Workers of the Indian National Lok Dal today torched effigies of Congress MP from Sirsa Parliamentary constituency Atma Singh Gill at Ratia and Fatehabad, Tohana and Bhattu and demanded his resignation, even as the beleaguered MP appeared before media to present his version of the last night's events.

The INLD also demanded arrest after registration of criminal case against Gill and also demanded action against the police officers who shielded him.

The Congress, meanwhile, began the damage control exercise and launched a counter offensive against the INLD in this episode.

Atma Singh Gill appeared before media persons along with some lower rung party workers in the local PWD rest house in the afternoon today and denied allegations of womanizing levelled against him through a written press note.

The MP did not utter a word on this episode from his mouth while a public relations official distributed a typed press note purportedly issued by the MP.

Even as the press note, typed on his official letterhead, was being distributed, the beleaguered MP announced a grant of Rs 2.5 lakh and a piece of land for the media persons for the construction of Press Bhawan at Fatehabad in an effort to woo them.

He alleged that the INLD president Om Parkash Chautala was inimical to him as he left his party in 2000.

He said that he has registered an FIR with the police in this regard.

Ambala (TNS) : INLD workers burnt the effigy of Congress MP Atma Singh Gill, who was found along with two women in a rest house under suspicious circumstances, at Ambala City on Friday.

President of the district unit of the party Surjit Singh Sonda demanded that Gill should resign from the Lok Sabha on moral ground.

Senior leaders of the party Balwinder Poonia, Sashi Kesri, Harpal Singh Kamboj, Sandeep Rana and Anil Jandheri were present on the occasion.

Folklore theatre workshop at MDU

The richness of folklore and glory of heritage, the joyous camaraderie of folk culture and the lilting sounds of folk music reverberated at the international folklore theatre workshop organised on the campus of Maharshi Dayanand University (MDU), here, today.

The Department of English and Foreign Languages at MDU hosted the workshop.

Addressing the participants, Prof Philip Zitowitz from Meiji University, Tokyo, emphasised the need to preserve the native languages and folklore. He said amidst all this hullabaloo about globalisation, the necessity of preserving each community’s unique heritage was need of the hour. He said the beauty of each language and dialect is unique. So each individual and community must endeavour to preserve its language, culture and ancient traditions.

Portugal’s leading theatre director and dramatist Jacques Rocha underlined the importance of the “Theatre of Tradition”.

Noted dramatist and teacher of theatre from Portugal Dr Anna Baros elucidated upon the tradition of theatre and folklore in Portugal.

Folklore exponents Jacques Rocha, Anna Baros and Maria Nena conducted theatrical exercises involving body language, expressions and other skills associated with theatre. Rocha also performed magical tricks to show the importance of illusion in the art of theatre.

A film on tradition of folk music and theatre was screened on the occasion. Prof S.P.S. Dahiya, Head, Department of English at MDU, said the workshop was being organised to provide cross-cultural exposure to the university students.

Husband jailed

Joginder was today sent to one-month civil imprisonment by a local court for not giving maintenance expenses to his wife and minor daughter despite orders of the court.

Jai Guria, wife of Joginder, had moved an application before additional chief judicial magistrate Alka Dahiya seeking maintenance allowance for her and her daughter Radha from her husband, who had deserted them for bringing insufficient dowry.

The woman alleged in her application moved under Section 125 of the CrPC that her husband started harassing her for dowry soon after the marriage.

She was allegedly beaten and thrown out of the house in Mohamadpur Rohi village on December 15, 2006, when she was expecting a child.

When the reconciliation efforts by the relatives failed to yield results, she moved the court for maintenance and also got an FIR registered against him and in-laws for criminal breach of trust, cruelty and criminal intimidation on January 22.

The judge in her orders dated July 21 had directed Joginder to pay maintenance of Rs 500 each w.e.f. the date of the application.

Today, the court gave another opportunity to the husband to make the payments by lunchtime, but when he failed to comply, the court sent him to one-month civil imprisonment.

Cops shielding Cong MP, says INLD

Seeking the resignation of Congress MP Atma Singh Gill over an episode at a government guesthouse in Narwana on Thursday night, the INLD today said the incident had brought a bad name to the state.

INLD state president Ashok Arora and secretary general Ajay Singh Chautala, MP, termed the epsiode as “disgraceful” and “a blot on the fair name of the state.”

They said Atma Singh Gill, Congress MP from Sirsa, was found in “a drunken” and “highly objectionable” state in a room of the guesthouse.

Alleging that the police was protecting the MP, they said “the two women with him were taken away through a side door of the resthouse and no case was registered."

"Liquor bottles and empty glasses were found in the room even though consumption of liquor in government resthouses is prohibited," they said.

Alleging that the incident had "exposed crediblity and impartiality" of the Hooda government, the INLD leader said the police had sought to give him a clean chit without conducting an inquiry.

Meanwhile, the Congress today sought to downplay the incident with party leaders giving indications that they would not leave the MP alone to defend himself.

PCC chief Phool Chand Mullana told The Tribune over telephone that the episode appeared to be a conspiracy against the MP and the party. He said he would talk to the MP and verify the facts.

Bishnoi for N-deal

Rebel Congress MP Kuldeep Bishnoi who does not leave any opportunity to criticise Congress and leaders of the party today said he would support Prime Minister Dr Manmohan Singh on the nuclear deal as it was in the interest of the country.

Bishnoi, who was here to mobilise public for the Rohtak rally on December 2, said the nuclear deal was the only option if India had to become a super power by 2020.

“I have examined the 123 act and I am with the Prime Minister on the issue,” said Bishnoi.

Like all his press conferences, Bishnoi again ducked questions on the name of his proposed party or its agenda.

“Wait till December 2, Chaudhary Bhajan Lal will announce the name,” was his only reply.

He claimed that the Rohtak rally would be the biggest rally ever held in the country, adding that doors of his proposed party were open for all leaders except for Sonia Gandhi, Bhupinder Singh Hooda and Om Parkash Chautala.

He claimed that the Congress was afraid to throw him out of the party as the masses were with him.

Later addressing a public meeting at Lal Dawara, here, HPCC secretary Sat Pal Kaushik said public was in favour of Bhajan Lal and Kuldeep Bishnoi.

Conversion of horticulture tubewells allowed

The Dakshin Haryana Bijli Vitran Nigam (DHBVN) has decided to convert horticulture tubewells and other low-tension industrial connections into agriculture connections, which are practically being used for agriculture purposes, till up to September 30.

A nigam spokesperson here today said the benefit would be available to those consumers whose tubewell connections under low-tension industrial category were sanctioned before December 1, 2006 and which were actually being used for agriculture purposes. The benefit would not be extended to such connections released thereafter.

The conversion would be sanctioned only for consumers who clear the arrears of principal amount of pending bills. Surcharge, on such cases, would be waived off at the time of making such payment. Eligible consumers have to apply to the assistant general manager of the DHBVN.

The AGM has to verify, by taking photos, within five days whether the connection is being used for agriculture purpose or not. The conversion would be effective from the next billing cycle. Meters would be installed on all converted connections.

Meanwhile, the DHBVN has decided to extend the last date for availing surcharge waiver on arrears of bills of tubewells used for drinking water, provided principal amount is paid.

Brother-in-law rapes woman

A young woman (25), coming along with her brother-in-law Sube Singh (elder brother of her husband Rambir Singh ), from Laukri village to Dharuhera yesterday was forcibly taken to a field and allegedly raped by her brother-in-law.

Subsequently, she made a complaint following which the police registered a case of rape and arrested the accused.

He was today produced here in the court of the additional chief judicial magistrate who remanded him in judicial custody.

Sources said it all happened when the woman, along with her brother-in-law, was coming to Rewari to see her husband Rambir Singh, who is facing trial in a theft case and is currently lodged in the district jail here.

Sonepat to have new bypass

The newly inducted Chief Parliamentary Secretary in Haryana Ministry, Ramesh Kaushik, has said that in order to have a smooth traffic here, a new bypass will soon be constructed at a cost of around Rs 169 crore. "The process for acquisition of land for this bypass will commence within two or three months," he added.

Talking to the mediapersons here last evening, Kaushik said that like Bahalgarh-Sonepat road, Sonepat-Murthal road would also be four-lanned soon. There was also a scheme to develop a large park near Sectors 15-16.

Earlier, addressing a meeting of the District Officers, the CPS said that the Rai region was being developed on the pattern of Gurgaon and as a number of investors had opted to invest in the region, the officers must ensure infrastructural facilities like roads, electricity and water supply.

Addressing the students and faculty members of the department, Dr Sangwan assured them of all possible help and support for the development of the department.

He asserted that a new college building with all requisite facilities would be ready by the time the maiden batch reaches its final year.

The students of the department organised a cultural programme to mark the occasion.

High-powered clearance committee gets no response

Even after one-and-half month of the notification, the high-powered clearance committee has not received a single application for setting up of an industrial unit in the state.

The single point clearance committee was constituted after notification of Haryana industrial promotional rules, 2007, for grant of approval and clearance.

However, several entrepreneurs have moved applications before the district-level clearance committees empowered to approve and clear industrial units or other projects with investment up to Rs 5 crore in the state.

The committee is the only competent authority to receive composite application forms with proposed investment of more than Rs 30 crore.

The promotional rules were framed to simplify regulatory framework, for speedy implementation of industrial and other projects in the state by providing single point time bound clearances required for setting up industrial undertakings and assistance to promoters.

Joint director-cum-coordinator of the department S.P.S. Chauhan admitted that no proposal for more units exceeding investments more than Rs 30 crore had been received before the committee.

However, he claimed that district-level clearance committees were getting several applications especially in Gurgoan and Sonepat districts of the state.

Entrepreneurs wishing to invest up to Rs 5 crore in the industry would face no problems after setting up of the district-level committees, claimed deputy commissioner of Yamunanagar-cum-chairman of the local committee Nitin Kumar Yadav.

He said the committee would provide the approval and clearance at the time of establishment and operation of the unit.

He said the system would reduce the procedural requirements, rationalise the documents and would ensure hassle free operation for the promotion of industrial development and facilitation of new investment and to provide for an investor friendly environment in the state as well as in the district.

The district-level committees comprise of executive engineer of the UHBVN (or the DHBVN), DETC, DTP, district-level officer of the Haryana State Pollution Control Board, assistant director industrial safety, GM of the district industry centre with deputy commissioners as chairpersons.

State-level clearance committees would be clearing and approving projects between Rs 5 crore and Rs 30 crore.

PIL for safety of dera sadhvis

The Global Human Rights Council chairman, Arvind Thakur, filed a PIL in the High Court today seekiing directions to the Centre, Punjab and Haryana, to ensure the transfer of sadhvis from the Dera Sacha Sauda to safer places and to rehabilitate them.

The council’s advocate Jagmohan Bhatti said the council had also sought prorection for the sadhvis and their families whose life and liberty were threatened allegedly by Dera followers.

A prayer was also made for the issuance of the writ directing the respondents to take effective measures and proper steps to stop the alleged human rights violations in the dera.

The PIL alleged that the revealations about the functioning of the Dera, under Gurmit Ram Rahim Singh, had chocked the conscience of every right thinking man. The investigation by the CBI had left no doubt about the wrong functioning of the headman of the Dera. 

Hearing on poll petition adjourned 

Justice J.S Khehar today adjourned, sine die, the hearing on the election petition challenging the Indian National Lok Dal (INLD) candidate Rekha Rana’s victory from Gharaunda constituency of Haryana Vidhan Sabha in the general elections held in February 2005.

The adjournment came in the wake of Rana’s counsel informing the judge that the Supreme Court had stayed the recent high court orders whereby the petitioner’s plea for summoning the record of voting, including documents that show signatures of the voters, electoral rolls, used by various polling booths etc, had been allowed. 

It had been challenged in the apex court on the ground of violation of secrecy of ballots. Rana had won from Gharaunda by the smallest margin of just 21 votes against the petitioner Jai Pal Sharma an independent candidate.

Staff selection panel invites applications

The Haryana Staff Selection Commission has invited applications for the recruitment for 144 posts in jobs falling under Group B and Group C.

These include 44 posts of naib tehsildar (Class A) in the Revenue and Disaster Management Department and 100 posts of sub-inspector (male only) in the Police Department.Out of 44 naib tehsildar posts, 28 are for general category, 8 for SC, 4 for BC, 1 for ex- serviceman (ESM) and 3 for physical handicapped personnel.

Similarly, for sub-inspector posts, 45 are for general category, 18 for SCs, 14 for BC-A, 8 for BC-B.

The jobs are open to graduates from a recognised university, who have passed metric with Hindi or Sanskrit as subjects. 

For the post of naib tehsildar, a candidate should be 21 to 40 years of age and for the post of sub-inspector, one should be 21 to 27 years of age.

The spokesman said relaxation in age for different reserve categories would be given as per rule of the state government. 

For Ex-Serviceman candidate, there should be a gap of more than two years from the date of discharge from defence services. 

He said for the post of naib tehsildar, application fee of Rs 500 for general category and Rs 125 for SC/ST/BC/ESM/PH candidates.Applications should be sent by registered post to the office of Haryana Staff Selection Commissions at Panchkula by October 6.

Kiran clarifies on sportspersons’ appointment

Haryana Minister of State for Sports Kiran Choudhary today sought to douse the controversy generated by direct appointment of two sportspersons as DSPs in the police yesterday by promising to lay down criteria in this regard for future. 

Choudhary, who was talking to newsmen here for the first time after taking over the Sports Department, said no injustice would be done with any sportsperson and the sports policy would be reframed to lay down a well-defined criteria for appointing sportspersons in government departments. 

However, she clarified that the proposal for appointing Mamta Kharb, a hockey player, and Joginder Sharma, a cricketer, was not moved by the Sports Department. The proposal was moved by the Home Department and the appointments were subject to the approval of the Cabinet, she said. 

Choudhary said the aim of the new sports policy would be that "Haryana should be branded as a state from where champions come". The state should be the breeding ground for sportspersons who could represent the country at the international level. 
She said Haryana would bid for hosting the next National Games as well as the Champions Trophy.

Hafed claims success in new milling system

The Haryana Cooperative Supply and Marketing Federation (HAFED) has claimed that its new paddy milling system was paying rich dividend as the federation was likely to get Rs 60 lakh more as milling charges during the current kharif marketing season from the private rice mills.

A HAFED spokesperson said with a view to further streamline its rice milling activity and to create healthy competition and transparency in the system, HAFED has adopted open bidding system to run its rice mills in association with private parties. The HAFED kept a floor bid price of Rs 13 per quintal for raw rice milling against uniform rate of Rs 12 per quintal of paddy received last year.

He said as a result of the new system, the HAFED was able to get bids ranging between Rs 13 and Rs 25 per quintal.

The HAFED has procured about nine to 10 lakh metric tonnes of paddy per annum under the Price Support Scheme out of which 9 per cent was milled in HAFED’s rice mills.

NCC commanders’ conference begins

The Sixth NCC group commanders conference began at the Sub Area headquarters in Ambala Cantt today.

The group commanders conference is being held to deliberate upon various facets of NCC training, including the enrolment and preparation of cadets. The camps will be held are the Thal Sena camp for boys and girls, Vayu Sena camp, Nao Sena camp, All India Mavlankar shooting championship, Republic Day camp and various sports competitions at the all India level.

The group commanders from Punjab, Haryana, Himachal Pradesh and Chandigarh along with directorate staff were present in the conference.Brig D.C. Katoch, deputy director general of the directorate, has made efforts for improving the overall standard of NCC training in the directorate.

Gastro outbreak

New Ambala deputy commissioner Mohammad Shayin today directed cases to be registered against three officials of public health for the gastroenteritis outbreak in Nurpur village.

More than 400 residents of Nurpur village had fallen ill on August 22. They had complained of diarrhoea and vomiting.

City magistrate Sushil Kumar had been entrusted with the task of enquiring into the matter. During the enquiry, Sushil Kumar found that the public health pipeline passing through the village pond was leaking and that led to the outbreak of gastroenteritis in Nurpur village.

Mohammad Shayin also directed that construction of a building near the Agrasain chowk be immediately stopped. He asked officials to find out about the parking facilities since the building was located close to the national highway.

The incident took place when four friends, Ashish, Manmohan, Yashpal and Rajinder, stopped over at a shop near the Indira chowk around 12.30 am. While talking among themselves, an altercation took place between Ashish and Rajinder over some matter.

Thereafter, Ashish and Rajinder took out pistols and fired at each other. Eight shots were fired and out of which three hit them. Rajinder was shot at twice while Ashish was shot at once.

They were taken to the Civil Hospital, Ambala Cantt, from where they were referred to the PGI, Chandigarh.
