Power plants sans Chief Engineers
Panipat, April 4 Enquiries by The Tribune revealed all three posts of CE at Panipat Thermal Power Plant (PTPP) and Faridabad Thermal Power Plant (FTPP) were vacant and SE level officers were supervising the work and were deprived of financial powers. Mr S.K. Diwan, retired as CE from PTPP on February 28 while Mr S.K. Dhandha left the post from Panipat on March 31. Similarly, Mr R.S. Bhatti relinquished charge of CE from Faridabad on March 31. Sources blamed political interference in appointing the CEs as reason of delay, as it is considered as a plum posting. Sources in the power sector alleged one of the retired CEs was related to a senior minister of the Hooda government. State general secretary of the All-Haryana Power Workers Union Narinder Khokhar decried the state government for not filling top posts. Coming heavily upon the Hooda government and the Haryana Power Utilities Corporation, he blamed them for indifferent attitude towards the Mr Khokhar said the state was already facing acute power shortage and there was no one to manage the power plant. With sudden rise in the mercury that led to more demand of electricity, who would be accountable for the power situation, he said. Mr Jagpal Singh Sangwan, president of the Panipat Thermal Power Plant Eorkers Union also demanded appointment of the CEs as the employees were facing problems but there was none to hear their grievances. There are 2,600 workers at PTPP while 250 workers are employed at Faridabad plant. Mr Sangwan said several works pertaining to purchase and other works related to workers were pending. |
Advani, Rajnath to halt in Jat heartland
Gurgaon, April 4 While Rajnath Singh’s yatra will enter Haryana from Rajasthan in Shivani, between Hisar and Bhiwani, on May 8, L.K. Advani’s yatra will enter the state on May 9 from Muzaffarnagar (Uttar Pradesh). However, according to a source in the Haryana unit of the BJP, the likelihood of a minor change in the route of Mr Advani cannot be ruled out. In case of change, his yatra will enter Haryana via Saharanpur (Uttar Pradesh). Mr Advani will stay overnight at Sonipat, before heading for Ramlila Ground in Delhi the next day to address a joint rally with Rajnath Singh. Rajnath Singh’s yatra will have a night halt at Hisar on May 8 and at Rohtak on May 9. The two leaders will address gatherings at the venues of their stopovers. |

Chandigarh, April 4 Taking up the petition filed by Lt-Col Inderbir Singh of Ambala, who has sought setting aside of the allotment under the defence quota on the ground that no verification of the claims made by the applicants was done by HUDA, the Division Bench comprising Chief Justice Mr Justice D.K. Jain and Mr Justice Surya Kant also issued notice of motion for May 3 to the respondents. In his petition, Lt-Col Inderbir Singh has also stated that in many cases the defence personnel applied for plots the size of which they were not entitled to. The draw of lots was conducted on December 15, 2005. It may be recalled that during draw of lots, allotments of 10 and 14 marlas, one and two kanal plots were made to personnel below officer rank (PBOR). According to the HUDA policy, PBOR are eligible only for the allotment of six and eight marla plots while officers up to the rank of Lieutenant-Colonel could apply for 10 marla and 14 marla plots. Those of the rank of Colonel and above were eligible to apply for one kanal plots. The Mansa Devi plots had no category where PBOR could apply. Orders set aside Passing its order, the Division Bench comprising Mr Justice J.S. Khehar and Mr Justice P.S Patwalia allowed the petitions of constable Puran Chand of Fatehabad district police and 17 others and constable Ram Niwas of Sirsa district police and 15 others. It observed that the plea of the petitioners that their seniority would be adversely affected was correct as the seniority of the ranks of constables and head constables was within the district. |
HAU clears Rs 136-cr budget
Hisar, April 4 The Board of Management (BoM) of the university gave nod to the Rs 136.06 crore budget for the current fiscal at a meeting held in Chandigarh yesterday. The HAU Vice-Chancellor, Dr J.C. Katyal, who chaired the meeting, said today that of the total amount, Rs 115.33 crore (including the university’s income of Rs 7.8 crore) would be provided by the Haryana Government, while the rest, Rs 20.73 crore, would be acquired from the Indian Council of Agricultural Research (ICAR) and other funding agencies. The grant to be provided by the state government also included a sum of Rs 15 crore to cover the earlier deficit of the university. Dr Katyal said the BoM had also approved the grant of two advance increments each to selection grade Assistant Professors with effect from July 27, 1998, on the pattern of the ICAR for acquiring PhD degree and moving to the post of Associate Professor with PhD degree. However, this has been recommended to the state government for approval. Besides, Associate Professors in merit promotion scheme have also been allowed to switch over to the career advancement scheme. |
14,000 examined at health camp
Jhajjar, April 4 The camp, which was the first of its kind, was organised by Sewa, a social organisation, founded by Congress MP Deepender Hooda in collaboration with seven top notch speciality hospitals of the country. The camp was dedicated to two freedom fighters of the area - the late Pandit Shri Ram Sharma and Chaudhary Matu Ram. The camp was apolitical and it covered six Assembly constituencies of this district which fall in the Rohtak Lok Sabha constituency. It was the first of a series of such camps to be organised to cover the entire Rohtak parliamentary constituency. The exercise is likely to be concluded by the middle of May. As many as 500 hearing aids were provided free of cost to the needy. Likewise, the Bhagwan Mahavir Viklang Sewa Samiti known for its Jaipur Foot artificial limb, provided contraptions to 76 handicapped persons free of cost. Two hundred tricycles and 75 wheel chairs were also distributed. More than 200 patients underwent eye surgery during the camp. The hospitals involved in the exercise included Escorts Heart Hospital, Delhi, Jaipur Golden Hospital, Delhi, Sunflag Hospital, Faridabad, Guru Gobind Singh Centenary Dental Institute, Gurgaon and the Post Graduate Institute of Medical Sciences, Rohtak. Mr Ranbir Singh, former minister and the only living member of the Constituent Assembly presided over the concluding function. He presented artificial limbs, wheel chairs and hearing aids to the needy. All registered patients were given health cards for further follow up treatment in the hospitals concerned. He also gave away merit certificates to the doctors, paramedics and volunteers who manned the camp for three days. Speaking on the occasion, Mr Deepender Hooda said on completion of the proposed health camps, Sewa would organise educational melas in the entire area. The aim of these melas would be to encourage students to work harder and increase their examination scores, encourage parents especially mothers to take more interest in educating their children especially girls and encourage teachers to put in an extra effort to show better results. These melas would also provide career counselling to students. Meritorious students of the area would be paid special attention and suitable study material would be provided to them free of cost. Mothers of meritorious female students would be honoured for helping their girl child excel in academics. |

Rewari, April 4 He was admitted to the local Civil Hospital where the doctors referred him to the PGIMS, Rohtak. Meanwhile, on his statement the Model Town police has registered a case of attempt to murder under Sections 307 and 34 of the IPC as well as the Arms Act against Jeeta Gujjar’s two brothers, Nahar and Pathan, his wife Ruchi, his mother Parvati and two others. It is stated that the accused went to the site where they pleaded with Krishan Gujjar for withdrawing the case of murder earlier registered here against Jeeta Gujjar for allegedly killing Ashok Sethi, elder brother of Krishan Gujjar, on the premises of the bus stand here on August 29, 2005. But when Krishan Gujjar reportedly showed reluctance, one of the accused fired a pistol shot, injuring him in the back. Soon afterwards the accused fled. |
Bungling in aid distribution alleged
Bhiwani, April 4 In the first complaint, sarpanch Ram Kishan of Bamla (II) and sarpanch Kartar Singh of Bamla (I) alleged that the crops in large areas were damaged due to cold recently and the state government had ordered compensation. They alleged that the patwari concerned was committing irregularities in the distribution and paying less compensation to the affected farmers.

9 killed in jeep mishap
Jind, April 4 While six persons died on the spot, three succumbed to their injuries in a hospital at Jind. The victims were returning after attending a fair at Bambori village. The deceased were identified as Sat Parkash, Kavita, Poonam, Bijender, Mahinder, Neeraj, Subhash, Ritik and Shalinder, driver, he said.

3 labourers electrocuted
Rewari, April 4 Those electrocuted were Bhairon, Sharwan and Sheoji Ram, all residents of Tonk district of Rajasthan. The cable snapped after a tractor-trailer hit an electricity pole. Deputy Commissioner Mahender Kumar, announced financial assistance of Rs 10,000 each to the kin of the deceased and Rs 5,000 to the injured Rang Lal.

Hike in collector rate opposed
Ambala, April 4 Citing an example, he said the collector rate of Housing Board, Tribune Colony and other adjoining areas had been increased by 80 per cent. He said even backward localities like Tara Nagar and Ramkishan Colony would have to pay a higher collector rate. Mr Om Prakash Malik, vice-chairman of Haryana Pradesh Congress Committee legal cell, criticised the uncalled for increase in collector rate of residential and non-residential units. He said if the new rates were not withdrawn immediately then people would have to face financial burden. He said the hike in collector rate would adversely affect the owners of houses in the urban areas as the house tax and fire tax would automatically increase. |
Body found in Brahm Sarovar
Kurukshetra, April 4 According to district police chief Sanjay Kumar, the body was identified as that of Rajesh, son of Triloki Nath, a resident of Fatehpur-Pundri, Kaithal district. Rajesh had been missing since March 31. Relatives of the deceased were informed on the basis of some documents found on the body. The body was later handed over to them after a post-mortem examination, he added. |
