15-yr-old held for raping 5-yr-old
New Delhi, August 28 The matter came to notice when the minor victim staying in the orphanage reported about the incident to her mother on August 18. “The girl was admitted to class I in the orphanage over four months ago. She told her mother that 15 days ago a boy took her to a room in the orphanage and sexually assaulted her. The medical report confirmed rape and we lodged a case under Section 376 of the IPC. The investigation is on,” said a police official from the district. The police said it was difficult to find the culprit, as many children were there in the orphanage. A systematic approach was taken up to trace him. “The children were divided into two groups – one age-wise and the other in accordance with their arrival in the orphanage. Maximum attention was given to those who had recently joined the orphanage. The police suspected a boy whose responses were not apt,” said the official. The police further informed that the boy had admitted to the crime before juvenile welfare officers. He has been produced before the juvenile justice board. He had taken admission in the orphanage over three months ago in class IV. |
DUSU Poll
New Delhi, August 28 The varsity campus is overflowing with printed posters put up by candidates. This is in direct opposition to the code of conduct laid down by the Supreme Court judgement of 2006. Candidates have also been using cars and other vehicles for campaigning which goes against the code of conduct. Rallies have been conducted by the faulting candidates without prior consultation with the police and for which they have been challaned. Students have to reply to their notices till Friday. Three ABVP students and two NSUI students have been issued notices as also a single student from the campus Law college. The ABVP presidential candidate Rohit Chahal has been served with notice. Two other students from the ABVP who have been served with notices are the secretarial candidate, Lalit Kumar and the joint secretarial candidate, Ashok Khari. From the NSUI, the presidential candidate, Deepak Negi and the vice-presidential candidate, Umesh Tanwar have been issued with notices. Meanwhile, chief election officer Prof Gurmeet Singh says that “six students have been issued with showcause notices for major violations of the code of conduct. Despite the ban on printed posters, the varsity is full of them and this state of affairs has been going on for the past few elections. We have decided to take action this time.” Prof Singh further points out, “Students have been using cars for election activity. There are several other grounds on which they have violated the code of conduct. That’s the reason they have been served with notices. We expect to get their reply to the notice by Friday.” With the shadow of notices hanging over both the NSUI and ABVP presidential candidates, campaigning will undoubtedly suffer over the next few days. New Delhi, August 28 According to the police, victim Santosh (32), a resident of Khyala, ran a finance company in the area. The incident took place around 10 pm in the J-Block, near the victim’s residence. According to information, Santosh had gone to the juice shop owned by Arif Khan (23) after dinner and had ordered a glass of juice. Not finding it satisfactory, he said complained and said that would never come back to the shop. This offended Arif, who attacked Santosh with a knife used for cutting fruits. “Santosh was injured in the neck. He was rushed to the near by Sehgal Nursing Home, where doctors declared him brought dead,” said the police. A case of murder has been lodged against Arif, who was arrested today morning. |
Allotment of DDA flats likely next month
New Delhi, August 28 “The final report is awaited by the end of next month. We would be able to kickstart the allotment process only after the report comes,” said a DDA official. Under the DDA housing scheme 2008, about 5,00,000 people had applied for 5,238 flats. The scheme later got into controversies as various property dealers were alleged to have applied through fake applications. The scam was busted earlier this year after a man who was allotted a flat in the draw of lots told the police that he had not even applied for it. Later, the economic offence wing of the Delhi police who was investigating the scam gave DDA a clean chit. According to the Delhi Police, a group of people had conspired to buy several flats by submitting fake applications under the scheduled castes and scheduled tribes categories. The conspirators meant to sell off these flats for huge profits. Meanwhile, DDA has proposed to build 65,000 houses for people from across varied income groups over the next four years. “The proposal for this scheme was submitted to the ministry of urban development about a month ago,” the officer said. Nearly 10,000 houses will cater to the middle-income group whereas 40,000 will house urban poor and the lower-middle classes. The remaining 15,000 houses will be made for mix income group. |

New Delhi, August 28 “A call was received around 4 in the evening about the incident. Santosh’s body was discovered by her domestic help. She had strangulation marks on her neck and the house had been ransacked,” a senior police officer said. “It seems that the crime was committed by someone known as the entry to house was friendly,” said the official adding, “Her personal jewellery like chain and earrings were also missing. Her husband had expired few years ago and she was living alone on the first floor of the house. The ground flood was given to a cable operator on rent,” the police officer added. — IANS |
Dikshit for skill development among women
New Delhi, August 28 Inaugurating a new post-graduate course in gender and development studies in IGNOU, the Chief Minister welcomed the decision of union government providing 50 per cent reservation to women in panchayats. This would bring women in the driving seat in local bodies as they would be able to contribute substantially in the decision-making process, said Dikshit. The Chief Minister also inaugurated a seminar ‘Women in Power’ at IGNOU. Speaking on the occasion, she referred to a report of the International Labour Organization (ILO) which revealed that women were doing 76 per cent of the total work being done in the world but were holding just 0.01 per cent of the assets. “Their contribution has not been really evaluated. The women have started getting out of her housewives role and have risen to important positions,” she said. “Our Constitution has granted equal adult franchise and equal pay to women without it being demanded by any women organization. In few European countries, even today the women receive less salary than men,” she said. Dikshit further stated that there was a need to change the mindset of the society. There was a huge gender imbalance in Delhi which improved after implementation of ‘Ladli’ scheme. In 2008, 1,004 girl births were registered against 1,000 boy births in Delhi. The Stree Shakti Programme and Gender Resource Centre (GRC) have provided an opportunity to vulnerable women to become self-reliant. The GRCs have been able to impart useful training to around five lakh women. “Our Mission Convergence Program is a step forward in this direction as vulnerable sections of the society are being offered different benefits through single window service,” the Chief Minister said. |
Misra returns as DUTA president
New Delhi, August 28 Misra, who won by an over-whelming majority, polled 2,343 votes. He beat his nearest rival, Surendra Singh, by a margin of over 1,000 votes. Singh from the United Teachers Front polled 1,338 votes. Other major contestants in the fray were Dr Ram Bala from the Democratic Teachers Front and Dr Vandana Sharma from the Congress-backed INTEC. Ram got 914 votes while Vandana received 502 votes. Twelve other executive members were also elected. The break-up of the elected members is: four from the AAD, five from INTEC, two from the DTF and one from the NDTF. The turnout for the election was 70 per cent. The promises on which Misra fought and won the election include struggle for dignified service conditions for teachers, timely promotions and enhancement of salaries besides academic reforms. A thrilled Misra said, “I have won the election for the third time and am very satisfied. I will continue to work for the better future of the teaching community and will struggle to meet all their needs.” |

New Delhi, August 28 Sandeep (27), a resident of Bindapur , was found hanging by his neighbour around 7 am today. “Sandeep has left a suicide note where he has blamed his poverty for his step. His neighbour said that Sandeep was unemployed and was depressed,” said an official.
In another such case, a 28-year-old man hanged himself last night around 12 am. “Devender used to work as a tailor. His financial condition was not good . A suicide note has been found where he has stated he was taking the extreme step due to his poor financial condition,” said the police official. |
Five nabbed for robbing senior citizen
New Delhi, August 28 According to information, P.K. Gupta (83), a retired bank official who had come from Rewari that day, was waiting for conveyance at Ring Road, Sarai Kale Khan. He was offered lift by five men in a car. “He was asked to pay lower fare and made to sit on the front seat in a Wagon-R by the five criminals who were already sitting in the car posing as passengers. The victim was asked to keep his luggage in the boot of the car. During journey from Sarai Kale Khan to Pandav Nagar, the complainant was hurriedly dropped in the area of Pandav Nagar on the pretext that the driver had left some documents at the stand at Sarai Kale Khan,” said the police. When the complainant checked his suitcase, he found that the criminals had placed empty bottles of cold drink and nut-bolts to make the briefcase heavy. They had stolen Rs 6.60 lakh from his briefcase. A complaint in this regard was lodged and investigation taken up leading to information that the criminals, who have been previously involved in several cases, would be assembling in the area of Hazrat Nizamuddin for committing robbery. Acting upon specific information, the police team apprehended all the five persons identified as Nafis, Pramod, Gaffar, Rafiq and Illias and recovered knives and other implements of lock-breaking from their possession. The police also conducted raids at several places and succeeded in recovering Rs 5.30 lakh. |
Officers face action over illegal colonies
Greater Noida, August 28 According to sources, the first few officials to be taken to task would be of NPCL and UP Power Corporation (UPCC) who have been found guilty of granting power connections to houses in illegal colonies. Additional district magistrate (admnistration) O.P. Arya, in a meeting held on Thursday, ordered that notices be send to NPCL and UPPC for allowing power connections to illegal colonies. If the residents of these illegal colonies are found to be posessing voter ID and ration cards, a probe will be orderd to find out how they managed to get these cards. Notices are being delivered to residents for illegal constructions. Arya has instructed officers concerned to procure photo copies of all documents like ID cards, ration cards telephone and power bills while sending the notices. Private developers have sold plots in illegal colonies extending from Kulesra to Ghaziabad and from Kulesra to Safipur along the Hindon banks. People have raised the level of ground on the bank resulting in the shrinking of the river. The district administration is contemplating action against government officials who have allegedly helped people in converting illegal houses into legal ones. Once the relevant documents are procured, notices will also be issued to other departments, said the addditonal DM. |
Bungalow of scheming builder attached
Noida, August 28 The bungalow was taken over by the police in the presence of tehsildar, Dadri of SP City. Since this bungalow has been declared government property, it will soon be auctioned. It may be mentioned that The Tribune had high- lighted this fraud on July 2. By floating a scheme “Green City” in Bhiwadi, Dharu Heda and Agra, Jatinder Chaudhary had fleeced a number of people. He promised the gullible two-room flats and plots on these locations. He had set up offices in Noida Sector-59 and Laxmi Nagar, East Delhi. Four cases of cheating and fraud have been registered by Delhi’s economic offices section and in Sector-58 Kotwali, Noida. After the matter had been highlighted in the press, the police booked the builder, his wife and two staff members under Gangster Act and raids were conducted for his arrest, but Chaudhary had moved to some safe haven. After reading the media reports, a long queue of cheated people could be seen in front of police stations. Four more cases were then registered against him in Sector-58 Kotwali, Noida. Meanwhile, police learnt that the builder has constructed a kothi in Greater Noida with black money. A report under Sector 14 (1) of UP anti-social act of 1986 was sent to the DM through the SSP Noida for seizing the bungalow. The district magistrate sanctioned the action. Subsequently, Kotwali Sector-58 Noida sealed the kothi in the presence of tehsildar Ashok Morya and SP City Ashok Tripathi yesterday. |
Man cheated of bag containing Rs 18 lakh
Gurgaon, August 28 According to the police, Ajay Kumar, resident of sector 45, had told them that he along with his friend Pradeep came to the bank. While Pradeep went inside the bank, he kept sitting in the car. Ajay said that he had brought the cash as he had to pay for the registry of a plot. He said that a boy came to him and said that some notes of Rs 100 and Rs 10 were lying outside the car. Thinking that they were his notes, Ajay came out of the car to pick the currency. When he went back inside the car, he found that his bag was missing. The police registered the case of cheating under Section 420 against unknown person. The robber had prior information about Ajay’s movement, according to the police. The incident has put a question mark on the working of the policemen as they are always present outside banks, but criminals still commit the crime. |
AIIMS-IIT road closed
New Delhi, August 28 “There is a rainwater storm drain which runs parallel to the construction site. A leakage has been noticed in the area by DMRC and it will take about one week to repair the road. Hence, heavy traffic such as, buses etc. will be diverted from IIT to August Kranti Marg or towards Africa Avenue depending upon their destination,” said a senior traffic police official. He added that the smaller and medium traffic like cars, two-wheelers etc. will be diverted to Aurobindo Place market service road up to Green Park residential area. Motorists passing through that area are advised to avoid that stretch and follow the directions of traffic policemen on duty. |
2-day-old with protruding heart to be operated on
New Delhi, August 28 Kept in the ICCU (intensive cardiac care unit) of the Cardio-Thoracic Sciences Centre, the infant was brought to the premier institute this morning from Chapra in Bihar by his father Chander Manjhi, a farmer. “Born two days ago with his heart outside his chest, the child was brought to the hospital wrapped in an unclean cloth,” said A.K. Bisoi, cardiologist and additional professor at cardiothoracic and vascular surgery department, AIIMS. “He is completely dehydrated and there are chances of infection as he travelled 24 hours in a train. We will do the surgery once we rule out infection,” he said. Bisoi said the child is suffering from a disease known as Thoracic Ectopia Cordis, which is a birth defect. In this, the heart is abnormally located. In most cases, the heart protrudes from the chest, while in some cases, it is situated in the abdominal cavity or neck. “This defect occurs in five to nine cases per one million births and the mortality rate is very high. In such cases, there are mostly stillbirths or they die shortly after birth,” he added. Given that it is a rare surgery, the institute has formed a team of five doctors, including pediatrics cardiologists. The child, born after a Cesarean section at a hospital in Chhapra, was brought to the institute after doctors detected the defect. As his mother Vibha Manjhi is still in hospital, his father brought the child to the AIIMS. Once the father brought him here, doctors and nurses were surprised to see such a “rarest of the rare” case. Bisoi said these cases could be treated surgically but in general, involve lengthy and very complicated pediatric cardiothoracic surgery. Seeing the poor economic condition of the parent, the institute is conducting the surgery free of cost. “The surgery is a multi-layered procedure and might take months. We have to create space step by step and the chest wall has to be reconstructed. So far, about 227 such cases have been reported in the world and of these, only three to four have survived. In India, no infant with such a defect has survived,” he added. “Usually, the doctors come to know about the abnormality in three to four weeks of foetal life when the heart starts developing. The heart usually shifts to its original position. But in this case, it did not happen,” Bisoi pointed out. He said in most cases when doctors detect the abnormality, they counsel the parents, especially the mother, whether they want to continue with the pregnancy or abort. “If they decide to go with the pregnancy, they are referred to hospitals that are equipped to handle such cases,” Bisoi said. The infant’s father Chander, unaware of the complications involved, sat quietly outside the ward. “I am very poor and my wife is still in hospital. They have admitted my child and are treating him. They have told me that he would be fine. I hope to take him back soon,” he said. — IANS |
GNIDA to withdraw security guards
Greater Noida, August 28 The GNIDA has decided to withdraw its security guards from urban sectors as an economy measure. According to sources, this exercise was being carried out for the past three months. The exercise has been carried out secretly to avoid undue publicity. According to sources, a committee set up to conduct surveys had recommended that security guards should be withdrawn first from sectors which are 10 years old. These include Alfa-I and II, Bita-I and II, Gama-I and II sectors. Security guards would continue working in sectors that are less than 10 years old. The contract of four security agencies that the GNIDA had hired for the purpose will be terminated from September 30. |

Walia orders proper bijli, paani during Ramzan
New Delhi, August 28 He issued this direction today during a high-level meeting called to review the preparations of the Municipal Corporation of Delhi (MCD), Delhi Jal Board (DJB) and discoms during Ramzan. Walia instructed the agencies to deploy more staff for carrying out sanitation work in the areas. He asked senior officials to make frequent visits to the localities, find out the deficiencies in civic services and take immediate steps. The agencies have been asked to remove garbage near mosques in Muslim localities. Walia stressed the need of uninterrupted power and water supply especially during ‘sahri’ and ‘iftar’ hours. Water is supplied in the areas thrice during 24 hours — morning, afternoon and evening. The discoms have been told to ensure that there are no faulty streetlights in the areas. The MCD has been asked to take care of potholes on roads and undertake immediate repair work. The MCD’s health department has been instructed to undertake fogging to control mosquito breeding and ensure that water is not accumulated on roads. Walia further said there should be no disruption in civic services during Ramzan. Proper power and water supply is needed during this month. The discoms have been asked to attend to the local faults immediately. Any disruption in power and water supply would be taken seriously, he said. Deputy commissioners and senior officials of the MCD zones, New Delhi Power Limited (NDPL), BSES and Delhi Jal Board (DJB) attended the meeting. |

New Delhi, August 28 NCP’s Ramvir Singh Bidhuri and BSP’s Brahm Singh Bidhuri are Gujjars. Brahm Singh had contested the last assembly election from Okhla while Ramvir had contested from Badarpur, unsuccessfully. Muslim votes are likely to be divided among Congress candidate Farhad Suri, BJP’s Irfan Ahmed and Rashtriya Janta Dal’s Asif Mohammad Khan. Farhad, Asif, Brahm and Ramvir filed their nominations today at the SDM’s office in Connaught Place. Farhad Suri is a councilor from Nizamuddin. Asif Mohammad Khan contested the last assembly elections and was defeated by Congress’ Parvez Hashmi by just 400 votes. However, he is confident this time as he is the only local candidate who is well-known. Asif said his main issue would be power, water and sanitation as residents of the area had been facing such problems for long. They have always voted for the Congress but the Sheila Dikshit government has done nothing to solve their problems. He said Parvez Hashmi was Delhi’s transport minister from 1998 to 2000 but public transport has not reached there yet. Commuters either use their own vehicles or private buses. Asif added he was also being supported by the Samajwadi Party and the Rashtriya Janshakti Party. Former mayor Farhad Suri who was accompanied by local MP Sandeep Dikshit, Delhi Pradesh Congress Committee president J.P. Agarwal, local councillor Shoaib Danish and Jamaluddin for filing nomination said he would seek votes on the basis of the development work done by the Congress. Concrete roads have been constructed in all unauthorised colonies – Zakir Nagar, Batla House, Haji Colony, Joga Bai, Abul Fazal Enclave, Shahin Bagh, Madanpur Khadar and Kanchan Kunj. Advocate held for using spycam
New Delhi, August 28 Manpreet Kaur, a practising lawyer in the court for several years, was recording the proceedings in the court of Justice J.R. Midha. Kaur had kept the spycam pen in her coat’s top pocket which suddenly blinked. This raised suspicion and she was detained by the court staff. The staff then informed the crime branch of the Delhi police who interrogated her for more than three hours and later released her saying no case was made against her. —
