MC delimitation evokes mixed reactions

The new notification on delimitation of Municipal Corporation Jalandhar has evoked a mixed reaction from the sitting councillors and contestants of various political parties.

While many of the councillors are satisfied over the fact that the old area that had been a part of the ward they had been representing for years has been restored to them, there are few others discontented for their own reasons.

Sitting BJP councillor from ward number 8 is quite sore over the new division of MC. “Now my house falls in the same ward as that of councillor Kuldeep Singh Oberoi, who is also a leader of the opposition. So, either of us will be able to contest the polls. While segregating the wards, the Local Bodies Minister representing our own party should have at least considered the fact that my ward had won the previous polls by 1700 votes, which was quite a significant margin as per the tough situation at that time.

My ward has now been split into three sections. While a part of the area has gone to ward number 18, the rest has been included in ward numbers 33 and 35. I really wonder who has been advising the minister to take such drastic steps. I have given my representation a number of times on this but to no avail,” he rued.

On the contrary, councillor Oberoi is now much pleased with the new set up. “The areas that I had been divested off including Khodian Mohalla, Kot Bakshian, Saidan Gate and Peer Bodlan have been restored in my new ward. In addition, Rasta Mohalla and Phagwara Gate falling in the periphery too is a part of my ward number 33”, he explained.

Congress councillor H.S. Bawa too seemed contended, primarily because his pending works including sewer and road construction are being carried out on war-footing. Besides, his old areas Defence Colony and Atwal House, he will have Police Lines, Rajinder Nagar, Civil Lines, Shastri Market, Master Tara Singh Nagar, Post and Telegraph Colony, Ranjit Nagar and Shantipura in his area.

During the previous delimitation, his area included far-flung locations from three different assembly constituencies. “I understand that I will have to do some leg work all over again and develop fresh contacts but I believe that I will be able to manage it”, he reacted.

An independent sitting councillor Tony too can see a lot many changes in his area. “The primary area of my ward around Patel Hospital is gone to another ward. My ward number 42 now includes Doordarshan flats, dhobi ghat and ESI flats”, he said adding that the minister had taken all the decisions on the basis of reports given to him by a single person who has been closely attached with him of late.

The councillor said that he would be certainly contesting polls again. “I have won two terms independently. I am trying my luck again. If no party gives me a ticket, I will fight as an independent candidate,” he said on a 
high note.

Jaundice Scare
Grant of 1 cr for cleaning sewers

Punjab government has released Rs 1 crore under 'urban wage employment programme' to municipal bodies for cleaning sewers and drains to prevent further spread of jaundice cases in the state.

Disclosing this here yesterday D.S. Bains, principal secretary, local government, said that the funds have been released on the directions of local government minister, Manoranjan Kalia, who also gave clear cut instructions that no laxity would be tolerated and strict action would be initiated against the erring officials.

Bains said that the government has released Rs 20 lakh for Amritsar district, Rs 12 lakh and Rs 10 lakh respectively for Gurdaspur and Mansa, 12 lakh for Rampuraphul, 10 lakh for Mandi Gobindgarh, 15 lakh for Ferozepur city, 16 lakh for Phagwara and Rs 5 lakh for Lehragaga.

Giving details, Bains said that till date 104 cases of jaundice were reported from Amritsar, 475 from Rampuraphul, 4 in Mandi Gobindgarh, 49 in Ferozepur city, 12 cases in Gurdaspur, 134 cases in Phagwara, 24 in Mansa and 3 cases from Lehragaga.

He said that entire process of sewer cleaning should be done under the direct supervision of the respective DCs concerned and committees constituted in this regard. A fortnightly status report on the progress achieved in this direction would be sent to him, he added.

Comply with rules, PPCB tells industrialists

Punjab Pollution Control Board (PPCB) chairman Yogesh Goel interacting with the industrialist urged them to adopt effective pollution control measures and make compliances as required under the various environment laws.

The Punjab government is committed to industrial growth of the state but at the same time it was essential that cleanliness of the environment should be taken care of, he said.

He assured the fast clearances from the environment angle should be granted in a time bound manner.

He clarified no relaxation can be given to the industries who fail to comply with the provisions of the hazardous waste (management and handling) rules.

The PPCB had already adopted the courier service to encourage for better facility to the entrepreneurs.

A common facility for disposal of hazardous waste would be commenced by the end of July.

Discussing the environmental related problems, it was decided that such interact meetings would be held periodically.

He welcomed the suggestions put forth by the industrialists.

Three injured in attack

Batala, May 6

The culprits had been hired with their guns. Salwinder Singh was injured when a bullet hit his leg, whereas the other two were seriously injured with sharpedged weapons. The reason behind the incident is stated to be old rivalry. All the injured were admitted in the civil hospital, Batala. The police is investigating the matter. Ghuman SHO Makhan Singh, when contacted this evening, said that a case under section 307, IPC, and sections 25, 27, 54 and 59 of the Arms Act had been registered. — OC

Rape victim delivers child

Banga, May 6
After being continuously raped allegedly by her brother-in-law, a minor girl delivered a male baby in the civil hospital here yesterday.

According to reports received here today, the victim was living with her father and brother after the death of her mother at Khankhana village.

The victim, Radha (name changed), was sent to the house of her elder sister married in Bilga village, but her brother-in-law Malkiat Chand had an eye on his sister-in-law.

On the intervention of her parents, Radha married a village youth of Gannapind, but soon after her wedding, her Malkiat Chand brought her back after getting her divorced. The victim was frequently raped by her brother-in-law and sometimes in the presence of her elder sister.

Akalis out to disturb peace, says Mehta

Punjab Pradesh Congress Committee secretary Parminder Mehta has urged the Punjab Governor to hold a high-level inquiry by a retired High Court judge to find out the causes of terrorism and its creation from April 13, 1978, the day of the SAD-Nirnakari clash in Amritsar.

He was commenting on orders of Punjab DGP N.P.S. Aulakh to inquire into the alleged fake killings by the police during the dark period of militancy.

Talking to media persons here today, Mehta alleged the Akali government wanted to open the wounds of people by holding inquiries against the police which worked hard to curb terrorism in the state. Mehta alleged that Akalis inspired and encouraged terrorism.

Mehta further alleged that Akalis wanted to create an atmosphere of terrorism in the state and even attended bhog ceremonies of militants killed in police encounters. He alleged that under a conspiracy the Akalis wanted to bring terrorists on one platform to disturb peace in the state.
