New Delhi, September 15 Describing Delhi as a metropolitan city, she stated that efforts were being made to turn it into a model metro city. The Delhi government has taken up a number of developmental projects. The Centre has released an amount of Rs 265 crore for the construction of low-cost houses here. A total of Rs 1,500 crore would be made available for this purpose. Further, Gandhi exhorted the Delhi government to continue the developmental work and not heed to unjust criticisms. Complimenting the roles of the Delhi government, DSIIDC and Centre for giving shape to the Rajiv Ratna Awas Yojana, the UPA chairperson stated that governments were meant for the welfare of the people. The poorest of the poor, families living below the poverty line, residents of the JJ clusters and slum dwellers would be provided with low-cost houses in the coming years. After inspecting a sample dwelling unit, Gandhi stated that poor families would be allotted such houses on easy installments and new technologies would be used to construct them. They would have all basic amenities, she said. Efforts are on to overcome the difficulties of water and power supply in the Capital. Delhi comes under the 63 cities in the country that have been identified under the JNNURM programme launched by the Prime Minister. Gandhi also planted a sapling in a low-cost house complex and laid the foundation stone for the construction of 50,000 houses under the first phase of the Rajiv Ratna Awas Yojana. While welcoming the UPA chairperson, Chief Minister Sheila Dikshit said that the JNNURM programme had helped in the formulation of the Rajiv Ratna Awas Yojana in the Capital. Many people were forced to settle in the JJ clusters and unauthorised colonies, due to the lack of adequate housing facilities. One lakh low-cost houses are to be constructed within six months. Dikshit added that low-cost houses with plinth area from 25 to 30 sq meters in four- storeyed complex would cost around Rs 2
lakh. The houses with the ownership rights would be allotted to the families of the weaker sections. The units would have two rooms, one bathroom and one kitchen. Each allottee would be entitled for a grant of Rs 1 lakh, under the JNNURM programme and, the rest of the money would be arranged through banks. They would be offered loans at the lowest rate of interest. The houses would be airy, quake-resistant and would have rain-harvesting facility. The complex of the houses would have parks, schools, shops, facilities of 24 hours supply of water, electricity and public transport system at the doorstep. Residents would have employment opportunities, as the world’s largest industrial estate, Bawana would be at a stone’s throw. The government would intensify efforts to link the localities with services of the Delhi Metro. Union urban development minister S. Jaipal Reddy described the Rajiv Ratna Awas Yojana as a milestone. |

Another teacher accused of running flesh trade
New Delhi, September 15 A case was registered in the Hauz Khas police station against a teacher from Gargi Sarvodaya Kanya Vidyalaya, for purposely failing one of her students, when the complainant refused to give in to her intentions. The girl’s father has accused the teacher of running a prostitution racket in the school. However, the colleagues of the accused have denied any such possibility. Officials from the Delhi government education department also visited the school to investigate the matter, after a complaint was registered against the teacher. |

New Delhi, September 15 Additional chief metropolitan magistrate Alok Aggarawal enlarged her on furnishing of a personal bond and a surety of Rs 20,000 each. Rashmi was allegedly persuaded by the main accused Prakash Singh to act in the video, on the pretext of providing her a job in Janmat news channel. The crime branch of Delhi police called it a fake operation in its report and denied any role played by Uma Khurana. |

Jewellery looted near police post
Ghaziabad, September 15 The showroom was splattered with blood, apparently as some of the intruders had been injured with glass splinters, etc. the police said. Many empty jewellery boxes were found scattered in park behind the jewellery show room. Bloodstains were found there also, but even dog squad could not trace the criminals. Some neighbours who noticed the twisted shutters of the jewellery showroom informed the owner, Atul Garg on Friday morning. The intruders had broken a thick glass door behind the shutter to enter the shop. The thieves had even tried to break the strong safe, but could not succeed. Most of the jewellery was kept in this safe. SP city, Vijay Bhushan said fingerprints and blood samples have been lifted from the shop. Earlier, the residents of Shastri Nagar had jammed the traffic at crossing in protest against the robbery and failure of police to reach the spot even six hours after they were informed of the loot. Office-bearers of traders association were the first to reach the spot, who blamed the police and other authorities of inefficiency and demanded the removal of the SO Kavi Nagar police station. They alleged that the police were only concerned with collecting illegal gratification from shopkeepers, cart-pullers and small-timers on pavements. Even the police post in-charge was missing after the incident, traders told SP City. Criminals have targeted many institutions, shops during the past fortnight, angry people said. |

Man goes missing, parents get ransom calls
Ghaziabad, September 15 The callers say they work for a dreaded criminal lodged in Saharanpur jail. The car of the missing youth was found abandoned in Hardwar a few days ago. But even senior police officers are dismissing the pleas of the parents that their son has been kidnapped. The man, a resident of Bhambota village under Kavi Nagar police, had set out on July 25 in his car to purchase some dresses for his kids. Nothing has been heard about him ever since. The family had lodged a missing report with police. But a phone call received by his brother last week changed the whole scenario. The brother was told by some people who claimed to be close to a dreaded criminal lodged in Saharanpur jail that his brother was in custody of their gang and could be set free when the ransom amount is paid to them. While criminals are continually demanding ransom on phone, the police are taking no action though senior police officers have been apprised of the ransom calls and threats. The parents feel that their son is somewhere in Saharanpur area as his car had been recovered from Hardwar. SP City Vijay Bhushan however says that police have some clues and hope to recover him soon. The police feel that he has not been kidnapped. “The man appears to have gone underground due to some family dispute,” SP City added. |

Youths get 7 years in
jail for robbery
New delhi, September 15 Additional sessions judge S.P. Garg awarded four years jail term to their associate for his complicity. The offence committed by the convicts is highly grave and serious. The convicts pretended to be workers from a gas agency to get entry in the house of the complainant, Shahzad and, thereafter, on the point of deadly weapons committed robbery. The judge stated in a recent order. The three accused— Saleem, Sonu and Haseen Ali, hailing from a village in Uttar Pradesh had entered the house of Shahzad in the New Friends Colony on March 9, 2006. They had told his wife that they were from a gas agency and had come to inspect and repair the gas.. Initially reluctant to open the door, Shahjad’s wife fell into the trap, when the accused lured her by saying that they would repair the gas free of cost. As soon as the trio entered the house, two of them, Saleem and Sonu, took out a knife and a pistol and snatched a gold chain and bangles from her and robbed Shahjad of over Rs 8,000. Hearing the noise, some of the neighbours gathered outside Shahzad’s house and nabbed Ali and Sonu while, Saleem succeeded in decamping with the booty. However, the police apprehended Saleem from his native place in U.P. at the instance of his arrested accomplices. Relying on the testimonies of Shahjad, his wife and other witnesses, the court sentenced Saleem and Sonu to 7 years in jail, for using deadly weapon in the offence while, Ali got four years of rigrous imprisonment, for his involvement in the crime.

Faridabad, September 15 The victim has alleged to the police that she was forcibly lifted by the four accused in a car while she was out to meet a friend in Sector 3. The incident occurred on Tuesday. According to her complaint, she was taken to a field and gang raped. The four are now threatening to liquidate her. No arrest, however, has been made so far. |

Rabies claims 20,000 lives every year
New Delhi, September 15 “Rabies kills 20,000 people in India every year and is virtually 100 per cent fatal, if appropriate and timely treatment is not taken,” the ministry stated in a press release. Rabies is mostly transmitted by the bite of rabid dogs, but it can also spread by the bite of a rabid cat, monkey and other animals. According to the data available with the World Health Organisation (WHO), nearly 55,000 people succumb to rabies, mostly caused by dog bites. Of this, Asia accounts for 31,000 deaths- a majority of them from India. The global health body remarked that an estimated 10 million people were treated each year, after being bitten by dogs. Of these, 1.8 million received the treatment in India alone. Since over 90 per cent of the rabies cases are due to a dog bites, India needs to vaccinate dogs. The ministry informed that safe and effective anti-rabies vaccines were available in the country and facilities for animal bite management were available in anti-rabies treatment centres across the country. In an advisory, the National Institute of Communicable Diseases (NICD) said that in case of an animal bite, victims should not touch the wound with bare hands and avoid irritants like- soil, oil, herbs, chalks and betel leaves. The NICD advised the affected people to apply some antiseptic cream and visit a hospital, as soon as possible. — IANS |

MCD to grant licences to trades
New Delhi, September 15 Vijender Gupta, chairperson of the standing committee said that licences would be issued to traders, only if they had deposited the conversion charges with the MCD. These licences would be subject to the outcome of the court case titled M.C. Mehta v/s the Union of India and others pending in the Supreme Court. Under Section 417 of the DMC Act, licenses might be granted to 24 trades that the Supreme Court has allowed to run in shops of 20 sq meters at the ground floor in residential areas, in authorised as well as unauthorised colonies. Gupta expressed hope that the new policy would save traders from harassment and corruption. |

GNIDA plots fetch record bids of Rs 350 cr
Greater Noida, September 15 This property boom in GNIDA area is being linked to the approval of prestigious projects like an international airport, Night Safari, Taj Expressway, etc. When tenders for commercial plots were opened in Greater Noida Authority on Friday, a new high in property prices, touching the skies, was seen as plots were sold at Rs 44,444 per sq mtr- setting new landmarks in prices of land in Greater Noida area. The GNIDA was richer by Rs 350 crore at the end of the day in the process for plots spread over 18 acres. GNIDA had announced a commercial scheme on August 1 comparing 9 plots of 12,000 sq mt to 18,000 sq mt land in Alfa, Bita and Delta sectors for which many reputed builders had submitted their tenders. The highest bid for four plots in Bita-2 and Alfa–2 sectors was submitted by Gurgaon-based Ambiance Company at Rs 44,444 per sq mt, beating other contestants in the race. All these four plots were annexed by M/s Ambiance Company. |

Makeover planned for Red Fort surroundings
New Delhi, September 15 According to the proposed Comprehensive Research Conservation Plan (CRCP), the area around the 17th century Red Fort, always crammed with vehicular traffic, will be decongested to allow free movement of tourists by constructing more subways and underpasses. Also on the cards are an underground ticketing facility, eating joints, shops, waiting lounges and information centres for the tourists. “All the proposed facilities have been planned underground so that the view of the Red Fort is not obstructed while easing out the traffic in the area and making for a comfortable visit for the tourists,” Abhimanyu Dayal, urban designer and architect who is a part of the project, told IANS on Wednesday. In a bid to decongest the surroundings and facilitate free movement of the pedestrians and vehicles, it is also proposed that there will be no traffic signal in the entire area. The plan also proposes to link monuments like Red Fort, Jama Masjid, Chandni Chowk and Fatehpuri Masjid. The roads will be widened and underpasses will be constructed instead of flyovers, which obstruct the view of the monuments. Two subways are proposed to link the Red Fort with Netaji Subhash Marg and Chandni Chowk to facilitate easier pedestrian movement in the area. Additional parking space is also being planned for visitors near the Delhi Gate, apart from the existing facility, where a visitor can park the vehicle and take the battery-operated ferry service towards Chandni Chowk. These measures are aimed at making the quintessential Old Delhi neighbourhood, adorned with historic monuments, more tourist-friendly. — IANS |

New Delhi, September 15 The last date for receipt of nomination papers is September 21 and scrutiny will take place on the same day. The publication of the duly nominated list of candidates will follow on September 21. A note from the university states clearly that if nominations have to be withdrawn then it will have to be by September 22 and the publication of the final list of candidates will follow on the same day. Counting of votes will take place immediately after the polling. Prof Gurmeet Singh from the department of chemistry has been appointed election officer and Prof J. M. Khurana from the same department and Dr Rajesh Tandon have been appointed returning officer and additional returning officer, respectively. |

New Delhi, September 15 The course is likely to begin from the next academic year. As per the plan, the Hindu Rao Hospital will provide infrastructure for the course while, Indraprastha University will award the degree. The classes will be held at the school of nursing. “We had started talks with the IP University in June but, we got a confirmation from them on September 3. Though we wanted to start the course from this academic year, we would be able to do so from the next academic session,” informed Rajiv Bhagi, chief medical officer. |
