GNIDA lacks reliable security system
Greater Noida, September 26 The atmosphere of insecurity is responsible for most of the dwelling units lying vacant in the residential sectors. Security arrangements have never been as per the master plan prepared by GNIDA. After GNIDA came into being in 1991, Surajpur and Kasna police stations were set up in 1997 when GB Nagar district was carved out. Greater Noida police station has been functioning since 1995. These police stations are responsible for the law and order and security of industrial belt, residential sectors and villages in the area. Besides GNIDA has over 500 security guards and 150 home guards of its own. Only one gate is kept opened at night in each sector which is manned by one gunman and two security guards. About 50 cases of theft have been reported in Greater Noida in the past six months. There are also incidents of loot, murder and abduction. Shortage of policemen is often given as the reason for lack of night patrols in the industrial area. Police strength has not kept pace with the increase in population which stands at four lakh now. There are also industrial units and institutions. But the police force continues to be at the 1997 level. The Greater Noida Authority has put 150 home guards at the disposal of police stations. They are basically used for traffic management at road crossings and sector gates, etc. But not a single criminal is ever caught by these home guards. They are supposed to note down the number of all incoming and outgoing vehicles. All the same, carjacking continues to be a flourishing activity of criminals. In the past six months, 12 cases have been registered while 46 thefts have taken place. Even CEO Greater Noida, P.C. Gupta accepts that effective results have not come out despite expenditures of lakhs on security. "The situation is being reviewed" is all that he can say. |

BSES detects theft in industrial units
New Delhi, September 26 The BSES enforcement team has found that Bhasin Industries, cycle parts manufacturing unit in Vishwas Nagar, was stealing over 50 KW of power by tampering with the electric meter. Initially, when the team raided the unit, the meter was found running slow. But there were no signs of tampering since the meter seals were found intact. The enforcement teams then called on experts from the BSES meter departments who found a tiny device, not commonly found in Delhi, installed within to slow down the meter. The seals were apparently re-fixed after installing this device. According to the provisions of the Indian Electricity Act, a penalty of Rs 20 lakhs has been imposed on Bhasin Industries. In another such case, over 50 joint contingents of the BSES enforcement wing, the CISF and the Delhi police raided 10 different locations in Sewak Park, Vikaspuri and detected over 64 KW of power theft. All of them had been indulging in direct power theft by hooking onto the nearby BSES LV Mains. Two of them were medium-sized manufacturing units while the rest were domestic users. |

Walia to take steps to solve power problems
New Delhi September 26 "We have had a positive start to our interactions with the minister and we have no reason to believe that he will not do what he has promised to do," said Sanjay Kaul, outlining the five points of key importance to consumers in Delhi ranging from the issue of meters, theft cases, power cuts, tariff and the role of DERC and discoms. "The minister has made an effort to see our point of view and we are willing to afford him the next week or ten days that he has asked for to take substantial action," added Kaul. One of the key demands is the strengthening of the redressal mechanism that consumers find 'blatantly biased' towards discoms. "The minister has promised that he will activate a new regime that is sympathetic to the condition of consumers and we are keenly looking forward to the steps he will take," said Anil Bajpayi of Gandhinagar RWA. Other RWA members who accompanied Kaul were Atul Goyal, Vijay Raghavan, N.N. Mishra, who are all zonal coordinators of United RWAs Joint Action [URJA]. Earlier in the day, residents of colonies in Garhi, East of Kailash, Sant Nagar along with Kotla, Lado Sarai and Mehrauli gheraoed the BSES head office in Nehru Place to protest arbitrary power cuts in these areas which were being explained as 'punishment cuts' for areas where there was reported to be high incidence of theft. "We are amazed that this ridiculous, illogical and illegal argument is still being used by discoms to justify power cuts when everyone from the power minister to the power secretary has rejected the basis," said Wing Commander J.S. Chadda, general secretary of the RWA federation of East of Kailash. "When we put this to the CEO of BSES, they had no answer," said S.S. Chauhan of the Garhi RWA. After a crowd of over 100 people collected outside the BSES Office, the CEO of the company asked for a representation from the members and it was laid out before the discom that residents will take direct action if the power cuts did not stop. Atul Goyal, who was part of the delegation that met the discom chiefs, said that area RWA chiefs had served an ultimatum to the discom that unscheduled power cuts would not be tolerated. |

Ban on roadside meat sale likely
Noida, September 26 They have built meat and vegetable markets in Sectors 31, 62 and 110 where these vendors will be allotted a kiosk or a stall. A meeting in this regard was held between Noida Authority officials and Additional DM (Finance). Noida Authority had drawn a plan in 2001 for setting up a mart for mutton sellers and for beautification of the town. As many as 927 vendors have been shortlisted but as only 827 kiosk or platforms are available in the markets constructed so far, another market will need to be constructed for the 100-odd sellers who could not be accommodated at present. Noida Authority officials said a court order has asked the district magistrate's office to draw a list and allotments may be made to the meat sellers as per this list. In the list, 270 vegetable sellers, 78 mutton sellers and others were included who will be shifted to Sector-62 market. The ADM said equal number of sellers will be allotted kiosks/ platforms at each of the three marts and has proposed an additional market for the rest of the 129 vendors. Allotment will be made on the basis of a lucky draw, the ADM added. |

Designer kurtas for BA crew members
New Delhi, September 26 The new uniform, launched here, replaced the current sari from Wednesday itself. Bal has also designed a sari that will be worn only during special promotional events. "Based on the feedback of our female crewmembers we felt that it was essential that our staff were able to have a new uniform to replace the traditional sari that is equally elegant and chic as well as comfortable and practical," said Nilufer Charna, International Cabin Crew (ICC) base manager (South Asia), British Airways. "It took a lot of time for the girls to drape the sari and it wasn't easy for them to bend. They wanted to opt for something that is easy to wear and maintain," said Lorena Castelino, ICC manager (World), British Airways. Designer Bal felt that nothing could replace India's traditional garment, the sari. "The USP of my collection is the sari that I have designed because no matter how forward we move, our tradition will be our priority," said Bal. "However as we become global we have to understand the global needs and be more practical. Indian women are as international as other women in the world and they want to be comfortable just like everyone else the world over," he explained. Incorporating the key elements of the western uniform designed by fashion designer Julien Macdonald, Bal has created a red kurta, navy blue sherwani, straight fit pants and a red sari with a geometric abstract print in shades of red, blue and white. It took three years for the style guru to come up with the collection, which was showcased by the cabin crewmembers on the ramp. "It took me sometime to create a new look that doesn't completely take away the original one. It was a completely different experience and there were so many things to be taken care of”.

Fashion designers come in duos and trios
New Delhi, September 26 The 10th edition of the Wills Lifestyle India Fashion Week (WIFW) held here earlier this month witnessed 13 designer duos and a trio showcasing their collection on the ramp--out of the total 30 shows. "The fashion industry is extremely demanding and one is constantly under extreme pressure to perform better. Hence teamwork always yields great results," Alpana of the label Azara, by the creative duo Alpana and Neeraj, told IANS. "It is no more one person's job, as there are so many things other than designing clothes, which need equal attention. When work is divided logistics are managed quite well," said Ashish of the label Virtues belonging to the designer trio Ashish, Viral and Vikrant. "Moreover, a team can formulate better marketing strategies resulting in customer satisfaction. For instance, these days buyers do not want an assistant to deal with them. They need personal attention that is possible only when there is someone to take care of the rest of the things," he maintained. Division of work not only brings more professionalism but also averts any kind of distraction for the one handling the designing element. "My sister Shruti handles the marketing part and I do the designing. I can't imagine working without her because if I have to take care of other things, when will I design clothes? And my creativity will be reduced to zero," said Kamaali of the duo Kamaali and Shruti. "It is a round-the-clock job and we stay together so we take our work home and then complete it, which affects our productivity positively," echoed Shruti. Interestingly, most of the designer duos including the likes of Shantanu and Nikhil, Ashima and Leena, Falguni and Shane Peacock, and Meera and Muzaffar Ali, are either relatives or couples. "You will see most of the duos are relatives and if not, then they end up marrying each other because the industry is extremely demanding and the burnout rate is very high. It is the compatibility and trust amongst partners and the emotional support that keeps the ball rolling," explained Kamaali. "Anybody who is in a creative field will have immense emotional highs and lows. To handle that you need someone who has the same wavelength as yours and whom you can trust completely," explained Harpreet of the label Kabbalah by Harpreet and Narula. No matter how well the partners gel, all of them agree that arguments are bound to occur--although the end results are usually favourable for the business. "Different human beings think differently so arguments will happen. In our case we have loads of differences of opinion while working on a collection but when we reach a conclusion the designs that come out are unique," Falguni maintained--IANS |

No time limit on reservations, SC told
New Delhi, September 26 "No time limit can be fixed for the measures of social engineering," it stated in defence of a law that granted 27 per cent reservations for other backward classes in centrally run higher educational institutions. The government made the assertion in a bulky written argument submitted to a five-judge constitution bench, headed by Chief Justice K.G. Balakrishnan, which is examining the constitutional validity of the law hiking caste-based reservations by 27 per cent. The bench began hearing the government's defence of its quota-in-education law Tuesday, which went on till Wednesday. The government's assertion comes despite the fact that the constitution makers originally envisaged 10 years as the time limit for any affirmative action by the government. "It is submitted that conceptually there cannot be any time limit imposed for the policy of reservation in admission (to educational institutions) or in employment," solicitor general G.E. Vahanvati told the bench in his 94-page written submission. Making a strong pitch for 27 per cent reservation for Other Backward Classes (OBC) students, Vahanvati said: "It cannot be forgotten that reservations in central government educational institutions are sought to be introduced for the first time after 57 years of the country becoming a republic."—PTI |
