Girl students to get health cards
Hisar, March 2 Moreover, to provide medical check-up facility to girls, all girl students up to the age of 18 years will now be issued health cards. The provision of proper immunisation coverage, treatment of anemia, de-worming, testing of eyes and dental check-up facilities would be ensured through these cards. According to official sources, Edusat connectivity will be provided to all 222 government girls senior secondary schools in the state at a cost of Rs 7 crore during 2006. Besides, an amount of Rs 10 crore has been earmarked for the construction of separate toilets for girls in nearly 4,000 government schools during the current year. Setting up a separate university for women is also in the offing. The girl students will now be provided a special concessional travel facility in Haryana Roadways buses. As against the existing system under which all students have to pay 10 single fares up to a distance of 60 km, the girls students will now have to pay only five single fares per month to get their passes made. These steps are being taken to encourage girls’ education and healthcare beginning in 2006, which has been declared as the Year of the Girl Child by the Haryana Government. Twentyfive per cent seats will be reserved for girls in all ITIs and technical education institutions. Free tool kits or books worth Rs 1,000 to Rs 2,500 will be provided to all girls admitted to ITIs, polytechnics, engineering colleges and other technical institutions. Cash awards of Rs 5,100 are being instituted for the girl students achieving the top ranks in all disciplines of ITIs, diplomas, engineering, MBA, MCA and
B. Pharmacy courses. The state government has also amended the Government Employees Code of Conduct, 1966. All persons, at the time of joining a government job, will have to give an undertaking that they will neither accept nor give dowry, directly or indirectly, nor will they encourage anybody to do so. Each government employee, after his marriage, will give a declaration to the Head of his department stating that he has not accepted any dowry. The declaration will have to be signed by the employee’s wife, father, mother-in-law and father-in-law. |

Haryana, while board Secretary Rajiv Ranjan and other officers too
participated in the deliberations at the Red Bishop complex here
today. Delving deep into the aspects of the revolutionary ‘system’
, brimming with confidence Mr Gujral disclosed that the system had been
evolved after enormous discussions with various educational agencies. He
disclosed the concept of semester system implied courses of six months'
duration i.e. two division of the academic year. The advantage of the
semester system was that the curriculum load on the student reduced
considerably . The system of continuous comprehensive and evaluation
based on internal assessment to be made by the respective teachers is an
added feature which will empower them to monitor and evaluate the
performance of the students. He said weightage given to each external
examination of each semester would be 90 per cent and 10 per cent from
the internal assessment. Two per cent enhancement would be given for
co-curricular activities in the overall grading point average. Two
reappear chances to qualify in a particular subject will be granted for
a candidate. The results will be in relative grades rather than the
percentage. He said as on date all the vacancies in Haryana schools had

Ambala, March 2 While giving the details of the schemes, Mr Kaushik said in the Ambala district, as many as 4783 families had been benefited with these innovative schemes. Similarly, the government had also reserved 33 per cent posts in the recruitment of teachers for women. These women would also get 10 paisa per unit concession in electricity bills having connections in their names, he informed. Mr Kaushik further said the government would also incur an expenditure of Rs 10 crore for providing toilets for the girls in the government schools. Besides, the girls had also been given a 50 per cent concession in the monthly bus passes upto 60 km. The DC said with a view to remove gender discrimination, the Haryana Government had also implemented 'ladli' scheme aimed at stemming female feticide. Under the scheme, the parents would be given an amount of Rs 5000 for five years after the birth of second girl child. He said the government had also started 'Jannani Suvidha Yojna' in slums. Under the scheme, women would be provided free health services during delivery at select nursing homes. The scheme had been started with a view to provide safe delivery facilities to the women living below poverty line. A number of schemes had also been initiated for adults providing them with special diet. The Haryana Government had also started a scheme for rural girls with a view to motivate them to get education, he added. A scheme named 'Gramin Kisori Puruskar Yojna' had also been started and under the scheme, girls excelling in Haryana School Education Board exams at the block level would get Rs 2000, Rs 1500 and Rs 1000 as per the order of merit. |

Hisar, March 2 As many as 300 officers of the State Department of Agriculture and HAU scientists, who are participating in the workshop, will finalise the package of practices to be adopted by the farmers in the ensuing kharif season. Inaugurating the workshop, the HAU Vice-Chancellor, Dr J.C. Katyal, laid stressed on the need to diminish the gap existing between the yield potential of crops and the yields being actually realised by the farmers. Dr Katyal also highlighted the need to set up market information system and the introduction of poly-house technology, apart from focussing on the development of need-based farm technology to make the farmers globally competitive. The Haryana Financial Commissioner-cum-Principal Secretary, Agriculture, Ms Asha Sharma, who presided over the function, expressed happiness over the kharif production last year. She, however, added that the agricultural experts should not become complacent with this achievement as the challenge of increasing food grain production was a matter of serious concern. Ms Sharma also expressed concern over the non-availability of seed in desired quantity and cultivation of summer paddy being increasingly adopted by farmers in Haryana. The Director of Agriculture, Mr R.K. Khullar, disclosed that this year the Haryana Government had set a target of 42 million tonnes of kharif production which was two million tonnes more than the one achieved last year. The Director of Research at HAU, Dr R.K. Malik, presented research highlights of the university. He said the university had developed a number of improved varieties and hybrid of kharif crops last year and these had been recommended for release in Haryana. These, include hybrid HKRH-1 of rice, HHB 67 and HHB 197 of bajra besides HD 324 and H1226 varieties of desi and American cotton, HB1 of barseem, HJ 573 of sorghum, HG 867 and HG 870 of guar and HC 98-46 of cowpea. He said a few another varieties of maize, rice and oilseeds were also in the pipeline and were being tested. |
Altercation over dog costs youth life
Ambala, March 2 The altercation took place over Krishan Lal’s pet dog. Yesterday evening at about 9 pm, Krishan Lal’s dog had a fight with Ghanshyam Yadav’s pet dog. Ghanshyam resides close to Krishan Lal’s residence. Krishan Lal’s father, Sohan Lal, and Ghanshyam Yadav both work as civilian employees at the Air Force Station, Ambala cantonment. The fight between the two dogs reportedly took place over a bitch which had entered the area. When Ghanshyam’s son, Vipin, saw that the dogs were fighting, he hit Krishan Lal’s dog with a stick. The dog yelped loudly and he ran away from the spot. Krishan Lal was repairing the fence outside his house when he heard the yelping of his dog. He spotted Vipin and he walked upto him. Krishan Lal strongly objected to Vipin hitting his dog. This led to an argument between the two youths. Ghanshyam heard the argument and he also picked up a fight with Krishan Lal. In the meantime, Sohan Lal was informed by a girl that Ghanshyam and his son were having an altercation with Krishan Lal. Sohan Lal rushed to the spot. He saw that Krishan Lal was being assaulted by Ghanshyam and his family members. Sohan Lal intervened and he took Krishan Lal home. Soon thereafter, Ghanshyam, Vipin and a few others came to Sohan Lal’s residence. They pounced upon Sohan Lal, his wife Vimla Rani, his son Krishan Lal and another son Praveen Kumar. They were attacked with iron rods and soda bottles. They were brutally beaten up. Krishan Lal bore the brunt of the attack. After beating up Sohan Lal’s family members, Ghanshyam Yadav and his acquaintances left the area. But Krishan Lal collapsed at the spot due to the beating. He was rushed to the Civil Hospital, Ambala cantonment, where he was declared brought dead. Incidentally, Ghanshyam’s nephew Nitin had reached the Civil Hospital before Sohan Lal’s family members. When Nitin saw Sohan Lal and his family members at the hospital, he went away from the hospital. Sohan Lal, Vimla Rani and Praveen Kumar were given medical aid. Following the incident, Sohan Lal informed the police and security officials at the Ambala airbase. He lodged a complaint against Ghanshyam Yadav. Besides police officials, Air Force security officials also visited the quarters. Krishan Lal was cremated today afternoon. A number of people were present at his cremation. Sohan Lal and his wife Vimla Rani were inconsolable. The neighbours of Sohan Lal were upset over the incident and they lamented that such a petty issue has taken a serious turn. They claimed that Ghanshyam Yadav had a quarrelsome nature. Superintendent of Police, Ambala, Rajbir Deswal, said that the altercation took place over a dog. He said that a case has been registered and two persons have been arrested. |
Minister admits inability to transfer health officials
Panipat, March 2 Talking to the media here this afternoon at the PWD rest house, Ms Devi said despite the rules she was unable to implement the transfer policy in the Health Department with true spirits. Showing her helplessness, she said the transferees approached her along with Congress MLAs and other party workers to cancel the transfer. Answering to a question about marriages being held next to the emergency ward at the Civil Hospital here, she ruled out any action against hospital officials who allegedly failed to stop nuisance in the hospital. She rather added that a place away from the ward should have been opted. The Tribune had highlighted on February 17 and 21 when the patients had to suffer the whole night due to loud music outside the emergency ward. The minister took strong objection over the absence of the CMO and other medical staff from an anti-female foeticide seminar held here on Sunday. The chairperson of the National Commission for Women (NCW), who presided over the function, had criticised the district health authorities for their absence. Ms Devi said the vacancies of over 150 doctors would soon be filled in the state. She said a committee had already been constituted to initiate the recruitment procedure. On the fight against female foeticide, she said in the past one year as many as three cases had been registered and ultrasound machines of about 23 centres had been seized. She lauded the role of the Ambala district administration that had announced to award those who report against female foeticide. |

Ambala, March 2 The unit provides postal facilities to the Air Force troops deployed in Punjab, parts of Haryana and Uttar Pradesh through the field post offices (FPO). Group Captain Sudhir Verma, Station Commander, 7 Wing, Air Force Station, spoke about the services rendered by the No.1 Air Formation Postal Unit. Capt N.C. Pandey, Officer Commanding, 1 Air Fmn Postal Unit, said with the advancement of information technology, services like e-post, transmission of money orders through VSAT, multi-purpose counter machines for postal transactions, speed post and other services introduced by the Department of Posts were being made available at FPOs. |
Naib Tehsildar held on graft charge
Chandigarh, March 2 A police spokesman said here that a resident of Ghirai in Hisar district, Mr Daljit Singh, had complained to Mr Nirmal Singh that the Naib Tehsildar, Mr Hari Om, had demanded a heavy bribe for
registering the sale deed of his land. He alleged that earlier he had paid Rs 50,000 to the official, but he was demanding Rs 1 lakh more. Mr Nirmal Singh then directed the Deputy Superintendent of Police, Mr Rajesh Duggal, to lay a trap. After a shadow witness allegedly struck the deal with the official and gave the signal, the police team arrested the Naib Tehsildar. Marked currency notes worth Rs.50,000 were also seized. A case has been registered. |
