Railway officials penalised
New Delhi, September 22 Dr Meenu Sharma lodged a police complaint against engineer Devender Kumar Midha on April 24, 2006 for allegedly inflicting injuries on her brother. However she claimed that railway officials concerned was trying to shield their colleague. Midha, a senior section engineer (Tracks) in Bareily, was granted bail by the court but Dr Sharma had alleged that he was evading trial proceedings after his release on bail. The CIC Information Commissioner O P Kejarivwal in a recent order said that Dr Sharma should be compensated for the mental agony she had undergone while seeking information under RTI from the Railway Information Officer. The CIC directed that the Rs 20,000 compensation to be paid should be recovered from those officials, who had not only harassed her but also made indecent remarks against her. Midha had allegedly evaded trial proceedings by fleeing to Sought Africa but the railway officials concerned tried to conceal this information from the lady doctor. They also allegedly had stated that Midha had not gone to South Africa but was in Mozambique. The CIC noted that the railway officials instead of helping Dr Sharma had retaliated by using objectionable language. “By any stretch of imagination nothing can be more objectionable for a government department,” the Commission said. |

Pregnant woman shot

Greater Noida, September 22 The pregnant girl collapsed on the ground in a pool of blood and died on the spot, while the killer fled from the scene. The villagers rushed to the house on hearing the shot and informed the police immediately. Police have arrested Sukha near village culvert when he was waiting for a bus to escape. They also recovered the murder weapon. Akbari, the deceased girl’s mother has lodged a police complaint against Sukha. |

CM promises more water reservoirs
New Delhi, September 22 Inaugurating the underground reservoir and booster pumping station at Jal Vihar and Jal Sadan, Dikshit added that supply through water tankers would soon become part of history. She expressed confidence that the Haryana and U.P.governments would extend their co-operation in commissioning Nangloi and Bawana plants and making the Sonia Vihar water treatment plant fully functional. The Chief Minister also said that six modern foot over bridges (FOB) with escalators would be commissioned soon. Twenty eight such FOBs would come up by March 2008. Dikshit stated that her government had taken up a scheme of constructing four lakh low-cost houses for weaker sections of the society. The newly constructed underground reservoir and booster pumping station at Jal Vihar, Lajpat Nagar with a capacity of 3.35 million gallons per day will meet the water demand of the residents.The scheme has been completed at a total cost of Rs.1014 lakh. Water supply will be doubled with commissioning of the new underground reservoir and booster pumping station. The areas that will be benefited are Lajpat Nagar-I, II and III, Nehru Nagar, Bhogal, Jangpura Extn, Defence Colony, Kotla Mubarakpur, NDSE-I and II and Andrews Ganj. |

Yes! I copy, says Ram Gopal Varma

New Delhi, September22 “I copy from Hollywood films. Not only from Hollywood I also copy from Tollywood, Kollywood... in fact from everywhere. These days I am copying from news channels as I am zapped by their speed,” said the man whose last two films “Ram Gopal Varma Ki Aag” and “Darling” were super duds in the box office. “When we are born, we are born with a blank mind and every idea is actually copied from a book, a film... or somewhere,” Varma told IANS philosophically during a recent visit to Delhi. Though he hasn’t delivered any big hit recently, Varma has memorable films like “Rangeela”, “Satya”, “Company” and “Sarkar” under his belt. He is also the man to have introduced many new talents - the list includes Manoj Bajpai, Rajpal Yadav, Isha Koppiker and Randeep Hooda, all of whom were struggling till they were recognised after working in his films. Some of his protégés’, however, like Mohit Ahlawat whom he launched in “James”, have blamed him for messing up their careers. But the maverick director is undeterred and says these outbursts are outcomes of their over expectations. “If they say so they must be having some reason behind it. Actually, newcomers have a lot of expectations. When I launch them, I build their confidence to take the best out of them. They take me for granted and blame me against those who never gave them a chance,” he said. Other than Manoj and Rajpal Yadav, none of the actors launched by him has been able to leave a lasting mark in the Hindi film industry. The filmmaker believes success depends on an actor’s individual effort. “Success belongs to them. I don’t pitch them to make them successful. Their potential remains the same, it is just that they have to work hard and groom themselves with time”. If Varma doesn’t shoulder the responsibility of his protégés’ failure, he doesn’t take credit for their success either: “I just boost their confidence and they do the rest themselves”. In “Ram Gopal Varma Ki Aag”, the director launched Prashant Raj, a model. Though critics have slammed the performance, Varma says he is satisfied by Prashant’s work and dismisses the belief that working with newcomers is a strenuous job. “Most of the time, newcomers are more prepared than veteran actors. They do their homework properly and then come on the sets while established actors are too busy to rehearse before they come for shooting.” Varma’s forthcoming films include “Sarkar 2”, “Go” and “Dheyaya”. — IANS |

RWAs to get Rs 50 lakh
New Delhi, September 22 The amount would be enhanced according to suggestions of the RWAs concerned. Dikshit said this today at the concluding session of the three-day Bhagidari workshop wherein RWAs from East, North-East and New Delhi districts participated. The senior officials of NDMC, MCD, DJB, transport department, Delhi Police and BSES were also present. She complimented the RWAs for bringing substantial improvement in the maintenance of parks, streetlights, enhancement of green area and implementation of various people friendly schemes through the Bhagidari programme. During the interaction over the last three days, 35 groups prepared their action plans on civic amenities, which were presented to the Chief Minister. The CM instructed officers concerned to implement the suggestions in next two months. She further stated that her government had empowered the RWAs and had provided them an office in a porta cabin in New Delhi area. All the MLAs have been requested to release amount out of their MLA development fund for setting up of porta cabin offices for the RWAs. While stressing the need of conservation of power, Dikshit requested the RWAs to help residents in imbibing habit of power saving and rational use of electricity. She further exhorted the RWAs to popularise subsidy scheme for the installation of solar heaters in dwelling

Medicine racket: 2 held
New Delhi, September 22 On September 20, a trap was laid near Patel Chest, Maurice Nagar. Surender was apprehended with the medicines. According to the police, Surender has been in the racket for the past one year.More medicines were found from his house. Surender disclosed that Pawan helped him in procuring those medicines. Surender used to take off the government stamp from the medicines and sell those at market price. |

Students vandalise British soldiers’ graves
Ghaziabad, September 22 Students had gathered at Meerut Road Tri-junction under their leaders – Nand Kishore Gujjar and Yatinder Naggar. They marched to the four graves of British soldiers in Hindon Vihar raising slogans. They painted black these graves and tried to tear them down them with hammers and axes. The student leaders said “we cannot tolerate a delegation of English men celebrating victory day at Delhi’s Red Fort. They should be hauled up under National Security Act and a marriage hall should be built on these graves”, The district administration is yet to take any action against the vandals. Additional District Magistrate Anil Srivastava said that till evening he had no report of the incident. But if it is true, an enquiry will be ordered,he added. City SP Vijay Bhushan also assured of action against the students involved in the incident. However no case has been registered till evening. |

SC not happy with ordinance
New Delhi, September 22 Reacting to Singhvi’s argument, justice Pasayat said that if Singhvi felt that he was protected by the new ordinance, he might continue, but if he was found violating the orders of the court, he would be hauled up for contempt of court. The Supreme Court had directed last month that commercial establishments operating from about 1,500 unauthorised colonies in the Capital would stop functioning after three weeks. In order to nullify the directions of the court, the Centre brought this ordinance. It assured people that no bulldozers would be used till December 31, 2008 and encroachments like— JJ clusters, slums, warehouses, Sainik farm houses and religious institutions would remain untouched and there would be no sealing in the Capital.. The ordinance that came into force from May 19, 2007 has been challenged in the Supreme Court on the ground that it protects law-breakers and encroachers/land grabbers at the cost of law-abiding citizens of the Capital. However, the apex court had ruled that 24-category commercial shops would continue to function, as they met the day-to-day requirement of residents. Small shops with a maximum area of not more than 20 sq metres were also exempted from sealing. The government and the MCD were, however, not willing to go for sealing, as they feared that it might lead to a law and order problem. The assembly elections in the Capital are due early next year therefore no political party is prepared to take the risk of annoying its vote bank. The government has repeatedly been reprimanded by the court for not being able to check illegal constructions, illegal commercial activities in residential areas as well as encroachments, leading to anarchy in the national Capital. Former Chief Justice Y.K. Sabharwal, who earlier headed the sealing bench, is facing allegations of passing the sealing orders to benefit his two sons. — UNI |

New Delhi, September 22 Agarwal honoured the BCCs’ presidents, Ram Prashad of Shakarpur and Yogesh Kaushik of Preet Vihar, by draping them with shawls. MP Sandeep Dikshit, Mandawali MLA Meera Bhardwaj, Viswasnagar MLA Naseeb Singh, district president Amrish Gautam, former municipal councillors of the areas and Congress workers were also present. Agarwal exhorted party workers to propagate the party’s policies and programmes in their respective areas. He asserted that the BCCs formed the party’s foundation. He added that the party could not succeed unless the workers enjoy people’s confidence. He also talked of his responsibility to establish a cordial relationship between the party and the Government. The Congress is the oldest political party in the country and has a history of serving people, without bowing to the pressures of communal forces. It aims at ensuring the overall growth of the country. Each party worker is responsible to enlighten the benefits of the Indo-US nuclear deal 123, which is intended for the uplift of common people, by making electricity available in every nook and corner of the country. |

Anti-graft initiative for involving housewives
New Delhi, September 22 The workshop was chaired by the former Chief Justice of India R.C. Lahoti, one among the 15 founders of the IRI. The workshop stressed the need for probity in public life and also to evolve a mechanism for closer coordination between like minded organizations fighting against corruption. It was unanimously resolved that if housewives and children were motivated to raise their voice against entry and use of easy money in their homes, corruption could be nipped at its very root. Participants stressed upon the need for stringent verification of assets of all those occupying high public offices. It was also decided to constitute a national campaign committee to determine the modalities of launching the proposed public movement against corruption. Magsaysay awardee Arvind Kejriwal, senior Supreme Court lawyer Prashant Bhushan and Professor Trilochan Shastry also attended the workshop. |
NUJ asks SC to formulate media code
New Delhi, September 22 The NUJ made this observation while responding to the punishment meted out to three journalists and publisher of the tabloid Mid-Day. It has endorsed the Indian Newspaper Society (INS) demand for an independent inquiry into the matter. INS president Bahubali S Shah said in a statement here today that an independent inquiry may be made into the allegations and contempt charges if any. He said that eminent jurists and legal luminaries, some of whom have served as judges of the Supreme Court of India with distinction have opined that an independent inquiry may be made into the allegations. “If found that the accused journalists have done their duty sincerely and honestly without any ulterior motives, I hope that the courts will exonerate the journalists”, he said. Shah said the media in general and the INS in particular hold the judiciary in very high esteem as the protector and guardian of the press. No serious publication and certainly no INS member would even remotely consider doing anything with the objective of tarnishing the image of the judicial system. The National Union of Journalists (NUJ) said it was also greatly concerned over the punishment given to the Mid-Day journalists on charges of contempt of court in the matter of news reports about former Chief Justice Y K Sabharwal. — PTI |

DDC retiree gets dues after one year
New Delhi, September 22 Kanta had to march from pillar to post in the state’s health department to get her dues, but she was refused on the pretext of the council’s financial crisis. At last, she registered a complaint in the PGC to get justice. She was not paid her 13 months’ salary and retirement benefits. On the basis of her complaint, the PGC mailed a reminder to the registrar of the DDC. The registrar replied that the DDC was an autonomous body and was given a grant by the state government. The employees were required to maintain their own service records. Since Kanta failed to maintain her service record, she was not paid her 13 months’ salary and other benefits. The registrar’s statement surprised the PGC and it thought that there were some lacunae. Both the government and private organisations maintain the official records of its employees. Saying that the complainant should have kept her service record shows the irresponsible attitude of the department. The PGC went through the record and statement given by the complainant. After the hearings, PGC member I.A. Siddiqui ordered the DDC to pay Rs 1.53 lakh to Chandra Kanta as a salary and other benefits. |

India to help Vietnam fight cancer
New Delhi, September 22 A tripartite agreement to this effect was negotiated in Vienna on the sidelines of the 51st general conference of member states of the International Atomic Energy Agency (IAEA) yesterday, officials said here today. ‘’India is donating the machine in support of the pact initiative to implement a comprehensive cancer control programme in Vietnam,’’ the officials said. Kakodkar said that with medical equipment becoming more sophisticated and expensive, it was impossible for poorer countries to finance the medical technology they needed.

New Delhi, September 22 The programme will be available in disciplines like— Education, English, Hindi, Physics, Economics, Library Information Science, History, Political Science, Public Administration, Sociology and Tourism Studies, Commerce and Management, Mathematics, Social Work, Women Social Studies, Rural Development, Child Development and Distance Education.. “The programme aims at training professionals and teachers, in developing skills and competencies related to the systematic investigation of various issues and problems in the area of their study,”’ said the IGNOU spokesperson. The prospectus will have a PDF version and will be available on the IGNOU website www.ignou.ac.in. The applications will be received at the IGNOU’s International Division and will be forwarded to the concerned school of studies through the University’s student registration evaluation division. There will be two sessions for PHD— January and July. Applications received by September 30 and March 31 will be considered for admission to the January and July sessions, respectively. |

One held for attempt to murder
New Delhi, September 22 Kavita and Mohit were working in the same firm in Green Park Extension. Dharmender came to know about their relationship. He planned to kill Mohit with the help of his friend Satish. As per the plan, they went to the victim’s office and asked him to accompany them to settle his affair with Kavita. They took him to the Deer Park. According to the police, Dharmender tried to strangulate Mohit with a computer wire,while Satish tried to prevent the victim from screaming. But Mohit managed to scream and the police heard it. |

New Delhi, September 22 The conference of small countries held annually, as part of the Commonwealth Parliamentary Association (CPA) conference will be inaugurated by vice-president Mohd Hamid Ansari. The CPA introduced the small countries conference in 1981 on the request of small countries for a forum to air their problems. The vice-president will also release a special commemorative stamp to mark the 53rd commonwealth parliamentary conference, which will be formally inaugurated by President Pratibha Patil on September 25. Besides Ansari, Prime Minister Manmohan Singh, Lok Sabha speaker Somnath Chatterjee and other leaders would address the conference on Tuesday. This is fourth time that India is hosting the CPA conference, which would bring together about 800 delegates. — PTI |

Fire in factory
New Delhi, September 22 Twenty-two fire engines were struggling to douse the fire, which broke out at the factory located at C-51, Lawrence Road after a boiler in the factory burst on Saturday evening, fire brigade officials said. However, no reports of casualties have been reported yet, they said.
