Auto lifters arrested

The Delhi police has claimed to have solved 20 auto theft cases with the arrest of two auto lifters on Friday. The police also recovered 15 vehicles from the suspects. Naresh Kumar and Shabir Ali were arrested at Kalkaji on Friday. The duo was on a motor cycle stolen from Shakarpur at the time of their arrest.

Protect Yamuna flood plain 

New Delhi, September 29
A delegation of environmentalists has expressed concern over the DDA’s plans to commercialise the Yamuna flood plain.

At a meeting with Chief Minister Sheila Dikshit yesterday, they urged the government to save the Yamuna flood plain. Saying that the Yamuna flood plain had potential to recharge ground water, they demanded a halt on the proposed structures in the DDA zonal plan of the Master Plan 2021 in the fragile zone.

Member of the delegation and convenor of an NGO, Tapas, VK Jain said that the area was rich with ground water aquifers and had potential to provide 200 mgd for six months. The value of six months’ ground water extracted would be around Rs 32,000 crore, he added.

The Yamuna flood plain has been shown as a water body in the revenue records, so it cannot be sold as land, S B Singh, member, former Central Ground Water Board (CGWB) said, while citing the DDA zonal plan of Master Plan 2021.

The delegation also expressed concern over pollution in the Yamuna and insisted that the flood plain should be protected under the Environment Protection Act, 1986, so that projects that are not environment regenerating came up on the flood plain.

Former cricketer Bishan Singh Bedi suggested that temporary structure should be constructed on the river plain as was done during Sydney Olympics. The CM has responded positively and has expressed concern over the issues, Jain told PTI. He said that Dikshit had asked them to submit the plan for restoration of the flood plain. —PTI

Cop arrested for murder

Noida, September 29
Two persons including a policeman were arrested in connection with recent murder of Balvinder alias Beli of Salarpur village. Niddu Yadav and Avdesh Yadav, a policeman were arrested here for the abduction and murder of Beli on September 14. The latter had arranged a contract killer from Etawa for eliminating Beli.

The SSP has dismissed the tainted cop following his arrest.The investigating officers also recovered the victim’s wrist watch, gold chain and Rs.5,000 in cash. Another cop, Subash Yadav was also suspended for his involvement in the crime.

In total six persons have been arrested for Beli’s murder, two each from Farukhabad, Shikohabad and Noida. Police are on the lookout for Satpal Yadav whose car was used in the abduction.

According to SP City, Beli was having an affair with Niddu Yadav’s girl friend. Yadav wanted to settle scores with him and decided to eliminate him with the help of his friends.

Beli was served liquor spiked with sedatives at his home and was taken to Shikohabad and murdered. Another policeman who was reportedly a part of the entire conspiracy got himself admitted to Surbhe Hospital near Hoshiarpur village on the pretext of a stomach ailment.

Govt to spend on schools: Sheila

Chief Minister Sheila Dikshit inaugurated a school building at Gazipur village today.

The government would spend Rs 150 crore to upgrade 200 schools in East Delhi. More schools would be opened in different parts of the Capital. “We will try that every school gets sufficient staff and modern equipment,” |Dikshit said.

East Delhi MP Sandeep Dikshit, local MLA and parliamentary secretary to the CM Naseeb Singh and senior officers from the directorate of education were also present She said that government schools in the Capital were striving to acquire excellence to impart purposeful education. She added that government schools performed better than many public schools and their results had shown remarkable improvement during the past years. They were included in the list of the best schools in the country.

She said that the dream of late Prime Minister Morarji Desai was fulfilled today as he wanted to establish a school in Gazipur village.

Sandeep Dikshit expressed his gratitude towards the state government for opening schools in his constituency. Naseeb Singh said that many developmental works had taken place in the Capital, especially in East Delhi, under the leadership of the CM. He added that the Commonwealth Games Village would change the face of East Delhi.

Auto lifters arrested

The Delhi police has claimed to have solved 20 auto theft cases with the arrest of two auto lifters on Friday. The police also recovered 15 vehicles from the suspects.

Naresh Kumar and Shabir Ali were arrested at Kalkaji on Friday. The duo was on a motor cycle stolen from Shakarpur at the time of their arrest.

The police had set up check posts following a tip-off. Both of them were members of an auto lifting gang active in southern parts of the Capital. The police also recovered a country -made pistol from Naresh Kumar. According to the police, they used to steal motor cycles using a master key. The duo was involved in more than 20 vehicle thefts and 15 motor cycles were recovered from their possession.

Robbers held

The East district police has reportedly thwarted a robbery in Mandawali with the arrest of four persons on Friday. Four knives were also recovered from the suspects.

The police team apprehended Jahangir, Rahim, Khokan and Najrul from a children’s park near West Vinod Nagar, while one of their accomplices managed to escape. According to the police, they had raided the park after receiving a tip-off that a gang of Bangladeshi criminals were planning to rob a jewellery shop in the locality.

Show-cause notice to Red FM

Taking serious note of alleged racist remarks against the Gorkha community, the information and broadcasting ministry tonight slapped a show cause notice on Red FM radio asking it to explain by Monday why action should not be taken against it.

“From the sequence of events, it is prima facie evidence that the remarks are in violation of the programme code of air and, hence, the permit holder has been given time till 1600 hours on October 1 to explain why action should not be taken against it,” an official release said.

The stern action followed clashes between fans of Indian Idol Prashant Tamang and locals in some areas in West Bengal sparked by alleged racist remarks by the radio jockey in a programme on September 24.

Citing the agreement with the radio, the release said it was supposed to follow the programme code of air which prohibits any programme attacking communities, anything defamatory and anything against law and order.–PTI

Gautam Budh Nagar SSP has suspended Bhopal Singh, the SI in-charge of Echhar police post in Greater Noida for his failure to prevent broad daylight thefts in El Drado.

A.V. Raja Moli, District Magistrate had visited the society on Friday and stressed the need for increased security. The residents had also pleaded with the DM for setting up a police post in the area. He also assured the residents that he would also take up the matter of setting up a police post with SSP and IG police. He also ordered Kasna police to crack the case within a week.

New gen crimes to be probed

New generation crimes like bio-terrorism and hacking, left wing extremism and security situation in the northeast will come under scanner at a three-day conference of directors and inspectors general of police beginning here on Wednesday.

Besides taking an overview of the national security, the conference will discuss emerging threats to the VVIP security, economic intelligence and various police issues, sources in the union home ministry said.

The conference also aims at devising ways and means for police forces to confront challenges to law and order and national security including terrorism, insurgency, extremism and espionage.

The conference, being organised by the intelligence bureau since 1920, provides a forum to the police leadership in the country to discuss various problems being faced by the police in their day-to-day functioning and ways to make the police more effective, efficient and people-friendly.–PTI

The Delhi high court has refused to quash the appointment of deputy governor of reserve bank of india (RBI) on a petition filed by a senior employee of the bank.

A petition was filed by PK Biswas, an executive director of the bank, alleging that the RBI governor appointed Usha Thorat, who is junior to him, as the deputy governor of the bank in November 2005 in violation of the RBI act.

“It is crystal clear that the process of appointment to the post of deputy governor has gone through the proper channel till it reached the cabinet committee on appointments,” said a division bench of Chief Justice MK Sharma and Justice Sanjeev Khanna.

The bench upheld the single judge’s order that the post of deputy governor is not a promotional post and which had dismissed Biswas’s petition last year.

“It cannot be said that the appointment in any manner is arbitrary or without any jurisdiction,” the bench observed and directed the governor of RBI to have a comparative assessment of the suitability and performance of all eligible candidates at the time of recommendation.–PTI

Implementation of Mandal report dismal: Sharad Yadav

More than a decade and half after the government accepted the Mandal Commission report providing reservation for Other Backward Classes (OBCs) in government jobs, the OBC representation in Central government services remained dismal, Janata Dal-United president Sharad Yadav said.

Yadav made this remark earlier this week on basis of the data collected from the department of personnel and training (DoPT). He asked the government to constitute a joint parliamentary committee (JPC) to investigate the non-implementation of reservation policy and demanded a caste-based census in 2011.

He produced a data table of the DoPT in the latest annual report. The data was collected on January 1, 2005, showing the representation of the Scheduled Castes (SCs), Scheduled Tribes (STs) and OBCs in Central government services.

The then National Front government had accepted the Mandal Commission report and had set aside 27 per cent of government jobs for the OBCs.

Yadav pointed out, “In 1980, the Mandal Commission had found that OBCs have just around four per cent representation in the Group A and B of Central government services. And, the latest annual report of the DoPT states that OBCs constitute just 4.7 per cent of Group A services and 2.3 per cent of Group B services.”

The comparative figures for the SCs and STs, who enjoy reservation since independence, are slightly better.

The SC representation in Group A services is 11.9 per cent as against 12.8 per cent jobs earmarked for them. For the ST that has a quota of 8.5 per cent, the representation is a mere 4.3 per cent, according to the data.

In the C category or Class III services, the representation is just 5.9 per cent for the OBCs and 6.5 per cent for the Scheduled Tribes.

Even in Group D category or class IV employees, there are only 4.3 per cent OBC employees, excluding sweepers. The OBC quota implementation in jobs for sweepers was even lower at 2.3 per cent.

There were only 5.29 per cent OBCs in all four categories put together, excluding sweepers. The figure comes down to 5.21 per cent including sweepers. Excluding sweepers, there were only 18.3 per cent Scheduled Caste employees and for the sweeper category it was 59.2 per cent. The overall Scheduled Caste representation comes to 16.63 per cent for all four groups.

For the Scheduled Tribes, the scene was worse. For Group D, minus sweepers, their representation was just 6.9 per cent with 4.9 per cent of them employed as sweepers. All four groups put together, the figure is 6.43 per cent excluding sweepers and 6.39 per cent for all groups including sweepers.

Justifying reservation for OBCs, Yadav said, “The policy for reservation to weaker sections is meant for their empowerment. But, what is happening is that, even those who are competent to get selected on the basis of their merit in general category are being denied their due. The figures obtained from the annual report of the DoPT is a glaring example of what is happening in the government so far as this policy of OBC reservation is concerned.”—IANS

Mehra will inaugurate the Akhand Charkha Yagya on the same day. Chief Minister Shiela Dikshit will be the chief guest on October 1. Former Delhi health minister and MLA Harsh Vardhan will be the special guest of honour. Leader of Opposition in the Lok Sabha Lal Krishna Adwani will be the chief guest while, commerce and industry minister Kamal Nath will be the special guest of honour, on the concluding day. Deputy mayor Satvinder Singh Bajwa, leader of the House and chairperson of the Gandhi Mela Committee Subhash Arya, chairperson of the standing committee Vijendra Gupta and leader of opposition Jai Kishan Sharma will be the guests of honour on all the three days. Mayor Arti Mehra would preside over the functions.

Mehra said that the main objective of the Mela was to popularise Gandhian values and show their relevance in today’s world. It also aimed at focussing the achievements of the MCD and other government organisations.

Laptops on lap, a neck hazard

New Delhi, September 29
According to a recent survey in Britain people who use their laptops on the floor, in bed or on their laps are likely to develop injuries in their neck, shoulders and wrists. It has also suggested regular breaks are necessary to prevent damage.

The survey by University College London found 57 percent of those surveyed had experienced aches and pains due to laptop use.

One in five had neck and shoulder pains, while 16 percent said they suffered wrist ache and 15 percent said their back hurt, reported the online edition of Daily Mail.

Rachel Benedyk, ergonomist and research team leader has pointed out that on an average, the profiled students used their laptops for almost five-and-a-half hours a day, which was a matter of great concern.

Benedyk said, “University students use their laptops quite differently from school pupils - they want the portability and flexibility of a laptop, but they use them highly intensively in a complex and variable environment.”

Meanwhile sale of electronic notebooks and laptops has soared in India during the recent years. According to the Indian Manufacturers’ Association for Information Technology (MAIT), notebook sales grew by a whopping 180 percent between April and September 2006.

Vikas Gupta, an orthopaedic surgeon at New Delhi’s Fortis Hospital, said, “I get at least four-five patients every week with hand and arm pain due to repetitive strain injury, which is induced by resting wrists against the edge of a laptop. The number of cases has been increasing in the past two years and most of the patients are young executives who use laptops excessively.”

The researchers in London have created a leaflet with tips for students while using laptops. It advises them to choose a laptop with as large and clear a screen as possible (14” diagonal or more). It says one should sit with the laptop centrally aligned with body with wrists in line with forearms, shoulders relaxed and back supported.–IANS

Remembering ‘Neecha Nagar’ of Chetan Anand

Not many know it, but “Neecha Nagar”, a film by Chetan Anand - one of Indian cinema’s pioneers - preceded Satyajit Ray’s “Pather Panchali” by nine years to win the Grand Prix at Cannes Film Festival in 1946. It was perhaps the first-ever recognition of an Indian film at an international film festival.

But while “Pather Panchali” and other Ray films have continued to win acclaim at home and abroad - more abroad than home - “Neecha Nagar”, made during the last phase of the freedom movement (1945-46) with all the restrictions the British could enforce, was never released commercially in India.

The film was the highlight of a three-week long retrospective of films by Chetan Anand at the India International Centre here that ended Thursday.

Viewed six decades later, it carries the impact of that era’s turmoil of a people in the throes of the independence movement. A Gandhi cap-wearing protagonist and his charkha-(spinning wheel) wielding friend were subtle touches that escaped the British censors.

Socialism was very much the flavour and Chetan Anand and his group were part of the Indian People’s Theatre Association (IPTA), a prominent left-leaning cultural outfit.

The film depicted the sufferings and struggles of Neecha Nagar - the name deriving from a low-lying city suburb - against a tyrant who diverts water supply to make profits and then opens a hospital to nurse those stricken by consuming contaminated water.

It had Zohra Segal, who at 94 continues to regale the cinegoer with her ‘youthful’ presence in many a Bollywood film even today.

The film’s heroine and Chetan Anand’s wife Uma Anand, who still has the same tall and slim frame except that she carries a walking stick at 80-plus, has scripted a memorable tribute to her husband - “Chetan Anand - The Poetics of Film”.

The tribute has been turned into a film by elder son Ketan Anand, who has put together a collage of interviews with Hema Malini, Mahesh Bhatt and many who worked with or admired the work of Chetan Anand. Brilliantly anchored by Tom Alter, the 90-minute film was well received by European cineastes recently.

Chetan Anand was the first in the family to move from his home in Gurdaspur, Punjab, to become part of Bollywood, to be followed by Dev Anand. Incidentally, Chetan Anand’s retrospective preceded the release of Dev Anand’s memoir, “Romancing With Life.”

If Dev Anand has recalled 62 years of ‘romancing’ with cinema in his book, Chetan Anand’s films span 32 years of creativity that contributed significantly to the “golden age” of Indian cinema.–IANS

Slimming centre owner denied bail

A woman running slimming centres in posh South Delhi colonies was denied bail today by the Delhi high court, which said the alleged offence of duping a bank and two business associates of over Rs 1.5 crore against her was serious.

Justice Pradeep Nandrajog dismissed the bail application of Neena Gulati and observed that apart from the alleged fraud, she filed counter-cases of intimidation against her creditors to avoid repayment of loans.

Gulati, who ran slimming and fitness centres named ‘Perfect Ten’, has been accused of cheating. The Delhi police has filed three FIRs against her, the prosecution said, opposing her bail application. The first FIR was lodged by the Central Bank of India, from which she had taken a loan of Rs 41 lakh but failed to repay. The second case was registered by a private money lender named Ashok Mittal.–PTI

Chambal ke Sher prey on cops

A letter from a prankster calling himself “Chambal Ghati Ke Sher” and demanding ransom of over Rs.1.1 million in exchange for a missing 17-year-old youth kept the police on their toes for nearly seven months till they found the boy in a Hardwar jail.

The police began searches in March after one Vinay Upadhyaya registered a case with the Najafgarh police station in southwest Delhi stating that his cousin Rama Kant had been abducted outside his house on March 8. The police began investigations and visited several locations in Etawah, Ahmedabad, Baroda and Surat in the process.

“In the first week of June, the victim’s father received a letter that read ‘Chambal Ghati Ke Sher’ and demanded a ransom of Rs.11,510,521 for the release of the boy. The money was asked to be delivered in Etawah,” said Deputy Commissioner of Police (Southwest District) Shalini Singh.

Several teams were sent to Etawah, Ahmedabad, Baroda and Surat, but no clue was found about the kidnapped boy or the kidnappers.–IANS

Prime Minister Manmohan Singh and UPA chairperson Sonia Gandhi released the book, ‘Mr and Mrs Dutt: Memories of Our Parents’ at the Prime Minister’s office here last night. The book published by Roli Books and edited by Nasreen Munni Kabeer is a compilation of memories of Sunil and Nargis Dutt by Sanjay, Namrata and Priya Dutt.

Speaking at the release the book, Member of Parliament Priya Dutt said that she, her sister Namrata and brother Sanjay were proud to have the late Sunil and Nargis Dutt as parents. Priya said, “They (Sunil and Nargis Dutt) were the kind of parents we would love to be for our children.”

The book is “a way of recording what our parents meant for us and who they were as people,” she said. “However, I have to admit that it is not an unbiased account of their life. Our parents meant the world to us,” she added.

Though a long time has passed since the death of her parents, their absence, Priya said was sorely felt by the three of them- Sanjay, Namrata and herself.

“There is no greater sorrow in the world than losing one’s parents,” she said.

Expressing her gratitude to the Prime Minister and Gandhi for agreeing to release the book and congress leaders for gracing the function, Priya said, “It shows the respect and adulation that our parents continue to have and that itself is an honourable experience.”

Speaking on the occasion, her brother and actor Sanjay Dutt said that he was happy and proud to witness the huge support from the Congress leaders.

“It is a very special moment for me. What makes it even more is the presence of Congress president Sonia Gandhi and cabinet ministers,” he said.

Talking to UNI, Sanjay Dutt said that a lot of hard work went behind the book. “During the making of the book, I sat with Priya and Namrata to give my side of the story. Most of the work was done by Namrata and Priya, who put their heart and soul into the book,” Sanjay said.

Sanjay said a touching moment captured in the book was the huge surge of support his family received when his father died. “Witnessing a sea of people outside my house, I suddenly realised how big a person my father was. That moment I felt extremely proud to be Sunil Dutt’s son,” he said.

His friend Manyata accompanied him to the launch of the book.—UNI
