Man loses eyesight after operation

The operation was conducted on March 21 but the victim decided to lodge a complaint with the police when the doctors at the All-India Institute of Medical Sciences (AIIMS) declared permanent loss of eyesight.

The state-level conference of panchayati raj members here at the HSIDC ground today turned out to be an occasion for Congress leaders, including Chief Minister Bhupinder Singh Hooda to pay homage to late Rajiv Gandhi and praise his widow and Congress president Ms Sonia Gandhi for her latest “sacrifice”.

Mr Hooda announced a series of steps for panchayati raj institutions. He seconded a resolution proposed by Mr Preetam Singh, a panchayat chairman from Charkhi Dadri, lauding Ms Gandhi for resigning from the Lok Sabha.

The Chief Minister’s appeal to the elected members of panchayati raj institutions drew expected response as the people gathered on sprawling HSIDC ground raised hands to show solidarity with the Congress president.

Mr Hooda, since he became the Chief Minister a year ago, has kept alive his interest in panchayati raj institutions. The Bill to empower panchayati raj institutions was piloted by Rajiv Gandhi.

However, the interest has been paying off as far as health of panchayati raj institutions is concerned. Sops announced by Mr Hooda today, include hike in the honorarium of chairmen of Zila Parishads from Rs 3000 to Rs 4000. The honorarium of vice-chairman of zila parishads was raised to Rs 3000 and that of chairman of panchayat samiti to Rs 3000.

The CM also announced that the sarpanches would be given Rs 1000 per month by the government as honorarium to meet expenses incurred by them on entertaining visitors.

The Chief Minister also announced list of people eligible for below the poverty line (BPL) cards would be released on April 10. The list would be subjected to amendment in case of any anomaly. Anyone wanting to appeal against the non-inclusion of name in the list, can intimate the SDM or the tehsildar about his eligibility for getting the card in 30 days of the release of the list. The case has to be decided by the tehsildar or the SDM in 10 days of the receipt of the application.

Appeal against the decision of the SDM or the tehsildar, can be made to the Deputy Commission who will take a decision in 10 days.

Union Rural Development Minister, Raghuvansh Prasad Singh, who was the chief guest of the function, announced the Centre had approved a Haryana government plan of constructing individual toilets for houses and community toilets for women and anganwari complexes. He said Rs 239 crore had been sanctioned for this scheme.

The Union Minister, who is an RJD MP from Bihar, also lauded Ms Gandhi’s “sacrifice”. Haryana Congress working president, Ram Prakash, who was also present at the conference equated Ms Sonia Gandhi with Mahatma Gandhi. Mr Dharam Bir, chief parliamentary secretary, who looks after the Panchayat Department, Mr Jai Parkash, Congress MP from Hisar, and Mr Jitender Malik, Congress MLA from Sonepat district, were among the speakers.

Commission agents to help procure mustard

The Haryana government has decided to allow commission agents to act as handling agents of cooperative marketing societies through which it plans to procure mustard this season.

Deputy Commissioner R.S. Doon said here yesterday mustard would be purchased by HAFED on behalf of NAFED at the support price of Rs 1715 per quintal. The government had decided not to purchase mustard through commission agents but agents willing to as handling agents of the respective cooperative marketing societies would be permitted to do so, he added.

The handling agent would give an undertaking to the marketing society that he would only handle such stocks of mustard against which the farmers had received a token from the society. These tokens were being distributed by the cooperative marketing societies for advance booking of mustard crop.

To get these tokens farmers are required to produce documents like girdawari, a certificate from the patwari concerned in which the estimated quantum of produce is mentioned. This system has been adopted to facilitate the farmers to sell mustard crop and curb the trading of mustard from other states.

He said that the handling agent would ensure unloading of stock, its cleaning, filling in bags supplied by HAFED or cooperative marketing society and proper weighing. For these services the agent would be paid an amount fixed by the market committee or HAFED.

According to Mr Doon the handling agent would be responsible for quality and quantities of the stocks till these were delivered to the designated godowns. He said that the farmer would have to bring the bonded quantity to the mandis on the specified date. However, if a farmer was not able to bring his crop on the specified date for a valid reason he might do so within the next seven days.

He said that payment to the farmers would be made by the cooperative marketing society or HAFED directly in the shape of account payee cheques. The farmers would have the option of bringing his crop direct to the society in which case the entire admissible commission and actual expenses shall be paid to the society by the government.

Alternatively, if a farmer decided to bring the crop through the handling agent the actual expenditure would be paid by the society to the agent concerned. He would also be paid service charges at the rate of Rs 10.70 per quintal by the society.

10 MCs of Ambala Sadar offer to quit

Ten Municipal Councillors of Ambala Sadar have offered to tender their resignation over the alleged irregularities in the execution of development work.

The councillors gave a letter expressing their intention to resign to the Ambala Cantt MLA ,Mr DK Bansal, yesterday. The 10 MCs who have offered their resignation include Mr Sudhir Jaiswal, Mr Omkar Nathi, Mr Roop Chand, Ms Ajay Walia, Ms Riya Ratra, Ms Nisha Goel, Ms Dimple Mittal, Mr Babu Kanojia, Dr Vikas Bhateja and Mr Pardeep Goyal.

Of the MCs who have signed the letter ,only six were present when the letter was handed over to Mr Bansal. Those who were not present were Dr Vikas Bhateja, Mr Babu Kanojia, Ms Dimple Mittal and Mr Pradeep Goyal.

Mr Bansal said that he had received the resignation letter and he would study it. "The contents of the letter are important as allegation of irregularities have been levelled in the execution of development work," he said.

He said that looking at the gravity of the situation, he would personally monitor the development work. "If things do not improve soon, then I would recommend the matter to the competent authorities for suitable action," he said.

Mr Bansal said that he had called the contractors and officials for a meeting. "However, Ambala Sadar MC president , Ms Neelam Sharma did not attend . The contractors and officials have been categorically told to explain the shortcomings. I expect to receive their response in a day or two. We are taking this matter seriously," he said.

The quality of construction of roads in the area was poor. "We had set up a vigilance committee comprising municipal councillors. I have been informed that the standards are not being maintained. This is a grave issue," he said.

The resignation letter submitted to Mr DK Bansal states "Despite working selflessly, Municipal Councillors are not enjoying a good name among the people due the irregularities in development work".

The letter claims that despite urging several times to the MC president ,Ms Neelam Sharma ,that quality of work needed to be improved, she has taken sides with the officials and contractors. "Since the MC president is from our party, it becomes difficult to answer to the people. Therefore, we MCs are offering our resignation. Either improve the condition or accept our resignation letter," the letter adds.

However, Ms Neelam Sharma said that she had been regularly directing the officials to ensure quality work from the contractors. "I have given these directions in writing. But, the Municipal Councillors have never submitted anything in writing to me," she said.

She said that she had no information about the Friday meeting.

A former Union Minister and senior BJP leader, Mr Sahib Singh Verma, has said the people might face a mid-term elections in the country as the UPA government has been facing differences within its alliance.

Talking to mediapersons here today, he said Ms Sonia Gandhi had not made any sacrifice by resigning from the Lok Sabha and National Advisory Council. In fact, the President of India had decided to terminate her from Lok Sabha as she had been holding the office of profit, he claimed. He said it was a political drama, which was made to get the sympathy of the people.

When asked whether the suspended leader of the party, Mr. Madan Lal Khurana, would be taken back, he said the party high command had forgiven him earlier for his anti-party statement but this time it had taken a serious view of his anti-party activities.

Referring to Ms Uma Bharti, he said she could not damage the BJP as she did not have any support.

He said the BJP would not make any political alliance with the INLD in future as Mr Om Prakash Chautala had betrayed the Haryana BJP a number of times.

Referring to Mr Bansi Lal, he said it would have better if the alliance between the BJP and Bansi Lal's party continued.

Earlier, addressing a workers’ meeting, he said the leadership of Mr Atal Bihari Vajpayee and Mr L.K. Advani had strengthened the party even in the South.

A former MP of Ambala, Mr Rattan Lal Kataria, former Deputy Speaker of Haryana Vidhan Sabha, Mr Faquir Chand Aggarwal, senior leaders of the party Mr Pavitra Singh Bajwa, Sanjay Sharma And Master Shiv Prashad were also present on this occasion.

Mr S.S. Deswal, Inspector -General of Police, Ambala Range, said this while speaking at the annual convocation of Guru Nanak Khalsa College here today. As many as 800 students were conferred the graduate and postgraduate degrees.

Mr Deswal stated that temples, gurdwaras, mosques and other religious shrines inspired us to have faith in our religion and these feelings contributed to the allround development of a country. He said educational institutions should lay stress on providing quality education of international standards. The students who showed proper regards to their teachers certainly achieved success in life.

The Chairman of Khalsa educational institutions, Mr B.S. Jauhar, welcomed the chief guest and Dr Balbir Singh, Principal of the college, read out the college report.

Mr Ankur Sharma, who was recently awarded the title of Mr India-2006 for body building and who has been selected for participation in the Asian team, and Mr Subhash Sharma gold medalist in yoga were also honoured on this occasion.

Man loses eyesight after operation

The eyesight of an aged person got lost permanently after an operation at a private hospital here. The operation was conducted on March 21 but the victim decided to lodge a complaint with the police when the doctors at the All-India Institute of Medical Sciences (AIIMS) declared permanent loss of eyesight.

According to a complaint filed by Sunil, grandson of the victim Man Singh, he took his grandfather to the Rajbir Eye Hospital on March 21 with a minor eye problem. Dr Rajbir, proprietor of the hospital who is a BAMS, told them that there was nothing to worry and everything would be okay after cleansing of the eyes.

The complainant alleged, that the doctor carried out an operation without their consent and asked them to take back him the next day. However, when the bandages were opened Man Singh had gone blind. Sources said a qualified doctor from Delhi had operated upon him and four other persons and all of them had complained of having a similar problem.

However, the doctor promised the victims to provide them treatment in Delhi and assured them that he would regain their eyesight. But the doctors at the AIIMS yesterday declared that Man Singh could not see anymore. The sources said the remaining four victims were responding to the treatment well and had partially regained the eyesight. The police, however, has not registered an FIR so far.

BJP dharna at Chandigarh

BJP activists from Haryana, Punjab, Chandigarh and Himachal Pradesh will organize a joint dharna under the auspices of the Bharatiya Kisan Morcha at the Matka Chowk in Chandigarh on March 28 in protest against the proposed wheat import and other "anti-farmer and anti-people policies" of the Congress-led UPA government as well as the Hooda government of Haryana.

This was stated by senior BJP leader Prof. Ram Bilas Sharma at a press conference here on Friday.

Flaying the UPA government for its decision to import wheat from Australia at a time when wheat arrivals were expected to flood the Mandis, he said that it was simply ironical that while the UPA government would be paying to foreign farmers about Rs. 1000 for each quintal of imported wheat it was not prepared to give even Rs. 700 per quintal to the Indian farmers

He alleged that the wheat was being imported just to enable certain high ups in the government to grab kickbacks.

Making mention of the Congress President Sonia Gandhi's resignation, he asserted that it was sheer constitutional compulsion which made her quit the Lok Sabha as well as the NAC.

Criticizing the Hooda government for its lacklustre performance, Prof. Sharma charged it with betrayal of the farmers' interest in the matter of the SYL issue.

Mrs Asha Hooda, wife of Haryana Chief Minister Bhupinder Singh Hooda stated this here today after laying the foundation stone of the second phase of the Prerna Vridh Ashram. The home is being constructed by Prerna — a charitable organisation engaged in social activities like organising mass marriage of girls of poor sections of society, imparting vocational education to girls and running a foster parent scheme to provide education to orphan children. It has also set up a memorial to martyrs of the Defence forces.

Lauding efforts of Prerna, Mrs Hooda said instead of blaming the younger generation for being arrogant or disrespectful towards elders, the present generation should introspect why it had failed in passing the age-old Indian traditions to the next generation. While generation gap was a natural phenomenon and must for the development of society but family traditions should not be ignored and bypassed.

Regretting the new generation was losing touch with Indian culture, she urged Prerna to organise special classes for familiarising the young generation with ancient culture.

Speaking on the occasion, chief guest R.A. Yadav, Vice-Chairman, All-India Council of Technical Education, Delhi, called upon the students to develop positive thinking.

He said students must develop social thinking also.

Principal of the institute S.C. Gupta, general secretary of the board of governors of the college K.L. Johar and chairman of Mukand Lal institutions Mr Ashok Kumar were also present on the occasion.

4 get life term for murder

Mr Narender Kumar, Additional Sessions Judge of Narnaul, has sentenced four brothers — Krishan Kumar, Davender Singh, Yashwant and Ram Chander — all sons of Prabhu Dayal, a former Sarpanch of Sehore village under Kanina police station of Mahendergarh district, and their accomplice Akhilesh of Bawwa village of Rewari district, to undergo imprisonment for life holding them guilty of the murder of Rambir (35) of Sehore village in 2001.

Following embittered relations caused by a criminal case pertaining to the murder of Rambir's uncle, Rambir was done to death after which the accused had thrown his body into a field from which it was recovered by the police.

The Kanina police registered a case of murder, arrested the accused and sent the case to the court for trial.

291 cases settled

As many as 291 cases were settled with mutual reconciliation in a Lok Adalat organised by the District Legal Services Authority at Murthal village today.

It was for the 10 surrounding villages, including Murthal, Mehendipur, Dipal Pur, Mukimpur and Machhrola.

The settled cases included 83 cases of civil, 42 of criminal, 150 of revenue and 16 cases of bank disputes. — OC
