2 Haryana officers in race for Cabinet Secretary’s post
Chandigarh, April 9 Sources in the bureaucracy say, Mrs Reva Nayyar and Mr Dhanendra Kumar, IAS officers of the 1968 batch of the Haryana cadre, are among the three senior-most officers who are being considered for being promoted as the Cabinet Secretary after the present
incumbent, Mr B.K. Chaturvedi, demits office on superannuation in mid-June next. The other officer being considered is Mr Santosh Nautiyal, the Chairman of the National Highways Authority of
India(NHAI). He belongs to the Orissa cadre. While Mrs Nayyar is to retire on July 31, Mr Dhanendra Kumar retires on June 30. The post of Cabinet Secretary has a fixed tenure of two years. Any officer, who is appointed Cabinet Secretary, automatically gets extension if he has less than two years to retire. If Mrs Nayyar is appointed Cabinet Secretary, she will be the first woman officer to hold this post. Currently she is the Secretary of the Women and Child Welfare Department in the Union Ministry of Human Resources Development. Mrs Nayyar had remained on leave for a long period of about eight years as her husband was on a foreign
assignment. As a result she had to miss the opportunity of being a Deputy Commissioner of a district, considered a key factor while appraising the career graph of a bureaucrat . She originally belonged to the Union Territory cadre. However, after marriage, she shifted to the Haryana cadre. Mr Dhanendra Kumar is known as an "infrastructure" man in the bureaucracy as well as the World Bank, where he is currently serving. An officer of a proven administrative track record when he worked as Principal Secretary to the Haryana Chief Minister for five years, Mr Dhanendra Kumar had been the Secretary in the Union Ministries of Road Transport and Defence Production, besides the Culture. He also served as the Additional Secretary in the Telecom Ministry for four years when the telecom revolution was being unveiled in the country. He was also the Chairman-cum-Managing Director of the Rural Electrification Corporation. Incidentally, the roads and energy are the two key items on Dr Manmohan Singh's agenda. In Haryana also, Mr Dhanendra Kumar had been associated with several infrastructure development projects like Udyog Vihar, Export Promotion Park and the Manesar Industrial Township. However, since Mr Dhanendra Kumar got a three-year term as the Executive
Director(ED) in the World Bank last year, he may be reluctant to come back. Not only the salary of World Bank officials but even their pension is tax free. Mr Nautiyal has never worked as Secretary or Additional Secretary in the Centre. This may go against him, the sources say. Some consider the Union Home Secretary, Mr V.K. Duggal, as the dark horse. He is the junior most member of the 1968 batch, which he got due to his service in the Army. However, sources point out that Mr Duggal retired from the IAS in October last ,but was given extension due to the two-year tenure of the Home Secretary so that continuity could be maintained. They say under the rules, an IAS officer on extension cannot be promoted. Moreover, if he is promoted as Cabinet Secretary, the concept of continuity on the basis of which he got extension as Home Secretary would be violated. The Government has a limited choice. It cannot make a 1969 officer as the Cabinet Secretary who presides over the meetings of the Union Secretaries. Since Mr Duggal belongs to the 1968 cadre and as the Home Secretary he has to attend several meetings of the Secretaries. If the Cabinet Secretary is junior to him, Mr Duggal will not be able to attend the meetings presided over by him. The sources say if the government appoints Mr Dhanendra Kumar the Cabinet Secretary, it can send Mrs Nayyar to the World Bank as
E.D., which is considered as a diplomatic assignment. |
Minor gangraped, two arrested
Hansi, April 9 According to police sources, the girl had gone to buy a book last evening. On the way, three car-borne youths forcibly put the girl into their car and sped away. The youths were later identified as Kulwinder, alias Kalu, of Gol Kothi, Hansi, Jai Gopal of Sisai Road, Hansi, and Rahul of Dhaani Rajuwali. The youths took the girl to a room built on the fields of Kulwinder located on the Barwala road and allegedly raped her. Later, they left her near Haji Sarai Park in the township and fled. The girl narrated the experience to her parents on reaching her home. The matter was reported to the police and a case of kidnap and rape registered in this regard. According to the sources, the girl’s medical examination was performed at the local General Hospital and the rape was confirmed in its report. Following the lodging of the complaint, the police swung into action and nabbed Kulwinder, son of Khem Chand, and Rahul, son of Ratan Singh, who were named in the FIR. However, the third accused, Jai Gopal, is still at large. The police claims that Kulwinder and Rahul have confessed to having raped the girl. Efforts are on to arrest the third accused. The arrested persons will be produced in a local court tomorrow. Meanwhile, in another case, the body of an eight-year-old girl of Badala village in the district was found lying in the village fields. She seemed to have been strangled with a string. A marriage ceremony was organised in the village last night. Pooja, daughter of Dharmbir, had gone to attend the function. She, however, did not return home. Her body was found lying in the fields this morning. The body has been sent for a post-mortem examination. The police has registered a case and investigations are on in this regard. |
Relief for families of victims of sexual exploitation
Hisar, April 9 The Rania Tehsildar, Mr Rishi Raj, and Mr Praduman Kumar of the District Red Cross Society deposited the cheque in the bank account of the victim’s mother at Keharwala. The Deputy Commissioner, Mr Vimal Chandra, said here today that while the girl’s mother would get the interest on the amount as per requirement, the principal amount could be withdrawn at the time of the girl’s marriage. Mr Chandra said the teacher accused of sexual exploitation had already been dismissed from service by the Education Department and the case was pending in the court. “A woman teacher has been appointed in place of the terminated Sanskrit teacher at the school,” he added. While the village Sarpanch, Ms Savitri Devi, has expressed satisfaction over the help extended by the government and the district administration, the District Education Officer, Ms Sheela Bhakar, asserted that subdivision and block-level education officials had been directed to frequently visit all schools under their jurisdiction. “Strict action will be promptly taken by the department if any such case comes to our notice,” she maintained. |
‘Rasam pagri’ of Bansi Lal held
Bhiwani, April 9 Chief Minister Bhupinder Singh Hooda, Union minister Prem Chand Gupta, former Rajasthan Chief Minister Ashok Gehlot, former Union minister Sahib Singh Verma, senior BJP leader Sushma Swaraj, Punjab minister Jagmohan Singh Kang, Delhi MP Sajjan Kumar, Rajasthan MLA (Tijara) Amudin Ahemad Khan and former Haryana minister Dr M.L. Ranga were among the prominent leaders who paid tributes to the late Bansi Lal. Several senior officers of the Haryana Government also attended the function. The “pagri” was tied on the head of Bansi Lal’s elder son Ranbir Singh Mahendra. Chief Minister Bhupinder Singh Hooda, while paying tributes to the departed leader, said the government would take steps to make the memory of the late leader everlasting. He said Haryana could never forgot the contribution of Bansi Lal in giving a new dimensions to modern Haryana. All villages of Haryana were connected through roads, electricity and potable water facility provided during the chief ministership of Bansi Lal. Mr Hooda said Bansi Lal was close to his father Ranvir Singh and was a true Gandhian in thoughts who always confined himself to the law of the country. The state Tourism Minister and daughter-in-law of Bansi Lal, Ms Kiran Chaudhary, thanked the people for consoling her family. Mr Sombir Singh, son-in-law of the late Bansi Lal and MLA from Loharu, read out the obituary messages of President Dr A.P.J. Seven die in mishaps
Rewari, April 9 Maya Devi of Faridabad, Dinesh Kumar of Jhajjar district and Jugesh of Khori village near here were killed while 17 other occupants, including women and children, were injured when their vehicle rammed into a tractor-trailer from behind on the Rewari-Narnaul road, near Kanuka turn, about 4 km from here, last night. Maya died on the spot while Jugesh and Dinesh succumbed to their injuries at the local Civil Hospital and the PGIMS, Rohtak, respectively. They were going to Lord Bhairon’s Fair at Bhairon ka Bas village, about 20 km from here. The Rampura police here has booked Dalip Singh, driver of the vehicle, for rash and negligent driving. In the second incident Bhupinder of Navada village, near Gurgaon, and Satyavir of Rehanwa village, near here, were killed when their motorcycle was hit by a trailer on the Rewari-Jhajjar road here yesterday. The city police has arrested the trailer driver Rajender Singh of Sonepat district for rash driving. In the third incident Rajesh Kumar died while five other occupants, including two women, were injured when their Qualis rammed into a stationary trailer on the national highway No. 8 near Khakhara village, about 12 km from here, yesterday. The mishap occurred when they were returning to Nand Nagri (Delhi) after their pilgrimage to Pushkar in Rajasthan. In another incident Bhanwar Lal of Bhilwara district of Rajasthan was crushed to death by a trailer when he was reportedly trying to cross the Delhi-Jaipur highway at Saban Chowk near Bawal yesterday. |
Chance to get names included, corrected in voters’ list
Hisar, April 9 This was stated by the Deputy Commissioner-cum-District Electoral Officer, Mr Arun Kumar Gupta, at a meeting with the representatives of all political parties at the local mini-secretariat. The Tehsildar (Elections), Mr Chandulal Saini, and other poll officials were present. Mr Gupta said the poll officials would receive claims and objections from the people from 9 am to 6 pm on April 15, 16, 22 and 23. The application forms for the purpose would be available free of cost, he said, adding that the claims and objections would be settled till May 5. All persons having attained the age of 18 years as on January 1, 2006, as well as those whose name had not been put on the voters’ list, could get their names registered for votes by applying on Form No 6 till April 25. If the name of a person had been wrongly registered in the voters’ list, the same could be got removed by applying on Form No 7. The voters who wanted to get their names or other particulars corrected could apply on Form No 8. The Deputy Commissioner advised the residents to bring all required documents like ration cards and electricity bills, etc, to get their voter ID-card made. He sought the cooperation of all political parties in getting correct voters’ lists made and requested them not to submit application forms in lots. |
5 districts under Livestock Insurance Scheme
Chandigarh, April 9 The scheme is being implemented by the Government of India as a pilot project in 100 districts of the country. While stating this here yesterday , a spokesman for the Haryana Animal Husbandry and Dairying Department said the scheme would come into effect immediately. He said 50 per cent of the premium of the scheme would be borne by the Government of India and 50 per cent shared equally by the state government and the beneficiaries. Incidental charges, including those on tagging, the health certificate and the postmortem
certificate, would also be borne by the Government of India. He said the scheme would be implemented through unemployed educated youth from the rural areas who would be employed as insurance agents. The agents would receive commission from the insurance companies. The premium would be 2.65 per cent of the insured amount plus service tax for a one- year policy. It would be 6.76 per cent of the insured amount plus service tax for a three- year policy. |
Spurious Bt cottonseed

Hisar, April 9 The Deputy Director (Agriculture), Dr Sultan Singh, said here today that nearly 300 packets of hybrid-type cottonseed were being taken for sale as Bt cotton seeds in villages. A case has been registered at the Narnaund police station in this regard. The jeep has been impounded by the police. Samples of seed have been sent for laboratory examination. Dr Sultan Singh said some local firms had been selling hybrid cottonseed of Gujarat in the name of that of Bt cotton, adding that many companies of Haryana and Punjab were involved in the racket. He asserted that only those companies could sell Bt cottonseed which had been approved by the government to do so. |
