PUDA fails to honour pact with resident Jalandhar, November 2 The case of a Jalandhar resident, who has been struggling with the PUDA officials for years to get back his small chunk of prime land, reflects something similar. Surjit Singh, who owned a 1 kanal 9 marla land in Jyoti Nagar area since 1989, got information about the acquisition of his plot by PUDA through notifications under the urgency clause on May 24, 2004. However, in compliance to the binding understanding with the official committee of PUDA - constituted of Additional Chief Administrator of PUDA, Commissioner of the MCJ and District Town Planner - Surjit released 3 marlas from his total land, free of cost, on 30 August 2006. The CA of the Jalandhar Development Authority recommended the release of the rest of land by the state
government by de-notifying the notification. It is interesting to note that on 4th November 2007, the report of the Chief Administrator of PUDA, Jalandhar, reads that there is no need to acquire the rest of land, as the 3 marla land already provided access to the commercial pocket of Urban Estate phase II from Cool Road, the purpose initially deemed. On 30 July 2009, the committee (constituted of Joint Secretary of the Department of Urban Development, Chief Administrator of JDA and Senior Town Planner of Jalandhar) again gave a decision that no traffic bottleneck exists after the acquisition of the 3 marla land. However, in its startling response, the Department of Housing and Urban Development of Punjab replied that it is necessary to have a proper junction provision, in which the rotary would act as a crossing for four roads of varying widths. But the July 30 report reads that no road junction exists near this spot and there will be no need of this land even if a road crossing is planned in future. Moreover, the Department of Urban Development claimed that buildings of institutes, which will lead to traffic glut, are proposed in this commercial complex. However, no institute exists, except a cinema hall, as according to the master plan prepared by the senior town planner of PUDA in April 2000. “I fail to understand why the government is not de-notifying the notification even after the committees recommended that there is no need for extra land,” said Surjit Singh. |

Five die as car overturns Hoshiarpur, November 2 The deceased have been identified as Balwinder Singh (34) of Bhamotar, Ram Lal (35) of Heera Deh, Sunil Kumar (26) and Raghubir Singh of Toli Tala and Surinder Pal of Ludhiana. According to police sources, the accident occurred around 11.30 pm last night when all of them were returning to Talwara from Kamahi Devi after attending
a marriage. On the way, after hitting a parapet, their car overturned near Beh Fatto village. 4 injured in

Phagwara: Four occupants of a Jammu-bound Maruti car sustained critical injuries when the car they were traveling in, was hit by a speeding truck near local Kanshi Nagar on the national highway in Phagwara on Sunday afternoon. The injured included Kamalkant Gupta, his wife Meenakanta, two daughters Parkesh and Anvesh were admitted to the local civil hospital. The truck driver managed to escape after leaving

Government in dilemma over subsidies Jalandhar, November 2 Local Bodies Minister Manoranjan Kalia addressing mediapersons here today said a meeting would be held in the next month to decide if
various subsidies are to be continued or not. Listing certain developmental works to be inaugurated in the city by Chief Minister Parkash Singh Badal, Kalia said the Jalandhar Municipal Corporation would be the first corporation in Punjab to regularise 1,100 safai karamcharis of Mohalla Sanitaion Committees after disassembling these committees. These workers will be handed over permanent employment letters by the Chief Minister at a function on Wednesday. Other MCs or committees in the state would also follow suit, he added. The CM will also inaugurate Dr B.R. Ambedkar Administrative Complex of the Jalandhar Municipal Corporation coming up at a cost of Rs 15 crore. He will also lay a foundation stone for the modernisation of the Nehru Park situated in the hearth of the city. A Food Court would also be constructed for the visitors in this state-of-the-art park. The project will be completed in a year. Kalia said 100 per cent drinking water supply would be provided in all areas surrounding Rama Mandi under the Urban Infrastructure Development Scheme for Small and Medium Towns (UIDSSMT). This project will also be inaugurated by Badal and would take two years to complete. |

‘Phoren’ dream: Woman, cop trap NRI Jalandhar, November 2 The booked persons are the wife of the complainant and a cop of the 12 Battalion of the Jammu and Kashmir Police. Ludhiana NRI Sham Sundar in his complaint to the police in 2008 alleged his wife Sunita Sharma cheated him by marrying him without disclosing about her previous marriages and her three children from the first marriage. After seeking legal opinion, the police investigated the matter and finally registered a case against Sunita, her brother Sanjay Kumar, her sister-in-law wife Anita Verma and policeman Abdul Kaywum after a year. Talking to The Tribune, investigating officer and ASI Ashwani Kumar revealed that Sunita, a staff nurse with a government hospital in Jammu, was married to Shammi Kapur of Kathua. The relationship of the couple turned sour and they got divorced. Sunita came in contact with cop Abdul Kaywum of Jammu, after Kapur lodged a complaint against her in a police station where
Kaywum was posted. Sunita and Kaywum got a ‘nikah’ solemnised, the ASI revealed. To migrate overseas and shift abroad, the four hatched a conspiracy. They were searching for a well-placed NRI to make their task possible, when Sham Sunder fell into their trap during a
marriage party at Pathankot where Sunita and her aides were also present. Finally Sham Sunder and Sunita got married, the ASI disclosed. The forgery came to light when Kaywum applied for visa to England and was rejected by the UK Embassy. He contacted Sunita and even wrote her letters regarding rejection of his visa. In the meanwhile, Sham got to know about Kaywum’s letters and Sunita’s marriage, her children and
relations with Kaywum. Sham lodged a complaint with the police and a case under various provisions of the violation of the Hindu Marriage Act, sections 420 and 120-B of the IPC were
registered against Sunita, Sanjay, Anita and Kaywum. The police yesterday conducted a raid at their house in Jammu and arrested Sanjay and Anita. Sunita is in England and absconding. The district police has initiated acting against Kaywum and has written to the Jammu and
Kashmir Police for his arrest. |

Implement Anti-Travel Agent Act, says LBP Jalandhar, November 2 Ramoowalia shot off a letter to Chief Minister Parkash Singh Badal and demanded action against the fake travel agents minting money in the name of sending people abroad. The innocent youth of the state is falling prey to travel agents and are being fleeced of Rs 20 crore every day. He was here to address a press conference on the occasion of the 44th Punjab Day. He highlighted the plight of a Ludhiana-based woman who was deserted by her Greece-based NRI husband. The woman was given monetary assistance of Rs 10 lakh by the LBP. “We brought to the fore the plight of this woman who was forced to live a miserable life with her two-and-a-half-year-old daughter. The girl was subject to maltreatment by her in-laws during these years,” he said. He highlighted the issue of Kamaljeet Kaur, a resident of Patial village, near Jalandhar, who was duped of Rs 26 lakh for getting married to a UK-based NRI. In another incident, two youths from Talwandi Lal Singh village in Gurdaspur were duped of Rs 28 lakh in the name of sending them abroad. “The duo have been lodged in an Indonesia jail for the past many years,” he added. Further condemning the indifferent attitude of the state government in tackling the travel agent mafia, he said scores of innocent youths were lying trapped in the jails of Thailand, Singapore, Malaysia, New York and Cyprus. |

Fire breaks out in junkyard Jalandhar, November 2 According to an eyewitness, the fire broke out in the yard, having nearly 100 damaged vehicles. Had the fire spread to the residential area adjacent to the yard it could have caused more loss of life and property. Seats of vehicles piled up in the yard caught fire, which was noticed by the caretaker of the yard. He subsequently informed the police and fire brigade. Noticing the flames emitting from the yard, passersby and nearby shopkeepers rushed to the spot and tried to control the fire. The flames went high as the fire spread to more inflammable material piled up at the site. Police personnel and fire tender reached the spot and doused the flames. The firefighters and the police personnel had to fight for nearly 20 minutes to bring the flames under control. |
‘Encroachers’ gherao police party Phillaur, November 2 Phillaur DSP Kamaljit Singh Dhillon confirmed the incident and said the police had registered a case on the complaint of ASI Kuldip Raj against five under sections 307, 427, 353, 186, 341, 148 and 149 of the IPC. The DSP said three persons, identified as Mangal Ram, Kali Dass and Satto, were arrested while two others --- Kashmiri Lal and Bimla --- were at large. Giving details, the SHO said the Wakf Board had allotted more than seven acres of its land on lease to one Chaman Lal about 20 years back, but the allottee stopped giving instalment in 1995. Meanwhile, he succeeded to sell off about four acres of land to other persons, added the SHO. The board then cancelled the lease of Chaman Lal and re-allotted the remaining land to one Tersem Lal, who had taken status-quo from the court. Despite all this, the first allottee tried to sell off the remaining land and started construction on the land. Tersem Lal lodged a written complaint against the “encroachers” before the Phillaur Police. When the police went there, the SHO said, the “encroachers” opposed the police action and gheraoed the party. Later, when the SHO went to the spot, his vehicle was also damaged. |
Labourer found dead in room Nawanshahr, November 2 City SHO Raj Kumar said Dalip and Baja Khan, originally belonging to Bengal and Jammu and Kashmir, respectively, had been working together here for the past some years. They had also been sharing a room for viewing TV etc. Mostly, their rooms remained unlocked. But for the past few days, their rooms were locked and Baja Khan was missing. Their fellow labourers urged their contractor to allow them to open the room for viewing TV. But when the room was opened, they found the body of Dalip there. The SHO said from circumstantial evidence, it seemed that the crime was committed on October 29. |
Bhaur seeks justice for riot victims
Nawanshahr, November 2 He said all countrymen, rising above their petty political or other differences, should come forward to express solidarity with the Panthic organisations, who had given a bandh call to raise the issue of ensuring justice to the victims of the anti-Sikh riots. “Rather it is a matter of great shame for the Indian democracy that the victims have been running from pillar to post to seek justice even after 25 years of the incident,” said Bhaur.

Knee and shoulder arthroscopy workshop
Jalandhar, November 2 It discussed and provided hands-on practice to them on various sports-related injuries. This was the first-of-its-kind workshop in this region. It was organised by the Indian Arthroscopy
Society in association with the Jalandhar Orthopaedic Society and inaugurated by Brig Dr Daljeetam
Singh (retd). The first session of the workshop was devoted to knees. The topics discussed included sports injuries of the knee and its treatment by arthroscopy. Demonstrations of knee arthroscopy in live form and arthroscopic ligament reconstruction surgery were also held. In the second session, experts discussed management of shoulder instability and stiff shoulder. Live arthroscopic shoulder surgery and hands-on practice on knee and shoulder models were organised during the conference. The experts included Dr I.P.S. Oberoi and Deepak Joshi from Delhi and Prof Mandeep Dhillon from Chandigarh as guest faculty.
