Claims of the Delhi police to provide foolproof security in markets during Divali festivities appear hollow as closed-circuit TV cameras and metal detectors in some of the major markets in the national Capital are non-functional. Divali, one of India’s biggest festivals, is around the corner and markets like the one in Sarojini Nagar is teeming with enthusiastic shoppers all through the day. But none of the 27 CCTV cameras that are supposed to monitor this busy market are functional.

Death at hospital due to power cut to be probed
New Delhi, October 14
The health department of the Delhi government has ordered an enquiry into the death of a female patient at the GB Pant Hospital allegedly due to power failure. The health minister has constituted a three-member committee to investigate the incident and submit a report within seven days. The committee has been asked to fix responsibilities in the case.

3 abductors gunned down in Noida

The kidnapped official of Greater Noida Industrial Development Authority was rescued by the Noida Police within 12 hours and the alleged kidnappers were killed in a fierce encounter which took place in Sector 88 today morning.

Lawyers protest ‘misbehaviour’ of cops

More than 100 advocates sat on dharna outside the district court here today.

They were protesting after two constables reportedly misbehaved with a lawyer while he was on his way from Delhi to Gurgaon along with his wife.

Dilbag Singh alleged that two constables, Chand Singh and Ashok Kumar, misbehaved with him and his wife and also abused them.

He said that while he was returning from Delhi, both of them stopped him at a chowk and asked for the licence.

Even when he showed them all the required documents, they were not satisfied and started abusing him.

Dilbag told the police that when he revealed his identity that he is a lawyer and they should not use abusive language, Chand Singh started hitting him.

“They hit me, tore my clothes and even drove their bike on my feet,” he claimed.

Dilbag said he managed to flee the spot and reached the courts where he narrated the incident to other advocates.

The advocates then came on road and protested. They all stopped their work in the afternoon and agitated outside the court.

They demanded the suspension of both the constables.

After receiving the information, an ASP reached the spot but peace could not be restored.

They also refused to speak to the DSP, Traffic.

When contacted, Alok Mittal, joint commissioner of police, said, “We have not received any complaint from advocates and unless they visit the police station, we cannot do anything. If they think that the police had not registered the case, they should have contacted some senior official rather than creating chaos.”

He added, “They even misbehaved with the DCP, Traffic, instead of sorting out the matter.”

The traffic was diverted towards Mor Chowk and it took around half an hour to cross just 200 meters of road.

Sikh politics going places in Haryana

The just-concluded Assembly election in Haryana featured active and independent electoral politics of Sikhs in the state.

The ruling Shiromani Akali Dal (Badal) in Punjab headed by Sukhvir Singh Badal put up nominees at Ambala City (Ambala) and Kaniwal Assembly in Sirsa district on its own symbol in alliance with the INLD in Haryana.

According to many, the seriousness of INLD-Akali Dal pact could be visualised from the fact that the Akali Dal was running a coalition government with the help of the BJP in Punjab.

During the run-up to the Assembly election in Haryana, the BJP and the INLD severed their ties.

A lot of bad blood has been generated between the INLD and the BJP in Haryana ever since they parted ways after the parliamentary election in the state. Hence, the junking of the BJP to own up the INLD is considered to be a brave act on the part of the Akali Dal.

While the Shiromani Akali Dal (Badal) put up nominees in Haryana, its rival in Delhi, the Shiromani Akali Dal (Delhi) headed by Paramjit Singh Sarna, came out in open support of the Congress. Incidentally, the Sarna-led Akali Dal has control over the powerful Delhi Sikh Gurdwara Management Committee (DSGMC). According to many, it was bad to see the workers and leaders of the opposing Akali Dals from Punjab and Delhi swearing against each other and taking sides of the Congress and the INLD, right at the grassroot level during electioneering.

The president of the Delhi unit of Shiromani Akali Dal (SAD), Manjit Singh highlighted the symbolic value of his party putting up nominees in Haryana, which he said did not have a political party oriented towards the Punjabis.

He lavished praise on Sukhvir Singh Badal saying that he was working with a new vision and the party was making efforts to expand its base, even outside Haryana.

He asserted that putting up nominees by his party has given encouragement to it for bigger and permanent role in Haryana.

Manjit Singh alleged that the Congress in Haryana was trying to divide the Sikhs by aiming to establish an independent Sikh body to overlook temporal and spiritual aspects of the community on the pattern of DSGMC. This was not acceptable to his party, he added, as the move militated against the authority of the Shiromani Gurdwara Prabandhak Committee (SGPC).

On the other hand, Sarna asserts that the Congress-led UPA government at the Centre and the party government in Haryana would ensure the well-being of the Sikhs. The Sikh community has its presence in all parts of the world. The community faced problems in some parts and only the Congress government at the Centre had the position and stature to get their grievances addressed, claimed Sarna.

Now, you can take Metro trains home!

From today, visitors to the Metro museum at Patel Chowk Metro station could carry a lasting memory back home, as a Metro train model would be available for sale at the souvenir shop.

The toy train is an exact miniature of an actual Metro coach. The Delhi Metro Rail Corporation (DMRC) informed that the colour of the model was steel gray and the body was made of non-toxic plastic.

“The model is available in two types. One model has push-back feature which allows the train to move, while the other one could be moved only manually,” said Anuj Dayal, spokesperson DMRC.

The costs of the two varieties of the toy train are Rs 105 and Rs 95, respectively.

The cover box of the model train has interesting information about the dimensions and size of the Metro train.

The other souvenir items available in the museum for sale are key-chains, tie pins, cufflinks, pens and books related to Delhi Metro.

The shop will remain open between 10am and 5pm.

Engineers and other officials of the public works department (PWD) working for Commonwealth Games projects have not got any leave or even weekly-offs for the past one year. According to a senior official of the department, the engineers of the department are entitled to one month paid leave and long travelling allowances, but they hardly have time to get their leaves encashed.

The official added that the PWD was short of engineers of all trades. This was in the knowledge of the Chief Minister and the minister concerned, but nothing had been done to recruit new workers, he said.

Each engineer has been assigned jobs meant for two and three engineers. They work on Saturdays, Sundays and gazetted holidays, but are given no overtime payment.

A senior civil engineer working for a Games project said he had not been getting leaves for the past one year and had been unable to sit with his family members for a long time.

Three months back at a function, the Chief Minister had accepted that the civil department of the PWD was short of engineers, but so far has done nothing to meet the shortfall of the engineers.

This is surprising in view of the fact that on the one hand the government wants the Commonwealth Games-related works to be complete on time, but on the other it is doing nothing to recruit adequate staff.

The bureaucrats and ministers were busy attending seminars and going on foreign tours to see how other countries had developed infrastructure for the Games, but were not aware of ground-level problems in their country, said the official.

When contacted over the issue, chief engineer, Commonwealth Games, B. B. Bhatia said “There is no official order for cancellation of leaves, but we have to meet deadlines so we have to work on some Saturdays and Sundays.”

Delhi Chief Minister Sheila Dikshit today stated that the Capital was getting ready to showcase world-class roads during the Commonwealth Games.

“We are confident that the visitors to the Games would carry a good impression about Delhi, the city of flyovers,” said the Chief Minister while dedicating two new flyovers at Aruna Asaf Ali and Rao Tula Marg to Delhiites.

“There would be a sea-change in Delhi during the Commonwealth Games. The hosting of such a prestigious international sports event has provided an excellent opportunity to the city to undertake a large number of developmental works. This opportunity has come after 1982 when the Delhi had hosted the Asiad,” said Dikshit.

She called upon all the agencies concerned to coordinate among them to make Commonwealth Games a success. “Delhi is marching ahead in almost all sectors, including transport. The Delhi Transport Corporation (DTC) has placed an order of 1,744 non-AC low-floor buses and 1,163 red-colour air-conditioned low-floor buses. It is expected that by March 2010 Delhi would become the city with the highest number of CNG low-floor buses,” she said.

“The government has also undertaken a comprehensive exercise to modernise the street lights. Apart from this, a beautification drive to give an attractive look underneath the flyovers is also on,” she added.

“The road connecting Nehru Place to IGI Airport will become signal-free by November as a flyover on the Outer Ring Road will be commissioned next month. This would help commuters to reach their destinations in shortest possible time,” said the CM.

The flyover at Africa Avenue and Aruna Asaf Ali intersection near JNU has been constructed with a cost of Rs 82.6 crore. It is 884 meter long along the Outer Ring Road and has dual carriageway of nine meter width and three lanes in each direction.

Flyover at Rao Tula Ram Marg and Benito Juarez Marg intersection has been constructed with a cost of Rs 59.6 crore. Its length is 920 meter along the Outer Ring Road. It has single carriageway of nine meter width and three lanes for the traffic from national highway number eight to IIT.

Divali rush, but CCTVs, metal detectors
don’t work in markets

Claims of the Delhi police to provide foolproof security in markets during Divali festivities appear hollow as closed-circuit TV cameras and metal detectors in some of the major markets in the national Capital are non-functional.

Divali, one of India’s biggest festivals, is around the corner and markets like the one in Sarojini Nagar is teeming with enthusiastic shoppers all through the day. But none of the 27 CCTV cameras that are supposed to monitor this busy market are functional.

Sarojini Nagar was one of the three crowded places in Delhi which was torn apart by bomb blasts just two days before Divali on October 29, 2005. The blast killed more than 40 people and injured many others. While the scars of that day are still fresh, the security system in the market four years after the blast is lax.

According to a police official stationed near the market, none of the 27 CCTV cameras is functional.

“The company which supplied the CCTV cameras was not paid, therefore, it took the matter to the Delhi High Court. Now the case is pending in the court and the cameras are non-functional,” said the police official.

Ashok Randhawa, president of Sarojini Nagar Mini Market Traders Association, said: “The CCTV cameras have not been working for the past one-and-a-half years and we have roped in 40 private security guards to keep a vigil in the market.

“Shopkeepers have also been told to remain alert and keep an eye on suspicious people. We are trying our best to avoid any untoward incident.”

The Sarojini Nagar market association has written to the Delhi police several times in this regard but nothing has happened.

“As the CCTV cameras in the market are not working we have deployed extra police force for vigilance,” said Delhi police spokesperson Rajan Bhagat.

The security arrangements looked inadequate in other famous markets too - Paharganj, Lajpat Nagar, Janpath and Karol Bagh - where metal detector frames were lying defunct.

“There are no proper security arrangements in the market and even metal detectors placed at the entry points are non-functional. The markets are so crowded due to Divali celebrations and anything can happen,” said Vipin Verma, a resident of Lajpat Nagar.

However, Bhagat said: “We have taken stringent safety and security measures for Divali celebrations. In all the crowded markets in the Capital CCTV cameras are being installed, reaction teams are deployed to respond quickly to any untoward incident.

“Police personnel in plain clothes, PCR vans and extra police forces are being deployed in the Capital to ensure foolproof security,” Bhagwat added. — IANS

PM’s help sought in airhostess case

Extending support to airhostess Komal, the alleged victim of molestation on an Air India flight, a women’s organisation urged the Prime Minister to intervene in the case.

KARMA, an NGO working for women’s empowerment, spoke to the press here today regarding the alleged irresponsible behaviour of commander of the Air India flight IC 884.

President of KARMA, Poonam Azad said it was the responsibility of the government to ensure “safety, equality and justice for women when they were being attacked even in the high security zones like airports and government aircraft”.

Member of Parliament Kirti Azad supported the cause taken up by the organisation and said the government bodies should intervene on all levels to get justice for the “victim” at the earliest.

“Captain Ranbir Arora’s role in the whole episode has been questionable and the statements made by him during the whole tiff should be looked into,” said Kirti Azad.

He added, “The co-pilot and commander were responsible for gambling with the lives of 105 passengers on board.”

Former cricketer Chetan Sharma expressed shock at the state of airhostesses on the Air India flights. “This is not the first incident of harassment of airhostesses on different flights and the management of Air India is not taking action against the culprits due to fear of retaliation from their union,” said Sharma.

Parliamentarian Kirti Azad also wrote a letter to the Prime Minister informing him about other incidents of harassment of airhostesses and requested him to ensure justice for all such victims.

On October 3, airhostess Komal alleged that she was pushed and threatened with dire consequences by the commander and co-pilot of an Air India flight.

Death at hospital due to power cut to be probed

The health department of the Delhi government has ordered an enquiry into the death of a female patient at the GB Pant Hospital allegedly due to power failure. The health minister has constituted a three-member committee to investigate the incident and submit a report within seven days. The committee has been asked to fix responsibilities in the case.

The three-member enquiry committee includes Dr. A.K. Gupta, ex-dean, Maulana Azad Medical College; Dr. Anoop Raj Gogia, head, anesthesia department, Safdarjung Hospital, and chief engineer, electrical department, New Delhi Municipal Corporation.

“Government will take stringent action against those found responsible for the death and no laxity will be tolerated,” said minister of health and family welfare Kiran Walia.

Meanwhile, 48 more positive cases of H1N1 Influenza have been identified in various hospitals in the Capital. Out of the total figure, 19 victims are schoolchildren.

The Delhi government today also authorised two more private hospitals of the Capital to treat H1N1 patients in isolated wards. The two hospitals are: Sir Ganga Ram Hospital and Action Balaji Hospital.

3 abductors gunned down in Noida

Noida, October 14
The kidnapped official of Greater Noida Industrial Development Authority was rescued by the Noida Police within 12 hours and the alleged kidnappers were killed in a fierce encounter which took place in Sector 88 today morning.

The kidnapped official, Shankar Dutt, who is personal assistant to the CEO, was returning home when he was allegedly kidnapped from Pari Chowk area.

The kidnappers took him in an Indica car and roamed around in lanes in Noida and Delhi for over 10 hours.

Senior Superintendent of Police A.K.Singh,briefing the mediamen at press conference held this afternoon at police control room, said, “On Tuesday night around 8.30 pm, Shankar’s brother Shambu informed the Kasna police that his brother had been kidnapped and the kidnappers had demanded Rs 10 lakh for his release. Immediately , a kidnapping case was written and through electronic surveillance, Shankar’s mobile phone location was traced.”

“Around 4.50 am today, a white Indica car was sighted in the Noida Phase II area Three criminals were killed in the encounter. When a police team opened the car door, a man was lying bent between the seats. He was pulled out. He gave his name as Shankar Dutt, the kidnapped official.,”said Singh.

“The criminals killed were identified as Mohammad Wasim, Imran and Shekar Sharma. One 9mm pistol, a .32 bore revolver, one countrymade pistola and live and empty cartridges were seized from them. Two mobile phones were also recovered from the car. Further investigations revealed that the car was stolen from Indirapuram on October 7,” said Singh.

Trader robbed of Rs 24 lakh

Two motorcycle-borne unidentified youths robbed a businessman in the Keshavpuram area of north Delhi while he was going to deposit Rs 24 lakh in the Punjab National Bank today.

The businessman, Akshay Agarwal, who deals in Chinese mobiles in Karol Bagh, was going to the bank in his car to deposit the money. When he reached near Premwari Bridge, he was intercepted by the duo. When the victim stopped the car, two more youths joined the suspects.

They told the businessman to come out of the car. As soon as he came out, they overpowered him at gunpoint and took the bag in which the money was kept.

They decamped with the money threatening the victim not to raise the alarm.

The victim informed the police control room.
