Woman commits suicide, in-laws booked

A newly married woman committed suicide by hanging herself from a fan hook attached to the ceiling at Bhattu Kalan in this district last evening. The police has booked the in-laws of the victim on the complaint of her kin.

Defaulting farmers not to be arrested

Now no farmer in Haryana will be arrested if he failed to repay loans of cooperative institutions. This has been a sore point with farmers since long. There was also a dichotomy — while defaulters could be arrested without trial and be kept in custody till the repayment of the loan, the commercial banks had to follow due process of law for recovery of bad debts. Moreover, the defaulters had to pay for their food also for the period they remained in the custody of cooperative institutions.

This major concession to farmers was announced by Chief Minister, Bhupinder Singh Hooda while addressing nav nirman rally here today. This was the first state level rally organised by the Congress in Haryana while in power. No other Congress Chief Minister ever encouraged the party for such a venture in the past. This was noted by All-India Congress Committee general secretary in charge of Haryana, Janardan Dwivedi, who said if Mr Hooda wanted he could make it an official rally, because it had been organized to celebrate first anniversary of his government. But this is a Congress rally for which no official machinery had been used, he added.

Mr Hooda said the government would insure every Haryanvi between 18 to 60 years so that in case of accidental death, Rs 1 lakh was paid to his family. He said when he had visited a Dalit family 14 members of which died in an accident recently, he learnt that no earning member was surviving. Then he thought of having the Rajiv Gandhi insurance scheme for all Haryanvis to for such an eventuality.

He also announced an increase of Rs 600 per month in the salary of village chowkidars, who would also be paid Rs 250 per annum torch and lathi allowance. Referring to the Congress commitment to give jobs to the employees, retrenched by the Chautala government, Mr Hooda said the Cabinet sub-Committee constituted to suggest ways to fulfil this promise, would submit its report on March 18. But, he said, he could assure the retrenched employees that their case would be considered with utmost sympathy.

In his 20 minute speech, Mr Hooda highlighted the steps taken by his government for the welfare of the people in its first year, including the waiving of Rs 1600 crore of electricity bill arrears. He admitted that a lot needed to be done in the power sector. (Earlier several speakers like Union Minister of State Selja and Avtar Singh Bhadana had referred to power shortage in the state.) Several new projects would go on steam in three years, after which villages would get power supply for at least 20 hours a day.

Despite hot weather people sat for hours to hear Congress leaders. Many could not reach the venue because all roads leading to Hisar witnessed traffic jams, which the police could not anticipate.

Mr Dwivedi cautioned party men that massive mandate which the Congress got last year had put responsibility of equal magnitude on them. They must live up to expectations of people.

Among the absentees were Haryana Congress president, Bhajan Lal and his MP son, Kuldip Bishnoi. Hisar is also home district of Mr Bhajan Lal. Hoardings at the rally venue did not carry photographs of Mr Bhajan Lal. Working President of the state Congress, Dr Ram Prakash, had taken care that his photographs were also not on the hoardings, though he presided over the rally.

Mr Bhajan Lal’s elder son, Chander Mohan, who is also Deputy Chief Minister in the Council of Ministers his nephew, Mr Dura Ram, MLA from Fatehabad were present and spoke about achievements of the Hooda government. By abstaining from the rally addressed by the AICC general secretary, Mr Bhajan Lal, political observers feel, has further isolated himself in the Haryana Congress. Only yesterday senior Haryana BJP leader, I.D. Swami invited Mr Bhajan Lal to join the BJP. His absence from the rally is bound to give rise to speculation in political circles of the state.

Finance Minister, Birender Singh, urged people to punish them if they committed any mistake but please do not allow persons like Mr Om Prakash Chautala to rise in Haryana politics once again. Irrigation Minister Ajay Singh Yadav said there would not any discrimination against any area in respect of canal water.

Union Minister of State for Defence, Rao Inderjit, Congress MPs Jai Prakash, Naveen Jindal, Atma Singh Gill; Haryana Minister of State for Tourism, Mrs Kiran Chaudhary; and Chief Parliamentary Secretary, Dharamvir those who spoke. Those were present on the dais included was Mr Venod Sharma, Power Minister, and Mr Shadi Lal Batra, Chairman of the Agriculture Marketing Board.

Haryana honours litterateurs

The Haryana Chief Minister, Mr Bhupinder Singh Hooda, said here on Friday that a comprehensive plan was being drawn up to promote the state’s literature, heritage and culture in a big way.

He was speaking after honouring litterateurs at a function organised jointly by the Haryana Sanskrit Academy, the Sahitya Academy and the Punjabi Academy.

Mr Hooda regretted that Haryana’s culture, despite being rich, had not got the desired boost. He complimented the award winners and said the best books in Punjabi, Hindi, Haryanavi and Sanskrit should be made available in libraries in the state.

The Education Minister, Mr Phool Chand Mullana, appreciated Mr Hooda for instituting new awards and enhancing the cash incentive of some of the awards.

Among the litterateurs of Sanskrit, the Maharishi Balmiki Puraskar for 2004-05 was conferred upon Shiv Naryan Shashtri and for 2005-06, this highest award was conferred upon Dr Sansar Chander. The award carries Rs 1 lakh in cash, a shawl and a certificate of appreciation.

The Maharishi Ved Vyas Award carrying Rs 51,000 in cash, a shawl and a certificate of appreciation was conferred upon Capt Ram Bhagat Sharma for 2004-05 and upon Mahabir Prasad Sharma for 2005-06. The Mahakavi Bhan Bhatt Puraskar carrying Rs 21,000 was conferred upon Dr Ishwar Chander Sharma. In the case of books, two awards, each carrying Rs 10,000, were given to Dr Rameshwar Dutt Sharma and Jai Narayan Yatri for 2004-05.

The Haryana Punjabi Academy conferred the Bhai Santokh Singh Puraskar of Rs 1 lakh upon Dr Ramesh Kumar and the Baba Sheikh Farid Puraskar of Rs 51,000 upon Joginder Singh. Awards carrying Rs 10,000 were given to Surinder Singh Atwal for poetry, Kesra Ram for stories, Kuldeep Singh Deep for plays and Omkar Sood for children’s literature. Four awards were also given for outstanding story writing. Iqbal Singh was awarded Rs 3,500, Sukhchain Singh Bhandari Rs 3,000, Shyam Sakha Rs 2,500 and Dr Sahib Singh Arshi Rs 2,500.

The Haryana Sahitya Academy honoured the well-known litterateur and Rajya Kavi, Udai Bhanu Hans, with the Sur Puraskar carrying Rs 1 lakh. The Babu Bal Mukand Gupt Puraskar for Hindi literature was awarded to Amrit Lal Madan and for journalism to Madan Gopal. Each award carried Rs 50,000.

The Haryana Gaurav Puraskar, carrying Rs 50,000, instituted recently to encourage those hailing from Haryana but bringing laurels to the state while putting up at other places, was conferred upon Dr Sunita Jain, recipient of the Padma Shri. The Pandit Lakhmi Chand Puraskar (Rs 50,000) was awarded to Rajvir Singh Dhankhad for the promotion of art, culture and folk literature of Haryana.

For Hindi books, awards were also given for 2004-05 to Sugan Chand Mukhtesh for poetry, Gian Parkash Vivek for stories, Ashok Kumar Sharma for novel, Sumer Chand for plays, Jaswinder Sharma for essays, Puran Chand Sharma for folk literature and Dr Mange Ram Sharma for prose. Each award carried Rs 10,000.

For Hindi story writing, three awards were given away. The first award of Rs 3,500 was given to Kumar Sharma Anil. Dr Shyam Sakha Shyam was awarded Rs 3,000 and Dr Usha Sharma Rs 2,500.

2 held for robbing accountant

Two persons have been arrested and Rs 4.42 lakh looted from an accountant on February 28 has been recovered from their possession.

Claiming this here today, the district police chief, Mr Sanjay Kumar, said an accountant, Mr Baldev Raj, a resident of Dheemo under Thana Khizrabad, Yamunanagar district, in a complaint lodged at Thanesar city police station here on February 28, stated that he was returning in a Canter carrying a bag containing Rs 4.95 lakh of payments received for jaggery from Bhattu, Elenabad, Sirsa and Fatehabad. When he alighted from the Canter at the old bus stand here, three motor cycle-borne youths approached him. They snatched the bag containing the money at gunpoint and decamped with it.

Mr Sanjay Kumar said a case was registered. Police teams conducted raids and arrested a person from Radaur, who was identified as Rajpal, alias Rinku, a resident of Dhaurang village.

During interrogation, Rinku told the police that on February 20 he along with his accomplices Joginder Singh, alias Chotta, Mange Ram and Pradeep, all residents of Dhaurang village, conspired to loot accountant Baldev Raj. On February 26, Rinku, Canter driver Jahangeer and Baldev Raj loaded jaggery from Yamunanagar and proceeded to Sirsa and Elenabad. After supplying jaggery in the market, Rinku and Jahangeer moved to Kalanwali from where they loaded “khal-binola” for Kurukshetra.

8 villages hold mahapanchayat

To register a protest against the registration of a criminal case against the sarpanch and four others in connection with the ongoing dispute between Dalits and residents of three villages — Farmana, Mauzam Nagar and Nizampur Majra — a mahapanchayat of eight villages was held at Farmana village, about 15 km from here, today.

According to a report, Mr Ishwar Singh, a former sarpanch of Farmana village, presided over the meeting of the mahapanchayat. It passed five resolutions urging the district and police administration not to interfere in this dispute regarding the construction of a temple in the village. The meeting maintained that it was a case of the panchayat, which would resolve it through negotiations with Dalits.

It also decided to include Dalits in the mahapanchayat for resolving the dispute. The meeting further decided to get a fresh report of the girdawari about the land of the temple and to go ahead with its construction without the interference of the district and police administration. It was also decided not to approach the authorities of the district and police administration for resolving the dispute.

Bharati Verma won the first prize in decorating fresh flowers at the Spring Fest, which began at the Tau Devi Lal Park, Pipli, 5 km from here, yesterday. Shikha Thakur and Shivani shared the second position.

Satpal was first and Lal Chand second in decorating dry flowers. Anurag Thakur and Nidhi secured first and second positions, respectively, in decorating fresh and dry flowers. In the centre table flower decoration competition, Ravi Kumar and Ram Dayal were declared first and second, respectively.

In basket flower decoration, Ram Dayal and Lal Chand were declared first and second, respectively. In individual flower competition, Nidhi secured first position while Karam Sikri and Munshi Singla were joint second.

Shubhi Yadav got first position and Onkaar and Joginder secured second position in marigold. Onkaar secured first position and Joginder got second position in the fancy flower competition.

In dehlia, Nidhi got first position and Drishti and Bhanuprataap second position.

Car-truck collision claims 2 lives

Sonepat, March 5
Two persons were killed and two seriously injured when the car in which they were travelling collided with a truck loaded with sand and bajri on the GT Road near Bahalgarh Chowk, about 10 km from here, today.

The deceased were identified as Bijender, a property dealer, of Delhi and Anil Mehta, a trader of Hisar. The injured were identified as Mr Rajbir of Pooth Kalan village (Delhi) and Mr Bijender of Nehra village. Both injured persons were rushed to the local Civil Hospital, from where they were referred to a trauma centre in Delhi. The condition of both injured persons was stated to be serious. The police has registered a case against the truck driver and started a hunt to apprehend him.

The victims were returning to Delhi by a car after attending a marriage in Kurukshetra. The police also recovered a revolver and a rifle from the car, which was badly damaged in the accident. A separate case under the Indian Arms Act has also been registered.

Reshma enthrals audience in Karnal

Pakistani folk singer Reshma captivated the audience of “Ek sham Bharat-Pak dosti ke naam” hosted by the National Integrated Forum of Artistes and Activists (NIFAA) in association with the Haryana Yuva Punjabi Front at Kalidas Rangshala here last evening.

In her first-ever performance in Karnal, Reshma spellbound the audience when she sang “Dum-a-dum mast Kalandar”, which she had first sang in 1965.

Touched by the response of the crowd, an overwhelmed Reshma said: “I had come to India by air several times. I thought I should go by bus this time and when I alighted at Amritsar from the bus, I drank lassi and made a round of the bazar, I found no difference between Amritsar and Lahore.”

Taking the opportunity to talk about peace between India and Pakistan, she spoke in chaste Punjabi. She was born in Bikaner in Rajasthan before Partition and brought up in Pakistan and “both the countries are like right and left yes for me”. Her rendition of “Chaar dina da pyaar o rabba bari lambi judai” and “Zaara silli-silli” was appreciated by the audience.

The event was attended by the Haryana Governor, Dr A.R. Kidwai, as chief guest and the Editor of Dainik Tribune, Mr. Naresh Kaushal, who presided over the function.

Coop societies to be revamped

The Haryana Government has decided to reorganise Primary Cooperative Credit and Service Societies to make them viable. This was stated at a seminar of the Cooperative Department here today

A spokesman for the department informed that 2,433 such primary societies and 70 marketing and processing cooperative societies would be merged to create about 600 PACS to cater to the credit and marketing requirements of farmers in the state.

The Registrar Cooperative Societies, Haryana, said the marketing structure at the grassroots was not producing desired results because of the weak financial position. He said 40 per cent of the PACS and most of the marketing societies were not in a position to provide the required credit and marketing facilities to their members.

With a view to updating the marketing services in the reorganised set-up, the societies would be asked to create facilities for grading, packaging and storage of agricultural produce, resulting into value addition prices. He said efforts would be made to invite more and more deposits in these societies under the deposit insurance scheme.

The Managing Director, Haryana State Cooperative Development Federation, Managing Director, Harco Bank and Chief Auditor of Cooperative Societies also spoke.

Students awarded college colour

The annual prize distribution function of SD College, Ambala Cantt, was held yesterday.
The Principal, Dr Deshbandhu, said 669 students, including 22 NCC cadets and 175 sportspersons, were given awards for excellence. Union Minister Kumari Selja was the chief guest.

The Principal’s medal was awarded to Pratibha of BA III. Medals were given to Pankaj Singh and Ishpreet Kaur for being best sportsman and sportswoman. A gold medal was awarded to Ritika, Zaheera Begum and Aarti Dhiman for standing first in university while Bharti Arya, Akansha, Pratibha Goel and Divya Kohli were given silver medal for standing second.

Tarun Bajaj and Pratibha were declared best male and female artistes and were given college colour.

Girish Sharma was awarded college colour for debate while Pratibha and Tanu were given college colour for singing. Nivedita was given the colour for classical dance while NCC cadets Hardip Singh and Kamaldeep Kaur got it for taking part in the Republic Day parade in Delhi. Minty Aggarwal was also awarded the colour.

In sports, it was awarded to Rita, Sapna, Monika, Neha, Kavita, Rohit, Varun Vohra, Neeraj Bali, Naresh, Manjit, Parveen and Prince Kieve Karamjeet.

Woman commits suicide, in-laws booked

Fatehabad, March 5
A newly married woman committed suicide by hanging herself from a fan hook attached to the ceiling at Bhattu Kalan in this district last evening. The police has booked the in-laws of the victim on the complaint of her kin.

According to reports, the woman had gone to the fields with her husband. After coming to her residence, she hanged herself with the help of her dupatta.

A child who came in the room saw her hanging and raised the alarm. She had died by the time the family members reached there.

Her father, Mr Om Prakash, has alleged that her in-laws had been demanding more dowry from her ever since she was married three years back. The police has booked the husband, the father-in-law, the mother-in-law and two sisters-in-law of the victim.

Three killed in car-bus collision

Karnal, March 5
Three youths were killed when the car they were travelling in collided with a bus at Nirmal Kutia Chowk on the national highway here last night.

The deceased have been identified as Rajendra, a son of an FCI employee, his friends, Ravindra Chahal and Sham Singh. According to an eyewitness, Mr Madan Lal Goyal, Rajendra along with his friends was coming from Sector 7-8 and crossing the highway when a bus hit the car and the driver managed to fled from the spot. — TNS

Legal awareness camp

The State Legal Services Authority, Ambala, organised a legal awareness camp at Ratangarh village today.

Ms Namarta Gaur, member of the authority, said any person whose annual income did not exceed to Rs 50,000 could get free legal service from the authority. In case of women, handicapped, SCs and Backward Classes there was no limit of income.

Senior advocate Om Prakash Malik said the authority also bore the expenses of documentation.
