forced to work as bonded labourers. So much so, their children were also forced to work at the brick-kilns despite ban on child labour and the authorities concerned had turned a blind eye towards the violations of different laws at brick-kilns, he added.

Speaking on the occasion, a representative of Lal Jhanda Punjab Bhatha Labour Union, Shiv Kumar, demanded that minimum wages should be increased to Rs 6,500 in view of the steep hike in the prices of essential commodities.

State president of Punjab Nirman Mazdoor Union, Ganga Prashad, and its general secretary Harinder Singh Randhawa said they would provide every possible support to Lal Jhanda Punjab Bhatha Labour Union in their struggle to get heir demands implemented. — TNS

BJP MLA to protest against UPA govt

BJP MLA Anil Joshi has announced to organise a protest rally against the UPA government for its failure to control the rising prices of essential commodities here on November 9.

Joshi said here today that the policies of the Congress-led coalition government were responsible for the spiralling prices and involvement of businessmen and industrialists in forming the government.

He claimed that Agriculture Minister Sharad Pawar directly or indirectly owned nearly 16 sugar mills.

He said it sounded amazing that a miller was heading the vital ministry involved in thrashing out policies for agriculture. He said irresponsible statements by leaders of the Union government were causing confusion among the public and contributing to the shooting up of prices.

He said a memorandum addressed to Prime Minister Dr Manmohan Singh, seeking ouster of the Agriculture Minister, would be handed over to Deputy Commissioner K.S. Pannu after the termination of the protest.

The BJP leader called upon citizens to participate in the protest to air their grievances on the inflationary trend to the government. He said the Congress had made a mockery of the people by coming to power on the promise of governance for the aam adami and now backing out from its concerns.

Jalandhar: Rajat Mohindru, media cell convener of the BJP, Punjab, has also condemned the Centre for price rise. Mohindru demanded that the government should allow even the small business houses to import essential commodities under the open general licence scheme.

Public responds well to priority programme

To dispose of public complaints on the spot, the district police organised a second priority programme at the Hoshiarpur, Mahilpur, Garhshankar, Tanda, Dasuya, Mukerian and the local Police Lines on Saturday.

Special counters were set up at all the police stations where Deputy Superintendents of Police, Station House Officers and the Assistant Sub-Inspectors of the area concerned listened to the complainants and their opponent parties to settle issues on the spot.

According to SSP Parmod Ban, as many as 81 complaints had been received at Hoshiarpur, of which 79 were disposed of. As many as 63 complaints were received at Mahilpur, of which 47 were disposed of. All 70 complaints received at Garhshankar were settled amicably.

Out of the 70 complaints received in Tanda, 55 in Dasuya and 153 in Mukerian, 56 in Police Lines, Hoshiarpur, 47, 32, 133 and 50 were disposed of, respectively. The remaining complaints were sent to branches concerned for further action, said the SSP, claiming that people responded well to the new priority programme.

Minor tussle ends in murder

The police has claimed to solve a murder case of a youth, Sagar Sood, by arresting the suspected killer, identified as Bahadur Singh, a resident of Ramgarh village.

Phagwara DSP Harkamalpreet Singh Khakh said the accused was produced before the Judicial Magistrate today and was sent to police remand for three days.

Sood was murdered on September 10. Giving details, the DSP said Bahadur Singh and Sood had entered into a scuffle after a minor accident near local Dana Mandi in June which ultimately resulted in the murder.

The DSP said the body of Sood was found near Ekta Resorts Mannawali near Hadiabad, a sub-town of Phagwara on September 11 morning.

Earlier assumed as a robbery-cum-murder case, the investigations revealed that Bahadur and Sood were together on the day of murder. The revelations came to light after recovering the mobile call details of the deceased. The DSP said Bahadur, who had grudges against Sood, played diplomatically and developed friendship with him. On September 10, both went for outing on a motorcycle. Bahadur asked Sood to stop near a tube-well to drink water when the former stabbed Sood and sped away, throwing the body in the dark.

Property dispute: Man kills brother

The local police arrested Sohan Singh of Mehndipur village for allegedly murdering his brother Jhalman Singh.

Giving this information, city SHO, Raj Kumar said the body of Jhalman Singh (72) was found in a field at the village on Saturday. During investigation, it came to light that Jhalman Singh was killed by his brother with an intention to grab a share of his property. Jhalman Singh was unmarried.

The Mahilpur police, last evening, registered a case of abduction, under section 363 and 366 of the IPC, against Janak Raj and his mother Paramjit Kaur of Mehmdowal on the complaint of Paramjit Kaur, wife of Joginder Pal of the same village.

Paramjit Kaur stated that her 17-year-old daughter Jyoti went to study at the Dashmesh Academy, Mahilpur, on October 26, 2009 at about 9 am, but has not returned till now. She suspected that Janak Raj and his mother had abducted Jyoti.

Those arrested were identified as Bhupinder Singh of Sund village, Manpreet Singh of Chuck Dona village, Dharmendera of Bhootan village, Kulbir Singh of Bains village, Jaswinder Singh of Mannwali village, Kuldip Singh of Jalandhar, Amardeep Singh of Dhaletan village and were wanted in different criminal cases.
