Minor alleges gang rape
New Delhi, September 20 The victim, a Class six student and resident of Kusum Phari in Vasant Kunj area, lodged a complaint with the police against her neighbours Naveen, Rajan and Rajkumar. She has alleged that they took her to an unknown location in Naveen's car on the pretext of dropping her to the school on September 5. "They took me to some office and offered some drink. After drinking I fell unconscious and they raped me. When I gained conscious they told me that they have recorded the act. They threatened me with dire consequences if I told anyone about it," the victim said in her complaint to the police. Deputy Commissioner of Police for southwest district Shalini Singh said a case has been registered and investigations are underway. "We have sent the girl for medical examinations. We are questioning the accused about the victim's allegations of video recording. We will arrest them after getting the medical reports," Singh said.

Robbery case solved
New Delhi, September 20 The false case was registered by the accused to misappropriate the cash of the employer. One of the accused registered a complaint regarding robbery in his house in Naya Baans yesterday. He alleged that he was robbed of Rs 80,000 at a gunpoint. Following the complaint, the police reached the spot and found Santosh and Ram. Santosh used to work with a finance company and used to recover money. On September 18, Santosh had kept Rs 80,000 in his house, but when he and the other accused woke up the next morning, some people entered his house and took the money on a gunpoint. Sources were deputed to investigate the matter and it was learnt that the accused persons were making up a story as complainants. Later, they admitted that they were misappropriating the scene and the robbed amount was lying at a friend's place. The stolen amount has been

Electoral office to open 70 photo I-card centres
New Delhi, September 20 Delhi Chief Electoral Officer Satbir Silas Bedi said that the eighth VREC in the series was commissioned in 70-Baljeet Nagar assembly constituency at community centre, Bagh Kare Khan Road, Kishanganj today. The ceremony was presided over by principal secretary (revenue), Delhi. The first electors' photo identity card (EPIC) was made for a young elector of the constituency, Hemlata Pawar of Daya Basti, New Rohtak Road. She said that efforts were being made to commission such VRECs in the remaining constituencies at the earliest. According to sources, the work of establishing such centres would be completed by the end of 2007. The Chief Electoral Officer said that the VRECs were being equipped with the required information and infrastructure including electoral rolls, forms, touch screens and the EPIC preparation facilities. The VRECs would be responsible for producing a clean, realistic and truly representative electoral roll of the assembly constituency. An Assistant Electoral Registration Officer would head each VREC. Permanent staff, exclusively for election-related services would assist him. She said that the VREC would be the co-ordination point for booth level officers (BLOs) in the assembly constituency and, officers were being appointed for each of the 9,246 polling booths in the Capital. Addressing the BLOs, principal secretary (revenue) described their duties as important in the process of a clean and realistic electoral roll of the polling booth. He said that they must see that the eligible citizens found a place in the electoral roll whereas, those who are not eligible due to shifting, death etc must not feature in the electoral roll. He added that the BLOs were the interface between the citizens of the area and election officials. |

DU molestation case: Three cops suspended
New Delhi, September 20 "One SHO of the Mukherjee Nagar police station and two head constables have been suspended," said Rajan Bhagat, PRO, Delhi police. NCW chairperson Girija Vyas had summoned both Delhi police commissioner and Delhi University vice-chancellor, yesterday after learning about the police reluctance to register FIR in the case. Vice-chancellor, Deepak Pental has been asked to take immediate measures to ensure proper functioning of the committees against sexual harassment in the university colleges. Two FIRs have also been registered on the incidents of sexual harassment by aspiring policemen on last Sunday. However, the students protesting against the incident are asking the authorities to declare the police test null and void. Girl students of the IP College had protested yesterday against the vice-chancellor and Delhi police demanding action against the molesters. |

CPM demands strict action against molesters
New Delhi, September 20 Aspirants of the police entrance examinations had molested some DU girl students. Most of the victims hail from the North East states. Reportedly, these students have been "soft targets" in the recent instances of sexual abuse. Describing the callousness of the police in the matter as shocking, general secretary of the CPM Delhi State Committee said that the Mukherjee Nagar and Maurice Nagar police stations refused to register complaints against the suspects. Grewal alleged that the DU vice-chancellor had also adopted a casual and "insensitive" attitude to the crime perpetrated against the students of the university. Despite three days having lapsed since the incident, no official condemnation has been received from him. Describing the current situation as unacceptable, Grewal said that the police and university could not be allowed to get away with such criminal negligence and callousness. |

Vyapar Mandal forces closure of Reliance outlet
New Delhi, September 20 The protest comes days after, Uma Bharti leader of the Bharatiya Janashakti Party in a letter to Mukesh Ambani, chairperson of the Reliance retail parent Reliance Industries Ltd, asked the closure of Reliance stores in Madhya Pradesh within two weeks or face the fury. The Reliance retail has emerged as a soft target for people against the entry of firms in retail in states like Uttar Pradesh, Madhya Pradesh, Kerala, Jharkhand and West Bengal. Last month, Uttar Pradesh Chief Minister Mayawati had ordered the closure of Reliance fresh stores to gauge the impact of modern retailers on unorganised businesses. Reliance was also forced to postpone the opening of its stores in Kolkata, following opposition from a ruling coalition partner, the Forward Bloc. The nation wide backlash against modern retailers has forced other firms such as the ITC Ltd to leave the expansion plans. |

'Higher education has expanded manifold'
New Delhi, September 20 Thorat said, "Higher education in India has expanded manifold during the past six decades. The number of universities in the country has increased from 20 in 1947 to 378 whereas colleges which were only 500 at the time of independence have gone up to 18,064. This increased institutional capacity has improved access to higher education and the enrolment ratio has increased from less than 1% in 1950 to about 10% in 2007. However, this is simply not enough when you compare it with the developed world". In a discussion on 'Expansion of higher education' at the conference, Prof Prabhat Patnaik from JNU and the UGC resource person at the discussion mentioned that, "currently there is a paradigm shift in higher education. All previous reports of Kothari and Ramakrishna focused on building a nation. Now, we have to cater to the expanding job markets. If public education fails, private parties will take over. This is because of a boost in our economy. We have many private universities coming up". Patnaik referred to the increase in gross enrolment ratio saying that, "increase is an excellent idea and is part of a larger social objective. This means there should be an opportunity for everybody who has the potential and skills. Those who are not accepted at one point of time should be accepted at another point of time. This is the key democratic idea". Patnaik added, "The policy of islands of excellence is not a good policy as it introduces dualism. The base of the higher education system needs to be widened." He said, "The best talent is not coming to the academic sphere. A correct re-assessment needs to be done for teacher salaries and an increase is very important. The knowledge commission proposes differentialism which is not a good idea." |

5-year RI for giving false evidence
New Delhi, September 20 Additional sessions judge Deepa Sharma held Meera guilty of offences under sections 193 (giving false evidence in judicial proceedings) and 195 (giving false evidence with intent to procure conviction of an offence) of the Indian Penal Code (IPC) and also slapped a fine of Rs 1,000 on her. According to the prosecution, Meera, the prosecutrix had extorted money from Sunil Kumar, Surinder Kumar, Sandeep and Hari Om against whom she had lodged an FIR at the Pahar Ganj police station .During the trial of the case, she allegedly extorted a sum of Rs 30,000 from the accused by saying that if they wanted to avoid conviction they should pay the money.Later on when Meera was giving her deposition statement on April 13, 2004, the accused gave a written complaint to the ASJ stating that their family members have paid Meera in order to avoid conviction—PTI |

Man gets RI for kidnapping minor
New Delhi, September 20 Additional sessions judge Pratibha Rani held Pradeep guilty of kidnapping the 16-year-old-girl from her Patel Nagar residence here. The ASJ held him guilty under section 363 (kidnapping) of the Indian Penal Code (IPC) and also slapped a fine of Rs 1,000 on him. According to the prosecution, on August 4, 2004, the accused, Pradeep, had allegedly kidnapped the girl and taken her to a vacant house in Patel Nagar. |

Brisk sale of rail tickets at petrol pumps
Noida,September 20 On an average each counter has crossed a 100-ticket mark per day since September 1. Some of the petrol pumps are increasing the strength of their staff and installing more computers to cope up with the rush. According to Kamal Kalsi of Dolly petrol pump in Sector-21-A, "our customers are happy with this facility". He added that every third day the server goes down which affects the sale of tickets. Mr. B.K. Tripathi of Sector 21 felt this facility should be introduced at all petrol stations and large stores in the city. |

Noida Authority fined
Noida, September 20 To provide relief to the allottees, the forum has also ordered the authority to issue the allotment letter immediately. Besides, the authority should pay Rs. 10,000 as compensation for mental torture and Rs. 2,000 as case expenses. Vinode Kumar, a resident of Sector-73 had got the allotment of Plot No. 36 in Sector-72 in March 2002. He had deposited 70 per cent (Rs. 5,77,500) of the plot price. He was given the physical possession of the plot. When Vinode Kumar asked for an allotment letter, the Authority demanded Rs. 32,822 as late fee, Rs. 21,058 as interest on late payment and Rs. 10,5564 as location related interest. The allottee's pleas to the Noida Authority were in vain. He moved against the Noida Authority's senior accountant in a consumer court. The court found the authority deficient in service. |

New Delhi, September 20 She said, "Unbridled construction on the Yamuna and acquisition of the riverbed for the Games Village is an indication of commercialisation of the Yamuna river bed, as along with the village, a shopping mall and metro station are coming up too." "The Games aim at making the condition of the poor and underprivileged even more miserable while, allowing capitalists, particularly the real estate players, prevail over the Capital," she asserted. Saying that the event would take a heavy toll on environment, she added that besides pollution, the Games would cause the destruction of the Yamuna flood plain.
"When you mess around with the natural flood plain, you destroy the natural irrigation systems and the natural fresh water discharge capacity," she said. |

Boy beaten up: HC notice to police
New Delhi, September 20 Justice S.N. Dhingra asked the police to file a status report after probing the incident in which three persons had beaten up Mohit in Dwarka, southwest Delhi, on the evening of August 9. The court fixed February 7, 2008 as the next date of hearing. Advocate K.C. Mittal, appearing for the complainants, submitted that 'police control room' (PCR) vans have been stationed at various strategic points of the Capital to prevent crime, but most policemen do not come forward to act in case of emergency. Advocate Rakesh Lakra in a petition alleged that while Mohit was beaten up, the police officials in a nearby PCR van did not intervene and even allowed the attackers to flee after taking a bribe from them. Mittal said: "In the present case, when some lawyers came forward to protect the boy who was being beaten in the presence of the police, the lawyers themselves were also beaten by these persons. "Unfortunately the PCR officials who were present at the spot miserably failed to take any action," he added—IANS. |

Three more suspected dengue patients
Noida, September 20 Their blood samples have been sent to National Institute of Communicable Diseases (NICD) Delhi for IGG tests. However, all of them were suffering from dengue, according to tests conducted at the Noida hospital. V.K. Kanaujia, Chief Medical Officer (CMO), confirmed that two patients admitted to a private hospital were outsiders, while the third is a Noida Authority employee. The patients can be considered suffering from dengue only on confirmation of their blood test reports by the NICD, since dengue tests conducted by private hospitals are not recognised. The CMO has asked people to remove stagnant water from coolers and other places in the vicinity of their houses or take steps to prevent the breeding of mosquitoes. He also added that people should immediately consult a doctor in case of fever. |

TV channel reporter ends life
Noida, September 20 She had joined the channel about a year and a half ago. The police have recovered a suicide note from her room in which she has accused four senior officers working in the channel for harassing and exploiting her. Twenty-three-year-old Priya Singh was a reporter in a Delhi-based private TV channel, "NCR news". She had also anchored some of the programmes. She was sharing a rented room with Ms Tanuja who worked in a software company in A-38, Sector-19, Noida. When Tanuja returned to their room at 7 pm on Wednesday, she found Priya Singh hanging from the ceiling fan. She informed the police who have taken possession of the body and informed her family in Patna. Her father Baban Singh is an armyman currently posted in Jammu. SP City Paresh Pandey said police have registered cases of abetment to suicide against all those whom Priya Singh had accused of exploiting her in the suicide note. A police team has been sent for the arrest of the accused TV channel bosses, SP City added. |

New Delhi, September 20 Stating that she was honoured by the Gujarat State Sangeet Natak Academy awarding her the honour in the field of dance, the Kathak exponent said in a hard-hitting statement: "I am unable to accept this award because I do not believe in the policies of the current government in Gujarat and its actions. Since the award is given by the state government, I cannot, in all conscience accept it." She went on to say: "Art is all-encompassing and it obliterates all divisions. It removes our self-made, self-imposed barriers of caste, class, language and community. "It is like a fragrance that travels equally through a gurdwara, a church, a temple and a mosque. It is this space in which the breeze of freedom, of equality and of universality can easily flow." In a sharp indictment of the Gujarat government, which has been blamed for the communal polarisation of the state where at least 1,000 people, mostly Muslims, were killed in the 2002 sectarian violence, the Delhi-based artist asked: "Can one celebrate true art through violence? Can one recognise art through oppression? Can one award art through narrow-minded blinkers?" She said she was proud to be an Indian and an artist. "But with humanity and the essence of Indianness and art having been so violated, degraded and dishonoured by the very state government that is offering me this honour, I find it impossible to accept. "I am sure my fellow Gujaratis, who share my feelings, will support my decision." New Delhi, September 20 The court exonerated Sandeep on charges under IPC Sections 494 (marrying again during the lifetime of husband or wife), 363 (kidnapping) and 366 (kidnapping for marriage). The girl's father had lodged a police complaint in 2003 alleging that Sandeep, who was married to one of his daughters, had enticed his second daughter. However, the girl, in her testimony, stated that Sandeep's mother performed black magic on her, forcing her to go with him. Lovers consume poison in Delhi
New Delhi, September 20 Neelu, 20, and Khushboo, 17, both residents of Sangam Vihar area, were Wednesday rushed to the All Indian Institute of Medical Sciences (AIIMS) separately by their parents after they reportedly consumed poison. According to police sources, Neelu, who worked as mechanic, came to his house around 3.00 in the afternoon and after having lunch complained of severe stomachache. He was rushed to the AIIMS, where he died three hours later. Khushboo, who broke her Ramadan fast in the evening, also reportedly consumed poison and was admitted to the same hospital. She died after battling for life for two hours. The police swung into action after an unknown caller informed them about the incidents Thursday morning. By that time the two victims' parents were preparing for their funeral and taking the bodies for the last rites. The police have taken both bodies into their custody and sent them for the post mortem examination. "We are awaiting for the medical reports to know the cause of the deaths. But preliminary investigations point towards a love affair and the duo might have ended their lives in consultation with each other," said a senior police official.—IANS |

Notice to Delhi government on women living on streets
New Delhi, September 20 A bench headed by Chief Justice M.K. Sarma asked the ministry of social welfare to state the steps taken to rehabilitate women on the streets. "How many homes are there in the Capital for such women?" the court asked the government while castigating them for being insensitive to the problems of such destitute. It asked the government to frame a policy for the resettlement of such women. Advocate Surat Singh had informed the court on September 12 that more than 2,000 girls like Nagpal were spending their lives on the streets of the city. "Inform us the steps taken by the state government to rehabilitate these people," said the court. Nagpal, 32, who once walked the ramp for top designers, was found by a photojournalist begging at a market in a posh south Delhi locality a few days back. The Delhi Commission for Women (DCW) swung into action and took her to the VIMHANS Hospital, where doctors diagnosed her as suffering from fear psychosis. Daughter of a navy officer, Nagpal graduated from Lady Shri Ram College. She left home in 1990 and took to full time modelling.
