Haryana extends power bill waiver scheme
Tribune News Service

Panchkula, March 14
Haryana Power Utilities has decided to extend the Electricity Bill Waiver scheme, with a late entry fee of Rs 150, upto March 31.

Senior officials in the state Power Utilities informed that the scheme has been extended for those consumers who had not availed the benefits of the scheme, when it ended on January 31 earlier this year. These farmers will not have to pay surcharge on their pending electricity bills, but will be required to pay a late entry fee.

The Electricity Bill waiver scheme announced by the Hooda government on June 16, 2005, has been able to resolve the long- standing contentious issue of unpaid electricity bills by farmers of Haryana. Over 64 per cent of defaulting farmers (8. 90 lakh consumers from a total of 13. 86 lakh consumers) have already availed the scheme. It was only when the two power distribution companies— Uttar Haryana Bijli Vitran Nigam and Dakshin Haryana Bijli Vitran Nigam started to disconnect the power supply of defaulting consumers last month, that they pleaded for the extension of this scheme.

The Hooda government in Haryana had waived off a whopping Rs 1600 crore outstanding power arrears of farmers and other rural domestic consumers under this scheme. Arrears of only those consumers in rural sector are waived off who pay the future bills regularly. To ensure this, the government decided that 10 per cent of the arrears would be written off with the payment of each of the next 10 bills on a two-month cycle. If a consumer pays regularly and “uninterruptedly” his electricity dues for 20 months, his entire arrears would stand paid off.

As a reward to those rural sector consumers who paid their bills regularly, the government decided to give them 5 per cent rebate on their dues for the next 20 months. This decision was taken to respect the sentiments of the farming community of those districts which constitute the “tubewell belt” along the G.T. Road. Residents of Ambala, Yamunanagar, Karnal and Kurukshetra never agitated for free power, but demanded “quality and adequate” power.

Tribune News Service

Ambala, March 14
The District Consumer Dispute Redressal Forum, Ambala, has directed that vehicles belonging to Gati Limited, a courier and cargo company, should be attached.

Ten vehicles were ordered to be attached yesterday after an execution application for non-compliance of an order took place. The case had been filed by International Biological Laboratories, Ambala Cantt. An earlier order of the forum on August 2005, stated that the complainant booked 95 boxes of scientific goods on January 14, 2004, for delivery at Guwahati, at a value of Rs 5.28 lakh.

The complainant had given instructions to the company to release the goods to the consignee. It was told that the goods were fragile and that they should be released to the consignee only on the receipt of a demand draft payable for Rs 2.28 lakh and a cheque for Rs 3 lakh payable not later than February 15, 2004.

The order states: "In spite of the instructions, the respondents released the goods to the consignee against a demand draft for Rs 2.28 lakh and violated the instructions of the complainant and have failed to receive the cheque for Rs 3 lakh payable not later than February 15, 2004, as instructed by the complainant.

"The complainant had also sent a notice on February 2, 2004, to the respondents to comply with the instructions. OPs handed over to the complainant were bogus and the cheque on which the date is unreadable, was forged."
