Gangrape, murder cases solved

Bhajan complains to Sonia against Hooda faction

The Haryana Congress president, Mr Bhajan Lal, has started a campaign against the Hooda government by meeting the AICC President, Mrs Sonia Gandhi, and complaining to her against his “humiliation”.

According to sources, Mr Bhajan Lal met Mrs Gandhi about a week ago in Delhi.

It is learnt that Mr Bhajan Lal told Mrs Gandhi that he was being “humiliated” in the party by the faction owing allegiance to the Chief Minister, Mr Bhupinder Singh Hooda. He also reportedly told her that the Hooda faction was trying to marginalise him in the party, though he was its president.

It is difficult to quote the exact words Mr Bhajan Lal used to convey his sentiments to the party chief as no third person was present at the meeting.

When contacted, Mr Bhajan Lal confirmed that he had met Mrs Gandhi but refused to elaborate, saying that what transpired at the meeting was between him and his leader.

The sources say Mr Bhajan Lal told Mrs Gandhi how the Hooda faction was trying to marginalise his supporters in the party by trying not to give them key party posts.

He is believed to have requested Mrs Gandhi that due representation must be given to his men while constituting the Pradesh Congress Committee.

The sources say Mrs Gandhi, who reportedly assured Mr Bhajan Lal that he would be given all respect in the organisation, did ask him about the rumours circulating in the state that he was in touch with the BJP.

Mr Bhajan Lal reportedly told Mrs Gandhi that he was contacted by certain leaders of the BJP, but he categorically told them that he was a Congressman to the core of his heart and would not think of “even shaking hands with the BJP.” However, the former Chief Minister is believed to have hinted to Mrs Gandhi that he should not be pushed to the wall.

The meeting lasted about 15 minutes.

Mr Bhajan Lal and his younger son, Mr Kuldip Bishnoi, who is the MP from Bhiwani, were absent at two important state-level events.

Though he is the party unit president, Mr Bhajan Lal did not attend the rally organised by the Haryana Congress in Hisar to celebrate the first anniversary of the Hooda government last month. Similarly, when the Prime Minister, Dr Manmohan Singh, came to Panipat on April 5 to lay the foundation stone of the elevated highway, Mr Bhajan Lal did not attend the function. His supporters say that at both functions, photographs of their leader were not displayed, which, they say, was meant to humiliate him.

The Hooda faction denies that Mr Bhajan Lal is being humiliated in the party or by the government. A supporter of Mr Hooda said the working president of the Haryana Congress, Dr Ram Prakash, had personally gone to the Panchkula residence of Mr Bhajan Lal to invite him to the Hisar rally. Similarly, before the Panipat event, Dr Ram Prakash wrote to him, saying that “your presence will add grace to the function.” He said given these facts, it was wrong to say that Mr Bhajan Lal was not being given due respect.

Realtors sell land earmarked for urban projects

With price of real estate going up Panipat has been witnessing several shady land deals by big time realtors from other districts of the state investing money here for quick property. Property dealers from Sonepat, Gurgaon and Faridabad reportedly are purchasing and selling plots, which are proposed to be acquired by the state government for urbanisation.

Enquiries revealed many realtors having political patronage were purchasing and selling land along the GT Road. Though district authorities have started a drive against illegal colonisations in the town but little had been done to book the main accused behind illegal land deals.

In a demolition drive yesterday by the District Town and Country Planning (DTP), a number of commercial and residential structures were removed. Twelve shops, two residential colonies and a couple of factories, falling in the proposed urbanisation of the town were pulled down yesterday.

According to sources in the department, the authorities had detected the involvement of land mafia from other districts.

Following a tip-off the district authorities raided Sector 23 on Sunday where an illegal auctioning of plots was going on. But before the officials reached the spot, the bidders got the information and left the spot.

The land auction in question was part of 1600 acres where the state authorities had mooted a plan to developed new sectors.

Several officials including the DTP and the duty Magistrate were on the spot and found several of cars belonging to the buyers of the land from the spot near the Gymkhana Club.

Sources said dealers from NCR districts were investing in Panipat for major returns. Sources confirmed these property dealers work as middlemen and book and sell plots on the behalf of actual owners of the land that was scheduled for the acquisition.

Admitting inability to take any action against realtors, the source added that since registration was banned in Panipat town such transactions were done verbally only.

In most of the cases, deals were done after a party paid the “biana” or token money and no documentation was done.

Groom, family booked in dowry case

Sonepat, April 10
On the directions of the Superintendent of Police, Mr Rajinder Singh, the police here today registered a case of dowry against the bridegroom, Mohammad Irfan, and his family of Badke village under the Barot police station in Uttar Pradesh.

According to information, Taira Bano, daughter of Zabid Hussain of the local Mamu Bhanja colony was engaged with Mohammad Irfan about two years back and her marriage was to take place yesterday. However, the marriage party did not arrive. The father of bride sent a messenger to the bridegroom’s place.

The father of the bridegroom, Hazi Islam, reportedly told the messenger that they had not come because the demands for dowry had not been fulfilled.

The father of bride and other persons of the locality today met the Deputy Commissioner, Ms Neerja Shekhar, and the SP and lodged a complaint against the bridegroom and his family.

After listening to their grievances, the SP directed the local Civil Lines police station to register a case and initiate action in this regard.

B.Ed students denied roll numbers

Bahadurgarh, Jhajjar, April 10
Five girl students of the B.Ed in Vaish College of Education for Girls here are facing an uncertain future as the Maharshi Dayanand University, Rohtak, has not issued roll number to them for appearing in the annual examinations beginning from April 15.

Ironically, the Vice-Chancellor, who is final authority in the case, is reportedly scheduled to return to his office a couple of days after commencement of the exams.

According to information, the students took admission in the college against the management quota seats. Sources revealed that the admissions were made in compliance with the university rules.

The university accepted the admission fee at start of the session. The examination and development fee submitted by the college to the university was also accepted by it.

However, now when the examinations were round the corner, the university authorities did not issue roll numbers to these five students. When asked by the college about the reason behind withholding these names, the university is reported to have argued that they could not appear in the exams as the admissions of these students were in violation of the varsity rules.

The Principal of the college, Mrs Madhulika Goyal, told The Tribune that she was hopeful of getting clearance from the university.

She said that it was a clerical mistake on part of the university clerks, which could cost the students heavily. A team of the university also arrived here to conduct an inquiry about these admissions.

One student hailing from Rohtak has, in the meantime, went to court asking for justice and the date of hearing is April 13.

Some parents of the students have also approached the local MP, Mr Deepender Hooda, to intervene in the matter as a crucial year of the career of the students is at stake.

Probe panel gets report on BDS admissions

The Haryana State Admission Committee (Medical Education) headed by Justice R.K.Nehru, a retired judge of the Punjab and Haryana High Court, has received the report of inquiry conducted to look into complaints of irregularities in admissions to Guru Govind Tricenetary Dental College, Hospital and Research Institute in Budehra village, near here, and would soon take a decision in the case.

The College is run by Dashmesh Educational Charitable Trust and the complaint pertains to the alleged admissions of ineligible students in Bachelor of Dental Surgery (BDS) course under the Management quota for the academic session 2005-2006. The complaint has been made by a former Minister of Haryana, Mr Mohanlal Pipal to various authorities in the state and the Centre regarding the alleged illegal admissions.

Justice Nehru confirmed to TNS on telephone about the committee receiving the report and said that he has asked the Health Secretary to place the report before the Committee for discussion at the earliest. The Health Secretary of the state is also the Office Secretary of the Haryana State Admission Committee. State Admission Committees have been constituted in each state, including Haryana, at the directive of Supreme Court.

Although it could not be officially ascertained, source says that the inquiry report, by and large, sees merit in the complaint of Mr Pipal against the College.

According to Mr Pipal, 33 students who obtained less than 50 per cent marks and failed in Common Entrance Test (CET) conducted by the state government were given admission to BDS course. One of the candidates was allowed admission even though he secured only 25.25 per cent marks.

The complaint mentions the case of other seven candidates allowed admission in spite of securing 40 per cent marks. Also, 36 candidates have been admitted under Management Quota against 35 seats, which was alleged to be illegal.

It has also been alleged that the 15 per cent seats reserved for foreign students and NRIs have been filled by candidates who did not fall under the categories. This was in violation of the State Admission Committee's order.

The College in clarification to queries by the DCI on the issue at the behest of the Union Ministry of Health said that "admissions against the Management quota seats were made as per the norms and guidelines stipulated by the Haryana State Admission Committee vide their orders dated May 9, July 15, August 1 and August 2, 2005, communicated to us by the Financial Commissioner and Principal Secretary to Government of Haryana, Health and Medical Education Department".

Justice Nehru, however, told TNS that the matter would be looked into by the Committee in its next meeting. The Committee has the power to recommend to the authorities, including the DCI, for action against the College. It includes disaffiliation and de-recognition.

Gangrape, murder cases solved

The district police has arrested all four accused in the Hansi gangrape and Badala rape-and-murder cases, both involving minor girls, within a day after the crimes were committed.

Pooja (8), daughter of Dharambir of Badala village in the district, had gone to attend a marriage ceremony in her village on Saturday evening. She did not return home. On the next day, her body was found lying in the fields of the village.

Acting on a complaint lodged by the girl’s father at Narnaund police station, the police arrested Mahavir, alias Kaatu, of Badala village this morning. He has confessed to having raped and strangled the girl to death. The accused was presented before mediapersons at the office of the Senior Superintendent of Police, Mr Arshinder Singh Chawla, here today.

On being asked why he committed the crime, Mahavir muttered “Meri buddhi bhrasht ho gayee thi” and broke down into tears.

Presumably a psychopath, Mahavir had been accused of raping and sodomising a six-year-old girl in 1994 when he was himself a minor.

In another case, a 13-year-old girl of Hansi township, near here, was allegedly kidnapped by three youths on Saturday evening. The kidnappers took her to a room built in the fields of one of them, where they allegedly raped her. The girl was later abandoned by the accused.

On reaching home, the girl narrated the story to her parents, who lodged a complaint with the police. Acting swiftly, the Hansi police arrested the accused — Kulwinder, alias Kalu, of Gol Kothi, Hansi, Rahul of Dhaani Raju and Jai Bhagwan of Sisai road, Hansi — on the same day. The car used by the accused has also been impounded. However, while the police claimed that the accused had confessed to having raped the girl, they denied it on being produced in front of mediapersons today.

Selja lays stone of waste management plant

Union Minister Kumari Selja laid the foundation stone of a solid waste management plant at Patvi village here today.

Talking to mediapersons Kumari Selja said the solid waste management plant would be set up so that bird hit cases did not take place at the Air Force Station of Ambala Cantonment. “The plant is the first of its kind to be set up in Haryana, another plant is going to be set up at Sirsa,” she said.

She said the loss of pilots and aircraft due to bird hits was a serious issue and the Union Government was setting up such plants in different parts of the country so that such cases did not take place.

The minister said Rs 12.50 crore would be spent on setting up the plant. She said 17 acres had been bought at Patvi village for the plant. “The plant will be useful for Ambala City as well as Ambala Sadar,” she said. “The plant is expected to be ready by March 2007,” she added.

Kumari Selja said biodegradable and non-degradable items would be separated at source. The items would be put in different coloured containers. Wheelbarrows would be used to collect garbage. Thereafter, the garbage would be taken to the plant in covered trucks. “The modern machines at the plant will help convert the garbage into manure, which will be useful for agricultural purposes,” she said.

She stated that Rs 20 lakh was going to be spent on training of staff and generating awareness about the project. “Unhygienic conditions are a common problem and once the plant becomes operational, there will be a marked change in lifestyle in Ambala Sadar as well as Ambala City,” she said.

Kumari Selja said they were considering a plan to set up similar projects in different cities. “It will be a useful if a model is prepared for different cities so that the problem of garbage can be solved,” she said.

She said Panchkula was also going to be part of the Jawahar Lal Nehru urban renewal mission programme. She said there were separate schemes for small and medium cities. Later, Kumari Selja inaugurated Mind Tree School at Sector 1, Ambala City. School Principal Sudha Mathur emphasised on the changed role of a teacher from a provider of education to a facilitator in the new millennium. She highlighted the various innovative facilities being offered by the school for the overall development of children.

’74 batch IPS officer to be promoted DGP

One of the IPS officers of the 1974 batch will be promoted to the rank of DGP in Haryana in the wake of the exit of Mr K Koshy from the state to join as ADGP, CRPF.

Mr Koshy was the DGP and Director of the Haryana State Vigilance Bureau.

Mr R.S. Dalal, a 1974 batch officer of the Haryana cadre, is on deputation with the BSF having the rank of ADGP. There are three other officers of the 1974 batch and they are in the state. They are Mr C.P. Bansal, MD, Police Housing Corporation, Mr Brijender Rai, ADGP, Human Rights, and Mr G.S. Malhi, ADGP, Prisons. The names of all four officers of the batch will be considered for promotion when the Departmental Promotion Committee of the police meets next time. Since there is one vacant post, only one of the four officers will be promoted as DGP.

Experts' advice to agriculturists

At a workshop held in Akanwali village in this district yesterday, agriculture experts apprised farmers of the ill-effects of sowing ‘saathi paddy.’ The experts said ‘saathi paddy’ consumed too much water and it put undue pressure on the underground water resources. ‘Saathi paddy’ also helped prolong the life chain of harmful pests, the said.

They advised farmers to sow ‘dhencha’ on their empty fields after the harvesting of wheat as it worked as green manure for future crops.

The Agriculture Department provided ‘dhencha seed’ free of cost to a farmer. — OC
