Abducted boy found dead

Gulshan Jain, alias Sonu (8), son of an east Delhi businessman, who was kidnapped while playing outside his residence yesterday evening, was found dead by the Faridabad police in the wee hours of today when it bumped into his killer while checking vehicles.

According to information, the boy was found killed inside the boot of the car. Sonu’s father Mahender Jain, who runs a garment business and has a shop in Shahdara area, had lodged a missing person complaint at Krishna Nagar police station last evening. The police said the killer turned out to be real brother of Sonu’s maternal aunt Pradeep Goyal.

A senior Delhi police official said: “The Faridabad police informed us around 1 am that it came across a boy’s body in a Santro car and the driver, Pradeep Goyal, has been arrested.” Thus, the Delhi police and boy’s family members reached Faridabad to identify the body. According to information, Pradeep’s car was stopped by officials of Sarai Khwaja police station during routine check up. “The Faridabad police has sent the body for an autopsy. We can take the accused in custody on the basis of a production warrant once the police of the neighbouring state finish investigation,” the officer said.

Though the Delhi police said it was not aware about how the child was murdered, sources of the Faridabad police said Pradeep had confessed to have strangulated the boy.

The officer said: “He panicked and so, pressed his neck to death out of fear of being caught.

As per the information, Pradeep was under huge debt, thus, he had abducted the child to pay it off.

Finance panel clears six CWG projects

The Expenditure Finance Committee (EFC) of the Delhi Government has today cleared six projects related to Commonwealth Games (CWG) worth Rs 109 crore.

Chief Minister Sheila Dikshit said Rs 50 crore had been sanctioned for providing park and other facilities at Safdarjung Airport and Rs 19.82 crore for park’s development and ride facility for buses near Raj Ghat Power Plant.

The work at Safdarjung Airport would include improvement of junction at Aurobindo Marg, Data Ram Bhutani Marg, widening of road from Data Ram Bhutani Marg to Flying Club, improvement of footpaths, construction of utility structures, close circuit TV, security equipment and road signages.

Dikshit said the work near Raj Ghat would include development of park and ride facilities for buses, widening of existing one-lane road to two-lane from Raj Ghat Power Cooling Plant up to Geeta Colony Bridge and construction of two-lane road from the park and ride to bridge at Yamuna Barrage.

Total Rs 7.95 crore has been sanctioned for development of DTC sites for baggage scanning machine for the games at Ring Road opposite Millennium Park. The facility is being created for scanning the goods and baggage for athletes and officials concerned. Also, Rs 8.17 crore has been sanctioned for streetscaping of Bhairon Marg, which is one of the connecting links between Dhyan Chand Stadium and Games Village. The work would be completed within 13 months.

The EFC has also sanctioned Rs 11.41 crore for improvement of footpaths in Trans Yamuna area on over 70-km-long road. The work would be completed within six months. Then, Rs 11.83 crore has been sanctioned for construction of various works at road No. 56, opposite Anand Vihar ISBT, with an aim to avoid traffic jams between Apsara Border to Gazipur Border Grade Separators. The work would be completed within nine months.

DDA to make compassionate appointments

The Delhi Development Authority (DDA) today decided to appoint the dependants of deceased employees on compassionate grounds.

DDA vice-chairman Ashok Kumar constituted a committee to consider all such pending cases in a meeting held today.

“As per government of India norms, five per cent of the appointments were reserved for this category. Due to a very small number of posts becoming available under this category, these appointments had a long waiting period,” said a DDA official.

According to the officials, out of total 843 cases screened from 1996 to 2009, 301 cases were finalised, who deserve compassionate status. As per the five per cent quota norm, only 70 candidates could be accommodated against regular vacancies of group D,” he said.

He said that a proposal had been moved before the authority for approval to make the appointments.

The decision will bring relief to a number of families waiting for compassionate appointments from the year 1996 till now.

The meeting also decided to denotify development areas in south-west zone which includes colonies like Masoodpur, Mahipalpur, Mehrauli, Vasant Kunj Enclave and other areas. After denotification, the MCD will take over the control of the building activities as per the building byelaws and provisions of Municipal Corporation Act will apply in the area.

“The proposal for denotification was moved in view of the fact that these areas remained undeveloped for a very long time despite being declared development area and there has been unauthorized construction and development of unauthorized colonies,” said the official.

‘Women trapped in prostitution don’t want
it to be legalised’

President of Apne Aap Women Worldwide, an initiative to end sex trafficking, Ruchira Gupta today said the women trapped in prostitution did not want it to be legalised in India.

“We have spoken to so many women during our work amongst the prostitutes and they clearly mentioned that they did not want it to be legalized. Instead they want the people, who were responsible for trapping them in the trade, to be penalised,” said Gupta.

Gupta, who recently won the Clinton Global Citizen Award in New York, was felicitated in the Capital today before a panel discussion on “Investing in Women and Girls: Preventing Sex Trafficking”.

According to the government estimates, 1.3 million girls were trapped in the flesh trade in India. “This is a huge number and the women trapped in the trade want to end it as they do not want their daughters to be a part of it,” said Gupta.

Talking about her organisation’s inception, she said she was on a trip to Nepal when she saw a group of villages that had no girls. “I was surprised and after enquiring about it I got to know that they had all migrated to Bombay and were trapped in prostitution,” said Gupta.

She said the Nepal incident provoked her to do something for victims of sex trafficking. Today, the organisation has put 854 children from redlight areas into schools and established 67 small business cooperatives of women survivors of prostitution.

Internationally, the organisation has work spread across Sweden, Norway, Korea and many other countries. “Our main objective now is to make trafficking laws gender-sensitive wherever we could around the world,” she said.

In India also, the organisation has drafted changes for the anti-human trafficking law. “The changes have been tabled in Parliament and a vote on it is pending,” she said.

Member of Planning Commission Sayeda Hameed said the issue of sex trafficking went much beyond mere penalisation of the culprits. “We need to look at the issue in context of migration and livelihood. For a short while, the legal impetus should be at place, but in the longer run issues like marginalisation and stigmatisation of the victims need to addressed,” said Hameed.

Vice-chancellor of Jamia Millia Islamia University Najeeb Jung also participated in the discussion. He said sex trafficking did not just pose a legal challenge in front of the civilization, but also posed a challenge in front of our society’s moral and ethical values.

The panel discussion was organised by Public Interest Foundation.

Cop shoots self in station

A 48-year-old Delhi police assistant sub-inspector allegedly shot himself with his service revolver at the Connaught Place police station last night.

According to police, Rohtash Singh shot himself in the head around 10.30 pm and was rushed to the Ram Manohar Lohia Hospital where he succumbed to injury. He was posted at the Barakhamba police station and scheduled to be duty officer (DO) from 10 pm to 8 am yesterday.

“No suicide note was recovered from him,” said a police officer. A senior police officer said family problems could be the reason and the matter is being investigated.

Rohtash had even called up his sister and others and said he would not be available after 12 midnight.

According to information, Rohtas replaced the DO at the police station and took charge around 10.20 pm. “He appeared normal and nobody even got a hint of what was on his mind. After coming to the station yesterday, he even ate sweet which was offered to him,” said a police constable close to the deceased. There were two other policemen present when he shot himself. The police said the deceased joined the Delhi police in 1980 as a constable and lived with his family in Najafgarh area. He belonged to Jhajjhar district of Rajasthan. His daughters were married off while son was staying with him.

Quintals of spurious mewa seized

A joint team of the police and the food department, led by Javer SDM Shailender Kumar, has recovered 1,000 quintals of spurious milk cake (mewa) in a raid at Bhombokara village in Javer. The adulterated mewa

was being prepared for supply to sweetmeat sellers for the Divali festival.

However, the persons involved in its manufacture managed to escape.

The value of the seized mewa is said to be between Rs 15 and Rs 20 lakh.

The gangs involved in manufacturing adulterated sweets and food items had become active in the festival season, the SDM said.

Kumar said he had received a tip-off that adulterated mewa was being supplied in large quantities to Delhi and Noida from Bhombokara village and that a consignment was to leave for the market soon.

The raid was conducted at the house of one Sunder. However, he managed to give police the slip.

Besides 1000 quintals of mewa, two quintal spurious milk powder, two quintal white paint (safeda) and some chemicals were also reportedly recovered from the spot. The house has been sealed.

The samples of the items have been sent for lab tests.

A case has been registered at the Javer Kotwali in this connection.

Adulterators and manufacturers of spurious and impure food items are having a field day in Gautam Budh Nagar district. Over the past six months, the district administration had recovered spurious cooking mustard oil in Dadri, milk in Dankore and soybean oil in Surajpur.

The SDM said the accused would be booked under the National Security Act.

Relief from malpractices at ration shops in sight

The Delhi Technological University’s (DTU) innovation Annpurna – an automatic measuring and dispensing machine - was today demonstrated in the presence of Delhi Chief Minister Sheila Dikshit and chief secretary Rakesh Mehta.

Dikshit expressed confidence that the innovative machine would definitely help in overcoming malpractices in distribution of subsidised foodgrains. It would prove to be a big step in ensuring determined quantity of ration to the vulnerable sections of the society, she said.

The machine would ensure accuracy of measurement and dispensation of foodgrain items. The machine utilises the latest technology for measurements based on digital load cells. It can be powered by a solar panel and has no maintenance requirement. Such machines can be easily installed in fair price shops and also mobile vans for disbursement in rural areas.

The machine has been developed by a team of DTU headed by Vishal Verma, assistant professor, in association with Designinnova (a unit of Arrow Weighing System Private Limited.).

There are approximately 6,000 fair price shops in Delhi spread over nine zones and 70 circles under the food and supply department of the Delhi government, which serve approximately 12 lakh customers of APL (above poverty line) category in addition to approximately 1.5 lakh BPL (below poverty line) consumers.

Crackers below 100 kg can be sold sans licence

MLAs like Surender Pal Bittoo, Vipin Shamra, Harikishan Jindal and representatives of sellers of crackers were also present. Sources said the LG listened to the demands of the delegation and took decisions in favour of the sellers.

He said, “Crackers weighing less than 100 kg could be sold without a licence.” The LGalso instructed the municipal corporation to give permission to put up cracker stalls in vacant parks and roads to those who had been selling crackers every year . Besides, on the commercial roads, the sellers could be given permission after taking their affidavits.

3 Nigerians, others held for cheating

The northwest district police has arrested five people, including three Nigerian nationals, for swindling people of millions of rupees in a lottery scam.

According to police, Nigerians Sylvester Jackson Aigboh, Odibo Ahabua, Ukato Young Ben and their Indian accomplices Farizul Haq and Naresh Kumar would make phone calls or send text messages to people telling them that they had won lottery in Britain. The victims were then asked to submit an amount in bank accounts opened on fake identities. “The arrests led to detection of 26 bank accounts, seizures of 11 mobile phones, three laptops, a motorcycle bearing fake vehicle registration,” said N S Bundela, DCP (northwest). He added that the scam was unearthed accidentally as Haq and Kumar were caught during a routine traffic drive last month. “They were caught riding without helmets. Haq tried to disguise his identity and disclosed himself as Raj Verma but our men got suspicious as the vehicle was registered in the name of Anil Kumar. Their search led to recovery of two fake PAN cards and driving licences,” Bundela said. The duo revealed that they made the fake cards for opening bank accounts for their Nigerian accomplices. Based on the information, police conducted a series of searches and arrested three Nigerians from Chattarpur on Saturday. Police said the accused cheated people from Gujarat, Maharashtra, Karnataka, Tamil Nadu, Orissa, Jharkhand, Nagaland, Delhi and Rajasthan. The victims were asked to deposit money in fake companies on the pretext of providing clearance that they were not involved in terrorist activities, drug trade or the income tax cases.

Clues to barber’s murder found

The police claimed to have got vital clues in connection with the murder of a barber in Bhangel in Phase II Noida on Saturday.

Enmity and an illicit love affair have been cited as causes that could have led to the murder.

One of the friends of the victim is absconding along with his family from his residence in Bulandshahr after the murder. Police feels he could be the main suspect.

Ashok was killed by slitting his throat in Bhangel on Saturday night. The assailants then fled while firing in the air. Police, which reached the spot soon after, questioned the people in the locality, but it drew a blank. Then cops questioned the victim’s family and got some startling clues. Ashok too had a criminal background, police said.

He had been sent to jail in loot cases in Muradnagar and Surajpur police station areas four years ago. He had run a hair-cutting salon in Atta market, Noida. Ashok was having dispute with some persons on financial matter. Police is also investigating the case keeping in view the love angle.
