The administration, which had been doing practically nothing about the encroachments and illegal commercial activities in the residential sectors here till recently, has become quite active in taking action against the encroachers. It seems to have woken from its slumber thanks to senior district officials being summoned by the Punjab and Haryana High Court. The court has asked the Deputy Commissioner, the Commissioner, MCF, and the Town and Country Planning officials to appear personally on the issue in court on March 8 next.

The office of the District Town Planner (Enforcement), has been in the news since the past few days. Its officials have started contacting mediapersons for publicity for the work done by it. According to an official of this department, around 45 properties or buildings that had been functioning illegally in Sectors 10 and 11 here had been sealed or demolished in the past three or four days.

Not only this, the Director, Town and Country Planning, Haryana, and the Chief Administrator, Haryana Urban Development Authority (HUDA), also made a hasty visit to the city yesterday. Perhaps, they wanted to remind the officials that a lot needed to be done and they should not take the issue lightly.

He presided over a meeting at the HUDA office here and took a round of some of the areas. He expressed his concern at the state of affairs at many spots, according to sources in the department.

A social activist based here had filed a PIL in the high court last year alleging that illegal commercial activities had been on with encroachments on public land. The authorities concerned had failed to take any action in this regard despite a legal notice served being served on them earlier.

“The authorities made a move only when the court heard the matter and issued a notice to them for submitting their reply”, claimed the petitioner. He said the authorities became hyperactive only when they were asked to make a personal appearance in the court. Meanwhile, according to reports, more than 250 shops functioning illegally in the residential sectors, including Sectors 3, 7, 10, 11,18, 22, 23 and 29, have been sealed in the drive that has been on for the past one and a half month.

The officials of the District Town Planner (Enforcement) revealed that about 45 properties, including shops, factory sheds and banquet halls operating in Sectors 10 and 11, had been either sealed or demolished in the past four days. They claimed that several others, which had been still functioning, had got a stay from the tribunal and their case was likely to be decided very soon.

Confusion prevails among shopkeepers operating on 100-ft- wide roads who have been spared so far. While it is claimed that they had got a stay order from the court or tribunal, others believe that the government may come to their help through some Bill or policy.

Govt yet to devise plan for recruiting schoolteachers

Even though thousands of posts of teacher are lying vacant in government schools in the national Capital, the Education Department is yet to devise plans to make fresh recruitment.

As many as 2687 post of teachers are lying vacant in schools run by the Delhi Government and 5000 in primary schools of the Municipal Corporation of Delhi, adversely affecting the education of the students. For the present the government has no plan to fill up these vacancies, sources said.

The government has a plan to merge schools so that the shortfall is taken care of, said sources in the department. By transferring the surplus teachers after the merger, the department will fill up the vacancies.

However, the Education Minister, Mr Arvinder Singh Lovely, said that due to the lack of qualified candidates under the feeder cadre, fresh appointment could not be made. The case of candidates belonging to the Scheduled Castes and Scheduled Tribes, which is in the court, is also one of the reasons for not making new appointments, he said.

The Education Department has started new scholarships under different schemes in government and government-aided schools to promote the education of girls enrolled in them. Moreover, students belong to lower strata of society are given stipend of Rs 200 to Rs 600 annually.

The amount of stipend is decided on the basis of the marks secured by the students. Besides, the government has launched the ‘Lal Bahadur Shastri Scholarship scheme’ for students belong to the poor families. Apart from this, free books and stationary are also provided to them.

The students of class seven to 12 with 80 per cent or more marks are given scholarship of Rs 400 per month.

Some students are given Rs 600 to Rs 1550 per month in special case under Lal Bahadur Shastri scholarship scheme.

The students who belong to the educationally backward families are given scholarship of Rs 200 to Rs 500 per year.

Earlier, free books and stationary were provided to the students of primary schools. Now, it has been extended to the students of class six to class 12, the Minister said.

Sheila unveils ‘Laadli’ on Women’s Day

The Delhi Commission for Women (DCW) has launched a campaign, ‘Laadli’, against female foeticide on the occasion of annual International Women’s Day celebrations.

The Chief Minister of Delhi, Mrs Sheila Dikshit, unveiled the campaign at India Gate where a large number of women gathered on the occasion.

Speaking on the occasion, the Chief Minister said, “look at me, I am a woman and I am the Chief Minister, then why this preferential status placed on sons, she questioned a women attending the campaign.

She said, “even your daughters can be equally competent and productive and serve as your support in old-age”. Saying that there are 814 women against 1000 men in the national Capital, the CM vowed to curb the evil practice of female foeticide and paint a brighter nature of the girl child.

Quoting a Indo-Canadian study report published in the medical journal ‘Lancet’, the Chairperson of the DCW, Prof. Kiran Walia, said that half-a-million unborn girl children are aborted every year in India on account of prenatal sex determination and selective abortion. Estimates by the Indian Medical Association put the figure of female foeticide in India each year at an even more alarming five million. This calls for urgent and imminent steps to restore the sex ratio balance, she said.

Addressing the gathering, Prof Walia said that the DCW in collaboration with Mumbai-based NGO, ‘Population First’, has launched Laadli, a comprehensive communications campaign combined with specific action programmes to address the issue of falling sex-ratio especially in the 0-6 year category.

A pilot project is already underway with the Jamia Millia Islami, which aims at training the trainers at various schools and colleges who would then help educate and build an youth brigade to help restore the pride and rights of women, she said.

The Union Minister for Women and Child Development, Mrs. Renuka Chowdhary and Union Cabinet Minister Mr Oscar Fernandes were the guest of honour at the function.

Seven held for robbing Noida trader of Rs 65,000

Seven men, who had robbed a trader of Rs 65,000 after kidnapping him on December 31 last year, have been arrested by the Sector 24 police here. The police have seized two countrymade pistols and knives from them. The trader was closing down his shop when he was kidnapped on the evening of December 31.

The seven men were going to Ghaziabad in a car to commit a robbery when they were nabbed by the Sector 24 police after getting a tip-off.

The SO, Sector 24 police station, was checking the vehicles at the Sector 32-35 crossing with his team when the cops signaled a white Maruti to stop. The driver tried to speed up in a bid to flee. The police team overpowered the men after giving a chase. On frisking the criminals, two 3.15 bore revolvers, three knives and clubs were seized from them.

The arrested criminals confessed that they were going to commit a robbery in Ghaziabad. During intense interrogation at the police station, the arrested criminals confessed that they had robbed trader Vijay Kumar Agarwal, who was closing his plywood shop for the day in Sector 9 here, of Rs 65,000. They had hit Agarwal’s employee Mohan with a club on his head to silence him when he tried to resist them.

The criminals have been identified as Lokesh, who runs a general merchant shop in Nithari, Sector 31, Ashish, alias Bobby Srivastava, of Janta Flats, Sarvjit of E-103, Sector 36, Ashok from Kalyanpuri, New Delhi, Jaswander, alias Baddu Gujjar, of Nithari, Mohd Hanif of Sector 4 slums and Maruti van driver Sanjay of Sector 22.

The police have recovered Rs 35,000 from the robbers.

25 million Indians suffer from morbid obesity

Of a staggering 2.1 billion obese people worldwide, India alone accounts for 97 million, of which more than 25 million have morbid obesity, which is an extreme form of the condition that borders on illness.

To address the problems caused by obesity — especially morbid obesity — like coronary artery disease and diabetes, experts from across the globe are drawing attention to the need to create awareness among the masses.

The first Asia Pacific Obesity Conclave that was hosted by Sir Gangaram Hospital from March 2-5 highlights the emerging menace of obesity.

Pointing out the serious repercussions of obesity, experts says the World Health Organisation has estimated that India is slated to become the global capital of type II diabetes by 2025.

Childhood obesity, that has emerged as another area of concern, is also being discussed at the conclave that is being attended by about 300 eminent obesity experts from across the globe.

The conclave comprises of a comprehensive review of obesity management, which includes surgical management of morbid obesity, nutritional facts, psychological perspective and role of yoga in obesity management.

Focussing on the side effects of morbid obesity that can also cause diseases like cancer, hypertension, arthritis, sleep apnea and dyslipidemia, Dr Pradeep Chowbey, Chairman, Department of Minimal Access Surgery, Sir Ganagaram Hospital said, “According to the WHO survey, morbid obesity will create tremendous economic burden on India. The need of the hour is to increase public awareness about morbid obesity and its future complications. Overweight people should take early remedial action to rid the body of excess accumulation of fat. Moderate dieting and exercise can address overweight problems, but morbid obesity calls for surgical intervention”.

The conclave is being jointly organised by the hospital in collaboration with the Asia Pacific Bariatric Society, Indian Association of Gastrointestinal Surgeons and All India Association for Advancing Research in Obesity.

8 vehicles stolen in Noida

Noida, March 5
Eight vehicles were taken away from here by thieves in one day. These included the Maruti 800 car of an executive engineer of the Power Corporation, Mr S. S. Chaudhri, from the Sector 25-A office complex.

Mr Chaudhri has informed the Sector 24 police. Another car was stolen from the Sector 24 police station area, A-47 in Sector 33, which is near the local MLA’s house. The other vehicles were stolen from the Sector 20 police station area.

Mr Ravinder Kumar of Indirapuram, Ghaziabad, informed the Sector 20 police that his Wagon-R car had been stolen from Sector 18. Similarly, Mr K. P. Varma of A-691, Sector 9, informed that his car parked outside his house had been stolen.

Mr Anil Kumar’s motorbike was stolen from Sector 18. Besides Mr Harish Gopal said his Vespa scooter parked outside his house in Sector 21 had been stolen. Mr Nitin Sharma of Brij Vihar, Ghaziabad, reported that his motorbike had been stolen from NEPZ, Noida Phase-II. Mr Rajinder Singh of Sector 82 informed the police that his Bajaj motorbike had been stolen.

This govt-run hospital needs immediate treatment

At a time when the government is committed to upgrading its hospitals in the Capital, it is surprising that there is not a single Intensive Care Unit (ICU) ward in any department of Guru Govind Singh Hospital, the biggest government-run hospital in the West Delhi area.

All it has is a six bed Emergency and a four bed Observation ward, and even these do not function properly.

In the absence of this essential facility, patients coming from near by areas are referred to far-flung hospitals like Deen Dyal Upadhyay Hospital or Ram Manohar Lohia Hospital.

According to sources, an average of 10-15 patients require admittance to ICU in the hospital everyday, only to be referred to other hospitals.

“Most of these cases are that of heart attack, stroke or brain-related injuries in which even a delay of a few minutes in starting treatment may prove to be fatal. Despite this, the hospital administration has failed to set up an ICU in the hospital,” said a doctor associated with the hospital on the condition of anonymity.

According to another doctor, the hospital does not have a blood bank either. Even if patients manage to get blood from other hospitals or private run blood banks, there is no facility for preserving it, he says.

Even the mortuary in the hospital is said to be non-functional despite having existed for more than ten years because of absence of necessary equipment and proper staff to man it.

When asked about this sad state of affairs, Dr Anil Mehra, Director, Health Services, Delhi Government, said that a new Medical Superintendent had recently been appointed to improve the conditions of the hospital.

Metro to extend its run into Dwarka by March-end

With as much as 90 per cent of the work completed, it is hoped that the Metro rail will extend its run into Dwarka sub-city by March-end.

According to DMRC sources, civil, track, traction and signaling was on schedule and the stations would also be fully ready before it was opened.

DMRC sources said that preparations were on for trial runs on the extended route.

Trains on Barakhamba- Dwarka line, which reached only up till the outskirts of Dwarka, would now pass through sectors 14, 13, 12, 11, 10 and 9 in the sub-city. The 6.5-km extension would have six stations, one each in all the six sectors.

It may be recalled that the process was on to extend Metro’s operation further towards the international airport.

Three held for murdering youth

With the arrest of three persons, Delhi Police claimed to have cracked a robbery-cum-murder case in which one Vaibhav (14), resident of Harsh Vihar, was brutally killed by some assailants.

The accused have been identified as Mukim (20), Deepak (21) and Khalid (20).

The police also claimed to have recovered the knife used in the commission of crime, blood-stained clothes and the motorcycle used in the commission of the crime from the accused.

Police said that on February 27, Vaibhav was found dead in his house in Harsh Vihar with his throat slit with a sharp edged knife. The house was found to have been ransacked.

During investigation, the police found out that Mukim used to be a driver for Vaibhav’s mother before he was thrown out for stealing money.

Disgruntled and desperate, he planned the robbery at his former employer’s place. Vaibhav was murdered when he tried to resist.

Kidnapped girl traced to Himachal Pradesh

With the arrest of one Sri Krishan, Delhi Police have solved a case of kidnapping involving a 7-year-old child.

On February 1, Naushad reported to the local police in Najafgarh that his 7-year-old daughter Yasmin had been kidnapped.

During investigation, the police got to know that the accused, who knew the victim’s father, came to his residence on the fateful day and was absconding since then. Eventually, the police traced him to Una in Himachal Pradesh where he had kept the girl, before selling her off as a domestic held. — TNS

CFSL scientific officer rules out manipulation of evidence

The retired Principal Scientific officer at the Central Forensic Science Laboratory (CFSL), Roop Singh, today said that the allegations leveled against him for changing of cartridges by Investigating Officer (IO) of the Jessica Lal murder case at the lab were false and baseless.

“All the allegations are baseless and false,” Singh said ruling out the possibility of manipulation of evidence at the lab, “as things are checked and cross-checked at every level.”

He told a news channel that the cartridges were received in sealed condition and “there is no reason to change the cartridges and also it does not solve any purpose.”

IO of Jessica Lall murder case, Surinder Sharma, had alleged that Singh had changed the cartridges at the CFSL at the behest of a UP politician, whose son was an accused in the case.

Questioning the basis of allegation levelled against him, he wondered how the police will prove that cartridges sent to the lab were not already changed.

“Since weapon of offence was not found, so we could not match the cartridges, after investigation we told the police to find for two weapons,” he said.

The retired forensic expert stated that it being a nine-year-old case, “he does not remember much of it. Since, I was the reporting officer of the case, I stand by my report I sent during that time.” He said when our reports in some cases are positive and does not suit anybody, he terms it a negative report.”

Complaints of errors in class 12 physics examination

Students who took the CBSE class 12 Physics examination here complained that there were errors in Set Three of the question paper.

“There were two errors in Set Three of the question paper. The diagram of a diode was not drawn correctly, students got confused with the symbol of NOTGate and Part ‘C’ of question no. 7 was incomplete. Students also found the paper a bit lengthy,” said Ms Kiran J Nayak, Physics teacher at Apeejay School, Pitampura.

Some students also complained that there was no time for revision as the Physics paper was scheduled immediately after the biotechnology paper.

Ms Sudha Ravi, Vice Principal, Apeejay School, Pitampura, said, “Students were stressed and under pressure because of the two consecutive papers of Biotechnology and Physics. Though, most of the students had prepared themselves well, they were tense because of not being able to complete the revision on time. We were receiving constant calls from students and parents expressing their concern over the matter till yesterday”.

Metro services disrupted after technical snags

The Metro rail services were disrupted for a few minutes today after a technical snag was detected in the overhead technical system at Tis Hazari Metro station.

According to the DMRC officials, it was a technical snag that was detected in the overhead electrical system. Sparks were detected in the wiring system near Tis Hazari station in the afternoon and the operations of Metro were halted for checking the defect. The fault was rectified soon and the operations were resumed, added the officials.

Sparks were detected near Pulbangash Metro station when the train pantograph made contact with the overhead electrical wire. As a precaution, the train was taken to the Shastri Park depot for checking the pantograph and the passengers were transferred to the next train. Two trips were delayed in view of the incident and normalcy restored on the Shahdara-Rithala line in 10 minutes, spokesman of the DMRC said.

The regional transport office in Gautam Budh Nagar has generated the maximum revenue in UP. The transport office in Gautam Budh Nagar collected 42 per cent higher revenue as compared to last year.

Considerable penalties are recovered from vehicles violating traffic rules and pollution norms.

The department collected Rs 86.41 lakh by way of fines. The collections for other taxes crossed Rs 1. 4 crore by February 2006.

CM concerned over Jessica case verdict

Concerned over the widespread perception about the ‘miscarriage of justice’ in the Jessica Lal murder case, the Delhi Chief Minister, Mrs Sheila Dikshit, has also expressed her concern over the verdict.

“Justice does not appear” to have been done in it, said a concerned Sheila Dikshit today.

“I think the Jessica Lal case is a touching case in which justice does not appear to have been done. I think all women are feeling extremely distressed about it. And I do hope that law will take its proper course and justice will be brought to the case, which has suffered from injustice”, she told mediapersons. — TNS

Naturopathy camp

At least 75 residents took the benefit of a naturopathy camp organised at NH-5 of the NIT area here recently.

Held under the aegis of the Lions Club, Industrial Hub, the camp attracted several patients who were fed up of allopathy and had failed to get the desired results, said Lion S. K. Gupta, patron of the club.

He said naturopathy was dependable and safe. A large number of people were getting attracted to it because of its benefits.

According to Praveen Mediratta, secretary of the club, eminent naturopath Dr Mohan Bhatt provided free consultation and treatment .He said more such camps could follow in the near future in various parts of the city.

The Senior Deputy Mayor, Mr Shiv Charan Lal Sharma, who inaugurated the camp, lauded the initiative.

Seminar on educational technology

A three-day national seminar on Perspectives in Educational Technology, organised by the National Council for Educational Research and Technology (NCERT), concluded here on Friday.

The three-day event saw experts present empirical and research based papers and share their views on various themes on educational technology, including understanding the concept of educational and information technology, broadcast media/technology in education, emerging technologies for education and innovative experiments undertaken to improve efficiencies, enhancing learning and making educational transactions interesting and effective.

The aim of this seminar, which was held after 20 years, was to create a platform for people working in various aspects of educational media and technology to come together and share their experiences.

In a statement, the NCERT said the objective of the seminar was to hold deliberations and compile the papers for wider distribution, in order to provide stimulus in the field and create networking amongst groups and individuals leading to enhanced utilisation of technology of education.

The seminar was inaugurated by Prof Kiran Karnik, President NASSCOM. Speaking on the occasion, he said as the connectivity of the technology is spreading up to rural India, the challenge lies there for us to utilise it more efficiently.

Body of youth recovered

Greater Noida, March 5
The body of a young man has been recovered from Tusyana village under the Bisarakh police station area.

The youth’s throat was slit with a sharp-edged weapon. The deceased has not been identified yet.

The police have sent the body for a post-mortem. According to reports, the body of the young man was noticed near Tusyana village last evening. Villagers of the area could not identify him.

Only after receipt of the post-mortem report would the cause of death be spelled out, the police said.

In another incident, a youth was electrocuted while fixing a power cable near the railway level crossing near the Dadri railway station. The man, who died on the spot, was said to be drunk.

Satta racket flourishing due to police apathy

Satta racket are flourishing in Trilok Puri area in East district due to “the mercy of the local police and the special staff of east district police.” According to sources, there are as many as 13 satta operators in the area.

Mayur Vihar and Kalyan Puri are adjoining police stations. The SHO, Mayur Vihar, claimed that the satta operators could not be stopped fully as “they have deep roots” in the area.

According to the SHO, Kalyan Puri, “All the resettlement colonies have the problem of petty crimes including illicit sale of liquor and satta operations.” He said the staff has been given instructions not to allow any such illegal activities in the area.

According to a Sub Inspector, who was earlier with Special Staff, East district, “the number of satta operators has gone up to thirteen in the area, who generously give money to the local police and run their illegal activities.”

Sources informed that payments ranging from Rs 75,000 to Rs 1.5 lakh per month are made depending upon the business of the satta operator. The beat constables and some local police informers also receive their commissions from the police officials, sources said.

According to sources, the police get their ‘cuts’ through one Sharif, who was earlier involved in printing fake Indian currency.

When the DCP, East district, Madhup Tiwari, was contacted, he said, “We would look into the matter and stringent action would be taken against the officials if found guilty.”
