Hooda showers Rs 777 cr largesse on Gurgaon

Haryana Chief Minister Bhupinder Singh Hooda today announced infrastructure- related development projects, worth about Rs 777 crore, that would be set up in Gurgaon city to help it leapfrog to international standards in three years.

Mr Hooda, who was here to launch some of the projects, said it was for the first time that any government of the state had devised projects relating to infrastructure on such a large scale and at one go.

The projects will be set up by the Haryana Urban Development Authority (HUDA).

In response to a question from newsmen on his experience as the Chief Minister at a time when he was about to complete one year (the government will complete one year on March 5) in office, he asserted that his one year was a period of "probation". Henceforth it will be a period of "confirmation".

When asked to single out any infrastructural factor which he thought needed immediate attention in Gurgaon, he brought up the issue of congested roads in the city under arc light.

The reason being that all the four governmental projects that he launched today related to strengthening and improving the quality of roads, namely MG Road, Master Road from Sector-29 to Sector-57,Gurgaon-Sohna road and the Old Delhi road from Dundahera Border to South City Chowk.

The CM also laid the foundation stone of Artemis Health Institute of the Apollo Group in Sector 51.

Speaking on the occasion, he announced that Gurgaon would be developed as the health care capital of the country.

He reiterated that his government had written to the Centre to set up an airport in Haryana.4,000 acres of land has been identified in Asoda village near Bahadurgarh.

He said so far the project was not progressing on account of unavailability of air-corridor.

In response to another question relating to odd instances of inmates in state's jails using mobile phones, he said the state planned to provide jammers in all the jails of the state as a counter measure.

With regard to the setting up of the proposed Gurgaon Development Authority for integrated development of Gurgaon and an authority which could act as a single window, he said it was under the consideration of the government.

The CM, however, said some degree of decentralisation of power, giving more power to Administrator, HUDA, Gurgaon circle, had been effected so that most of the public grievances were sorted out locally.

Mr Hooda said the new master plan for the purpose was still in the preparatory stages.

The Rs 777 crore projects that HUDA is to complete within three years include strengthening of the water supply system at a cost of Rs 414 crore, storm-water drainage at a cost of Rs 100 crore, sewerage system at cost of Rs 45 crore, community building at cost of Rs 50 crores, fire-fighting equipments at cost of Rs eight cores, and Rs 60 crore for master street light and horticulture works.

The development projects also include a multi-facility indoor stadium having 4,000 sitting capacity to be set up in Sector 38.

A Union Minister has landed in a controversy. Certain supporters of the Minister have allegedly forcibly occupied land belonging to members of a minority community in a village of Faridabad district.

The motive? The land under dispute yields stones and sand, which have become very valuable in the vicinity of Delhi, particularly after the Supreme Court banned sand and stone quarrying in the Aravali Hills. Only a few selected pockets are open for quarrying. Sarohi village in Faridabad district is one such village. It is inhabited mainly by members of the minority community and the Dalits. They take out stones and sand, pay royalty to the lease-holder of the quarry and make a good profit for themselves. Sources say over the past few years, the economic condition of the residents has improved remarkably in the village.

Till the system of auctioning quarries was introduced by the Chautala Government, important political functionaries were allotted quarries by the powers that be. However, after the introduction of the auction system, it became difficult for the politicians to lay their hands on the highly profitable quarries.

The sources say the supporters of the Minister have taken over the control of the land of certain residents. It is not that the Minister’s supporters are operating quarries. The work is being done by the owners and the encroachers take their cut from the profit.

The former Leader of the BJP Legislature Party in the Haryana Assembly, Mr Krishan Pal Gurjar, alleges that the Minister’s supporters occupied the land with the help of the administration. He also alleges that without the consent of the Minister, the administration would not have helped the encroachers.

Mr Gurjar told TNS that earlier supporters of an MP, who does not belong to Faridabad district, wanted to take control of the land in Sarohi village. However, following the intervention of the Chief Minister, Mr Bhupinder Singh Hooda, the owners escaped dispossession. After a few months the Minister’s supporters took over the land.

The BJP leader said the cut being taken by the illegal occupants from the villagers was nothing short of infamous “Goonda Tax”, which was collected by the mining mafia in Bhiwani district when the INLD was in power. He reminded that several Congress leaders, who were then in opposition, had come out strongly against the “Goonda Tax” at that time. He wondered why these leaders had now become mute spectators to what was happening in Faridabad district.

Govt to take action against erring publisher

The Haryana Government has taken a serious view of the ‘‘omissions and commissions’’ brought out in a report, “Book says Chautala is still CM”, published in today’s The Tribune.

Mr. K. K. Khandelwal, Commissioner and Director-General, School Education, Haryana, said in a statement that a criminal case would be registered against M/s Haryana Publication Bureau, Ambala Cantonment, for not printing the year of publication which was mandatory under the Press Registration Act. They would also be booked for fraudulently obtaining orders in the name of M/s Haryana Publication Bureau whereas the book carried the name of “Children Book Temple, Ambala Cantonment”.

He said disciplinary action was being initiated against the District Education Officers (DEOs) who had placed the orders for the book, which had not been updated. He said the permission once given did not entitle that a book could be supplied for a number of years without further permission. If any information in the book either became outdated or the facts were not correct then such books should not have been purchased.

He said that an enquiry had been ordered as some of the books carried a higher price tag. He said that normally the upper limit for the cost of such books came out to be 60 paise to Re 1 per page, including printing, publishing and other expenses and a discount varying from 30 per cent to 60 per cent was given on the books. Some publishers indulged in malpractices by printing a higher price and later on negotiating.

He said the DEOs had been told not to purchase books without getting the revalidation of the list for the current year from the Directorate. No such revalidation was done for books purchased during the current year. He further said that M/s Haryana Publication Bureau, Ambala Cantonment, and Children Book Temple, Ambala Cantonment, would be blacklisted.

Mr Khandelwal said the DEOs had been directed to get the revalidation from the Department or obtain prior approval of the Directorate before purchasing books which had not been revalidated.

He said the book “Naitik Shiksha and Samanya Gyan” (Moral Education and General Knowledge), in which wrong information was given, had been withdrawn. The DEOs had further been directed to claim reimbursement of the payment which had been made to the publisher. He said that the head of the institutions who had accepted these books without getting the contents checked, would also be proceeded against departmentally.

Commercial complex mooted

Aimed at generating revenue from vacant wasteland in the heart of the township, the district administration has mooted a plan to develop a commercial complex there. Investment by the private entrepreneurs would be based on profit sharing basis with the district administration.

A area locally known as Haali Park spreading over 17 acre in the heart of Model Town, a developed locality of the township, would be converted into a commercial site.

At the proposed site there would be commercial centers such as shops and provision for community activities. Besides a piece of land would be earmarked for parking of vehicles.

Talking to TNS, Mr D.P.S. Nagal, the Deputy Commissioner, said that interested parties had been invited through open applications and soon the project would be operational. He said that entrepreneurs had shown interest will develop the site having tremendous potential.

At present, the proposed site is used as a garbage dump yard by the authorities. The spot has a natural depression and rainwater and excess water from streets use to flow into it converting it into a stinking place.

He said that government would provide land either on lease basis or through some other method would be adopted. Mr Nagal added that certain modalities had yet to finalised but the local authorities would generate revenue through the profit-haring basis.

However, officials maintained that there was a hitch forwarded by the private participants in the project. In a recently held meeting, the entrepreneurs and officials discussed a series of approach road to the proposed site. The only connected road to the area, Assandh Road, remains heavily congested due to narrow road.

A three-day National Conference, being organised by the University Science and Instrumentation Centre, was inaugurated today in the Senate Hall by Prof R.P. Bajpai, Vice-Chancellor, GJU, Hisar.

Prof V.R. Singh, Dy Director, National Physical Laboratory, New Delhi, was the Guest of Honour and Prof Ram Phal, Vice-chancellor, Kurukshetra University, Kurukshetra, presided over the event.

Emphasising the importance of the smart materials and smart devices in instrumentation engineering, Prof R.P. Bajpai made a categorical statement that nano-technology has revolutionised the field of technology and has tremendously enhanced productivity of the materials.

He opined that in the wake of inter-disciplinary approaches, biological and non-biological sciences must come closer and complement each other to give impetus to the pace of progress.

India, he concluded, had a added advantage over the world due to the enormity of manpower and technology must fully harness it to the cause of growth.

Dr V.R. Singh, Dy Director, National Physical Laboratory, New Delhi, urged upon the instrumentation engineers to keep pace with the fast advancing technology and develop new automation controls for measurements in different fields of science.

He was hopeful that the process of micro-miniaturisation of the instruments and devices would surely give a new direction in the measurement science.

In his presidential address, Prof Ram Phal, Vice-Chancellor, Kurukshetra University, made it clear that though the subject of the conference was too technical, yet any one could gauge the importance of nano-technology in both process and material industries.

He was of the view that conferences and seminars contributed greatly to the enrichment of knowledge, which in turn, supported the cause of research paved the way for industry-institute interface.

He sounded optimism that India was on its way to becoming the world leader in technology and science.

Earlier, on the occasion, Dr D.K. Chaturvedi welcomed the guests and briefly narrated the objectives of the three day conference. Prof Pardeep Kumar of USIC proposed a vote of thanks.

Nipun suicide case: investigating officer biased, says court

The Additional Sessions Judge, Fast Track Court, Ambala, Mr A. K. Shori, while discharging the Nipun suicide case, passed structures against the investigating officer of the case who is an ASI in Ambala police.

According to prosecution a youth Nipun, a resident of Ambala Cantt, had ended his life by consuming poisonous substance on September 25 last year, when the girl Meenu whom he loved was engaged somewhere else. On the complaint of the father of the deceased, the police had registered a case under Section 306 of the IPC. The father had alleged that Meenu and two other had administered poisonous substance to his son.

The judge observed in his order, “The investigating officer has acted in a biased manner in this case and proceeded against the accused by over looking all the important aspects of law and dragged the accused in litigation, so much so that she was even detained during investigation. This court has been appraised that because of this conduct of the investigating agency, the matrimonial engagement of the accused was broken.”

He further observed in his order, “The court has thus to recommend that departmental action to taken against the investigating officer so that he comes to know as to what is the law of land. Accordingly, a copy of this order be sent to the SP, Ambala and DGP, Haryana, for initiating departmental proceedings against the investigating officer, so that such persons are really brought to book and the lives of innocents citizens are saved from the clutches of the police whose integrity is already in doubt in this part of country”.

The judge said in his order that there was not even an iota of evidence collected by the investigating officer that the accused at any point of time instigated the deceased to commit suicide. The judge further observed that it seemed that the deceased out of frustration had committed suicide. The accused otherwise was an unmarried girl and her refusal to marry the deceased could not be said that in any manner she had instigated the deceased to commit suicide.

The Judge said in the order that for constituting the offence under Section 306 of the IPC there had to be some sort of abetment of groading but the investigating agency had not collected any evidence against the accused. The charges could not be ordered to be framed against the accused on any score, the judge finally observed in the order.

Separate HC: many issues need to be resolved

Despite the Union Law Minister’s recent statement that Haryana’s demand for a separate high court was under consideration, possibilities of this demand being met extremely remote.

According to highly placed sources there are several issues that needed to be sorted out before the Centre could accord approval for a separate high court. The first is the location of the proposed court. The resolution passed by the Haryana Vidhan Sabha had wanted it to be established at Chandigarh, which despite being the State’s capital technically is a Union Territory.

The sources said a high court for a state could only be set up at its capital though later benches can be set up elsewhere in the state too. That rules out the possibility of setting up the court at any other place in Haryana so long as Chandigarh remains capital of the state. Even if the Centre was to sanction a separate high court for Haryana at Chandigarh, the question of its jurisdiction over the Union Territory would need to be resolved. Punjab will certainly oppose any move to bring Chandigarh under the new high court since it is a sensitive political issue between the two neighbouring states, they said.

According to them only reasonable solution to the issue is setting up a bench of the Punjab and Haryana High Court at some district town in Haryana. This will bring not only the high court’s services within easy reach of the common man, but also will provide relief to overburdened judges of the high court.

Shergarh-Guhna link canal soon

The Haryana government was committed to the development of all areas of the state and carry on public welfare schemes to pave the way for a strong economy of the state.

This was stated by Mr Randeep Surjewala Transport, Public health and Parliamentary affairs minister today while addressing public meetings in dozens of villages of this district.

He said Haryana was ahead of other states in per capita income at Rs 29,963 per annum. He said to make Haryana economically strong, the government had increased the Plan expenditure by 42 per cent from Rs 2,108 crore to Rs 3,000 crore in the current financial year.

The minister gave a call to the people to participate in large numbers in the proposed rally at Hisar on March 5. Mr Surjewala announced construction of the Shergarh-Guhna link canal to be constructed at a cost of Rs 13.18 crore which would benefit 12 villages. He said the water carrying capacity of the Dhundrehri minor was being increased from 15 to 24 cusecs at a cost of Rs 90 lakh.

Mr Shamsher Singh Surjewala, local MLA, also accompanied the minister and addressed public meetings.

Man held for giving supari for colleague

Karnal, February 23
The police has claimed to have solved the blind murder of an employee of a Delhi-based builder with the arrest of another employee, who had allegedly given Rs2 lakh to a person, who along with his associate, shot him dead on January 11.

A police spokesman said Om Prakash of Dechaun Kalan village in Delhi had been nabbed for hatching a conspiracy to kill Naresh of UP at a developing Narsi Village colony of the Delhi-based True Zone Build Well company at Budhan Khera village of Karnal district.

According to the spokesman, Om Prakash wanted to eliminate Naresh as after the appointment of the latter in the company his commission from the sale of plots by him had been hit.

Om Prakash allegedly contacted Mogli of Moondka village in Delhi, an inmate of the Rohtak jail, and offered him Rs2 lakh to kill Naresh, the spokesman said, adding that Mogli asked him to contact Sonu, a resident of his village, and gave the supari.

Sonu, along with his associate, shot Naresh dead on January 11 at the company’s local office situated between Phoosgarh and Budhan Khera villages.

The CIA staff have solve the murder case within six weeks.

Third front to be formed, says MLA

The independent MLA from Ateli, Mr Naresh Yadav, today said a third front was going to be formed in Haryana.

Talking to mediapersons here today, Mr Naresh Yadav said an organisation had been established which would fight for the issues of common people in Haryana. “The Haryana Yuva Kisan Sangharsh Samiti will take up issues like the SYL, stop acquiring fertile land, employment guarantee and students power,” he said.

He said the Haryana Yuva Kisan Sangharsh Samiti will help in the formation of third front. He said different political parties claimed overall development of the state but they forgot their promises as soon as they came to power. He said during the tenure of Mr Om Prakash Chautala and Mr Bhajan Lal, Hisar and Sirsa were the centres of development.

He said after Mr Bhupinder Singh Hooda became the Chief Minister, Rohtak and Sonepat are the centres of development. He said that various projects are now coming up in selective areas.

MLA retracts statements

The Congress MLA from Samalkha, Mr Bharat Singh Chhokkar, who had been criticising the Chief Minister, Mr Bhupinder Singh Hooda, in the recent past, today retracted from his previous statements.

In a statement issued here, Mr Chhokkar said he had full faith in the leadership of Mr Hooda, with whom “I have no differences”. He said : “I regret my statements published in newspapers in the recent past.”

He appreciated the development works launched by the Hooda government in the state.

They failed to ‘net’ Indian husbands

Two girls from Denmark, namely Kathline and Lisa, who had developed affairs with two youths of Sonepat on the Internet and reached the city last week, had to return to Delhi disappointedly last night as the youths declined to marry them.

The youths, Sumit and Amit, had developed affairs with these girls on the Internet a few months ago. They were, however, stunned when these girls reached the city without any prior information. The youths made the arrangements for their stay in a hotel.

They reportedly pressurised the youths to marry them. However, the boys did not agree citing resistance from their parents. — OC

Chain-snatchers arrested

Two youths have been held for chain-snatching in Ambala Sadar area.

Gaurav and Deepak were held when they were trying to flee after snatching the chain of a woman near Vashisht Nagar yesterday. Gaurav is said to be a medical student.

The duo snatched the chain of Satwinder Kaur, but were nabbed before they could flee.
