Fifty five consumers, who have filed cases with the District Consumer Disputes Redressal Forum, received setback today when they found their cases being transferred from Jalandhar to Kapurthala.

Six more cases of jaundice have been detected from Onkar Nagar here. It seems that the problem has gone out of reach of the civil administration, nagar council and health authorities who have failed to put a halt to jaundice outbreak.

It’s not that they haven’t tried or not trying but the missing link is yet to be discovered. The patients are being treated in the hospital. Senior medical officer Dr Adarsh Sood said altogether 124 patients of jaundice have been treated in local civil hospital out of which 42 jaundice patients were admitted in civil hospital whereas 24 were treated in ESI, Phagwara in the month of April.Meanwhile, Deputy Commissioner Kapurthala J.M. Balamurgan along with SDM Amarjitpal, Dr Sood, EO Paramjit Singh, XEN Pawan Sharma and sewerage board XEN Gurmit Singh discussed the problem at local rest house today.

The DC also visited civil hospital and ESI to enquire the health of admitted patients. Later DC visited the effected areas of Onkar Nagar and Shivpuri and met several residents and advised them to maintain cleanliness in and around their houses.

DC hold a meeting of the officials concerned to assess the development of under construction Sewerage Treatment Plant on Phagwara-Palahai road this afternoon.

Though Phagwara Administration have held JCT Mills responsible for the jaundice problem by discharging extra dirty water from mill side, but JCT Mill authorities denied any such allegations.

Talking to The Tribune, JCT Mill General Manager JC Sodhi and Director Operations Rajmohan Singh clarified that mill could not be blamed for jaundice scare as the present system was meant only for the population of less than fifty thousands.

The same was not upgraded till date even after the population of the town had crossed two lacs and thus the present sewerage pipes could not cope up with the increased discharge of water.

They urged the nagar council to perform its duties by initiating adequate steps for the prevention of the jaundice instead of blaming the mill.

Meanwhile, ‘Gandgi Hatao-Shahar Vachao’ slogan was given to the residents of Phagwara by Swatchata Abhiyan Manch Phagwara headed by Madan Mohan khattar for the prevention of the jaundice disease which was becoming major problem for the administration.

Manch activists along with students of local Arya Model School went to Onkar Nagar, launch a door-to-door campaign to educate the residents today.

55 more consumer cases shifted to Kapurthala
A petition is pending in Punjab and Haryana High Court against the move

Fifty five consumers, who have filed cases with the District Consumer Disputes Redressal Forum, received setback today when they found their cases being transferred from Jalandhar to Kapurthala.

The Consumer Protection Council here although had filed a writ petition in the Punjab and Haryana High Court challenging the decision of the state commission to transfer cases pending with the District Consumer Disputes Redressal Forum from Jalandhar to Kapurthala.

The court has already issued a notice to the state government and the first day of hearing was on April 24. In the petition filed by counsel, R.S. Bajaj, it has been stated that the decision had been passed to transfer the cases without considering the objectives and reasons for which the Consumer Protection Act was put in place.

It has also been mentioned that the Section 17-A of the Act called for transfer of some individual complaints for one reason or the other but not for the use of power for transferring a bunch of cases as in the present case.

The petition also echoes the concern of the District Bar Association Jalandhar which had unanimously resolved to seek withdrawal of the decision.

Meanwhile, the list of 55 cases shifted today included a set of six cases that were put for hearing today itself.

These included those of Kulwant Kaur vs regional provident fund, Ravi Pal vs regional provident fund, Jaspal Singh vs Singla Automobiles, Kriti Sadana vs Vee Vee Gee, Manveet vs regional provident fund and Hardeep Singh vs Hyundai Motors.

Advocate Vinay Goel said that not just the consumers but also the counsels were also very shocked on seeing the new list. He said that since a petition had been already been pending against the decision of the state commission, the new list was not expected to come in any case.

He added that the consumers whose cases were listed for today at Kapurthala too were harassed as they did not know what to do.

Renal patient needs a good samaritan

Manjit Kaur (32) of nearby Gobindpur village, is resolute to play the role of “Savitri” to save her husband Prem Lal (35) from the jaws of death.

But she desperately needs liberal monetary help from the philanthropists and NGOs. Prem Lal has been battling for life for the past two years due to renal failure.

He has to undergo regular dialysis and the doctors have advised kidney transplantation to save his life. Manjit, with a view to saving her husband and secure safe future for their two children, has decided to donate her kidney but the poor economic condition is coming in her way.

The transplantation of kidney needs at least Rs 5 lakh but the family has virtually been facing penury as the sole bread-earner of the family has been lying incapacitated for the past two years. They have taken loans from a bank and relatives, worth lakhs of rupees for earlier treatments. Manjit and her father-in-law Gulzari Ram are now left with only one hope - help from the NGOs. Former president of the local Rotary Club Varinder Ummat has also started mobilising donations on humanitarian ground.

He has urged the social workers and organisations to come forward to pour in financial assistance for a noble cause. He has also urged the media to highlight the plight of the family to mobilise donations. The philanthropists can contact Gulzari Ram on phone number 01823-281858 for extending help.

Miscreants steal car, cash

Hoshiarpur, April 27
Some miscreants stole a car containing Rs 2 lakh cash from local Parlahd Nagar last evening.

Satish Kumar of Bassi Balon (Kakon), a suburban of the city parked his car near his friend’s house at Parlahd Nagar and went inside the house by leaving his Rs 2 lakh cash packed in an envelope in the car. But on his return he found his car missing.

The estimated loss is stated to be Rs 3 lakh. A case under Section 379 of the IPC has been registered.

Vends allotted

The allotment of 204 liquor vends for 11-month for the year 2007-08, for the district was done through draw under the supervision of D.K. Tiwari, Deputy Commissioner-cum-observer, at local indoor stadium on Thursday. H.R. Sandhu, Assistant Excise and Taxation Commissioner, Hoshiarpur, told that though the number of liquor vends had been decreased from 247 to 204 units in the district for 2007-08, even then the proposed income from excise revenue would be increased by Rs 78 lakh.

As many as 3,025 applications had been received for 204 retail liquor vends generating revenue of Rs 72.63 crore, he added.

Chase your dreams, DC tells students

With a view to motivate students to pursue their dreams, deputy commissioner, Bhawana Garg held an interaction session at Government Senior Secondary School, here on Friday.

The officer exhorted them to put in concerted efforts to make their district an exemplary one. ‘Nothing is impossible. One only needs to give his 100 per cent. Parents should encourage their kids and provide them a proper environment so that they can live their dreams,” added Garg.

To put in consistent efforts, one needs to adopt a proper lifestyle, she said. “Avoid excess of TV. Regular exercise, especially deep breathing boosts concentration. Revise what you study. These habits should not only be developed but strictly practiced for ensuring a better future.”

‘Release pay-scale of lecturers’

The president of Post Graduation Masters Union, Punjab has alleged that DPI (S) Punjab Jagtar Singh Khatra was working against the orders of Supreme Court.

He said that the court in its judgment directed the respondents to release scale of lecturers on their acquiring the postgraduate qualification. He urged education minister Upinderjit Kaur to direct the Khatra to release the lecturer scale.
