Ghaziabad, September 1 SSP Akhil Kumar said, “The police team asked the carjackers to stop after receiving a complaint from a senior doctor that his car had been snatched. Instead of abiding, the assailants fired on the police party, to which the policemen retaliated. Several arms have been seized.” The Ghaziabad police received a phone call that four men in a black Santro were trying to snatch a vehicle at ABS crossing in Vijay Nagar at 2:22 am. “The SSP ordered checks of all four-wheelers. The police received another call at 2:50 am that the men were trying to snatch a blue Swift near Mohan Nagar, which is 20-minute drive from Vijay Nagar,” Kumar said. At 3:05 am Dr Ashish Darbari, a senior doctor of Narendra Mohan Hospital, reported to the Mohan Nagar police post that four miscreants had snatched his Swift car at gunpoint, said DSP Rahul Srivastav. He added while two miscreants reamined seated in the Santro car, the other two went to loot the Swift car at Mohan Nagar. All police patrol vehicles were alerted and at 3:50 am the station officer of Indirapuram police station noticed a Swift car approaching UP Gate near Ghazipur border. “As soon as the thieves noticed the police blockade, they took a U-turn towards Mohan Nagar. Three policemen in a Jeep and four from the special operation group (SOG) in a Sumo began chasing the car. The accused drove through the CISF cut and Shipra Mall turns and finally took canal road to Khoda Colony,” informed Srivastav. As soon as the Swift car reached the canal overbridge in Khoda Colony, it hit a pillar and halted. The two accused took refuge behind a pillar and opened fire on the policemen. A bullet fired by the accused hit Devender Bhatia (33) from Khoda Colony police outpost on his shoulder. “The operation got over by 4:25 am. The two accused sustained bullet injuries. They were rushed to the MMG Ghanta Ghar Hospital where they were declared brought dead,” the SSP added. Meanwhile, the police is trying to trace their accomplices. |

Noida, September 1 On the basis of Akhlesh’s call details, police arrested Manoj Giri from Sector 62 in Noida. During interrogation, Giri said he did not want to return the money so he planned Akhilesh’s murder along with another man, Sunil, who is absconding Late in the evening of August 27, Akhilesh was shot dead in Sector-62 area. Police had recovered a cell phone and countrymade revolver from the site. As nothing had been taken away, the police ruled out the possibility of loot. So police looked for the possibility of enmity or some dispute. The investigations were based on the call details of Akhilesh’s cell phone. Police learnt that one Sunil had called Akhlesh an hour before the murder. From the same phone Akhilesh’s friend Manoj Giri had also called him about the same time. According to SP City Ashok Tripathi, Manoj Giri and Akhlesh had worked as mechanics in Bishenpura village. Last month Manoj borrowed Rs 16,000 from Akhlesh for buying a plot of land. According to police, Sunil had asked Manoj Giri a loan of Rs 5,000. Sunil then said he could not lend it as he had still to return money to Akhlesh. Both of them then planned the murder of Akhlesh. On the night of the murder, both had consumed liquor at Sunil’s house. Manoj then gave a local revolver and Rs 5,000 to Sunil and sent him to Sector-62. Sunil told Akhlesh on phone that his bike had broken down and he should come to repair it. As Akhlesh reached near the Bank of India, Sunil shot him from the point-blank range and fled with Manoj Giri. |
18 labourers injured in building collapse
New Delhi, September 1 Construction was going on in the basement of the building when the second floor collapsed. Eighteen labourers were trapped in the debris. The 18 injured were then taken to the Guru Tegh Bahadur Hospital where they are undergoing treatment. Five fire engines were rushed to the area to undertake rescue operation, officials said, adding that the rescue work was hampered due to congested lanes in the area. The owner of the building is identified as Subhash Verma. Meanwhile, MCD commissioner K S Mehra directed the chief vigilance officer to conduct a comprehensive inquiry into the collapse of the building and submit a report in three days. Mehra has directed to specifically focus on the cause of the collapse and the responsibility of the officials. |
Stripping Case: Parents meet police chief; demand action against principal
Faridabad, September 1 The girls were scandalised and subjected to humiliation and mental torture because their parents were not able to pay the tuition fees of the school which was allegedly increased illegally by the management. The parents, along with the office-bearers of the Haryana School Abhibhavak Ekta Manch, today met the police commissioner of Faridabad. They gave the commissioner a copy of a letter written by an office bearer of the women wing of the All India Congress Committee (AICC) and in-charge of the party’s women affairs in Haryana, Tanu Singh. The parents had met Singh yesterday on the instruction of the office of the Congress president Sonia Gandhi. The agitated parents of students of the school had gone to the residence of Sonia Gandhi with their complaint against the police for not taking any action against the principal. The parents are not satisfied with the arrest of only one of the two accused teachers who had stripped the girls. They are demanding action against the principal as well as the management of the school. Singh confirmed to The Tribune that the parents met her with their grievances. The functionaries of the Haryana School Abhibhavak Manch said police commissioner of Faridabad P. K. Aggarwal assured them of action against the principal. According to them, the commissioner told the parents that criminal case would be instituted against the principal if one of the accused teachers, who was in judicial custody, gave a statement that the principal instructed them to strip one of the victim students, a Class III student. However, some parents are miffed over police’s response, as the case has been registered against the two teachers on the complaints of the mothers of the victim students. However, in the same complaint, the mother of Class III student had stated that the teacher had told her that she had done the crime at the instance of the principal, still no action was taken against the principal. The Manch today threatened that the parents would not give up their agitation against the private schools illegally raising tuition fees. There are chances that parents from all over the state would resort to drastic actions, including boycotting the schools, if the government machinery did not intervene effectively in the matter. It warned that the parents would not be taken in by any argument of model code of conduct. It alleged that the government machinery had made the Manch to call of its agitation at the time of parliamentary elections in Haryana on the grounds of peace and tranquility, but had “betrayed” the parents after the election. |

Faridabad, September 1 With the announcement of the schedule for assembly election in Haryana along with two other states yesterday, the parties in the state have waded into political activities. The Congress which won nine out of 10 parliamentary constituencies, is understood to have finalised about 80 per cent of its nominees. The party appears to be going easy on nominee-selection front as it already has sitting MLAs in 66 out of 90 Assembly seats in the state. About a dozen sitting MLAs, including ministers, may be denied ticket on health grounds. Some sitting MLAs will have to shift their constituencies. The broad view emanating from the Congress circles is that the party's work will be cut out in about 35-odd Assembly seats. A source close to Chief Minister Bhupinder Singh Hooda said that he had been working on suitable nominees for the past two months. The Chief Minister is said to be unsatisfied with the performance of some MLAs and ministers. In another development, the state election committee of the Haryana BJP began its two-day meeting yesterday in the national Capital, in which the names of applicants for party tickets along with other procedural matters were listed for discussion. The party, as a matter of strategy, will hold back its decision on finalising nominees for a number of seats. It will first watch the moves of the Congress and other parties. The HJC-BSP leadership appears to have also finalised nominees on a good number of seats. The top brass of the two parties have also taken a decision to maintain secrecy with regard to their possible nominees. Rather, they are said to be in a mood to delay announcing the names of their nominees as far as possible to spring a surprise on its opponents, especially the Congress. The INLD circles do not seem to be in a hurry and the leadership would also adopt the policy of wait and watch. Sources say that it has made up its mind on nominees for about 25 constituencies. |
Mobile courts to rehabilitate

New Delhi, September 1 Singhal said this while inaugurating two mobile courts in the Capital. Such courts have been started in Delhi on a trial basis and would work under the Bombay Prevention of Begging Act, 1959. It is learnt that the government is in the process of setting up four similar courts in coming days. Special metropolitan magistrate and probation officers would deliver quick judgement on beggars. Twelve vans are already working in Delhi to catch beggars. The vans produce beggars before the metropolitan magistrate in Kingsway Camp from where they are sent to beggar rehab centres. Presently, the Delhi government runs 11 beggar rehab centres where 2,200 beggars stay. The minister informed that as per the estimates of the social welfare department there were 60,000 beggars in Delhi. Thirty per cent of them are below 18 years, 69.94 per cent are male and 35.06 per cent are female. Many welfare schemes have been started by the state government to prevent beggary in Delhi, he added. Meanwhile, the government is preparing a database of beggars, which will enable the concerned officials to ascertain how many times a beggar has been caught and the quantum of punishment be given to him. |
DU goes eco-friendly with bamboo
New Delhi, September 1 What comes as a surprise is that the construction is being undertaken in an eco-friendly manner as colleges are using bamboo for building classrooms, canteens and offices. Around 10 colleges have already started construction using bamboo and another 20 or so colleges have similar plans in the pipeline. Some colleges in south campus have already set an example by using bamboo products in their canteen. A bamboo utility center has also been planned for south campus. Professor Dinesh Singh, director, south campus, says, “Quite a few colleges are going for bamboo structures and many more are contemplating the same. Bamboo structures are fire-proof, long-lasting and very hardy.” “Dayal Singh College has already used bamboo in its buildings, while Maitreyi College has built bamboo class rooms. Lady Sri Ram College also plans to use bamboo for its buildings. The bamboo construction at DU is being coordinated and managed by the National Bamboo Mission,” adds Singh. Professor Dinesh Varshney, deputy dean, student welfare, south campus, says, “Bamboo is not the only eco-friendly measure underway at DU, we have also constructed a green building with open pit rain water harvesting.” |
HC dismisses plea of disqualified DUSU candidates
New Delhi, September 1 Justice Sanjiv Khanna dismissed the plea of the five - Deepak Negi of the National Students’ Union of India
(NSUI), Rohit Chahal of the Akhil Bharatiya Vidyarthi Parishad (ABVP) for the president’s post, Umesh Tomar
(NSUI) for vice-president, Lalit Kumar (ABVP) for secretary, and Ashok Khare
(ABVP) for joint secretary. They had approached the court after they were disqualified by the university’s election officer. The five were found spending more money than the fixed amount of Rs 5,000 each, using cars and organising rallies for their election campaigns which was against the former chief election commissioner
J.M. Lyngdoh’s recommendations. “I do not think that the principles of natural justice have been violated. The university had issued show-cause notices to all the candidates before rejecting their candidature,” the judge ruled while dismissing the plea. “The chief election officer has rejected nominations of the petitioners at the time of scrutiny for violation of the code of conduct,” the court said. In their petition, the ABVP candidates alleged the university has misinterpreted the recommendations and sought the court to restore their right to contest the elections.

Schoolgirl goes missing from
New Friends Colony
New Delhi, September 1 Student of a prestigious south Delhi public school, the girl was putting up at schools’ hostel. On Saturday, her uncle, Sandeep Sinha, took her to his home in New Friends Colony to spend the weekend there. However, he found her missing from the house the next day, after which, he approached the New Friends Colony police. A case of kidnapping has been lodged in this regard. “The girl hails from Satna in Madhya Pradesh. Her parents run a nursing home there. She was living in her school’s hostel but used to visit her uncle’s house often. Sinha told the police that on the morning of August 29, he found her missing. Her bags were also missing from the house,” said a police officer close to the investigation. The family has expressed that a boy, Apoorva, also a native of Satna, could be behind the incident, as he used to stalk the girl when she was living with her parents in Satna. The girl’s parents had also once complained to Apoorva’s father about it. “Apoorva is also missing and so we suspect that he might have kidnapped the girl. His mobile phone number is not reachable since the incident,” said the police. According to sources, Apoorva lives in Mumbai where he works for a music channel. A police team has been sent to Mumbai to nab him. “We have recorded the statement of the girl’s uncle and are investigating the case,” said a police source. |

Delhi gets 29 new police stations
New Delhi, September 1 “Taking note of the growing needs of Delhi, the central government has sanctioned 6,478 additional policemen at Rs 199 crore per annum,” home minister P. Chidambaram told reporters today. With new police stations, the total number of police stations in the Capital would rise to 155. The new police stations would be established in densely populated areas. Of the 29 police stations, seven became operational last year itself while the remaining started functioning from today. Police Stations in Jaitpur, Vijay Vihar, Shahabad Dairy, Govindpuri, Neb Sarai, Saket and Chhawala are functional since October 1, 2008. However, the setting up of new police stations was postponed due to of Dwarka and Okhla Assembly by-elections. But with today’s announcement, the home ministry has put to rest the doubts about the Delhi police’s proposal for new police stations. |
Property tax payers to get ID numbers soon
New Delhi, September 1 At present, the identification number will be given to tax defaulters who will come out to pay their dues under a special amnesty scheme launched by the civic agency, said Mayor Kanwar
Sain. He said the identification number will also be provided to all property tax payers. “This number will be on the lines of PAN,” he said. “The amnesty scheme will be open from today to October 31. Under this, those who have defaulted on house tax can make payment. They will get 100 per cent rebate on penalty and interest,” said the Mayor. He said that tax will also be collected from property owners in unauthorised colonies in the city. The civic agency also made it clear that citizens evading tax may face harsh penalties like sealing of bank accounts or seven-year jail terms if they do not take the benefit of the amnesty offer. He said that MCD will identify the defaulters by carrying out a survey. “They can face 30 per cent of the dues in penalty. Under the DMC Act, there are also provisions for sealing of bank accounts or seven-year jail terms,” he said. The MCD is collecting tax from 9.5 lakh properties while there are over 25 lakh taxable properties in Delhi. |

Jamrudpur Mishap
New Delhi, September 1 Counsel for DMRC submitted a report to the division bench comprising Chief Justice Ajit Prakash Shah and Justice Manmohan and said the DMRC had initiated an inquiry against the concerned engineers and had imposed a fine on Gammon India. The report also stated the material and design of the line was perfect and needed no changes, but the engineers failed to calculate as to how much load the pillar could take and that was why the mishap took place. The RWAs had alleged the Metro was using substandard material and the design was not perfect. The court pulled up the RWAs for going beyond their petition and said: “You are going beyond the writ petition. Either you withdraw or else we will dismiss it. The petitioners had alleged the Metro was bypassing all safety norms and cited as an example the accident at Jamrudpur on the upcoming Central
Secretariat-Badarpur line that killed six perons on July 12. The petitioners sought the court direct the Metro to construct underground tracks from Lajpat Nagar to Kalkaji on the Central
Secretariat-Badarpur line. The RWAs have opposed the elevated stretch, citing environmental and safety concerns. They claim that an elevated stretch would lead to increased noise pollution and affect the environment.

Power tariff revision misunderstood, says govt
New Delhi, September 1 Keeping in view the Assembly by-elections, the Delhi government said that new power tariff revision was misunderstood. Power tariff was last increased in 2003-04. In fact, the government had been bearing the burden of the subsidy to nullify 10 per cent increase, which was effected by the discoms in 2004-05. The subsidy which was granted to all power consumers lapsed on May 31, 2009. However, the city government has decided to continue another subsidy linked to limited consumption of power. Those who limit their monthly consumption from 150 to 200 units in off-peak or peak months would continue getting the confessional rate of Re 1 per unit less than normal rate. This subsidy has been allowed with an aim to promote conservation of power. |

Pipeline burst causes traffic snarls
New Delhi, September 1 The pipeline broke open this afternoon after which the road was completely immersed in water within a few minutes. According to the DJB officials, the 18-inch pipeline was broken by the Metro workers in the ongoing construction work. “The Metro workers broke the pipeline as their construction work is in process on the stretch. They had not taken any permission for tampering with the pipelines,” said Avinash Sharma, junior engineer of Laxmi Nagar area. The pipeline burst has affected the water supply in the areas of Preet Vihar, Laxmi Nagar and adjoining areas. The DJB officials said that the repair work has already started and the situation will become normal tomorrow. |

1 dead, 2 hurt in mishap
New Delhi, September 1 The deceased has been identified as Montu, a rickshaw puller. The injured have been admitted to the Ram Manohar Lohia Hospital and their condition is critical. According to the police, the accident took place near Shadipur flyover when the driver of a DTC bus, plying from Modi Nagar to Shadipur Depot, lost control and hit rickshaw pullers waiting on the roadside. Meanwhile, the Patel Nagar police has arrested the errant driver Jeet ram and case of death due to negligence has lodged against him. |

The child, a student of Class III, went missing on Sunday evening when he left his home to buy biscuits.
