12 yrs on, man who raped in Germany caught in Delhi
New Delhi, August 31 The police said the accused Jaswant Singh, alias Saka, (36) fled Germany after committing the crime to evade arrest. “The accused went to Germany in 1992 and was staying there illegally. In 1997 while working as a chef in a restaurant, he along with his two friends Karan Singh, an Indian, and Mohammad Shahzad, a Pakistani, assaulted and raped a 17-year-old girl at Darmstadt in Germany,” said DCP (crime) Neeraj Thakur. Presently, Jaswant Singh runs a transport business from his office in the Sanjay Gandhi Transport Nagar area. The police said on the night of August 1 and 2, 1997, the victim was walking alone towards her home as she had missed the train when the three accused spotted her. As she reached the entrance to a park near Luisenplatz, Jaswant dragged her in, slapped her when she resisted and raped her. His friends took turns and raped her before freeing her. The three worked for Le Petit restaurant at that time. The victim reported the matter to the police. The incident was also reported in the press. On August 5, 1997, Nurteza Kilickaya, proprietor of the restaurant where the three worked informed the police that he knew the suspects. He said he had overheard Jaswant and Karan talking about a girl they had taken to a park at night. Following a tip off, the police arrested Karan Singh and Mohammad Shahzad who were put on trial in Germany after the victim identified them. “She also identified Jaswant from his photograph. However, Jaswant managed flee Germany. Since he had been living in Germany as an illegal immigrant, the German authorities were unable to get much information about him except for his name,” said DCP Thakur. Karan Singh and Mohammad Shahzad were tried at Darmstadt Upper District Court and were awarded 10 and 8 years’ imprisonment, respectively. As Jaswant had absconded, the Embassy of the Federal Republic of Germany in New Delhi forwarded the records of the case to the ministry of external affairs in 2008 with a request to initiate criminal proceedings against Jaswant Singh. The matter was subsequently handed over to the crime branch and a team was formed to trace Jaswant. “The team gathered information regarding persons with similar names and description who had come from Germany over the past few years. Sources were deployed at various locations in Punjab and people engaged in facilitating immigration were tapped. The efforts lead to Jaswant Singh’s arrest last night,” shared DCP Thakur. |
Challans at Games site for breeding mosquitoes
New Delhi, August 31 The inspection was conducted after the civic body received reports that there were possibilities of prevalence of malaria and dengue in the areas where construction activities for the Games were being carried out and that the labourers working at these sites were prone to the diseases. “In order to ascertain the steps taken by the department to avert any outbreak, we had personally gone and inspected the site. We monitored all the steps that have been taken so far in this regard,” said Sain. He said all workers and officials of the company responsible for the construction of Commonwealth Games village had been sensitised about prevention of malaria and dengue and about ways to stop proliferation of mosquitoes in the area. “We are satisfied with the steps taken so far by the health department and are sure that no such outbreak will take place in the area,” he said. The Mayor was accompanied by Z.U. Siddiqui, deputy commissioner (Shahdara South Zone); N.K. Yadav, municipal health officer and the officials of health and sanitation department. Major general A.K. Singh (retd.), senior vice-president, Commonwealth Games project, was also directed to ensure that cleanliness of the area was maintained and no breeding ground for mosquitoes existed at the construction site. He was asked to provide additional staff for checking of mosquito breeding to which he agreed. |
Delhi to honour Bhimsen, Habib
New Delhi, August 31 It has also approved Lifetime Achievement Awards for Pandit Bhimsen Joshi and late Habib Tanvir. Briefing media after the meeting, Dikshit said the department of art and culture through the Sahitya Kala Parishad would confer the wards on Joshi and Habib. Pandit Joshi is vocalist in Hindustani classical tradition. A member of Kirana Gharana, he is renowned for the khayal form of singing as well as his popular renditions of devotional music. Joshi is also recognised for opening the famous “Mile sur mera tumhara” music video on national integration. Habib Tanvir was one of the most popular Urdu and Hindi playwrights, theatre director, poet and actor. He is the writer of popular plays such as Agra Bazar, Charandas Chor and many more. He is remembered most for his work with the tribals of Chhattisgarh at the Naya Theatre founded by him in 1959 at Bhopal. Dikshit announced that the cabinet has approved Rs 23.04 crore for DSIIDC for 2009-10 under the head ‘control of industrial pollution in Delhi’ as the agency has completed construction of 10 common effluent treatment plants. The cabinet has also approved selection of an agency to work as system integrator to solve IT-related problems for Mission Convergence. The agency would take up responsibilities like development of work flow application and web portal, taking care of Mission Convergence data centre, hardware networking and connectivity, training and operation and maintenance for five years. The cabinet has deferred decision on draft excise policy for 2009-10 and on a proposal of wage revision committee. |

New Delhi, August 31 Twenty-three nominations were received, but nine of them were rejected during scrutiny. One person had withdrawn his candidature after filing the nominations. The Dwarka Assembly seat had gone vacant after the resignation of the MLA from the seat Mahabal Mishra, who has been elected as Member of Parliament. The Dwarka Assembly has 1,40,514 voters, out of which, 79,957 voters are male and 60,557 female. As per the directions of the Election Commission, electronic voting machines will be used in this by-election. Polling will be held at 142 polling booths and same numbers of EVMs will be used. |

New Delhi, August 31 According to information, the men, who were wearing masks, entered the house of inspector Sanjeev Kumar Verma around 9:30 pm and decamped with jewellery worth Rs 2.5 lakh and cash amounting to Rs 25,000, while holding the inmates at gunpoint. The family was celebrating their son’s birthday and had several guests in the house when the robbers barged in. According to the statement given by inspector Sanjeev’s father J.P Verma to the police, the robbers also frisked the pockets of the guests and robbed them of their money and jewellery. “Besides ransacking the house, they ordered the guests to hand over their jewellery and cash to them,” said a police official quoting family members. According to information, Sanjeev Verma was not in the house when the robbers barged in but came while they were on the job. “When he reached home he was held at gunpoint by two robbers guarding the gates,” said a police official. After conducting the loot, the robbers managed to flee the house without any attempt of interference by the robbed family. Although, wireless message was flashed across the control rooms, and searches were conducted, the police failed to nab anyone. According to eyewitnesses, the six robbers had used three motorbikes parked in the lane beside the house. The Ashok Nagar police station has registered a case in this regard and investigations are on. |
Bike-truck crash kills one
New Delhi, August 31 According to the police, the deceased has been identified as Mohammad Shahbuddin. His friend, identified as Yakoob, has been admitted to AIIMS Trauma Centre with multiple fractures. The accident took place around 10 pm in A-Block of Tughlaqabad where the victims reside. “There was a frontal collusion between the motorcycle and the truck, which later overturned on the divider. The bike was pulled under the truck,” said the police. Although the driver of the truck managed to flee the spot, the helper was accosted by the people and handed over to the police. The Sangam Vihar police station has lodged a case of negligent driving against the driver. Based on the information provided by the helper, the police is working to trace the driver. A 50-year-old man committed suicide by hanging himself from the ceiling of his house last night in the Rohini area of southwest Delhi. Jaswant Sachdeva was discovered hanging from a rope by his family members today morning at his residence in Sector 24. No suicide note was found. According to the police, Sachdeva had incurred losses in the business and was depressed over it. “We are investigating the matter but on preliminary investigation it seems to be a case of suicide,” said an official from Vijay Vihar police station. |

Stripping Case
Faridabad, August 31 A class III and a class VI student were allegedly stripped by their teachers in their classrooms on Friday for not depositing the increased tuition fees. Meanwhile, the police has registered two complaints. One of the accused teachers, Neetu, has been arrested and has been produced before a court, which has sent her to 14 days’ judicial custody. The other teacher is yet to be arrested. The teachers have been booked under Section 354 of the Indian Penal Code (IPC). Neetu has also been booked under Section 31 of the SC/ST Act, as the victim is a Dalit. Significantly, the mother of the Dalit student is a treasurer of the school’s parents teachers association. Her mother told the police that Neetu had stripped her daughter at the behest of principal Shashi Mallick. She alleged the school management was angry with her as she was firm on depositing the fee according to the directive of education commissioner-cum-director general of Haryana School Education. She had visited the school on August 25 to pay the dues. The school rejected her stand and was admant it would go by the increased fee structure and not follow the directive. Seeking action against the principal and the management, parents met Chief Minister Bhupinder Singh Hooda at his camp office in Rohtak yesterday. They later called on the residence of Congress president Sonia Gandhi. Her staff advised them to meet the concerned functionaries of Congress. The Abhibhavak Manch has threatened to hold demonstrations against the principal and the school management at all district headquarters on September 2. The Abhibhavak Manch said as per the July 6, 2009, directive of education commissionier-cum-director general, schools in Haryana would have to meet the extra expenditure from their reserve fund as the salaries of teachers had been increased. If the financial condition of a school was not favourable it could impose a hike of only 10 to 20 per cent in tuition fee. However, there is a provison that school which has submitted the mandatory income expenditure status in Form V1 to the government can increase its tuition fee. The Manch has alleged almost all private schools were not following the norm and had illegally increased the fee by 40 per cent. Private schools, especially in Faridabad and Gurgaon, are behaving as if they don’t come under the rule. The tragic part is that the education department officials are not serious in implementing the directive. Parents in Haryana are being convinced to resort to protest, the Manch added. |

Vinode Gole succumbed to his injuries on his way to Yashoda Hospital in Ghaziabad. Manish has been admitted to the hospital. Vinode and Manish have cloth showrooms in Dadri. Soon after the news spread, traders pulled down their shops’ shutters in the market. Earlier, Vinode Goel was attacked twice. |

American fined for seeking to adopt child for domestic work
New Delhi, August 31 Mr Justice V.B.Gupta imposed a fine of Rs 20,000 on Craig Allen Coates for abusing the process of law and filing a wrong petition challenging the lower court’s order of not allowing him to adopt a child. Coates, who was married in 1984, has two sons and one daughter of his own but wanted to adopt another boy child from India to extend his family. The trial court had last year dismissed his plea, as the reason why he wanted to extend their family was not clear. Coates had then challenged the judgement in the high court. “The appellants are having three children. They are above 50 years of age, therefore need for them to extend their family at this stage, does not sound very convincing. There is possibility that the adopted child may be neglected,” Gupta said. “The possibility cannot be ruled out that the child may be exploited by using him as a domestic help,” he noted, dismissing the plea. — IANS |

Soldiers can use proxy vote to exercise franchise
Gurgaon, August 31 District election officer-cum-deputy commissioner Rajender Kataria said this while replying to the queries of the inmates of Air Force Station here today. Kataria explained postal ballots were sent to serving soldiers after the withdrawal of candidature by contesting candidates. Since there was very less time between the date of voting and the date of counting, only a few ballots were received in time. Due to time constraints, many soldiers posted in far-flung areas were deprived of their right to vote. To overcome this problem the Election Commission of India (ECI) has given the option of proxy voting to serving defence personnel in addition to the postal ballot facility. Besides, defence personnel posted outside their state can also get themselves and their eligible family members enrolled as voters if their tenure of posting has been three years or more at a peace station like Gurgaon. For this, they need to fill form number 13F which can be amended whenever they wish. The DC added when a personnel is transferred from here, his vote can be cancelled and he can get enrolled as voter at his new place of posting. Kataria said the ECI wants to give representation to the defence personnel in nation building along with their tough duty of safeguarding the country’s frontiers. He said that Electoral Photo Identity Card (EPIC) is needed for establishing identity and is valid throughout the country subject to the condition that the voter has his name in the voters’ list. He need not apply for the EPIC afresh. Kataria avowed that a person could apply for enrolling himself as a voter with a copy of the EPIC prepared from anywhere in the country. Mishap triggers violence
Ghaziabad, August 31 The police said Nadeem Khan was riding his bike when he was hit by a truck. The truck driver fled the spot with the vehicle. The accident sparked protests, with residents blocking the National Highway-24. A police team led by sub-divisional magistrate (Hapur) Mahendra Prasad reached the spot and assured the mob of proper action into the matter. But some people pelted stones and started beating the cops and the official, a police spokesman said. The magistrate and five policemen were critically injured and were rushed to a hospital. Heavy police deployment was made in the area to defuse the tension. The police has lodged a case under Section 304(A) for the accident. A separate case has also been registered against 50 people who were allegedly involved in the violence following the accident. Nobody was arrested till late evening. — IANS |
6 die as car falls into canal
Ghaziabad, August 31 The incident took place on Chaudhary Charan Singh Kanwarya Marg. According to eyewitnesses, the car suddenly swerved from its path and fell into the canal and was submerged in the water near Mandpuri village. The police soon reached the site, and with help of cranes and divers the car was pulled out of the canal. However, by that time all the passengers— four ladies and two young men— had died. As per the documents recovered from car, the vehicle was registred in the name of one Pramode and the driving license was in the name of one Sandeep. Efforts are being made to identify the victims. |
Contract killer’s death penalty
New Delhi, August 31 Mani Gopal had murdered the witness, an eunuch, inside the Tis Hazari court premises in 2003 when she was going to record her evidence in a murder case. Geeta Hazi, a resident of Rajouri Garden in Delhi, had allegedly hired Gopal to eliminate Neelam as there was a dispute between them over control of areas for collection of donations and gifts on auspicious occasions. The accused had fired three shots at Neelam, killing her on the spot. The police arrested Gopal instantly and seized the weapon. Hazi had earlier in 2002 allegedly hired another killer to eliminate Neelam. But instead of killing Neelam, the killer murdered another eunuch. However, the court had acquitted the contract killer in a separate trial for want of evidence. A division bench comprising of Justices Pradeep Nandrajog and Indermeet Kaur said: “Keeping in view the fact that the crime committed by Gopal is more than a murder of an ordinary category, we hold that the instant case falls in the category where the appropriate sentence to be imposed is of imprisonment for life with a direction that Gopal would not be considered for being granted remission till he undergoes an actual sentence of 20 years.” The bench said that by killing the witness the accused had “polluted the stream of justice”. The court while converting the death penalty to life imprisonment ruled: “To attract the penalty of death, it has to be established that the case falls in the category of the rarest of the rare. “Witnesses being threatened, intimidated or bought over has been plaguing the criminal justice delivery system in India to such an extent that in the eyes of the public the system itself has come under trial. “The existence of the state is dependent upon a good, effective and efficient criminal justice delivery system. If the same fails, the citizens would settle their disputes in private and the rule of law would cease to exist,” the court said. — IANS |

3 friends drown in Ganga
Ghaziabad, August 31 The five youths were residents of Shalimar Garden, Extension - 1,
Sahibabad. Anwey Rawat (22), along with his four friends-- Hitender Rameela (23), Snehanshu (21), Dhanjay (24) and Veersh Upadhya (22)-- had gone to Garh to celebrate his birthday. They had hired a boat to go to the other side of the river.
Hitender, Anwey and Snehanshu had got down at an island in the river and had told Dhanjay and Veersh to have a trip further, while they would take a bath near the island. But, when Dhanjay and Veersh returned after sometime, they did not find the three friends there. Then they informed the nearby police post. |
