Were Aarushi’s samples changed?
New Delhi, September 4 Dentist Rajesh Talwar’s daughter Aarushi (14) was found murdered in her parents’ flat on May 16 last year. Their domestic help Hemraj’s body was found a day later on the terrace of the same building. According to media reports, the Centre for DNA Fingerprinting and Diagnostics (CDFD) in Hyderabad has told the CBI that Aarushi’s vaginal swabs were substituted with samples of an unidentified woman and the investigating agency now believes there was a conspiracy to destroy evidence in the double murder case. According to the reports, the CDFD finding has forced the CBI to look at the possibility that Aarushi might have been sexually assaulted or had consensual intercourse before he was murdered — though the three servants accused in the case did not have the wherewithal to tamper with the evidence. Asked about the reports, CBI spokesperson Harsh Bhal said, “Regarding investigations into the Aarushi-Hemraj murder case, we have to file a status report, filed by Dr Surat Singh, in the Supreme Court.” He added, “We cannot share anything in this connection as the matter is subjudice and also under investigation.” The sensational case generated a lot of media attention. The Noida police had arrested Aarushi’s father on suspicion of murder, but as they failed to make any progress, the case was handed over to the CBI. The agency let Rajesh Talwar off, saying there was no evidence against him. The agency then arrested the dentist’s medical assistant Krishna, who was accused of committing the murders with the help of Raj Kumar and Vijay Mandal, both domestic helps in the neighbourhood. Due to lack of evidence against the three, the special CBI court in Ghaziabad granted bail to them too.

Lacklustre polling at DU
New Delhi, September 4 However, it was a very low-key poll with lacklustre turnout of students. The voter turnout was recorded as just 35 per cent. Voting at over 50 polling stations spread across the north and south campuses began at 8.30 am. The usual long queues of students outside the polling booths were noticeably missing in north campus. Proctor and chief election officer Prof Gurmeet Singh, said, “Elections have gone well and peacefully. However, the voter turnout was 35 per cent, much lower than our expectation. Counting of votes is scheduled to take place on Saturday morning.” The turnout was marginally better in south campus, where some colleges saw brisk voting.
Pramod from the Left-inclined party Students Federation of India (SFI), says, “The elections have been peaceful and there have been no disruptive incidents, but the turnout was not exciting. Voting was brisk in some colleges of south campus like ARSD College, Ram Lal Anand College, Dayal Singh College. We are optimistic about the results and the party mood is upbeat.” The students union election at DU has been noticeably different this year in view of the tough implementation of the code of conduct . As a result, heavy weight parties like the Congress-backed National Students Union of India
(NSUI) and the BJP-backed Akhil Bharatiya Vidyarthi Parishad (ABVP) had to suffer major setbacks. Three candidates each from both the parties were disqualified for violating the code of conduct during campaigning. Following the disqualification, both the parties were left with just one candidate each in the race. The affected parties moved the Delhi High Court, but to no avail. The NSUI also moved the Supreme Court for a stay on the cancellation of the candidatures of its members, but their petitions were dismissed out of hand. Further, just two days before the elections, six more candidates were served with show-cause notices. The absence of candidates from the two heavyweight parties is being seen as one of the reasons behind the low turnout of
voters. Mukul, a third year student standing outside a polling booth in north campus, says, “The crowd is absent this time as the run-up to the election has been very uninspiring with the administration cracking down on the major parties. Students are not feeling excited about this election.” The election has been stripped off the glamour and money power . Printed posters have been banned and there have been no big car rallies. The parties that stand to gain with the virtual erosion of the NSUI and the ABVP are the smaller parties like
SFI, AISA, AISF and Disha, who have traditionally had a modest presence on campus. |

New Delhi, September 4 The decision came on a complaint filed by an NGO, Satark Nagrik Sangathan (SNS), which has demanded that information about development funds should be available in the public domain in compliance with the provisions of the Right to Information (RTI) Act. The CIC also issued a showcause notice to S.K.S Yadav, public information officer (PIO) of Delhi's urban development department, asking why he should not be penalised under the RTI Act. The NGO, which had prepared "report cards" on the performance of all legislators and how they had used their development funds prior to the Delhi Assembly polls in December 2008, had complained to the CIC that they faced a number of difficulties and delays in obtaining the information. "The PIO S.K.S Yadav is guilty of not making any effort to meet the Section-4 requirements (of the RTI Act) even after reminders from the complainant. It also appears that the information has been provided to him and yet he stubbornly refuses to ensure that this is displayed as per the requirements of Section-4 (of the RTI Act). This is a violation of the RTI Act," RTI activist turned Information Commissioner Shailesh Gandhi said in his order on Thursday. Yadav was also directed to ensure that the information is put up on the website of the Delhi urban development department, which is the nodal agency for implementation of the Delhi Member of Legislative Assembly Local Area Development (MLALAD) Scheme, by September 15. "Over Rs 700 crore is allocated under the Delhi MLALAD Scheme over a five-year period, yet the government has not taken any steps to pro-actively inform people about the existence and utilisation of these funds. As a result, these funds are often spent on non-priority works while basic development needs of people remain largely unaddressed," said Anjali Bhardwaj of SNS. "Information accessed using the RTI Act shows that in many constituencies, funds have been allocated for constructing fountains while residents face acute water shortage," she said. "We had just requested the CIC to direct the government that project-wise information about MLALAD Scheme should be put up on the government's website and on boards in each constituency in compliance with the RTI act," Bhardwaj added. She said the CIC order will ensure that development funds are utilised in a "consultative, participatory and accountable manner." "Having access to information on these funds will enable people to meaningfully engage with their legislators to ensure that funds are spent on their area's most pressing development needs," Bhardwaj said.

Check inflated bills, discoms told
New Delhi, September 4 It has been decided that BSES would write to all 70,000 customers explaining them the change in billing cycle. It would specifically designate telephone numbers where any of these 70,000 customers can call for their bill-related query. BSES would also provide the e-mail ID to these customers, so that they can communicate by e-mail, if they so desire. BSES has informed that the billing cycle of about 70,000 consumers has been changed. Due to this change, the present bill shows consumption of more than a month. This longer duration coupled with the lapse of subsidy which had been in force with effect from 2004-05 and higher consumption of electricity during the harsh months of June, July and August are the reasons for higher amount of bills. A BSES official said that the problem of excess bill is for those who have three-phase connections in south and central Delhi, particularly domestic consumers. Only 90,000 consumers received a higher electricity bill in August which showed two months’ consumption. The official said, “We request our esteemed consumers to read the details and understand their respective bills as they have been charged for only what they have consumed. Consumers may compare their combined bill of July and August with that of the corresponding period last year.” He said, “If any doubt persists in the mind of a consumer, contact respective deputy general manager (Business), whose number is printed on the bill. In case of any further query, write to the BSES CEO, at ceo@bsesdelhi.com.” The payment dates for all such consumers have been extended till September 21 without late payment, the official said. |
4 robbers held with Rs 5-m jewellery
New Delhi, September 4 “Bhagya Narain Mahto and Sunil Mahto were arrested near New Delhi Railway Station on Thursday while they were planning to escape. The two disclosed that two of their associates are living in the Janakpuri area here with their relatives. On that information, Amir Nath and Manoj Kumar Jadav were also arrested,” said a police official. On August 29, the accused had robbed a father-son jeweller in Gujarat. The four accused had stabbed them and fled with their bag containing gold jewellery. Both father and son are still admitted in a hospital in Ahmedabad. The Delhi police started investigations into the matter after the Gujarat police sought its assistance to detect some of the accused hiding in the Delhi-the National Capital Region areas. “On sustained interrogation, the arrested accused disclosed that the robbery was planned by Sunil, who is settled in Gandhi Dham, and works as a mechanic there. All the accused are engaged in agriculture in their hometown in Bihar and had gone to Gujarat with the sole purpose of executing this crime,” the police official said. — IANS |

Noida, September 4 The strange fact came to notice when the district administration recently put up the below poverty line list of the area on its website. The list has also thrown up names of rich people, who in connivance with gram pradhans and secretaries, have allegedly usurped crores of rupees released by the centre for the relief and welfare of the poor of the area. According to sources in the district administration, over 12,500 well-to-do people of Gautam Budh Nagar district have been included in the below poverty line category. Of these, over 4,500 people got their names included in the BPL list during 2002. They did this in connivance with village pradhans and secretaries. The state chief secretary Atul Gupta has issued a circular in which district magistrates have been directed to carefully probe the below poverty line card holders and take strong action against ex- village pradhans and secretaries involved in the fraud. A former MLA of Dadri and an ex-zila panchayat member, who owns property worth crores, is a prominent name that figures in this list. He is reportedly enjoying full advantages of various government schemes for the poor. Further, many in Sitapur, who are allegedly involved in the old-age and widow pension frauds, also have their names included in this list, it is learnt. According to the Gautam Budh Nagar district magistrate Deepak Agarwal, 32 teams under district-level officers have spread out in the district to carry out an inspection and catch the culprits. |
IGNOU to give degrees to Armymen
New Delhi, September 4 The programme, called Gyan Deep, aims to equip soldiers who join the force just after school with a graduation degree. Based on the US system of community colleges in defence cantonments, it will benefit 1.2 million soldiers. Every year nearly 50,000 soldiers retire after an average of 15 years. The programme will impart market-driven courses to them. Soldiers looking for a second career after retirement often find it difficult to meet the academic qualification required for jobs, where a degree from a recognised university is mandatory. “The Army jawans retire generally after 15 years and form a part of highly trained, dedicated, disciplined and loyal workforce. Giving the best years of their youth to the nation, they are left to fend for themselves in a highly competitive job market with no formal degree to take up a respectable job,” an army official associated with the project said. “The jawans will be given BA, BBA, B.Sc and B.Com degrees depending on their area of work,” the official added.

3 PWD projects get EFC nod
New Delhi, September 4 While briefing media after the meeting, Delhi finance minister A. K. Walia stated that a new service road and drain would be constructed and the existing service road along national highway (NH) number -10, Delhi-Rohtak Road would be strengthened by the PWD with an amount of Rs 23.92 crore. This work would be completed within six months. The NH-10 from Delhi to Haryana and up to Fazilka in Punjab is a major corridor. It caters to high traffic volume. The ordinance depot on NH-10 also increases the importance of this road. Service road and drain have been damaged and in some places, service road is not in existence. It is essential to construct service road and construct a drain to ensure smooth flow of traffic. The PWD would also construct a four-lane bridge near Barapullah Nallah at Ring Road, Sarai Kale Khan, ISBT, to provide smooth flow of traffic and improve the riding quality of road by converting four-lane bridge into eight-lane bridge. This would cost Rs 8.91 crore and work would be completed within six months. Dr Walia stated that with the construction of a four-lane bridge near Barapullah Nallah, the Ring Road near ISBT would become uniform on both the sides and prove to be helpful in easy movement of traffic during Commonwealth Games. An amount of Rs 11.53 crore has also been sanctioned for strengthening both the sides of link road and Old Delhi-Gurgaon Road. It will make the road safe for riding and would prevent accidents. |
Palestinian with fake Indian voter card held
New Delhi, September 4 The police swung into action after receiving information from the Foreigners Regional Registration Organisation (FRRO) about a Palestinian citizen, Baseel Y.S. Nasrallah, obtaining an Indian voter identity card . "We found that Nasrallah was living in a rented house in Kishangarh village with his Indian wife," said deputy commissioner of police H.G.S. Dhaliwal. He was arrested with voter identity card number CPJ 1166354. "He admitted he was a Palestinian citizen and had fraudulently obtained the ID card," Dhaliwal added. Meanwhile, a case has been registered against him at Mehrauli police station. Nasrallah came to India for the first time in 1996 on student visa on a passport issued from Jordan. He got admission in Deshbandhu College of Delhi University. — IANS |
Teachers agitate for arrears
New Delhi, September 4 Addressing the agitating teachers, president of the ADPSS, Giri Raj Sharma said that the union and state governments had already paid 40 per cent of arrears on the occasion of Divali last year, but the MCD teachers got nothing. He demanded the immediate release of 100 per cent arrears. Chief advisor of the ADPSS, Bhagat Singh Dahiya demanded a medical scheme for the MCD teachers on the lines of Delhi administration. On the modified ACP scheme for teachers, general secretary of the ADPSS, Ram Chander Dabas said that it should be fixed in the next pay scale at the service of 10, 20 and 30 years. According to the Sixth Pay Commission, entry scale of primary teachers has been upgraded from Rs 4500-Rs 7000 to Rs 6500-Rs 10,500. Based on this upgradation, the revised entry scale should be Rs 16,290, but the department is providing merely Rs 13,500, Dabas regretted. |

Noida, September 4 The Sector-39 Kotwali has registered an FIR against the two men. SP city Ashok Tripathi informed the accused had been identified. The two reportedly got down from their car outside Preveen Sharma’s shop in Sector-124 yesterday and shot at him. They then sped past. The police admitted Praveen, who was hit on shoulder, to Bhardwaj Hospital in Sector-29. Praveen told the police the miscreants had come to his shop in the afternoon. They wanted him to serve liquor to them in their car. But he insisted that they took it the shop counter. This led to an altercation between Praveen and the two accused. |

Woman robbed of jewellery, cash
Greater Noida, September 4 In Dadri, a woman returning after buying medicines from hospital was made to smell a sedative by two bikers at a bus stop and then robbed of her jewellery and cash. The police control room was said Triloki Devi, wife of Kanti Prasad, was later admitted to hospital. Islamuddin of Sadarpur village in Noida was taking a passenger to Greater Noida at night. Islamuddin was stopped by two bikers who put a gun on his earpit and looted his tempo. Meanwhile, the police has registered the cases. |

Body found hanging
New Delhi, September 4 “We received a call around 7 in the morning that a body has been hanging at a basketball court near Bangladesh Embassy,” a senior police official said. The police suspects it to be a case of suicide. “There were no external injury marks on the body. The identity of the victim is not established as no document or identity proof was found from his possession. He is estimated to be about 23 years old,” the official added. “Initial investigations does not suggest any foul play. But we are waiting for the medical reports. We have shared details of the case with other police stations to find out if anyone knew him. Further investigations are on,” he said. — IANS |
Man gets life for killing sister’s tormentor
New Delhi, September 4 Additional sessions judge Sunita Gupta held Ajay guilty of murder and imposed a fine of Rs 5,000 after relying on the statement of eyewitnesses. On October 20, 2008, Sanjay Rawat’s sister lodged a complaint with Shahdara police station that he was missing. Sanjay was living at Pratap Nagar, Shahadara, in a society flat on the second floor with his mother, and Ajay lived on the first floor of the same building with his sister and parents. Sanjay used to pass comments at Ajay’s sister, though Ajay had repeatedly warned him to stay away from her. One day as Sanjay passed some comments on the girl, Ajay lost his cool and hit him with a wooden plank, killing him on the spot.

24 kids among 50 new H1N1 cases
New Delhi, September 4 One patient was serious and under ventilation at the Ram Manohar Lohia (RML) Hospital, officials said. According to the state health ministry, of the fresh cases 15 have been admitted to various designated hospitals and the rest 35 are home quarantined. “These 50 identified cases include 24 cases of children. One male patient is critical at the RML Hospital and is on dialysis and ventilator,” Delhi health minister Kiran Walia said. She informed that 772 cases have been reported in the city of which 681 patients have been treated and discharged. Walia also said that the situation was under control and the government was doing its best in providing treatment to H1N1 patients in government hospitals. She advised people to visit the doctor at the earliest in case they exhibit any symptom of swine flu.
