Karnal, March 1 In a clear example of laxity in the enforcement of jail manual, the two mobile phones were recovered from the jail premises during a raid conducted by the Kaithal police, led by its DSP, Mr Balbir Singh Dahiya, yesterday, sources told The Tribune. The sources said while the DSP had taken a Deputy Jail Superintendent, Mr Virender Lamba, along with him to Kaithal for questioning yesterday, Kaithal SP Navdeep Singh Virk questioned Jail Superintendent Rati Ram Goyat and both Deputy Jail Superintendents Dharamvir Malik and Virender Lamba after calling them to his office today. Confirming that the jail officials were called to Kaithal for questioning, Mr Virk refused to divulge any information about the ongoing investigation of the case of making threatening calls for extortion. The SP confirmed that the two mobile phones recovered from the jail premises yesterday had been used to make threatening calls to the Dhand businessman. He said several striking revelations were likely in the days to come as the police was also in the process of getting detailed printouts of all incoming and outgoing calls made on the cell phones that were being used by the jail inmate. Earlier, the Kaithal police had already arrested the jail inmate Sultan Singh for making threatening calls to the Dhand businessman. The Kaithal police took him in its custody after getting his production warrant following registration of an FIR regarding making threatening calls. Mr Virk along with Karnal DC Rakesh Gupta and his Karnal counterpart Sibash Kaviraj had checked the jail a few days ago when the Dhand businessman brought the matter of extortion calls to the notice of the police. Some unwanted material, including a list of mobile phones, was reportedly recovered at that time. Meanwhile, none of the jail officials could be contacted for comments, despite repeated attempts. |
MP flays dropping of Devi Lal’s name
Panipat, March 1 This was revealed Mr Ajay Chautala, Rajya Sabha MP and general secretary of the INLD, here this afternoon. Blaming the state government with playing politics with the name of farmers’ leaders, he said the name of Devi Lal had been painted at places associated with IMT from where it was dropped. He said dropping the name of Devi Lal from the Panipat thermal power plant showed the narrow-minded policies of the state government and its vindictive attitude towards the INLD. Mr Chautala said the Hooda government was playing with the people of the state on the hyped Bhakra canal as even land was yet to be acquired for the project. Raising a question, he claimed that Nabard and other premier institutes had already declared the project as unviable. He said the state government had failed on all fronts and failed to fulfil any promise made before the assembly poll. Taking a dig at the state police, Mr Chautala alleged that when a DIG himself was involved in a controversial case and the DGP was getting threatening calls, how it could give a fearless rule in the state. He said the power position grim and feared a worst summer for Haryana. Several villages near Mahendergarh district were facing an acute water shortage and ponds in the area had dried. He said that instead of pressurising the Punjab Government on the SYL issue, the Chief Minister preferred to be felicitated by Capt Amarinder Singh. |

Rohtak, March 1 He was inaugurating a two-day international seminar on ‘Modernising and Restructuring the District Administration in India in the Era of Liberalisation’ organised by the Department of Public Administration of Maharshi Dayanand University here. Dr Reddy said good governance was the key to improving the quality of administration at the district level. The district administration should act as an agent of change in the present scenario of liberalisation. SMAART (Simple, Moral, Accountable, Accessible, Responsive and Transparent) governance was the need of the hour. He said the bureaucracy needed to adapt itself to the changes in society and free itself of procedural tangles for an efficient administration. This would require reorientation of administrative skills as well as attitudinal changes. That alone would help the governments deliver goods to their people, he added. Speaking in the inaugural session of the seminar, eminent scholar Professor S. L. Goel advocated comprehensive changes in the structuring of district administration. He suggested tenure posting of administrators. Mr Shyamal Mishra, Registrar, MDU, in his presidential remarks said the district-level administration in India was complex and challenging. Effective implementation of policies and programmes and ensuring proper delivery of services was the key to good governance at the district level. About 100 delegates from India and abroad are taking part in the seminar. Later, talking to mediapersons, Dr Reddy said the IIPA would like to set up its branch at MDU if the university submitted a workable proposal. This would help develop good governance practices at the local. |
Dadu cult saint anniversary celebrations
Rewari, march 1 President of the All-India Dadu Sewak Samaj, Mr Ashok Buwaniwala, said that several programmes like satsang, samman samaroh, kavi sammelan, shobha yatra and recitation of Dadu Vani would be organised during the seven-day celebrations. Thousands of devotees and followers of the Dadu Panth, saints of the Dadu Panth and prominent saints of other religious sects from various parts of the country are expected to participate in the celebrations. Swami Gopal Das, presiding saint of Dadu Dham Naraina, will conduct the programmes. Mrs Pratibha Patil, Governor of Rajasthan, will be the chief guest while Mr Din Bandhu Chaudhary, chairman of the Nav Jyoti Group of Newspapers, Jaipur, will preside over the main function of samman samaroh on March 6. Noted Hindi writer Dr Baldev Vanshi will be presented the ‘Dadu Crown Honour’ while Mr Vinod Chaudhary, a noted social activist of Delhi and Mr Mohan Singh Rathore, a former Superintendent of Rajasthan Police (posthumously) will be awarded ‘Shri Jayat Ram Acharya Crown Honour’ for their outstanding contributions towards the Dadu cult. |

BSNL staff hold demonstration
Rohtak, March 1 Mr Arvind Pal Dahiya, circle secretary, Sanchar Nigam Executives Association, said by reducing the ADC the Telecom Regulatory Authority of India (TRAI) had once again proved that it favoured the private sector telecom service providers. He said the BSNL stood to lose Rs 3,300 crore under the new arrangement. Earlier, the ADC was calculated on the basis of length of the STD and local calls. This yielded the BSNL Rs 5,300 crore annually. However, under the new dispensation the BSNL would get 1.55 per cent of adjusted gross revenue (AGR) of private operators thus reducing the ADC to Rs 2,000 crore only. Mr Dahiya said the loss in revenue would adversely affect the development of telecom infrastructure in the rural areas as the BSNL would have to drastically reduce its investment in this sector. This in turn would slow down development of the rural areas and consequently growth of the country’s economy. He demanded that the TRAI review its decision failing which the BSNL workforce would have to resort to an agitation to safeguard interests of the nigam. |

Exotic birds rescued Ambala, March 1 A large number of birds were rescued from Chidimar Mohalla in Ambala Sadar. The birds in captivity were in a deplorable condition. Three persons have been held. Mr Naresh Kadiyan, chairman, People for Animal ,Haryana, said that dozens of birds have been rescued. "We have rescued pigeon, Lal Munia which are also known as Love Birds, Jabri Fringe and Cocktail," he said. He said that it is a case under the Prevention of Cruelty to Animals Act. "The birds were kept in an unhygienic condition and there was no proper care for the birds," he said. Mr Kadiyan pointed out that although clipping of wings is banned, some of the pigeons had clipped wings. "Sufficient movement for birds is mandatory but in this case, the birds were kept in small cages," he said. He stated that the birds were ill treated. "Some of the pigeons were injured and they were not being given proper feed. Even the flooring of the cages were not proper. The flooring was such that the birds could hurt their claws," he said. He stated that there was no exercise for the birds and there was lack of medical aid. Mr Kadiyan said that the exotic birds are being bred for commercial purposes. "But, there is cruelty towards the birds. The birds of foreign origin do not come directly under the Wildlife Protection Act. Since, these birds are being bred in India, there is a need to look into this aspect," he observed. This is not the first time that such a recovery has been made from Chidimar Mohalla. A few years back, a number of parrots had been recovered from the same locality. |

Father, son held for duping youths
Kaithal, March 1 Giving details, the SP, Mr Navdeep Singh Virk, said here today that Tara Chand, a resident of Sirsal village in this district, lodged a complaint with the police that Prem Sagar and his son, Anand Sagar, of Delhi, promised to send his son, Mani Ram, and nephew, Daya Nand, to the USA. The matter was settled for Rs 31 lakh, and Rs 21 lakh was paid to Prem and Anand on May 25 and the remaining Rs 10 lakh was to be paid when the two boys reached the USA. The boys were also made to sign some blank papers. The boys waited for six months but there was no call from
Sagars. Ultimately the family members of the boys asked the Sagars to return their money following which Anand Sagar issued a cheque which bounced. The police registered a case under Sections 406 and 420, IPC. Prem Sagar and Anand Sagar were arrested by a police party headed by ASI Devinder Kumar, in charge of Pundri police station. The accused were produced in the court which sent them on two-day police remand for recovery of the amount and further investigation. |

Homoeopathic medicine
for bird flu Ambala, March 1 Dr Harprakash Sharma told Chandigarh Tribune that the homoeopathic medicine "Oscillococcinum" delivers the best results when it is given within first 48 hours of the onset of the avian flu symptoms. "Ironically, India, which has a large number of homoeopathic users, does not have the preventive homoeopathic medicine for avian flu. The homoeopathic Pharmacopoea of India (HPI) has not permitted its use in the country," he said. He stressed that HPI must speed up the process for including Oscillococcium in the drug list so that people can benefit from it. "Moreover, it can also be used to vaccinate birds as well," he stated. |

Katyal, said the mela would focus on educating the farmers about the latest technology in agriculture and animal husbandry to enable them to earn good profits and conserving natural resources like soil and water. Rs 1.17 lakh relief for accident victim
Kaithal, March 1 According to information, the victim was travelling in a Maruti car along with others while returning after paying visit to a religious place in Punjab. When the car reached near Kartarpur, it rammed into a stationary truck parked wrongly on the road. As a result of the accident three persons died on the spot and Paras suffered serious head injuries. He remained in hospital for treatment. His father filed a petition claiming compensation of Rs 5 lakh from the truck owner and the insurance company. The tribunal held the truck owner and the insurance company liable for compensation and ordered the payment of Rs 1,17,300 with 9 per cent interest till the realisation of the compensation. According to information, kin of the other victims who died in the accident were awarded Rs 3 lakh each as compensation in an earlier order passed by the tribunal. |
Villagers hurl stones at cops; SHO injured
Yamunanagar, March 1 The villagers had complained to the administration that the water in the village was unfit for consumption. Following the complaint, a tubewell was sanctioned and the panchyat had given the land for installing it. However, some of the residents encroached upon the land and refused to vacate it. Earlier, the department had made attempts to set up the tubewell. |
