Eligibility criterion change rakes up controversy again
Chandigarh, March 12 The state government has advertised the same eligibility criterion afresh over which aspiring candidates had moved court earlier and the government had subsequently quashed the recruitment process. Besides circumvention of the process of law, it is also being alleged that the state government had "misled" the court when the matter was being heard earlier. A Division Bench issued notice of motion and notice for stay on March 10. In a fresh petition filed before the Punjab and Haryana High Court, candidates affected have contended that the Haryana Government had tried to mislead the high court during the pendency of the earlier writ petition on the same issue. In January, a representative of the state government had submitted before the court that relief was being granted to the petitioner and the impugned advertisement had been withdrawn. The petition was then disposed of as being infructuous. This statement, according to the petition, was misleading since the advertisement was withdrawn much later. The withdrawal notice, the fresh petition contended, clearly stated that the advertisement was being withdrawn in view of the first petition, thereby meaning that the state government had admitted that the change in age was arbitrary and illegal. However, nine days later the state government again issued the same advertisement prescribing the same age limit. The candidates have reiterated that the raising of the minimum age from 25 to 50 years has left a large number of aspirants ineligible. They maintained that neither those who leave service early nor most of those who retire in their due course were eligible The action of the state government is also alleged to violate central government regulations on recruitment to the aforementioned posts. Since 50 per cent expenditure of the Rajya Sainik Board is borne by the Centre, the state government has to abide by the regulations. A letter written by the central government to the Haryana Government on April 16, 1998, stipulated the eligibility criteria. The central government had also ordained that one of its representatives will be a member of the selection committee. This direction apparently has been given a go-by by the Haryana Government. |
Kidwai’s flip-flop on varsity nomination
Chandigarh, March 12 Prof Chandra was one of three persons who were nominated by Dr Kidwai as his nominees on the council in violation of the rules for two years on August 31, 2005. The other two are Prof Kishore Gandhi and Dr S.P. Singh. Prof Chandra was sacked by the U.P. Governor and Chancellor of Bundelkhand University, Mr T.V. Rajeswar, on July 16, 2005, after an inquiry conducted by Mr S.S. Yadav, Commissioner, Jhansi division, indicted him. Their nomination to the highest decision-making body of the university had stirred up a hornet’s nest on the campus. A former President of the Kurukshetra University Teachers Association, Mr O.P. Gahlawat, said whenever the executive committed an irregularity, people looked up to the Governor to set it right. “What should one do when the upholder of the rule of law violates the law”, he asked. Statute 34 of the university is unambiguous that “no person, who has been convicted of any offence involving moral turpitude or has been dismissed for misconduct from a government or semi-government institution or from a university or an educational institution of any kind, shall be eligible to become, or to continue as a member of any authority of this university or of any committee appointed by the university”. The Governor’s decision to ask Prof Chandra to resign was conveyed to The Tribune this evening after this correspondent approached the Raj Bhawan to know Dr Kidwai’s version about the apparent illegality in the nomination of the council members. Prof Chandra is also Dr Kidwai’s nominee on the Executive Council of Maharshi Dayanand University, Rohtak. However, it is not known if the statute of MDU also contains a provision similar to that in the KU statute. There is a controversy over the nomination of Prof Gandhi and Dr Singh also. Mr Gahlawat says they are over-aged because Statute 35(2) of the university says, “No superannuated teacher after attaining the age of 62 years shall be appointed on any statutory or non-statutory bodies of the university except in the case of the colleges or institutes running professional colleges exclusively accredited by the AICTE”. To overcome this legal hurdle, the university amended its statute and deleted clause 35 (2) months after Prof Gandhi and Dr Singh were nominated to the council by Dr Kidwai. A former Advocate-General of Haryana, Mr Mohan Jain, says since the rule relating to age was on the statute book when the nominations were made, they are void abinitio. The subsequent deletion of the clause cannot have a retrospective effect. When the V.C. of Kurukshetra University, Dr R.P. Hooda, was contacted for his version, he refused to comment, saying that he was answerable only to the Chancellor and not the media. |
Contractor booked for using substandard material
Karnal, March 12 The Executive Engineer, Marketing Board, Mr Dinesh Garg, had lodged a complaint against the contractor with the district police at the behest of the Deputy Commissioner, Mr Rakesh Gupta. Actually, several residents of Tharota village complained to Mr Gupta during his recent visit to the area about the use of substandard material during repair of the road. The Deputy Commissioner constituted a three-member committee to probe into the allegations after visiting the road himself along with officials of the Marketing Board. The committee headed by the Executive Engineer, PWD, Mr K.K. Nain, collected samples of the material from the road and got them checked from the quality control laboratory of the PWD. These samples were found substandard. Following this, the Deputy Commissioner directed Mr Garg to lodge an FIR against the contractor and subsequently the Nissing police registered the case against the accused under Sections 406 and 420 of the IPC. However, the accused was at large till the filing of this report. |
Rally against privatisation
of ITIs
Karnal, March 12 This was stated by Jai Bhagwan, state general secretary of the Students Federation of India (SFI), in a press-note issued here today. The decision to hold the rally was taken by about 100 students of different ITIs situated in the state at a training camp organised under the aegis of the SFI, he added. Jai Bhagwan said students would not accept the move of the state government to privatise ITIs. The students would also contact different village panchayats to request them to pass resolutions against the move and sent those resolutions to the Chief Minister and Prime Minister, he added. |
MC chief among 8 booked for graft
Jhajjar, March 12 The MC chief, Mr Karambir Rathee, along with councillors Puran Singh Rathee, who is brother of former INLD MLA Nafe Singh Rathee, and Baljeet Nandal, general secretary of the district unit of INLD, were among the seven persons charged with acts of omission and commission during the previous tenure. They were booked under Section 420 and 406 of the Prevention of Corruption Act and Sections 468,469 and 120 B of the IPC. Sources said a Vigilance inquiry had found them guilty of defrauding the civic body while waiving the house tax during the previous tenure. The CM’s flying squad raided the civic body and detected various frauds in the fixing the house tax. |
Main suspect in paper leak case gets interim bail
Panipat, March 12 But before the local police could arrest Amit, he managed to secure interim bail from a local court yesterday. The Chief Judicial Magistrate had already issued non-bailable warrants against him. Confirming this to The Tribune, Mr Alok Mittal, SP, said investigations revealed that Amit was the main suspect. He said arrested students had named Amit as the person who provided them the question paper of business studies of Class XII. Mr Mittal said Amit secured interim bail till March 17. He said the police would try to secure his arrest. |

Jhajjar March 12 According to information, Sahiram was attacked by Krishan and Raj Singh, his nephews, along with four others. He received severe head injuries and was rushed to the PGIMS at Rohtak where he died later. The families of Sahiram and his brother were not on good terms over the distribution of land and transaction of money. No one has been arrested. |

Karnal, March 12 According to his wife, Phoolpati, Preetu (45) had gone to Samalkha in Panipat to attend his cousin’s marriage on February 20 this year but did not return. She contacted all relatives and friends but failed to ascertain the whereabouts of her husband. Later she reported the matter to the police at Gharaunda police station. |

Ambala, March 12 Speaking on the occasion, Mr Mullana said students should follow high morals so that they could serve the nation and society. He said the Haryana Government had increased the budgetary allocation for education by 50 per cent. Mr Mullana said in the age of privatisation, the mission of education seemed to have been lost and the society should ponder over this issue. He announced a grant of Rs 51,000 for the college. The Principal, Dr R.R. Malik, presented the annual report of the college highlighting achievements of the college students in the fields of education, co-curricular activities and sports. In today's convocation, 112 BA, 109 B Com, 38 B Sc, 15 MA (English), 17 MA (Political Science) and 15 BIM degrees were awarded. Doctors explain some ailments
Ambala, March 12 Around 200 doctors attended the conference. Various topics regarding respiratory problems in children, post menopausal osteoporosis, renal transplant and diseases relating to heart and gastrointestinal problems were discussed in the conference. Dr Ravi Garg said doctors should update their knowledge about the latest happenings in the medical world. Dr Ashok Sarwal, President, IMA, Ambala City branch, said such conferences provided latest information to the doctors added the IMA would organise such conferences in future too.
