Private colonisers in Haryana can now get away with 10 per cent excess covered area beyond the permissible limits by paying a compounding fee. While only 5 per cent of excess covered area is allowed within HUDA sectors in all urban estates of Haryana, an extra violation of five per cent has been allowed for residential, community buildings, industries, farm houses and industrial units coming up after obtaining a change in land use.

Major relief for private colonisers

Private colonisers in Haryana can now get away with 10 per cent excess covered area beyond the permissible limits by paying a compounding fee. While only 5 per cent of excess covered area is allowed within HUDA sectors in all urban estates of Haryana, an extra violation of five per cent has been allowed for residential, community buildings, industries, farm houses and industrial units coming up after obtaining a change in land use (CLU).

Ten per cent of covered area beyond the zoning line, but within the permissible limits, too, have also been allowed. Ten per cent of zoning violation (the setback at the front and the rear of the building), too, has been allowed.

Constructions raised without getting the building plans sanctioned but conforming to the building by laws, too, have been allowed by paying a compounding fee.

Earlier, the composition norms in private colonies were similar to the norms specified for HUDA sectors. Five per cent of excess covered area beyond the permissible limits, and five per cent of covered area beyond the zoning line, was allowed in private colonies.

Similarly, zoning violation up to five per cent was allowed in these private colonies.

The move comes as a boon for private colonisers, especially in the districts of Gurgaon and Faridabad in the NCR and in Panchkula. With the previous Chautala regime in the state virtually doling out licences to private developers, a number of private colonies had come up in these districts.

Most colonisers had got the building plans approved but could not get occupation certificates because they had conducted zoning violations and covered area beyond the specified limits.

Officials in the Department of Town and Country Planning say the composition norms have been changed because of consistent demand by realtors and those having houses/ industrial units here.

Valmikis, DC on collision course over yatra

The Sonepat district administration and the Valmiki community are at loggerheads will each other over Adhikar Yatra, to be carried out from Amritsar to Delhi between April 2 and April 14 under the aegis of the Aadi Dharam Samaj (ADS). The yatra will pass through different places of Punjab and Haryana, including Gohana, before culminating at Delhi.

While Sonepat DC Ms Neerja Shekhar decided the yatra would not be allowed to enter Gohana chief converner of the ADS Sukracharya Darshan Rattan Ravana said that the “Yatra” not only would enter Gohana but also three rallies be organised there at different places. One of these rallies is to be organised in front of the Valmiki colony, which was torched by a mob last year.

The DC told the Tribune peace had been restored in Gohana with efforts and nobody would be allowed to create a law and order problem and the Yatra would not be allowed to enter Gohana.

Mr Ravana who spearheaded the movement against the torching of Valmiki houses by a months mob mostly Jats in Gohana, months ago said the proposed yatra had nothing to do with the Gohana incident. The yatra was being held to awaken public about rights of Valmikis as they were not getting the benefit of reservation compared to Ravidas community.

Also the president of the Akhil Bharatiya Valmiki Mahapanchayat, Mr Ravana, said it was then democratic right to hold out yatras and nobody had right to stop them. The programme of the yatra was sent to the Haryana DGP, he said adding, had the administration any objection about the route of the yatra it should have contacted them.

The DC said representatives of the Valmiki community had met her a few days ago and they were told that the yatra would not be allowed to enter Gohana. She said none of them objected to it.

Mr Ravana reiterated the yatra would enter Gohana as per programme. He said the yatra was to demand excluding those castes from the benefit of reservation which had developed a lot.

Mr Ravana wanted a commission to collect information about the castes which had benefited a lot due to reservation and those castes should be removed from reservation list.

ADS convener said that Ravidasis had got most of the benefits of reservation in education, jobs and politics whereas Valmikis had been ignored. He also demanded separate reservation for Valmikis according to their population in education, jobs and politics (MP, MLA seats).

Blaming the Congress for using Valmikis for political mileage, he said that the UPA government did not make any Valmiki a minister. There was not even a single Valmiki minister in HP and J&K, he added.

There was only one Valmiki minister in Punjab against five Ravidasis ministers and similarly there was only a single Valmiki minister in Haryana against two Ravidasis ministers.

Valmikis had been ignored despite the fact their population in the country was 8.5 per cent against total 16 per cent population of Dalits.

Speculation on extension in service to Chief Secretary

That Ms Meenaxi Anand Chaudhry, Chief Secretary of Haryana, has applied for the vacant post of Member (Administrative) at the Central Administrative Tribunal (CAT) office in Chandigarh should slow down speculation on her getting an extension in service.

Ms Chaudhry, the first woman Chief Secretary of Haryana, is scheduled to retire on April 30. However, speculation is rife that she will get an extension and continue as the Chief Secretary for a while even after reaching the age of superannuation. If the government is serious about giving her a reasonable period of time as the Chief Secretary, it can even try to get a two-year stint for her like the Central Government has done in the case of some key bureaucrats.

One reason for the widely held belief about Ms Chaudhry's extended service is her attitude to work. While many of her predecessors had just gone through the motions after becoming the Chief Secretary at the fag end of their careers, Ms Chaudhry has shown drive and made a favourable impression on all around her.

Ms Chaudhry was a Secretary with the Central Government when she returned to Haryana to become the Chief Secretary. Her leaving the Secretary's post at the Centre to return to Haryana also was seen by some of her peers as an indication of her having plans for extended service in the state.

The Chief Minister, Mr Bhupinder Singh Hooda, has also contributed to the suspense over Ms Chaudhry's tenure. Recently, when Mr Hooda was asked whether Ms Chaudhry would be given an extension, he flashed a smile but did not say anything categorically.

It is, however, possible that Ms Chaudhry has no plan to continue as the Chief Secretary beyond her scheduled date of retirement. That is why she has already started a job hunt and applied to the Ministry of Personnel and Training for induction into the CAT in place of Mr L. M. Mehta.

Mr Mehta, a retired IAS officer of Haryana, completed his tenure at the CAT in January. If Ms Chaudhry is selected in his place, she can remain with the CAT till she reaches the age of 62.

Mr K. C. Sharma, who is now the Revenue Secretary, is next in the Gradation List of IAS officers of Haryana after Ms Chaudhry. However, it is up to the Chief Minister to decide who will take Ms Chaudhry's place once she retires.

New plans for traffic wing of police

The Haryana Government has rolled out new plans for the traffic wing of the Police Department. The Home Department originally had plans to have more than 20 traffic police stations in the state. The idea was to have two stations for the two police districts of Faridabad and one station each for the 19 remaining districts of Haryana. In addition, there was to be one station meant for the Government Railway Police.

However, the Finance Department insisted that there should be 12 traffic police stations in the state to begin with. These stations would come up in Faridabad, Palwal, Gurgaon, Rewari, Bahadurgarh, Rohtak, Sonepat, Panipat, Karnal, Kurukshetra, Ambala and Panchkula.

The stations will be located along the national and state highways. The personnel posted at these stations will clear traffic jams and register cases of traffic law violations. It is being planned to rope in private operators who will assist the police by supplying cranes and equipment for removing damaged or broken down vehicles from roads.

Initially, 300 police constables along with SHOs and officers senior to them will take care of these stations. The highway patrolling network managed by the Transport Department with the help of the police will be withdrawn once the traffic police stations become functional.

In another significant decision relating to the police, the government has paved the way for creating a separate set-up for the investigation of crimes. The personnel of this branch will not be assigned law and order duties.

Separating the Crime wing from law and order duties was in the pipeline for a while. It was recently accomplished by an order issued by the Home Department. The government is expecting that the investigation of crimes will improve once the new system is put in place.

It is learnt that Mr John V George, who is now ADGP, Crime and Law and Order, will be relieved of his latter charge and put on duty exclusively for supervising crime investigation. The officers and other personel working under the ADGP, Crime, will also devote full time to crime investigation.

Traditionally, the Crime branch of the Haryana Police has been working in tandem with the CID.

Murder: 2 more mobile phones found from jail

Making further headway in solving the murder case of a local plywood dealer who was shot dead here on March 17 , the police has recovered two more mobile phones buried in the Karnal jail. The court of CJM Surya Partap Singh here today while conceding to the police request extended the police remand of the two accused in this case, Surinder Geong and Anil of Gurana (Uttar Pradesh) for four more days.

The SP, Mr Navdeep Singh Virk, said here today that these mobile phones were recovered by a police party after the interrogation of the two accused.

Meanwhile, in another case the police got two days remand of three mobile dealers who were arrested yesterday on the charge of issuing mobile connection on fake documents.

The SP said the police was taking all steps to tackle the problem of extortion threats being made to some local professionals and members of the business community. He said three mobile dealers Raj Kumar Khatri of Kalayat, Rajat Kumar of Kaithal and Pawan Singh of Faral allegedly attached a photo copy of the ration card of Braham Pal of Kalayat while issuing five mobile connections.

The security branch of the SP’s office during checking found that five mobile phone connection were issued by Reliance infocom dealers in the name of Braham Parkash of Kalayat. However, when the police contacted that man, he said he did not take any Reliance connection and he was holding a BSNL one. The SP dealers of all mobile companies had been asked to get proper verification before issuing connections.

Land acquisition: committee of ministers set up

In order to deal with the controversial issue of release of land from acquisition proceedings, the Haryana Government has constituted a three-member committee of Ministers.

The committee will recommend to the government the release of land, which has been notified under Section 6 of the Land Acquisition Act by various government agencies.

The committee members are the Public Works Minister, Mr Venod Sharma; the Health Minister, Mrs Kartar Devi; and the Industries Minister, Mr Lachhman Das Arora.

The committee will consider all those cases which are under litigation and where the acquisition proceedings are pending.

The committee will also consider all those cases which are under litigation on account of acquiring left-out pockets of land in Dundahera in Gurgaon district, measuring 15 acres, 4 kanals and 13 marlas, for which a notification had been issued by the Department of Industries under Section 4 on May 13, 2002, and under Section 6 of May 8, 2003.

The committee will decide all these cases within one month after giving proper hearing to the petitioners and the agency concerned.

It will not consider any case where the acquisition proceedings have been completed.

Irrigation Dept objects to bundh along Yamuna

The Haryana Irrigation Department has objected to the construction of a 3-km- long bundh by its Uttar Pardesh counterpart along the Yamuna opposite Nawajpur village here.

The department has raised objections to the design of the bundh and alleged that no prior permission from the same was obtained by the Central Water Commission (CWC).

As per sources in the Irrigation Department, UP has started construction of the bundh between Gadipur-Burh-Sondebans villages of Saharanpur district. The bundh is being constructed about 100-ft from the river. This is reported against the guidelines of the Yamuna standing committee, said a senior Haryana official.

The Irrigation Department has reported the matter to the water commission and also to the Haryana Government. The district administration, too, has written letters to its Saharanpur, counterpart, Superintending Engineer, Irrigation department, and the Chief Engineer, Meerut.

A few days ago, Haryana had started construction of a bed-bar near Mandewala to save its 12 villages from flooding by the Yamuna. UP is constructing the bundh opposite the bedbar. “We are constructing the bed-bar perpendicular to the water flow to save our villages”, said the official.

The official said Haryana had followed all guidelines for construction of the bed-bar but UP had not informed Haryana before starting the construction. Photographs of the construction had been sent to the authorities concerned.

No UP official could be contacted for comment.

About two years ago, Haryana had started raising a bundh at Mandewala but UP raised objections to the same. Work on the bundh started only after intervention of the water commission. However, the bundh was washed away during the next rainy season.

CJ to open permanent Lok Adalat

The Chief Justice of the Punjab and Haryana High Court, Mr Justice D.K. Jain, will inaugurate a permanent Lok Adalat at District Judicial Complex here on April 1. He will also preside over a special Lok Adalat organised by the Haryana State Legal Services Authority.

The Chief Minister, Mr Bhupinder Singh Hooda, will be the chief guest on the occasion, while Mr Justice Adarsh Kumar Goel, Executive Chairman, HALSA, and Mrs Justice Nirmal Yadav, Administrative Judge, will also be present.

Stating this here today, Mrs Anita Chaudhry, District and Sessions, Judge, Hisar, who is also the chairperson of the District Legal Services Authority, said a seminar would also be organised on the premises of Haryana Agricultural University here to mark the occasion.

Mrs Chaudhry said during the special Lok Adalat cases related to accidental and other claims, bank loans, telecom and mobile services, Hindu Marriage Act and pre-litigation would be disposed of. Mr Shekhar Dhawan, Member-Secretary, Haryana State Legal Services Authority, would also be present.

Meanwhile, an open forum for the settlement of public grievances would be organised at the local mini-secretariat at 11 am on April 17. The Deputy Commissioner, Mr Arun Kumar Gupta, will preside.

Three teachers suspended

Three teachers of the Government Senior Secondary school in Subana village were placed under suspension following the detection of irregularities in preparation of results of various classes.

The District Education Officer, Mr Rajender Singh, today raided the school premises and suspended the three teachers, besides recommending to the Education Department that an inquiry should be held against the accused, including the school incharge and a clerk.

According to sources, when the DEO visited the school on a routine visit he found that the results of various classes, which were scheduled to be declared tomorrow, were not prepared. The results of the examinations which were not conducted by the Education Board were to be prepared and declared by the school itself, but due to the negligence of the school staff, results could not be declared.

However, when the DEO inquired further about the progress in checking of the answer sheets, he found many irregularities in marking of the papers.

Sources disclosed that a Sanskrit teacher Jeet Ram and Hindi teachers Raj Singh and Shakuntala Devi had been suspended and an departmental enquiry has recommended against school incharge Joginder Singh, Hindi teacher Kitabo Devi, science teacher Sudesh Kumari and clerk Om Bir Singh.

Bansi Lal’s death mourned

The Haryana Council of Ministers, which met under the chairmanship of the Chief Minister, Mr Bhupinder Singh Hooda, here today, mourned the death of former Chief Minister Mr Bansi Lal and observed a two-minute silence.

A resolution, passed unanimously by the Cabinet, said “immediately after becoming Chief Minister, Mr Bansi Lal was deeply engrossed in the reconstruction of Haryana with a commitment to transform this backward state. With the blessings of the then Prime Minister, Mrs Indira Gandhi, he ushered in a development-oriented revolution as a result of which Haryana ranked among the few developing states in the first decade of its formation.”

It said that Mr Bansi Lal was truly a man of action. He was blessed with “a sense of self-respect, simplicity, strict discipline and plain speaking.”

Block samiti vice-chief booked for rape

A woman (28) was allegedly raped by a prominent villager at Pandiya Mohalla at Bawal late on Tuesday.

The accused was accompanied by three persons. The victim’s husband was away when the crime took place. The four reportedly first consumed liquor at a shop at Bawal after which they barged into the woman’s house by scaling the boundary wall.

The others failed to take up their turn as the woman’s husband incidentally turned up and they had to flee.

On a complaint lodged by the victim, the Bawal police has registered a case of rape under Sections 376 and 450, IPC, against the main accused, Satbir, a former vice-chairman of the Bawal block samiti and his three accomplices Sheo Ram, Karamvir, and Yogesh Sharma.

Banger gets bail

A former Chairman of the Haryana Public Service Commission, Dr K.C. Banger, was today granted bail by a local court.

He had surrendered before the same court earlier this week in a case registered against him under the Prevention of Corruption Act.

After his surrender, the Vigilance authorities had sought his remand for interrogation. The court granted it. However, when he was produced before a Magistrate today, he turned down the Vigilance plea for further remand and instead remanded him in judicial custody.

But his plea for bail came up before the court where he had surrendered. The court granted the bail but asked him to deposit his passport with the court.

‘Intrusion’ in Army office

An “intrusion” is suspected to have taken place inside an office within the Army’s PH & HP (I) Sub Area Headquarters in Ambala Cantonment.

Army officials have informed the police about the incident which took place two days back. An officer of the rank of Lieut-Colonel has informed the door of the office and some equipment has been damaged due to the break-in.

Army officers were tightlipped about the incident and refused to comment on whether any documents had gone missing.

A case has been registered.

Soldier cremated

Hisar, March 30
Soldier Hoshiyar Singh of 40 Rashtriya Rifles, who was killed in a road mishap in the Poonch sector of Jammu and Kashmir, was cremated with state and military honours at his ancestral village, Ladwa, near here, today.

Administrative as well as Army officials, besides Ghirai MLA Chhattarpal Singh and others, paid homage to the soldier at the cremation. Hoshiyar Singh, who joined the Army in 1996, is survived by his wife and two daughters.

His brother, Jasbir Singh, is also a serving Army official.

PM to visit Panipat
