Section 144 re-imposed

Tiwari, district magistrate, Hoshiarpur has re-imposed Section 144 of the CrPC in the district which bans assembly of 5 or more, taking out procession, raising of slogans, carrying of lathis, unlicenced fire arms, sharp edged weapons etc in public places without the permission of SDMs concerned.

Rs 4 lakh burgled from shop

Nearly Rs. 4.35 lakh were stolen from TTS shop located quite opposite local civil hospital falling under police division number four on the intervening night of Sunday and Monday.

Liquor seized

Police has booked two persons for liquor smuggling.Arjun Kumar, resident of Shalimar Nagar and Vijay Kumar Sharma of local Bassi Khawaju were arrested last night under Excise Act at SDM Chowk.

Consumer Cases
Now, no need to go to Kapurthala
State commission’s order withdrawn

Jalandhar, April 30
In a major relief to city residents, the state commission’s order to shift 100 pending cases in Jalandhar District Consumer Disputes Redressal Forum to Kapurthala has been withdrawn.

In a fresh order issued by forum’s president, here today, it was mentioned that the cases would now be heard in room number 217 on every Thursday and Friday at 10:30 am. The case list will be displayed on the notice board two days prior to the date of hearing.

The Consumer Protection Council had filed a writ petition in the Punjab and Haryana High Court challenging the decision of state commission to transfer cases to Kapurthala.

The council had contended that the move has been without considering the objectives and reasons for which the Consumer Protection Act was put in place. Even the district bar association had unanimously resolved to seek withdrawal of the decision.

DBA secretary Om Parkash Sharma said the directions had defied the very purpose of Consumer Protection Act.

“When a consumer has to travel to another district, he suffers inconvenience and ends up burning a hole in his pocket. But the purpose of these fora is to provide inexpensive judgment to the consumers without putting them into any hassle.”

Ledger Theft

Jalandhar, April 30
The local police are suspecting role of army personnel, against whom a probe is being conducted, in the theft of 11 ledgers from the office of Assistant Garrison Engineer (AGE) of Military Engineering Services (MES).

The ledgers were stolen from the office on Saturday after breaking open the locks of almirah.

DSP City II Rajeswar Singh told The Tribune that military authorities have been asked to provide the cops names of armymen against whom an inquiry was being conducted in matter related to stores.

After getting their names, we would take their finger prints which would be matched with those gathered from the spot.

DSP said both the finger prints would be sent to Forensic Laboratory, Patiala, for verification.

Earlier, the DSP visited the spot along with his team on Monday to collect some more clues.

He also questioned the watchman Manjit Singh, who is also the complainant. The officer revealed that the watchman changed his statement today and said he did not know anything about the theft as he was sleeping.

Interestingly, on Sunday he had told the cops that two persons pushed him inside the room of AGE and bolted it from outside. The DSP said the ledgers contained documents pertaining to year 1999-2000. An FIR has already been lodged at Jalandhar cantonment police station.

Colleges resent delay in refund from varsity

Resentment prevails among the colleges offering MCA and MBA courses as Guru Nanak Dev University is yet to refund them lakhs of rupees taken as counselling fee from the students in July last year.

Since the university had conducted MET-2006, a combined entrance test for all colleges of the state, it had taken an amount of Rs 10,000 from each student at the time of counselling. Of this amount, the university was to retain an amount of Rs 25,00 and pay the remaining three-fourth share to the 
colleges.

While the prospectus printed for the purpose clearly states that the amount would go back to the colleges within a month, eight months have passed and the amount, which computes to Rs 12 lakh for any college offering 80 seats in each of the two courses, is yet to be received by them.

The college principals and directors have said that they had sent repeated reminders to the university in this regard but in vain. They said that whenever they tried to contact the officials in the university over the phone, they were told that the work was in process.

Since there are as many as 40 colleges affiliated with Punjab Technical University besides those being run by Guru Nanak Dev University, Punjab Agricultural University and Punjabi University which too got their seats filled through common entrance test, the amount of dues to be paid by Guru Nanak Dev University comes to few crores of rupees.

The college directors have been quite angry over the issue as many of them have even demanded that Guru Nanak Dev University be not allowed to conduct the entrance again this year and the responsibility be shifted to some other university.

The director of a local college here who wished not to be quoted said that there were 120 seats each in MBA and MCA in his college. He said that since two-third of these seats were filled in counselling, he was to get back Rs 6 lakh for each of the two courses. He said that he had sent four reminders in this regard but was yet to get a positive response.

Dr K.N.S. Kang, Director of Punjab College of Technical Education, Ludhiana, said that the refund must reach them at the earliest for the college operations were much affected. He said that he was awaiting an amount of Rs 3 lakh for MCA counselling.

Soon: Bus service to all historical, religious places

Phagwara, April 30
Punjab transport minister Master Mohan Lal on Sunday said the state government will soon ply buses to all historical religious places.

Talking to mediamen here, Lal said 50 new buses would be inducted in the fleet having strength of 1858. He said 778 buses of Punjab Roadways and 680 of PRTC were plying on
the roads.

After taking stock of progress of work on new bus stand, Lal assured of starting a bus from Phagwara to Delhi. The government has decided to come up 19 new bus stands in the state. Construction work of the bus stand which has become the bone of the contention between administration and shopkeepers would be resumed in a week, he said.

Replying to a question, Lal said no illegal bus would be allowed to ply on the roads. “No one would be allowed to operate without valid permits,” he said.

He further said the noose would be tightened on touts involved in issuance of driving licences and registration of vehicles. “The transport offices are being computerised to stem the menace. It would also provide quick, transparent service to the people.”

Lal said arrangements would be made for depositing taxes of vehicles at sub-divisional levels.

Quashing rumours of hike in fares, he said the government had no intention of doing it the in the near future.

Travel agents under gaze

With the increase in number of illegal immigration cases being reported, SSP Rakesh Agarwal has directed DSP (special branch) to seriously look into the complaints received against unauthorised
travel agents.

SSP on Monday received as many as 10 complaints against different travel agents of the district during hearing of people’s grievances at DC JM Balamurugan’s office here.

Similarly, eight complaints pertaining to matrimonial disputes were also received.

Some of them were about the runaway grooms. Rakesh Agarwal asked incharge of the women cell to go through the case details and take immediate action.

Complaints cleared

Among others ADCs, SDMs and heads of different departments were also present on the occasion. DC directed the departments concerned to resolve the cases within 15 days. It was the first such meeting in the district after the change of guard in the state.

The grievances will now be heard on every Monday.

Spruce Up
Beautification of Bhangi Choe on the cards

Hoshiarpur, April 30
To beautify the city and keep its environs clean, a special project has been formulated for proper disposal of garbage and sullage from the local
Bhangi Choe.

Tikshan Sud, minister for medical education and research and forest, Punjab, convened a meeting of representatives of local NGOs, officers of departments concerned, here on Monday.

Rajya Sabha member Varinder Singh Bajwa was also present.

The forest department, which has been made the nodal agency, in collaboration with other departments concerned and NGOs had prepared the project.

It was decided that Hoshiarpur municipal council would channelise the sullage flowing in the Choe zwith a cost of Rs one lakh.

Sapling would be planted along the two sides of the choe to provide the green cover. Digging and dumping of garbage has been banned in Bhangi choe.

It was also decided that help of local NGOs, social workers and industrial houses, would be sought in the noble venture.

MP Bajwa assured his full cooperation including providing of requisite funds from his MPLAD Fund Scheme for its
completion.

Market blaze destroys two shops

Hoshiarpur, April 30
A major fire broke out in the busy Bassi Khawaja market, causing loss worth Rs lakhs, here on Sunday evening.

According to sources, the fire started at around 9.30 pm and it took firefighters more than 4 hours to control it.

A short circuit in a cosmetic and general merchandise shop Lali Di Hatti is said to be the reason behind the blaze which rapidly spread and enguled the nearby shop, reducing both of them to ashes.

The stores of two shops, located on the first floor, were also completely gutted in the incident.

Talking to The Tribune, the owners, Romesh Kumar said Ajay Kumar said they had gone to Phagwara to attend a marriage function after closing their shops at 8:30 pm.

“We came rushing back after the news of fire reached us. The flames were so high that fire tenders from Sonalika Industry and Air Force Station, Adampur were also called to pitch in,” said Kumar. The preliminary loss is said to be around 30 lakh. “Had not the fire tenders reached in time, the fire could have easily spread to nearby shops and caused huge loss,” said sources.

No loss of life has been reported. Minister for forest and medical education research Tikshan Sud has assured compensation to the affected.

Jaundice spreads tentacles, grips new areas in town

Phagwara, April 30
Though nagar council and health authorities have claimed that no case of jaundice was detected in any part of the town on Sunday, but the same has now knocked the doors of the localities like Patel Nagar, and Khalwara Gate last night.

Six residents of these areas were suffering from jaundice and were being treated by the private doctors now.Contiminated drinking water was said to be the main cause of the disease.

Senior Medical Officer Dr Adarsh Sood said, the teams of doctors have been sent to the effected areas. Several residents of the effected areas could not be provided health education.

Meanwhile NC XEN Pawan Sharma has claimed that cleanliness drive is actively continued in the effected areas and blocked sewerages were being cleaned by sewerage cleaning machines.

‘Unsafe’ schools pose serious risk

There have been several instructions from officials not to use the unsafe buildings/rooms of government schools in the district, but the same are being used for teaching.

There are 97 senior secondary school, high schools and middle schools, which had been declared unsafe.

The same applies to the government senior secondary school here whose four rooms have been declared unsafe. Instructions have come from the district magistrate, Gurdaspur but it seems till a mishap occurs nobody is going to do something concrete. This state of affairs has made parents a 
worried lot.

SAD, BJP lack co-ordination?

Despite tall claims on complete coordination, relation between the Shiromani Akali Dal and Bhartiya Janta Party seemed to be going unwell in Phagwara. Several SAD leaders were absent during the visits of BJP ministers and the saffron party leaders were reported missing from SAD functions.

It has been observed that Punjab transport minister Master Mohan Lal visited Phagwara and inspected the under construction new bus stand to take stock of the progress, but no SAD leader was seen during the visit of senior BJP minister.

On the other hand Punjab cooperation minister Captain Kanwaljit Singh visited the town, inaugurated sewerage system in Palahai but no BJP Leader including Phagwara MLA and minister Ch Swarana Ram was seen during the visit of Akali minister.

However, Ch Swarana Ram was seen sitting in local rest house during the visit of Capt Kanwaljit Singh and even the minister detained Phagwara SDM Amarjitpal in the rest house.

The leaders of both parties downplayed these events and have denied any differences.

Nearly Rs. 4.35 lakh were stolen from TTS shop located quite opposite local civil hospital falling under police division number four on the intervening night of Sunday and Monday.

An FIR has been registered on the statement of the owner of the shop Gurdrshan Lal Mintoo.

The police suspected the hand of some insider behind the theft as the lock of the shutter of the shop was not broken for stealing money left in the box.

Police has booked two persons for liquor smuggling.

Arjun Kumar, resident of Shalimar Nagar and Vijay Kumar Sharma of local Bassi Khawaju were arrested last night under Excise Act at SDM Chowk.

As many as 18 bottles of whisky and 48 beer bottles were seized from their possession.
