Fatehabad, September 15 The woman, a newlywed, had come to the private surgical and gynaecological hospital situated on the local Bhattu road for treatment and was advised some pathological tests by doctors. When the woman went to Satyavan for tests, he allegedly molested her. The woman narrated the incident to her family members, who came to the hospital with their supporters. The irate family members broke windowpanes of the hospital and also ransacked the reception of the nursing home. The police reached the hospital and pacified the agitated relatives of the woman. The police has registered a case. |

Hisar, September 15 Dr Sunaina Garg and Dr Neeraj said here today they had applied in response to an advertisement issued by the college on its website www.gmch.gov.in where it was stated that in case OBC candidates were not available, the posts would be reverted to the general category. However, on arrival the general category candidates were asked to go back by the authorities, saying that according to a new ruling issued by the Chandigarh administration, reserved posts could not be converted into general category posts even if OBC candidates were not available. They said they were not intimated about this ruling beforehand. Besides, the college should not have accepted their application forms and the prescribed fee for the walk-in-interviews. They said the director, too, was not helpful and they were rudely turned back causing them mental and physical suffering as they had travelled long distances from all over the state to attend the interviews. |
Rural research institute coming up in Gurgaon
Gurgaon, September 15 Rajat Jay Sehgal, executive director, Shegal Foundation, said the building would be a combination of simplicity of design and environmental friendly technologies, which are being constructed on 1.1 acres of land. He said these kinds of buildings have high costs of construction but low operational costs. The building, first in Gurgaon, would have the provision of generating 35 KW of solar energy to suffice the entire needs of the building. The energy would be sufficient to meet power requirement for all lightings and computers accept air conditioners of the campus. Shegal said in view of the fact that the water table of Gurgaon was going down steeply, the foundation had also made an extensive provision of rainwater harvesting. Taking into consideration the needs of the building, an underground water tank, with a capacity of 400,000 litres for storing harvesting water was being constructed. While talking about the forest area (green cover) in the IRRAD, he said the foundation had tied up with Hyderabad organisation Dharma Vana, who were experts in the field of preserving rare species in forest conservation and
landscaping. Shegal said the IRRAD would have three centres, first one for the training of the village champions in rural development, second for the rural research and third for the governance and rural policy issues. The centre would provide facilities to post graduate students and research fellows from various universities engaged in social studies and research in Mewat village on social development issues. |
Over one-sixth water samples fail test
Jind, September 15 The department had lifted as many as 141 samples from various tubewells located in the city during August. The city’s population is mainly dependent on water supply based on tubewells maintained by the public health department. At least one of 19 food samples sent for the test during the period has also been found adulterated, while reports of several such samples were still awaited. As per the details supplied by the authorities concerned, the total number of drinking water samples that failed the test had been 25 in August. Officials of the public health department had been told about the result and advised to take measures to ensure purity and safety standards of the potable water supply in the town and rural areas, claimed a health official. It is, however, a matter of concern that the speed of the tests and reports of the food items or eatables collected at regular periods had been rather slow. It is reflected in the report submitted for the past month, which states that the number of samples collected last month had been around 19, while there are hundreds of shops and restaurants located in various parts of the city and the district, besides a large number of dairies and supply points of such items, said an official. Health officials were awaiting the report of about 23 samples collected earlier. The complaints of adulteration, including the dairy products, had risen markedly in the past few years but the machinery to keep a check on such activities had not been strengthened, claimed an official in the health department. Regarding the Malaria control programme, it is revealed that out of 23,728 blood slides collected for examination during the last month as many as 1,282 samples had been found positive. It is also stated that under the ongoing school health programme about 8,762 students were examined by the doctors in the district of which about 2,612 students were found suffering from various ailments. |
One more gastro death Ambala, September 15 Virender Kumar, a resident of Teli Mandi, died today. His family members said he was suffering from diarrhoea. Deputy commissioner, Ambala, Mohammad Shayin visited different areas, including Old Aloo Godam, Khatik Mandi, Balmiki Basti and Teli Mandi, to take stock of the situation. Mohammad Shayin said the diarrhoea patients would be treated free of cost. “If there is further requirement, then patients can be accommodated in the Army rest house, which is adjacent to the civil hospital,” he said. |

Protests force admn to go in for water audit
Faridabad, September 15 Also, it has issued strict instructions to the Municipal Corporation of Faridabad (MCF) to ensure that ample water was supplied to the colonies, especially the ones that were feeling the crunch on account of sealing of the illegal tubewells operated by water mafia. Deputy commissioner, Faridabad, Brijendra Singh said the sealing on the illegal tubewells would continue. The administration’s thought on the issue of water is on account of the Tuesday’s massive agitation by the residents of about half a dozen colonies against the government and the MCF in protest against the short supply of water. The residents over the years had been purchasing water from water mafia on retail basis (the present rate was Rs 5 per can) to supplement the supply they got from the MCF. However, with the administration imposing a lid on the illegal tubewells have deprived the residents of the main private source to
get water. Some of the colonies where the residents were affected are Sanjay Nagar, Nangal Enclave, Parvariya Colony, SJM Colony and Dabua Colony. About half a dozen colonies affected account for more than 1 lakh population. A good chunk of the concerned colonies are unapproved and do not have water supply network of pipes. Hence, they were solely dependent on supply from tankers. The residents alleged that even in normal conditions the unapproved areas got short shrift from the MCG, especially with regard to supply of water. The administration acted upon the illegal tubewells and water mafia on reports that water drawn from the district was supplied to factories in Delhi. Reports have it that each of the private tankers used to earn about Rs 2,000 per day vide the illegal business of water. About 1,000 residents with sizeable number of them being females, who took to the street last Tuesday blocked roads at three places in the city, held demonstrations, especially outside the head quarters of the MCF, ransacked the three complaint centres of the civic body in Nangla Enclave and raised slogans against the government and Chief Minister Bhupinder Singh Hooda. According to MCF sources, about 25 tankers have been pressed into service. especially for the affected colonies after the
agitation. |
Move to shift health centre draws flak
Sonepat, September 15 The opposition to the proposal has brought the government on the backfoot and Congress leader Rajbir Dahiya, state general-secretary of the All-India Khet Mazdoor Congress, was forced to assure the residents of the town that a new building of the hospital would be constructed at Kharkhoda in a panchayat held at town on Sunday. Kharkhoda, a municipality town and located on the Sonepat-Rohtak highway, is surrounded by more than three dozen villages of the district and is directly linked with other major towns like Sampla in Rohtak, Bahadurgarh in Jhajjar and all villages of the area by road. At present, the CHC has facility of 12 beds in an old building. During one of his visits, the Chief Minister had announced the upgradation of the CHC to a 50-bed hospital and the required land for the construction of the new building was to be provided by Kharkhoda municipality free of cost. As a follow-up action, the municipality passed a resolution for providing four acres of land behind the bus stand. The proposal was sent to the higher authorities of the health department at
Chandigarh. Meanwhile, sources said a communiqué was received in civil surgeon’s office, here, from the CM’s office stating that Chhanoli village panchayat was willing to give four acres of land and a written resolution in this regard may be obtained from the village panchayat. After obtaining such resolution, the authorities here sent it to the director-general health services for further
necessary action. However, the villagers opposed the move. They said Kharkhoda was centrally located from all sides of its tehsil boundary limits and all kinds of facilities like transport, medicine shops, boarding and lodging etc; whereas Chhanoli village was located on a link road in the
rural area. Senior medical officer of Kharkhoda CHC Dr Ramesh Sethi said both the proposals were with the higher authorities at Chandigarh and the final decision was to be taken by the higher authorities. |

Jhajjar, September 15 The two had filed applications to know about the pending fee of medico-legal reports towards medical officers who charge this fee from patients and then deposit the same with the cashier. The chief medical officer at Jhajjar, Dr O.P. Hooda, in his reply, said MLR fee was pending against only two MOs in the entire district. They were Dr Subhash in Beri Hospital and Dr Anil Sachdeva in the PHC, Dubaldhan. There was no amount outstanding against any other MO in the district, the CMO informed the applicant through his letter dated March 16, 2007. The applicant, Bijender Singh, had asked if there was any MLR fee pending by January 31, 2007. On the other hand, Naresh Joon, had demanded details of pending MLR fees in the CHC, Bahadurgarh. He was provided information by the senior medical officer in the CHC, Bahadurgarh, following directions from the State Information Commission in Chandigarh, which disclosed that on January 31 this year, dues running in thousands of rupees were pending against MOs in the hospital. The document revealed that Rs 28,000 as MLR fees was deposited by 10 MOs on February 10. Dr Subh Jyoti Prakash cleared his dues to the tune of Rs 7,500 in one go on February 10. He had charged this fees from patients during his tenure from 1998 to January 2007. Five other doctors cleared an amount of Rs 11,000 outstanding against them on
February 28. Dr Jain said fees was still pending against some doctors and he had written to the CMO for appropriate action in this regard. The CMO refused to speak on on this issue. |

Rape accused acquitted as
‘victim’, others resile Ambala, September 15 The prosecution stated that the victim’s father Ram Dass had filed a complaint on April 18, 2007 that his daughter, who was working in a garment shop at Ambala Cantonment, had not returned home. He accused the owner of the shop where she worked of kidnapping her. The girl was recovered on June 14 and she told the police that the shopkeeper had forcibly taken her to Delhi, where he raped her. On this statement, the section pertaining to rape was added to the FIR. During the proceedings, the girl denied being raped. When Ram Dass was examined, he too stated that he did not know the accused. The judge observed in the order that the complainant was telling a blanket lie and was out to overreach the court. Since the investigation had swung into action on the complaint of Ram Dass, the judge imposed a fine of Rs 500 on him. The judge further observed: “A tendency is growing on the part of the witnesses to turn hostile and to show volte-face before the courts, but at the same time the fate of criminal cases depends on the testimony of the witness and the court cannot read between the lines. True, that the judgment of conviction can be passed even on the testimony of hostile witnesses. But in the present case, the court has meticulous testimony of all witness. As a matter of fact, the complainant has intentionally made a false statement before the court.” |

‘Crime branches to function from Oct 1’ Ambala, September 15 He was addressing police personnel at Police Lines in Ambala City. Earlier, Dalal attended a function organised by the National Awareness Forum at the Central Phoenix Club. Speaking at Police Lines, Dalal said an additional sum of Rs 200 crore had been sanctioned for the Haryana Police Housing Corporation so that every year more houses could be constructed. He said stress was being laid on the modernisation of the police force and this year the police budget had been increased to Rs 786 crore. For quicker disposal of cases, crime branches were being set up in all districts of the state, which would become functional by October 1, he added. |

Sonepat, September 15 A CBI inquiry into the murder case has been one of the main demands of the Balmiki community and it was accepted by the Chief Minister on August 31 at a meeting with community representatives in Delhi. The demand for a CBI inquiry gained momentum when interrogation of the three arrested out of the five accused revealed that the murder was a result of rivalry for monthly extortions between criminals and Lara, who also had a criminal record. Meanwhile, one more company of the CRPF has reached Gohana to ensure safety and security of the basti in view of a controversial Jat mahapanchayat to be held in Mahmoodpur village on September 16. |

Sonepat, September 15 Chief Judicial Magistrate
R.P. Goel yesterday sentenced the minor boy to two years in a juvenile home and imposed a fine of Rs 1
lakh, after convicting him for murder. The court ordered the boy, who hails from Murthal near here, to clean toilets of the hospital during the term of his punishment. Officials said the boy, whose identity was not disclosed in keeping with existing rules, would clean the toilets between 9 am and 12 pm from tomorrow. In default of payment of fine, the boy would have to undergo a further imprisonment of six months, the court said. According to the prosecution, the boy shot dead one
Mahabir, brother of a girl, whom the convict had teased. The incident had happened last year when Mahabir had gone to drop his sister at an examination
centre. Later, on the complaint of the father of the deceased, the police had arrested the boy.

Hisar, September 15 All four had consumed liquor purchased from a licensed vend at Khokhar village of Barwala block, about 40 km from here. The police said the family from Bihar was celebrating the birth of a male child. After consuming liquor the condition of all four members of the family started deteriorating. The condition of the three is still stated to be serious. |

Jhajjar, September 15 ADJ M.C. Mehra convicted the accused, Jagat, a resident of Karor village. Jagat had killed 55-year-old Sansar Chand on July 22, 2006. The victim had reportedly complained to the parents of a student about his wayward activities. Jagat happened to be a friend of this student, who decided to kill the teacher. |
